Short answer: a data centre is a physical facility containing servers, storage, networking and supporting systems. Cloud computing is a way of consuming those capabilities as services, usually over a network with on-demand, pay-as-you-go billing. Cloud services still run in data centres; the key difference is who owns and operates the equipment and how you obtain capacity. Choose by workload rather than by slogan: compare control, demand variability, total cost over the period you will use it, data-location rules, latency, legacy dependencies, security responsibilities and your team’s operating skills. Many organizations place different workloads in different environments, using a hybrid design when one location cannot satisfy every requirement.

What is the difference between a data centre and cloud computing?

A data centre is the place and physical infrastructure. Cloud computing is a delivery and operating model. In a traditional or on-premises arrangement, your organization buys or leases servers, storage, network equipment, power and cooling, then runs them in a facility it controls or contracts for. With cloud computing, a provider owns the underlying facilities and offers computing, storage, databases and other capabilities as services that you configure and consume.

AWS Prescriptive Guidance defines cloud computing as “the on-demand delivery of IT resources over the internet with pay-as-you-go pricing.” That definition describes access and commercial terms, not a particular building. A public-cloud service is therefore still running in a provider’s data centre; you simply do not own or directly operate that hardware.

“On-premises” describes where systems run, not whether they form a private cloud. A company can operate ordinary, manually managed servers on its premises, or it can build a self-service private-cloud platform there. Conversely, a hosted private environment can be located in a provider’s facility. Keep the physical location, deployment model and service model separate when evaluating options.

How do deployment models and service models fit together?

Deployment models describe where infrastructure is located and who controls the environment. Service models describe how much of the technology stack the provider manages. They are complementary classifications, not competing definitions of “data centre” and “cloud.”

Model What it means Typical control and responsibility
On-premises Your systems operate in facilities you own or directly control. You select and maintain hardware, virtualization, operating systems, applications, physical security and much of the resilience design.
Private cloud Cloud-style resources are dedicated to one organization, on premises or hosted. You or a contracted operator provide self-service, automation and isolation for one organization; the exact split depends on the arrangement.
Public cloud A third party provides shared physical infrastructure through a network, with logical isolation between customers. The provider runs facilities and underlying hardware; you configure and secure your accounts, workloads, data and access.
Hybrid cloud Private or traditional on-premises environments connect to one or more public clouds. Responsibilities remain split across environments, and your team must operate the links, identity, security, data flows and governance between them.
Service model What you consume What you generally manage
Infrastructure as a service (IaaS) Virtual machines, networks, disks and related infrastructure. Operating systems, middleware, applications, data, identities and configuration; the provider manages the physical platform.
Platform as a service (PaaS) A managed runtime, database or development platform. Application code, data, permissions and configuration while the provider maintains more of the operating stack.
Software as a service (SaaS) A finished application accessed by users. Your users, data, access policies and service configuration; the provider operates the application and infrastructure.
Serverless Event-driven functions or managed services billed around execution or requests. Code, data, triggers and permissions; capacity management is largely abstracted, although limits and architecture still matter.

These categories can be combined. For example, an organization may keep a latency-sensitive database on premises, run an application on public-cloud IaaS, and use SaaS for collaboration. Evaluate each workload’s placement and service level rather than assigning one label to the entire company.

Which option should you choose for a particular workload?

There is no universal winner. A practical decision starts with a written workload profile and tests each environment against the same criteria.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

1. Record the workload’s characteristics

  • Demand pattern: note normal, seasonal and burst usage, including how quickly capacity must grow or shrink.
  • Data: classify sensitivity, retention, backup, recovery and where copies are allowed to reside.
  • Performance: document latency targets, throughput, transaction rates, accelerator needs and connections to nearby systems or devices.
  • Dependencies: list operating-system versions, proprietary hardware, fixed IP addresses, licensing constraints and systems that are difficult to re-platform.
  • Availability: define acceptable downtime and recovery-point and recovery-time objectives; then check whether your team can engineer and test them.
  • Operations: identify who will patch, monitor, respond to incidents, manage identities and perform capacity planning.

2. Score the environments against the same questions

Decision axis Questions to ask Signals that may favour on-premises or private infrastructure Signals that may favour public cloud
Ownership and control Do you need direct control of equipment, firmware, network paths or custom configurations? Strict hardware control, unusual appliances or isolated networks are easier when you operate the environment. Standardized services and a desire to avoid facility and hardware ownership favour a provider.
Cost and utilization What will the workload consume over its full life, including staff, support, facilities, licenses, backups and data transfer? Steady, high utilization over a long horizon can make owned capacity predictable, provided you can fund and operate it. Variable or uncertain demand can benefit from acquiring capacity as needed instead of buying for peaks.
Scale and speed How fast must you add capacity, regions or environments? Stable capacity and a long procurement cycle may be acceptable for predictable workloads. Rapid experiments, temporary projects and geographically distributed demand often fit elastic services.
Data location and compliance Which jurisdictions, contractual controls and audit evidence apply to data and backups? Direct placement and inspection can simplify requirements that mandate a specific facility or network boundary. A provider may offer suitable regions and compliance controls, but you must verify the exact service, region, terms and evidence.
Latency and legacy Where are users, machines and dependent systems, and can the application tolerate a network hop? Equipment close to factories, instruments or legacy systems can avoid unpredictable network latency. Cloud points of presence, managed networking and modern APIs may improve reach for internet-facing applications.
Security responsibility Can your team consistently implement the required controls in each environment? Some teams prefer direct control over physical and network safeguards. Providers supply security features and physical operations, but customers still secure data, applications and account configuration.
Skills and complexity Do you have staff for facilities, hardware lifecycle, platform engineering and 24/7 response? An existing operations organization and established facilities reduce the incremental burden. Managed services can reduce undifferentiated maintenance, although cloud architecture and cost governance require new skills.

