AI can help water utilities detect, rank and respond to leaks, but it cannot repair a pipe. The European Commission says an average 23% of treated water is lost during distribution across the EU. Digital metering, pressure data, remote sensing and acoustic monitoring can make those losses visible earlier, allowing crews to investigate and fix the highest-risk faults. The size of the opportunity differs sharply by country and network: the Commission reports national leakage levels from 8% to 57%, while Ireland’s Uisce Éireann reports about 36% treated-water loss through leaks in its own system. No source establishes a single EU-wide percentage reduction caused by AI, so the realistic question is whether better data helps utilities save more water and money when paired with physical repairs and infrastructure investment.

What does “23% of treated water lost” actually mean?

The 23% figure is the European Commission’s EU average for water lost during distribution. It describes water entering public distribution networks but not reaching customers as intended; it should not automatically be read as a pure measure of underground pipe leakage.

Water accounting uses several definitions. “Water lost during distribution” is the Commission’s wording. “Non-revenue water” can include physical leakage plus water used for maintenance, firefighting or other public purposes, metering inaccuracies and other water that is delivered but not billed. “Real losses” usually refer specifically to physical leakage. EurEau’s 2026 overview notes that these differences in definitions, network boundaries, denominators and reporting years make comparisons less straightforward.

The 23% is therefore a useful EU-scale warning signal, not a prediction for every utility. A city with newer mains, reliable pressure control and complete metering may perform better, while an older or drought-stressed network may perform much worse.

How large are the differences between European networks?

National and utility figures vary widely because infrastructure age, climate, measurement methods and network management differ. The Commission’s 2025 Water Resilience Strategy communication reports national leakage levels ranging from 8% to 57%.

Figure What it measures Source and qualification
23% Average treated water lost during distribution in the EU European Commission topic page, accessed 2026; EU average
8%–57% National leakage levels European Commission, 2025; range across countries, not an AI-performance range
13% Share of EU water consumption represented by public water supply European Commission, 2025; context about the public network’s share of total consumption
About 36% Treated-water loss through leaks reported by the utility Uisce Éireann, National Leakage Reduction Programme, page accessed 2026; Ireland utility measure

Uisce Éireann’s approximately 36% figure illustrates why a utility baseline should not be substituted for the EU average. It describes that utility’s reported treated-water loss through leaks and its continuing reduction programme; it is not a measurement for every Irish network or every Member State.

Can AI find leaks before they become bursts?

Often, yes—if the utility has sufficiently dense, trustworthy data and a team able to investigate alerts. AI is most useful as a pattern-recognition and prioritization layer over existing sensors, meters and work-order records.

Combining network signals

Models can combine district-metered-area flows, customer-meter data, pressure readings, pump behavior, weather, repair history and remote-sensing observations. A persistent nighttime flow anomaly, for example, can be ranked alongside pressure transients and previous failures to identify a zone that deserves field inspection.

Acoustic detection

Leaks create sound and vibration that can be captured by listening equipment installed on pipes, valves or hydrants. EU-funded project material describes acoustic leak detection and active monitoring as tools for identifying leakage events. Machine-learning software may help distinguish leak signatures from traffic, pumps or normal consumption, but the evidence here does not validate a particular commercial device or promise a specific saving.

Remote sensing

Satellite, aircraft or other remote-sensing data can highlight unusual soil moisture, vegetation stress or thermal patterns over buried infrastructure. These observations are screening signals, not proof of a failed pipe: utilities still need local measurements and an inspection before excavating.

Predictive maintenance

When asset age, material, pressure history, soil conditions and previous breaks are available, analytics can estimate which pipe segments are more likely to fail. That supports planned renewal instead of waiting for a burst. A prediction is a prioritization aid; it does not establish that a pipe will fail on a particular date.

What can AI do, and what must people and crews still do?

Software can detect an anomaly, estimate its location, rank its urgency and create a work order. It cannot excavate, isolate a main, replace a valve or install a new pipe.

  • AI and digital systems can: collect and reconcile readings; flag unusual flow or pressure; classify acoustic signals; map probable leak areas; forecast failure risk; optimize inspection routes; and track whether interventions changed measured losses.
  • Utility staff must: verify alerts, contact affected customers when needed, isolate sections safely, inspect the site, select a repair, manage traffic and environmental controls, and document the outcome.
  • Capital programmes must: replace deteriorated mains, renew valves and meters, manage pressure and maintain storage, pumping and treatment assets.

