A data centre is the physical facility and equipment that provide computing, storage, and networking; cloud computing is a way to use those resources or applications remotely. Cloud data is not physically nowhere: it is stored or processed on infrastructure, commonly in a provider’s data centres. The service, settings, and contract determine what you can control about its location, copies, processing, and access.
The distinction matters when you are choosing how to run a workload, assigning security responsibilities, or checking legal and geographic requirements. To answer “where does my data go?”, look beyond a cloud region name: storage, processing, backups, logs, support, and user access can be separate questions.
What is the difference between a data centre and cloud computing?
A data centre is a place containing the physical equipment that runs computing workloads. It includes servers, storage systems, networking equipment, and the facilities needed to operate them. Cloud computing is a service model: an organization uses computing resources or software remotely rather than necessarily running the underlying infrastructure itself. In short, one describes infrastructure; the other describes how that infrastructure is provided and used.

Cloud services still depend on physical facilities. A cloud provider operates the infrastructure, while the customer selects among services and settings that shape how the workload runs. The provider may present a self-service interface, an application, or a set of programmable resources, but those services still execute on physical machines somewhere.
A business can own and operate its own data centre, rent space and power in a third-party colocation facility, or consume public-cloud services hosted in provider facilities. It can also combine all three. These are not mutually exclusive categories: cloud providers rely on data centres, and organizations may use both their own infrastructure and cloud services for different workloads.
IBM contrasts enterprise data centres, where the organization handles deployment, monitoring, and management, with public-cloud data centres that provide shared-use infrastructure over a network. The precise operating arrangement depends on the service: using a provider’s facility does not by itself establish that the customer is consuming cloud computing. IBM, “What Is a Data Center?”

- Organization-operated data centre: The organization owns or directly controls the facility and is responsible for deploying, monitoring, maintaining, and securing its infrastructure and software layers.
- Colocation: The organization places its own equipment in a third-party facility. The facility operator supplies a physical environment, but the organization may still manage its servers, operating systems, applications, and data.
- Public cloud: The organization consumes provider-managed computing, storage, networking, or applications as a service. The provider operates the physical cloud infrastructure, while the customer’s duties depend on whether the service is IaaS, PaaS, or SaaS.
These arrangements can coexist in a hybrid design. For example, an organization might keep one workload in its own facility, place another in colocation, and use a cloud application for a third. The useful question is not whether a company is “in the cloud,” but which service runs each workload and who controls each layer.
What do cloud regions and availability zones tell you?
A region or zone is a provider’s way of organizing infrastructure geographically, but these terms are not universal standards with identical definitions across providers. They can help you understand where a service is offered and how its infrastructure is organized; they are not, by themselves, a complete map of every data flow.
AWS describes a Region as a geographic location containing multiple Availability Zones, and an Availability Zone as one or more physical data centres. Other providers may use different architectures or names, so check the provider’s own definitions rather than assuming the terms are interchangeable. AWS, “What Is a Data Center?”

Zones are generally discussed in the context of separating infrastructure for resilience, but the existence of a region or zone does not prove that a particular application has been configured to use more than one location. You need to establish where the service keeps primary data, whether copies are made, and which failure scenarios the design is intended to address.
When a service lets you select a region, treat that choice as a starting point for investigating location, not as an automatic promise that every related component stays there. The exact effect depends on the service and its current terms. For example, Microsoft says most Azure services let customers specify a region or geography for storage and processing, while replication may occur within that geography; Microsoft also identifies service-specific exceptions. Microsoft Azure, “Data Residency in Azure”
Do not assume that two providers’ regions with similar names provide the same geographic boundary, physical separation, replication behavior, or legal commitment. Read the provider’s definitions and the documentation for the individual service you are evaluating.
Where can cloud data be stored, processed, copied, and accessed?
“Where is the data?” is several questions, not one. A region selection may address some aspects of a service’s storage or processing, but you should separately investigate backups and replicas, logs and metadata, administration and support, and where people can access the service from.
- Storage at rest: Where does the service store the primary data when it is not actively being used? Ask whether the commitment covers all data stores used by the product or only a named class of content.
- Processing: Where does the service process the data while providing the workload? Processing location can be relevant even when the primary stored copy remains in a selected geography.
- Replication and backup: Where are resilience or recovery copies kept, and what geography or service boundary applies to them? Determine whether replication is automatic, optional, or controlled by a configuration setting.
- Related information: Where are logs, metadata, diagnostic records, and other derivative material handled, and do the same commitments cover them? A promise about customer content may not automatically describe every related asset.
- Management and access: Where are authentication or support components located, what access rights does the provider have, and from where do administrators and users connect? The place a person connects from is different from the place the service stores data.
Why a selected region is not the whole story
Cloud services are made of multiple components. A product may have a primary data store, processing services, identity or authentication systems, operational logs, backup systems, and support functions. A region selector may apply to one or more of those components, but not necessarily all of them. The only reliable way to know is to read the service-specific documentation and contractual terms.

