AI governance platforms and cloud access security brokers (CASBs) solve different parts of enterprise AI risk. An AI governance platform focuses on AI systems and agents themselves: inventory, lifecycle oversight, evaluations, runtime guardrails, identity, auditability and accountability. A CASB focuses on cloud-service use: discovering applications, controlling access and sessions, inspecting traffic, and preventing data exposure or threats. Modern CASBs may add controls for generative-AI applications, while governance platforms may connect to cloud-security and data-compliance tools. They overlap around visibility and data protection, but neither category automatically covers every model, agent, application or traffic path. The right choice depends on your system boundary, enforcement point, covered services and operational owner; many enterprises use both.

What is the difference between an AI governance platform and a CASB?

An enterprise AI governance platform governs how AI systems and agents are built, deployed, evaluated and operated. A CASB governs how people and workloads access cloud applications and how data moves through those services. The distinction is about the object being controlled and where policy is enforced, not simply whether a product has an “AI” label.

Buyer question AI governance platform emphasis CASB emphasis
What is being governed? AI systems, agents, models, tools, and their behavior or lifecycle Cloud applications, users, sessions, and data flows, including AI apps where supported
Typical control points Inventory, evaluation, AI runtime guardrails, agent identity and access, audit and fleet operations Cloud app discovery, access or session policies, DLP, threat protection, and inline traffic inspection
Main operating concern Whether AI systems are known, behaving within policy, and appropriately supervised Whether use of cloud services exposes data or creates access and threat risks
Likely owners AI engineering, platform, security, data governance, compliance Security operations, cloud security, identity, and data protection
Overlap AI-use visibility, data-loss controls, policy enforcement, audit and security integrations AI app discovery, prompt and response inspection, DLP, and threat controls when offered

This is a practical buying distinction rather than a formal industry taxonomy. The boundary changes with each product’s deployment model and configuration. For example, Microsoft describes Foundry Control Plane as a governance and operations layer for AI applications and agents, while Netskope describes its CASB as a cloud-security control for managed and unmanaged applications.

What does an enterprise AI governance platform actually govern?

Governance platforms are intended to make AI use knowable, testable and accountable across its lifecycle. Their exact boundary must be verified for the product and architecture you are considering.

Inventory and fleet visibility

A platform can maintain an inventory of models, applications, agents, tools and deployments so teams can distinguish approved systems from unregistered ones. Microsoft says Foundry Control Plane can provide fleet views and support agents built in Foundry as well as first-party and third-party systems. External agents may be registered through an AI gateway or send OpenTelemetry-compliant traces, according to Microsoft’s product description. Registration or telemetry does not, by itself, prove that every action is intercepted; coverage depends on how the agent is connected.

Evaluation before and after deployment

AI governance includes evaluating task adherence, unsafe behavior, prompt-injection resistance, prohibited actions and quality. Evaluations may be predeployment tests, continuous monitoring or incident review. Ask whether a product merely reports results or can block a release, require an approval or trigger a runtime intervention.

Runtime guardrails and intervention

Runtime controls can constrain prompts, tool calls, data access or agent actions while an interaction is occurring. Microsoft describes traceability for agent runs and runtime intervention points in Foundry Control Plane. The practical question is where those controls execute: inside the agent runtime, at an AI gateway, through identity policy or at another enforcement layer.

Identity, accountability and audit

Agent identity must be separable from the person or service that initiated a task. Microsoft describes integration with Entra Agent ID, Defender signals and Purview data-security and compliance policies. Look for records of agent runs, tool calls, policy decisions, approvals and exceptions that can be exported to existing security and compliance workflows.

Data governance connections

AI oversight often depends on classifying the data an agent can read or send. Microsoft Purview documents data-security, data-governance and data-compliance capabilities, including controls relevant to generative AI. Confirm which classifiers and actions apply before data reaches a model, not just after an output is generated.

What does a CASB control, and can it govern generative AI?

A CASB is centered on cloud-service visibility, access and data movement. It can be relevant to generative AI when employees use public AI websites, enterprise AI applications or other cloud services, but coverage varies by product, traffic path and configuration.

