Yes. OpenAI Codex is available on ChatGPT Free and Go, but access is metered and the allowance varies by account and plan. OpenAI does not publish one universal number of free messages, tasks, or tool calls. Your consumption depends on the model, where the task runs, its complexity, the amount of context, reasoning, speed, and tools involved. Separately, sandbox and approval controls limit what Codex may do in your workspace. A free account can launch Codex from the desktop app, CLI, IDE extension, or web, but Codex Cloud is not included with Free or Go. Check your usage dashboard for the allowance, any credits, and the reset time before assuming a coding failure is a quota problem.
What limits does a free AI coding agent actually have?
There are two different limits: a usage limit that can be consumed and later reset, and an execution limit imposed by the sandbox and approval settings. Running out of allowance affects whether more agent work can start. Sandbox rules affect which files, commands, and network actions the agent is permitted to perform, even when allowance remains.
Usage limits are metered, not a published tool-call count
Free and Go accounts include Codex access, but OpenAI’s official documentation does not state a single quota that applies to every account. It does not support a reliable claim such as “Free users get exactly X messages,” “Y tasks,” or “Z tool calls per day.” The number visible for one account may differ from another because plan, account state, and feature availability can differ.

Execution limits are permissions, not credits
The Codex app uses configurable native sandboxing. By default, an agent is limited to editing files in the folder or branch where it is working and uses cached web search. An action that needs elevated permission, such as network access, prompts for approval. Declining that approval can stop a step even though your usage allowance has not been exhausted.

How is Free or Go usage calculated?
OpenAI describes consumption as variable. The model, execution location, task complexity, context size, reasoning, speed, and tools all influence how much of the included allowance a task uses. A short request that changes one file can therefore consume much less than a long-running task that explores a repository, runs several commands, reasons through failures, and edits multiple files.
Why a long coding task can use allowance quickly
An agentic task is not equivalent to one chat message. The agent may inspect files, form a plan, call tools, read their output, revise its plan, and repeat the cycle. More repository context and more iterations create more work for the model. A task that waits on commands, performs broad searches, or asks for extensive reasoning can use substantially more allowance than a narrowly scoped edit.
What the documentation does not establish
The available official guidance does not establish that Free users receive a permanently weaker coding model, a fixed number of tool calls, or a universal daily reset. It establishes variable allowance consumption and account-specific limits. Treat posts that quote one fixed Free quota as potentially outdated or limited to a particular account, region, plan state, or date.

When you are near a limit, use the account’s Settings or usage dashboard. OpenAI directs users there to see the allowance that has been exhausted, any credit balance, and the reset time associated with the account.
- Open ChatGPT and go to Settings.
- Open the usage dashboard or the usage section shown for your account.
- Check whether the notice refers to included usage, credits, or both.
- Record the displayed reset time and the account or plan shown on that page.
- Use those details when deciding whether to wait, reduce task scope, apply an available reset, add credits, or upgrade if your account offers that option.
The dashboard is more authoritative than a general quota number because it reflects your account’s current allowance and reset conditions.
Does the free plan have a tool-call limit?
There is no single published Free-plan tool-call number that can be quoted responsibly. Tool use contributes to a variable allowance, but the documentation does not define a one-to-one rule in which every command or tool invocation costs the same amount.

What changes the cost of a tool-heavy task?
- Model: Different model choices can consume allowance differently.
- Execution location: Work performed in different environments can have different usage characteristics.
- Task complexity: Debugging a failing application usually requires more iterations than a one-line change.
- Context: Large files, long histories, and many tool results give the model more material to process.
- Reasoning and speed: More extensive reasoning or a faster execution setting can affect consumption.
- Tools: Repository searches, command execution, and repeated checks add agent work.
Consequently, counting visible commands is not a dependable way to predict when the allowance will run out.
Can a free Codex account edit my whole repository?
It can work across files that are inside the permitted working folder or branch, but “whole repository” does not mean unrestricted access to every path or system resource. The default sandbox confines file edits to the folder or branch where the agent is working.
What happens when a task needs more access?
Actions outside the default scope, especially those requiring elevated permissions, trigger an approval request. Network access is a specific example. You must approve the action for it to proceed; otherwise, the agent should continue without that action when possible or report that it cannot complete the step.
Why a repository task may fail with allowance still available
- The relevant file is outside the current working folder or branch.
- The task needs network access but approval was denied or unavailable.
- A command requires elevated permissions that the sandbox does not grant automatically.
- The agent is using cached web search rather than unrestricted live network access.
Check the sandbox and approval state before treating a permission failure as a quota failure.
Which clients can Free users use?
Free users can launch Codex through several local or connected clients. Client access and cloud execution are separate questions.