The UK National Cyber Security Centre recommends checking where data and related assets are stored, processed, and managed, which jurisdictions apply, and what provider access rights exist. Its guidance also calls attention to derivative material such as logs and metadata, and notes that authentication or support components can be outside the region where the main data is stored. UK NCSC, “Cloud security guidance: Principle 2, Asset protection and resilience”
That means a sound location review asks more than “Which region did we choose?” It asks which assets are included, where each asset is stored and processed, where copies are placed, which jurisdictions may apply, and who can access or manage them. It also records whether each answer is a documented service behavior or a binding contractual commitment.
Storage location versus access location
People can usually access a cloud service from places other than the geography in which the service stores its data. A user in another country might sign in to an application whose data is stored in the selected region. That access path does not, by itself, show that the stored copy moved. Conversely, remote access can raise its own policy, legal, or security questions, so access controls and organizational rules still matter.
Who is responsible for security in a cloud service?
Responsibility is shared, and the division depends on the service model and configuration. The provider manages the physical cloud infrastructure; the customer remains responsible for important decisions about data, identities, and access. Moving a workload to a provider does not transfer every security or governance responsibility.
Microsoft’s responsibility matrix distinguishes on-premises deployments from cloud services and shows how the provider takes on more of the software stack as you move from infrastructure as a service (IaaS), through platform as a service (PaaS), to software as a service (SaaS). In IaaS, customers manage virtual machines, operating systems, and applications. PaaS shifts more platform management to the provider, while SaaS shifts more application-stack management. Exact boundaries depend on the service and configuration. Microsoft Learn, “Shared responsibility in the cloud”
AWS describes the same broad division as security of the cloud versus security in the cloud. In its EC2 example, the customer manages the guest operating system, applications, and security-group configuration. With more abstracted services, the provider manages more of the infrastructure, but the customer still manages its data and permissions. AWS, “Shared Responsibility Model”