Cloud application discovery

Netskope says its CASB identifies managed and unmanaged cloud applications. Discovery can reveal shadow use of consumer AI services, but an inventory entry is not the same as complete inspection. Verify whether the product sees browser, API, mobile and non-corporate-network traffic that matters in your environment.

Access and session policy

CASB controls can allow, block or condition access based on user, device, application, location or risk. Session controls may restrict downloads, uploads, copy-and-paste or other actions without denying the entire application. Ask which controls remain effective when users connect through sanctioned APIs or private links rather than a browser.

Data-loss prevention and threat protection

Inline inspection and DLP can detect sensitive data in files, prompts or responses and apply an action such as block, quarantine, redact or alert. Netskope’s AI Security materials describe visibility and controls across shadow consumer AI, enterprise public AI, private AI and agentic AI, including AI-gateway and guardrail components. Those are vendor-described portfolio capabilities, not evidence that every CASB inspects every generative-AI interaction.

Where CASB coverage stops

A CASB is not automatically an evaluator of model quality, an inventory of every internal agent, or a supervisor of tool calls inside arbitrary application code. If an agent runs entirely inside a private environment and never traverses a CASB enforcement point, cloud-traffic controls may not see its actions. A separate runtime, gateway or development control may be required.

Where do AI governance platforms and CASBs overlap?

Both categories can provide AI-use visibility, policy enforcement, data-loss controls, audit records and security integrations. The overlap is useful but can create false confidence if teams assume that one console represents the full environment.

  • Visibility: A governance platform may inventory agents and model deployments; a CASB may discover cloud AI applications and user sessions. Reconcile the two inventories rather than treating either as complete.
  • Data protection: Both may apply DLP or prompt-and-response controls, but one may act before a cloud upload while the other acts inside an agent runtime.
  • Policy: A governance policy can prohibit a tool call or require human approval; a CASB policy can block a user session or prevent a file upload. Map which rule wins when both are present.
  • Audit: Governance traces describe agent behavior; CASB logs describe application access and data movement. Correlating identities and timestamps is essential for investigations.

Do we need both an AI governance platform and a CASB?

You may need both when employees use external cloud AI services while the organization also builds or operates its own models and agents. A CASB can reduce exposure from cloud interactions; an AI governance platform can supervise systems that the CASB cannot see or meaningfully evaluate.

Choose CASB-first controls when the immediate risk is cloud use

  • Employees are uploading confidential files or prompts to public AI websites.
  • Security needs a catalog of sanctioned, unsanctioned and unmanaged cloud applications.
  • DLP, session controls and threat detection already operate through a cloud-security stack.
  • The main enforcement point is a proxy, endpoint connector, API or secure web gateway.

Choose AI-governance-first controls when the immediate risk is system behavior

  • Teams operate multi-step agents that call tools, databases or business systems.
  • Release gates, evaluations, runtime guardrails and traceability are missing.
  • Auditors need evidence of approvals, policy decisions, agent identity and human supervision.
  • AI workloads span private deployments, development environments and several cloud services.

Use a coordinated architecture when both conditions exist

Define the CASB as the control for cloud application access and data egress, and define the governance platform as the control for AI lifecycle and runtime behavior. Integrate identity, DLP classifications, incident queues and audit retention so an analyst can follow one event from a user session to an agent run and its tool calls.

How should you compare enterprise AI governance and CASB products?

Start with requirements and traffic paths, then ask vendors to demonstrate each requirement in your environment. Marketing feature lists are not comparable evidence until you verify the exact application, model, agent framework and enforcement point.

1. Map the systems and data flows

  1. List public AI applications, private models, hosted APIs, internal agents, development sandboxes and production deployments.
  2. For each, record users, service identities, tools, data stores, network path and whether traffic passes through a gateway, proxy or runtime hook.
  3. Mark unmanaged or shadow services and identify data that must never leave a defined boundary.

2. Test discovery and inventory

Ask which applications, models, agents and tools are detected automatically, which require registration and which environments are excluded. Require a sample inventory export with ownership, status, identity and last-seen information.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Verify the enforcement point

Determine whether a control runs inline on cloud traffic, at an AI gateway, inside an agent runtime, in a development workflow or only through administrative policy. A dashboard that records an agent does not demonstrate interception of its next action.