The Commission’s policy material places smart metering and remote sensing alongside fixing leaking infrastructure. The combination matters: a perfect alert that receives no field response does not save water.

What does a practical AI-assisted leak programme look like?

Utilities can reduce risk by building the operating process around measurable decisions rather than buying an algorithm first.

  1. Define the accounting boundary. Decide whether the programme tracks total distribution loss, non-revenue water or physical/real losses. Record the network boundary, denominator, reporting year and treatment of authorized unbilled use.
  2. Establish a baseline. Reconcile bulk-treatment output, district inflows, customer consumption, meter errors and known authorized uses. Keep the baseline stable long enough to distinguish a real change from a reporting change.
  3. Divide the network into manageable zones. District-metered areas with controllable valves and reliable inlet meters make it easier to compare inflow with expected consumption and isolate anomalies.
  4. Instrument the highest-value gaps. Add pressure, flow and acoustic sensors where losses, critical customers or burst consequences justify the cost. Smart meters and remote sensing can extend coverage, but data quality comes before model complexity.
  5. Integrate operational records. Connect sensor streams to geographic information, asset age, materials, repair history, customer complaints and crew work orders. A model that cannot hand an alert to the dispatch process has limited practical value.
  6. Set alert and escalation rules. Define what constitutes a suspected leak, how long an anomaly must persist, who reviews it and when it becomes an emergency. Separate alerts that protect public safety or water quality from those suitable for routine investigation.
  7. Verify in the field. Use acoustic listening, pressure tests, step testing, visual inspection or other established methods. Record false positives as well as confirmed leaks so the system can be recalibrated.
  8. Repair or renew the asset. Choose a clamp, service-line repair, valve replacement, pipe section replacement, pressure adjustment or planned renewal according to engineering assessment.
  9. Measure the outcome. Compare post-repair flows and pressures with the agreed baseline, adjust for seasonal demand and document the volume saved, confidence range and cost.
  10. Review the model and the process. Check missed leaks, repeat failures, response times and areas with no sensor coverage. Retrain or redesign only after confirming that the underlying measurements and work practices are sound.

Which data and infrastructure are required?

AI performance depends more on operational foundations than on a model label. A utility should check the following before expanding deployment:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Calibrated bulk and district meters with known uncertainty and synchronized timestamps.
  • Pressure sensors positioned to capture meaningful changes, including high and low points where appropriate.
  • Asset maps that identify pipe material, diameter, installation date, valves, hydrants and service connections.
  • Reliable communications, power and cybersecurity for remote devices.
  • Consistent work-order coding so confirmed leaks, repairs and outcomes can be linked to assets.
  • Staff who can investigate alerts and authority to isolate or repair the affected section.
  • Procurement and data-governance rules covering retention, access, vendor portability and model updates.

Missing or biased data can produce a confident-looking but wrong ranking. For example, a zone with no acoustic sensors may appear quiet simply because it is unobserved, while a zone with better metering generates more alerts.

How should utilities judge whether AI is working?

Do not use the number of alerts as the main success measure. Track operational and water outcomes against the same definitions used for the baseline.

  • Detection: confirmed leaks found, false-positive rate, missed-leak rate and median time from anomaly to field confirmation.
  • Response: time from confirmation to isolation, repair and return to normal service.
  • Water: change in physical losses or distribution loss after adjusting for demand, weather and pressure; independently checked where decisions or funding require it.
  • Assets: bursts avoided, repeat failures, pressure excursions and the condition of renewed mains and valves.
  • Economics: monitoring, communications, staffing, excavation, repair and renewal costs compared with the value of water and avoided disruption.
  • Equity and service: impacts on low-income customers, critical facilities, water pressure and planned outage duration.

These measures distinguish a system that merely produces notifications from one that measurably reduces losses. The available European sources do not provide a comparable, independently verified EU-wide percentage of leakage reduction attributable specifically to AI.

Is pressure management as important as leak detection?

Yes. Excessive or unstable pressure increases background leakage and can turn a small defect into a burst. EU project reporting identifies real-time management, pressure management and leakage events as areas where traditionally reactive networks can improve.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Pressure control must be engineered around minimum service levels, fire-flow requirements, elevation changes and sensitive customers. An algorithm may recommend a valve or pump setting, but operators need safeguards, manual override and alarms for unsafe conditions. Reducing pressure without understanding the network can create low-pressure complaints or compromise service.

What are the main failure modes and fixes?