How the models change your workload
- On-premises: The organization carries responsibility for the facility and for the hardware, networks, operating systems, applications, identities, configurations, and data it runs there.
- IaaS: The provider supplies and operates the underlying cloud infrastructure. The customer generally remains responsible for virtual machines, guest operating systems, applications, configurations, identities, and data.
- PaaS: The provider manages more of the platform, reducing some operating-system and infrastructure work. The customer still controls its applications, data, identities, and service configuration, subject to the product’s boundary.
- SaaS: The provider manages most of the application stack and underlying infrastructure. The customer still governs its data, users, permissions, and configuration choices.
Use the service’s responsibility documentation to determine who patches, configures, monitors, and controls each layer. A label such as “cloud” is too broad to answer those operational questions on its own. Misconfiguring a permission, identity, network rule, or application setting remains a customer-side risk even when the provider operates the physical hosts.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsHow should you compare a data centre with a cloud service?
Compare the specific workload and service arrangement, not “cloud” and “on-premises” as if each were a single option. The practical questions are who operates each layer, which location commitments apply, and what risks the design is meant to address.
| Decision area | What to establish | Why it matters |
|---|---|---|
| Control and operating work | Who provisions, patches, monitors, and maintains each layer? | Operating responsibility changes between an organization-run facility and provider-managed services. |
| Service model | Is the workload on-premises, IaaS, PaaS, or SaaS? What does the specific service leave to the customer? | The provider’s management boundary expands across these models, but customer duties remain. |
| Data geography | Where are storage, processing, replicas or backups, logs, metadata, and management components handled? | A primary region does not necessarily describe every related data flow. |
| Jurisdiction and access | Which laws and contractual commitments apply? What provider access rights exist, and where do users or administrators connect from? | Data location and the location of access or management are distinct considerations. |
| Resilience and availability | Where are copies or zones located, and which failure scenarios is the design intended to address? | Resilience depends on the arrangement and separation of infrastructure, not merely on using a cloud service. |
Questions to ask for a fair comparison
- What workload are you comparing? State the application, data, and service rather than comparing a whole organization with an abstract cloud.
- Who performs each operational task? List provisioning, patching, monitoring, incident response, identity administration, and data governance separately.
- What location promise is actually documented? Distinguish storage, processing, replication, logs, metadata, support, and authentication.
- What is the failure design? Identify the copies or zones used and the failures they are intended to withstand. A region name alone is not evidence that the workload has the resilience you need.
- What access is permitted? Review user and administrator access, provider access rights, and the jurisdictions that may apply.
This comparison does not establish that cloud or an organization-operated data centre is universally better. The right fit depends on the workload, control and operational needs, applicable requirements, and the commitments of the actual service. Provider responsibility and residency guidance, together with the NCSC’s asset-protection recommendations, provide a framework for evaluating those choices; they do not substitute for product-specific terms. AWS shared responsibility guidance, Microsoft shared responsibility guidance, Azure data residency guidance, NCSC asset protection guidance
Common mistakes when interpreting “where your data goes”
- Taking “the cloud” literally: Cloud data is still on physical infrastructure. Ask which provider facilities and services are involved.
- Treating a region as a complete inventory: A selected region may describe a primary service location without covering every replica, log, metadata store, support function, or authentication component.
- Assuming all products from one provider behave identically: Data-location commitments and exceptions can be service-specific.
- Confusing storage with access: Users may connect from another country even when stored data remains in the selected geography.
- Assuming colocation is cloud: Renting space for your own equipment does not automatically transfer software or infrastructure management to a cloud provider.
- Assuming the provider owns every security task: Customers retain responsibility for data, identities, permissions, and configuration choices, with the exact boundary depending on the service.
- Relying on marketing language instead of terms: Record which statements are contractual commitments and which are general descriptions of typical behavior.
What should you check before choosing a cloud service?
Before committing a workload, turn broad assurances into questions about the exact service and the data it handles. Record the answers against the service’s current documentation and contract, especially if a location or access commitment is important to your organization.
- Identify the workload and service model. Write down whether you are evaluating an organization-run facility, IaaS, PaaS, or SaaS, and identify the particular provider service rather than relying on the word “cloud.”
- Map the data and related assets. Include primary content, processing, backups or replicas, logs, metadata, and other derivative material. The NCSC recommends considering related assets and where they are stored, processed, and managed.
- Read the location terms for that service. Check what a region or geography selection actually controls, whether replication is described, and whether the service documents exceptions. Do not infer that a region choice covers every product or component.
- Check access and jurisdiction. Establish which jurisdictions and contractual commitments apply, what provider access rights are described, and whether support or authentication components may be elsewhere than the main data.
- Assign responsibilities by layer. Confirm who handles the operating system, applications, configuration, identities, data, and physical infrastructure. Use the service-specific shared-responsibility documentation.
- Evaluate resilience against the risks you need to address. Find out where replicas or zones are located and what failure scenarios the design covers. Do not treat the existence of a region or zone as proof that your particular workload has the required resilience.
- Document assumptions and review triggers. Keep a record of the selected service, region, replication choices, access model, and responsibility assignments. Revisit it when the provider changes the service, when configuration changes, or when your legal and business requirements change.
Keep a written record of which claims are contractual commitments and which are descriptions of typical service behavior. That distinction makes it easier to revisit the decision when a service, configuration, or business requirement changes.

Frequently asked questions
Frequently Asked Questions
Is colocation the same as cloud computing?
No. Colocation means using a third-party facility for infrastructure, while cloud computing means consuming computing resources or applications remotely as a service. A colocation facility is a type of data-centre arrangement; whether a separate cloud service is involved depends on what the organization actually uses.

Can staff access cloud data from another country if it is stored in a chosen region?
They may be able to: storage location does not necessarily limit where users connect from. Microsoft’s Microsoft 365 overview distinguishes the geographic location of stored data from the places users can access the service; check the terms for the specific product and your organization’s access policies.
Does a cloud provider’s region name prove where support and authentication are handled?
No. The main workload’s selected location may not establish the locations of related management components. The UK NCSC specifically advises considering authentication and support assets as part of the location and jurisdiction review.
If data is stored in one region, are backups automatically in that same region?
Not necessarily. Replication and backup behavior is service-specific. Check where resilience or recovery copies are kept, whether replication is automatic or configurable, and what geographic commitment applies to those copies.

No universal guarantee applies. Microsoft says most Azure services allow a region or geography to be specified for storage and processing, while also noting service-specific exceptions. Read the exact service documentation and terms.
Who is responsible if a cloud application is misconfigured?
Responsibility depends on the service model, but customers retain responsibility for their data, identities, permissions, and configuration choices. In IaaS, customers also manage virtual machines, operating systems, and applications; PaaS and SaaS shift more of the stack to the provider.
Are cloud regions and availability zones the same everywhere?
No. AWS defines a Region as a geographic location containing multiple Availability Zones and an Availability Zone as one or more physical data centres, but other providers may use different architectures or names. Use each provider’s own definitions.
Does using a provider’s data centre automatically make a workload cloud computing?
No. An organization can use a provider facility through colocation while still operating its own equipment and software. Cloud computing involves consuming provider resources or applications as a service; determine which arrangement the workload actually uses.