4. Examine data controls

Test sensitive-data classifiers, prompt and response inspection, file and context transfers, redaction, blocking and alerting. Confirm whether policy acts before data reaches the AI service and whether it covers API calls as well as browser sessions.

5. Examine behavior and evaluation controls

Use representative tasks to test prohibited tool calls, prompt injection, unsafe outputs, escalation to a person and failure recovery. Separate predeployment test results from runtime enforcement and after-the-fact monitoring.

6. Validate identity and evidence

Require distinct records for the human requester, agent, model, tool and policy decision. Check retention, export formats, integration with security information and event management, and the process for approving exceptions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

7. Assign operational ownership

Document who writes policies, handles false positives, approves agents, investigates incidents and retires systems. AI engineering, platform, security, data governance and compliance may share responsibility; a product that cannot fit those workflows will become an unused console.

What standards and frameworks help structure the decision?

NIST AI RMF 1.0 is a voluntary risk-management framework for incorporating trustworthiness considerations into AI design, development, use and evaluation. NIST says the framework is being revised. It can organize your control objectives and evidence plan, but it is not a product endorsement, certification or proof that a deployment satisfies legal obligations.

NIST SP 800-215, published November 17, 2022, examines the modern enterprise network landscape and discusses cloud-services access security, CASB and SASE. It places CASB in the network and cloud-security conversation; it does not replace controls for AI lifecycle, evaluation or agent behavior.

Turn the framework into testable requirements

  • Translate risk outcomes into controls, such as “agent cannot export regulated records without approval.”
  • Attach each control to an enforcement point and evidence source.
  • Set review frequency for models, prompts, tools, policies and exceptions.
  • Record residual risk when a traffic path or private deployment is outside product coverage.

What are the most common implementation mistakes?

  • Assuming a label equals coverage: “AI security” may refer to cloud-app inspection, runtime guardrails or analytics. Demand a path-by-path demonstration.
  • Counting registration as interception: An agent listed in a fleet view may still call tools outside the governance layer.
  • Ignoring non-browser traffic: APIs, mobile clients, private links and service-to-service calls can bypass a proxy-based CASB.
  • Combining policies without precedence: Define whether runtime, gateway, identity and DLP decisions fail open or fail closed.
  • Leaving ownership vague: Security may own cloud controls while AI engineering owns evaluations; establish a joint incident and exception process.
  • Calling framework alignment compliance: NIST AI RMF adoption does not certify a vendor or satisfy every jurisdiction’s legal requirement.
  • Buying on unverified claims: There are no comparable independent efficacy, adoption or breach-prevention figures established for this category here; treat vendor descriptions as scoped claims until tested.

What is the practical buying conclusion?

Use a CASB when your priority is controlling access to cloud applications and preventing sensitive data from leaving through those services, including generative-AI apps that the product can inspect. Use an AI governance platform when your priority is knowing which AI systems and agents exist, testing how they behave, enforcing runtime policy and proving accountability across their lifecycle. If both cloud use and internally operated agents matter, integrate the two rather than assuming either category is comprehensive. Make the final decision only after validating your exact applications, private deployments, agent frameworks, identities, traffic paths and audit requirements.

Frequently Asked Questions

Can a CASB see an AI model running entirely on a private network?

Not necessarily. A CASB can act only where the relevant traffic or session reaches its configured enforcement point; a private model and its internal agent calls may require runtime, gateway or network controls inside that environment. Ask the vendor to trace a real request from user or service identity through the model and each tool call.

Does an AI governance platform replace data-loss prevention?

No. Some governance platforms integrate with data-security and compliance systems, but the integration and enforcement scope differ by product. Verify classifiers, actions and timing for prompts, retrieved context, files and generated responses instead of assuming that inventory or evaluation includes DLP.

How can we prove that an AI policy was enforced during an incident?

Require correlated evidence showing the requester, agent, model, tool, policy version, decision, timestamp and resulting action. Exportability into existing security and compliance workflows matters because a dashboard view alone may not provide durable incident evidence.

Is NIST AI RMF compliance a certification I can request from a vendor?

NIST AI RMF is a voluntary framework, not a certification scheme. You can ask a vendor to map product controls and documentation to the framework’s risk-management outcomes, then assess the remaining organizational and legal obligations yourself.