Too many false alarms

Seasonal demand, legitimate night use, meter drift and pump changes can resemble leaks. Improve zone definitions, calibrate meters, include operating schedules and require persistence or multi-sensor confirmation before dispatching a crew.

Alerts arrive after the damage

Infrequent readings, poor communications or a model tuned only to large bursts will miss gradual leakage. Increase sampling where the consequence is high, monitor minimum-night flow and add pressure or acoustic coverage in priority zones.

The model works in one district but not another

Pipe materials, topography, pressure regimes and customer behavior vary. Validate separately by zone, maintain a holdout period for testing and avoid transferring thresholds without checking local performance.

No one owns the alert

An email inbox is not an operating model. Assign a duty team, escalation clock, field-verification procedure and closure code for every alert.

Savings are claimed without a credible baseline

Weather, restrictions, industrial demand and accounting changes can move water balances independently of repairs. Preserve the original measurement method, document adjustments and have a qualified reviewer verify material savings.

How does EU policy frame digital water management?

The Commission’s 2025 Water Resilience Strategy communication says public water supply represents 13% of EU water consumption and reports national leakage levels from 8% to 57%. It describes an EU-wide leakage threshold that is still to be set by 2028. Member States above that threshold are expected to present national action plans by 2030. Those dates are a policy timetable, not proof that a binding threshold is already in force.

On 27 May 2026, the Commission opened a consultation for a digitalisation action plan for the water sector. The consultation considered AI and other digital solutions for efficiency and infrastructure resilience, as well as barriers to deployment; its stated deadline was 24 June 2026. Commissioner Jessika Roswall said the plan aims to use new technologies to increase water efficiency, reduce leaks and improve infrastructure management. A consultation records policy input and direction, not a guaranteed funding programme or a demonstrated savings rate.

What should a small utility do first?

A smaller operator does not need a citywide machine-learning platform to start. Begin with one or two well-metered zones where a leak would have a clear operational or financial consequence.

  1. Audit the water balance and confirm meter accuracy.
  2. Install or repair the minimum flow and pressure instrumentation needed for continuous night-flow analysis.
  3. Export several months of clean readings with weather, demand and work-order context.
  4. Use simple anomaly thresholds and field verification before adopting a more complex model.
  5. Document confirmed leaks, repair times and measured changes.
  6. Expand only when the first zones show that alerts lead to timely action and defensible water savings.

This staged approach limits procurement risk and reveals whether the constraint is sensing, analytics, crew capacity or deteriorated infrastructure.

Can an acoustic listening device replace a utility monitoring system?

No. A handheld acoustic instrument can help a trained technician investigate a suspected leak in a building or a selected section of pipe. Utility-scale programmes require network context, permanent or repeatable measurements, asset records, communications, analytics and a repair workflow.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Acoustic signals are also affected by pipe material, depth, pressure, background noise and sensor placement. Treat any consumer or small-plumbing device as a diagnostic aid, not evidence that a municipal network has comprehensive coverage or that a particular product will deliver a verified saving.

So, can AI fix the EU’s water losses?

AI can improve the chance that utilities find hidden losses earlier, prioritize inspections and plan maintenance. It cannot fix the EU’s pipes, and it cannot compensate for missing meters, weak data, inadequate crews or deferred renewal.

The credible path is a loop: define the loss metric, measure the network, detect and rank anomalies, verify them in the field, repair or renew the asset, and independently check the water outcome. The 23% EU average shows why the problem matters; the 8%–57% national range shows why local baselines matter; and the absence of a verified EU-wide AI savings percentage shows why claims should focus on measured results rather than promises.

Frequently Asked Questions

Does the 23% EU figure include household water waste?

It refers to treated water lost during distribution, before or while it travels through public networks. It is not a measure of water people waste inside homes, offices or factories after delivery.

Will smart meters automatically reduce leakage?

Smart meters improve visibility and can reveal unusual consumption or district imbalances, but a meter does not repair a main. Savings depend on investigation, pressure management and completed repairs.

Why can two countries report very different leakage percentages?

They may use different definitions, network boundaries, denominators and reporting years, in addition to having different pipe ages and operating conditions. A national percentage should be compared only with a like-for-like measure.

What happens if an AI leak alert is wrong?

A trained operator should verify the signal before excavation or isolation. Recording false positives and missed leaks lets the utility adjust thresholds, sensor placement and model training instead of treating every alert as a confirmed failure.