What happens when Codex says I have hit a limit?
Hitting a usage limit does not necessarily terminate an active turn immediately. For plans with included allowances or credits, Codex may finish the current turn subject to fair-use limits. Once that work can no longer continue, the account displays the options available to it.
Possible next steps
- Wait for the scheduled reset. The dashboard shows when covered allowance becomes available again.
- Apply an available reset. Some accounts may show a reset option when its conditions are met.
- Add credits. A limited group of Free and Go users may be offered pay-as-you-go credits for supported features.
- Upgrade when eligible. The account may present an upgrade path with different included access.
Do not assume that an error means the current code is broken. First distinguish an exhausted allowance from a sandbox denial, a failed command, an unavailable client, or a service error.
Do credits increase the Free plan’s included allowance?
No. Credits are a pay-as-you-go add-on for supported features after included usage is exhausted; purchasing them does not change the Free or Go included allowance. The ability to buy credits is limited to some Free and Go users, and availability, price, payment methods, spending limits, and feature access vary by account, region, and plan.

Do banked or automatic resets permanently raise the limit?
No. A banked or automatic reset restores covered allowance for the current plan when the account meets the reset conditions; it does not permanently increase the plan’s limit. After the reset, future consumption is still governed by the same plan and account rules.
This distinction matters when planning a large migration or test run. A reset can make work possible again, but it is not evidence that the account has moved to a higher tier or gained an unlimited quota.

How can I make a free allowance last longer?
You cannot turn a metered allowance into an unlimited one, but you can reduce avoidable agent work and make failures easier to diagnose.
Use smaller, explicit tasks
State the files, behavior, and acceptance checks for one change at a time. Ask for a focused patch before asking the agent to refactor an entire repository. Narrow scope reduces unnecessary file reading and repeated planning.
Provide the context that matters
Include the error message, relevant command output, expected behavior, and the path of the affected code. This can prevent exploratory searches that add context and tool use without improving the answer.
Separate planning from execution when appropriate
For a risky migration, first request a concise plan and list of files. After reviewing it, ask for implementation. This gives you a chance to correct scope before the agent spends allowance on a broad series of edits.
Keep the workspace and permissions clear
Start in the intended repository folder or branch, and decide in advance whether network access or another elevated action is acceptable. A clear workspace avoids repeated attempts that fail for permission reasons rather than coding reasons.

Long-running tasks can continue inspecting, testing, or revising after the useful change is complete. If the result meets your acceptance checks, stop the turn and begin a separate, narrowly defined review only if needed.

How should I compare Free with a paid coding-agent tier?
Compare the account details shown to you rather than relying on a universal quota claim. The useful comparison is broader than the number of messages.

How do I troubleshoot a task that will not proceed?
Use this order so that a permission problem is not mistaken for a quota problem.
- Open the usage dashboard and check the allowance, credit balance, and reset time.
- If allowance remains, inspect the sandbox notice and the current folder or branch.
- Look for a pending approval request, especially for network access or elevated commands.
- Reduce the task to one file or one command and retry with the exact error included.
- If the task still fails, check whether the selected client supports the requested execution location; Free and Go do not include Codex Cloud.
- Use only the recovery options displayed for the account: wait, apply an available reset, add supported credits, or upgrade when offered.
Do not buy credits solely because a file edit was denied by the sandbox. Credits address supported usage after included allowance is exhausted; they do not grant permission to edit outside the allowed workspace or bypass an approval rule.
Frequently Asked Questions
Does every Codex command consume the same amount of free usage?
No. The published guidance describes variable consumption rather than a fixed price per command. Model choice, context, reasoning, execution location, task complexity, and tools can all change how much allowance a turn uses.
Can Codex finish a task after the allowance warning appears?
Sometimes. For plans with included allowances or credits, an active turn may continue subject to fair-use limits, but later work can be blocked once the account reaches its applicable boundary. Follow the account-specific options shown after that turn.
Will a reset give me a higher Free quota next month?
No. A qualifying banked or automatic reset restores the allowance covered by the current plan. It does not permanently change the plan’s limit or convert Free access into an unlimited service.

Confirm that your account is actually offered credits, which feature they support, the price and payment method, and any spending limit or regional restriction shown on the purchase screen. Credits do not expand the Free or Go plan’s included allowance and do not override sandbox permissions.
