An engineering services company is typically hired to perform technical work or deliver a defined engineering service; a staffing firm typically supplies people to add labor capacity to a client’s workforce. The clearest way to tell which model a proposal uses is to examine what the buyer is purchasing, who directs the work, and who is accountable for the contracted result. The distinction is practical, not absolute: providers can offer both models, and the engagement contract determines the actual responsibilities.

What is the difference between an engineering services company and a staffing firm?

The labels alone do not settle the question. A vendor called an engineering firm may supply individual workers, while a staffing provider may also offer project-based solutions. Compare the specific engagement being proposed, not just the company’s name.

What does an engineering services company provide?

An engineering services provider is generally engaged for technical services or work within an agreed scope. An SEC-filed 2022 annual report describes outsourced services such as design, construction oversight, advisory, and training, with examples in infrastructure and transportation engineering. Those examples illustrate possible scope; they do not establish what every engineering provider offers or what a particular contract includes.

For a proposed engagement, identify the work product and the provider’s responsibilities in the statement of work. Check whether the provider is undertaking a technical scope, supplying advice, supporting a project, or taking responsibility for a particular outcome. The scope and acceptance terms—not the broad category name—show what the provider has agreed to do.

What does a staffing firm provide?

A staffing firm generally recruits or supplies people to meet a client’s workforce needs. ManpowerGroup’s 2025 Form 10-K describes its Staffing and Interim services as augmenting clients’ workforces with contingent employees who perform services under client supervision. That is ManpowerGroup’s description of its business, not a universal legal definition of staffing.

The same filing says its Staffing and Interim client contracts are generally short-term and describes revenue recognition over time based on a fixed amount for each hour of service. This is a company-specific contract and accounting example; it does not establish the billing terms of other firms or a specific proposal.

How to choose between engineering services and engineering staffing

  1. Define the need. Decide whether you need people to add capacity to your team or a provider to perform a technical scope or deliver a defined result.
  2. Confirm who directs the work. Ask who assigns and supervises day-to-day tasks, and make sure the proposed arrangement states each party’s role.
  3. Specify accountability. For a services engagement, identify deliverables, acceptance criteria, and project responsibilities. For staffing, clarify the supplied roles, hours, assignment duration, supervision, and any employer responsibilities stated in the contract.
  4. Verify the payment basis. Check how the proposal measures charges—such as hours or a defined scope—and which terms apply to your engagement. Do not assume that an example from another provider is a market-wide rule.
  5. Read the statement of work and contract. Use those documents to resolve ambiguities in the provider’s marketing label and to verify the scope, responsibilities, and payment terms.

Why the provider’s label can be misleading

Some companies combine recruitment, contingent staffing, project-based workforce solutions, consulting, and managed services. ManpowerGroup’s 2025 report lists offerings across those categories, while Randstad USA’s engineering practice describes contingent, permanent, and project-based solutions. The Randstad page illustrates a hybrid service menu; it does not establish the contract terms for a particular engagement.

As a result, “engineering services company” and “staffing firm” are useful starting points, not reliable substitutes for contract review. Two providers with similar labels may be offering different arrangements, and one provider may offer several models.

What the distinction does—and does not—tell you

The available company disclosures and service descriptions support comparing scope, supervision, deliverables, duration, and billing basis. They do not establish that one model is universally cheaper, more profitable, or lower-risk, nor do they provide a universal definition that applies to every provider. For a specific decision, rely on the proposed statement of work and contract rather than a broad industry label.
