For Windows 11 Home and Windows 11 Pro for personal use, Microsoft requires an internet connection and a Microsoft account during initial device setup. After setup, you can switch to a local account and sign in without an internet connection. The setup requirement and the account you use for everyday sign-in are separate questions.
When does Windows 11 require a Microsoft account?
Microsoft’s Windows 11 System Requirements says that Windows 11 Home and Windows 11 Pro for personal use require internet connectivity and a Microsoft account during initial device setup. Microsoft’s setup connectivity guidance likewise says an internet connection is needed to finish setting up Windows Home or Pro.
This requirement is specifically stated for Home and Pro for personal use. It should not be generalized to every organizational or managed deployment, which may use different setup and account-management arrangements. Setup screens and policies can change, so consult Microsoft’s current guidance for the edition and deployment you are using.
Can you use Windows 11 without a Microsoft account afterward?
Yes. After setup, Windows supports signing in with a local account. Microsoft explains that a local account is tied to one device and does not require internet connectivity to sign in. Its instructions for changing account types are on Microsoft’s account-switching page.

To switch from a Microsoft account to a local account, open Settings > Accounts > Your info, then select Sign in with a local account instead. Follow the prompts and sign out when asked. Labels can vary slightly between Windows releases.

A Microsoft account also connects Windows to Microsoft cloud services. That may be useful if you want settings and files available across devices. A local account keeps the Windows account and its data associated with one PC. Using a Microsoft account for a separate service or Store purchase is distinct from choosing it as the Windows sign-in account.

Prepare local-account password recovery
Before relying on a local account, set up recovery options while you still know the password. Microsoft’s guidance on changing or resetting a local-account password covers security questions and other available recovery steps. Microsoft’s account-switching guidance also warns that a forgotten local password may not be recoverable if you have not prepared a reset method. Keep recovery information somewhere safe.

Your Windows sign-in account and your Windows license are separate. Switching to a local account does not, by itself, remove a license or deactivate Windows. Microsoft’s activation guidance explains digital licenses and product keys, including purchasing a digital license after installation. A license is not required just to change from a Microsoft account to a local account.
