An exoskeleton helps move a person’s existing but weakened or paralyzed limb; a mobility scooter provides powered travel while seated; and a prosthesis replaces a missing limb. They solve different problems, so the right choice depends on the person’s abilities, goals, and where the device will be used.
How the three devices differ

What an exoskeleton can do
The U.S. Food and Drug Administration defines a powered exoskeleton as an external, powered, motorized orthosis worn over a person’s paralyzed or weakened lower-limb for medical purposes. It can facilitate movement at one or more joints. FDA classifies powered lower-extremity exoskeletons as Class II prescription devices under regulation 890.3480. That classification describes the device category; it does not mean every exoskeleton suits every person or guarantees independent walking. See the FDA Product Classification: Powered Exoskeleton.
In rehabilitation, exoskeletons may assist sit-to-stand movements and walking for people with motor or functional impairments. A 2022 clinical framework review notes that evidence to guide optimal use in everyday clinical practice remains limited. A personal exoskeleton should not be treated as a general replacement for a wheelchair or other everyday mobility aid. The Christopher & Dana Reeve Foundation explains that personal exoskeletons are intended to provide walking experiences, not to replace a wheelchair for mobility. When a mobility scooter may help
A scooter offers seated powered locomotion. MedlinePlus notes that a person may need a scooter if injury or disease prevents walking. Whether one is practical or safe is an individual assessment—not simply a question of whether walking is difficult.

The U.S. Department of Veterans Affairs’ recommendations for motorized wheeled mobility devices highlight several considerations:
- Transfers: Can the person get on and off safely?
- Posture and support: Can the person sit in a stable position with the support the scooter provides?
- Controls: Can the person steer using the tiller?
- Space and maneuverability: Does the scooter’s turning radius fit the intended home and other environments?
A scooter may not provide enough support or may be difficult to maneuver in some homes. Review the VA’s Clinical Practice Recommendations for Motorized Wheeled Mobility Devices and discuss the choice with a health care provider or physical therapist, as MedlinePlus recommends.

What a prosthesis can do
A prosthesis is an artificial limb that replaces a missing body part. An artificial leg may help a person with activities such as walking, but the right design and functional goals depend on the person. VA describes its prosthetic limbs as custom designed, fabricated, fitted, and modified through clinical services—not as ordinary off-the-shelf equipment. Choosing what to discuss with a clinician
Start with the task the person needs help with. A goal of supported, seated travel points to a different kind of device than practicing assisted standing and walking or replacing a missing limb. Before an assessment, write down:

During the first start-up, the black lever must be in the reverse position. At this point, the scooter is in electric mode and can start normally. When the battery is depleted and the scooter cannot start, push the black lever forward. The electric scooter can then be pushed manually. Otherwise, it cannot be pushed.
- The main activities or destinations the device should support.
- The distances, surfaces, and terrain involved.
- Transfer ability, balance, posture, and the controls the person can operate.
- The spaces where the device needs to fit, including turning room at home.
- For an exoskeleton, the person’s condition, goals, required training, and intended use setting.
- For a prosthesis, the person’s limb-loss needs, fitting requirements, and follow-up goals.
Bring these details to a health care provider or physical therapist for mobility-aid guidance. People considering a prosthesis should consult qualified prosthetics services for assessment and fitting. Clinical suitability and public access are not the same issue. In the United States, ADA guidance says covered entities must allow wheelchair and electric-scooter users into areas where members of the public are allowed. For other powered mobility devices, the guidance describes factors such as device type, size, weight, dimensions, speed, and safe operation. This access guidance does not determine whether a device is clinically suitable, whether insurance covers it, or what rules apply outside the United States.