3. Decide per workload, then check portfolio effects

A workload that is a poor candidate for migration may be only one database or an appliance-dependent application, not the whole business. Conversely, moving an application without its data, identity system or network dependencies can create more latency and operational risk. After scoring individual workloads, examine shared concerns such as connectivity, identity, monitoring, backup and staff coverage.

Is cloud computing cheaper than running a data centre?

Not by definition. Cloud changes the timing and structure of spending; it does not guarantee a lower total cost. Compare the complete cost of the same workload over the period you expect to run it.

Costs commonly associated with owned infrastructure

  • Servers, storage, network equipment, spare parts and refresh cycles.
  • Facility costs for power, cooling, space, physical security and connectivity.
  • Operating-system, virtualization, database and application licences.
  • Staff for procurement, installation, patching, monitoring, incident response and disposal.
  • Capacity purchased for peaks that may sit idle during normal periods.
  • Backup sites, replication and testing needed to meet recovery objectives.

Costs commonly associated with cloud services

  • Consumption of compute, storage, databases, requests and managed features.
  • Network egress, inter-region transfer and connectivity charges where applicable.
  • Support plans, security products, observability and third-party licences.
  • Engineering time for architecture, automation, identity, policy and cost governance.
  • Migration, refactoring and data-transfer work before the service reaches production.
  • Charges from idle resources, oversized instances, duplicated data or poorly controlled environments.

Use measured utilization and realistic growth assumptions rather than list prices alone. A cloud estimate should include storage growth, backups, traffic, support and staff time. An on-premises estimate should include the value of capital tied up in equipment, facilities and people. Because service configurations, regions and provider terms change, a quoted figure is valid only for the stated design, location and date; the available evidence does not establish a universal cost winner.

How do control, compliance and data location differ?

On-premises operation gives you direct control over the physical stack and network boundaries, which can simplify some inspection, isolation or data-placement requirements. It also makes you responsible for implementing, documenting and proving those controls. A public-cloud provider supplies regions, access controls, encryption options, logging and compliance evidence, but you must confirm that the particular service and region satisfy your obligations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Regulatory conclusions depend on jurisdiction, industry, contract, data type and current rules. Do not treat “private” as automatically compliant or “public” as automatically prohibited. Ask for the provider’s service-specific terms, data-residency description, audit reports and subprocessors, then map them to your own legal and security requirements. Keep copies, replicas, logs and support access in scope; the primary database location alone is not the whole data-flow picture.

Who is responsible for security in each model?

Security is shared, but the boundary moves. In public cloud, the provider protects facilities and the underlying infrastructure. You remain responsible for your data, applications, identities, permissions, network rules, secrets and many configuration choices. A managed database may remove patching of the database engine, for example, without removing your responsibility to restrict access, encrypt data and test recovery.

On premises, your organization must secure both the software and the hardware it operates, including physical access, firmware, hypervisors, networks, backups and disposal. Direct control can help you meet a specific control, but it also means you must supply the people, processes and tooling. Compare the actual responsibility matrix and your ability to execute it; neither location is inherently secure.

Questions for a security review

  • Which team owns each control, and what evidence will it produce?
  • How are privileged identities separated, approved, monitored and revoked?
  • Where are production data, backups, logs and encryption keys stored?
  • How quickly can you detect, contain and recover from a compromised account or host?
  • Can you test restoration and failover without violating data-handling rules?

What about latency, performance and legacy systems?

Measure the path between users, data and dependent services. A cloud region may be close enough for an internet application but too far for a control loop or a chatty legacy database. Moving only one tier can make performance worse if every transaction crosses a link. Benchmark representative traffic, not just a server’s advertised processor or memory.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Legacy systems often depend on proprietary hardware, fixed addressing, unsupported operating systems or tightly coupled databases. Keeping them in an existing facility while modern components run in cloud services can be sensible, but the connection becomes a production dependency. Budget for resilient links, monitoring, identity integration and a tested failure mode rather than assuming the network is always available.

Specialized accelerators, high-throughput storage and predictable low-latency networks can be obtained in either environment, depending on the provider and design. The relevant question is whether the required configuration is available where the data and users are, at an acceptable operational and financial cost.

When does hybrid cloud make sense?

Hybrid cloud combines traditional or private infrastructure with one or more public clouds. It can support a gradual migration, retain an existing data-centre investment, keep regulated or latency-sensitive workloads in a controlled environment, or provide temporary capacity for a public-cloud workload.

Common use cases

  • Phased modernization: move stateless services first while a core system remains in place.
  • Data gravity: process information near a large existing repository instead of moving every byte.
  • Edge and plant operations: keep local control functions running during a link outage and send selected data to cloud analytics.
  • Seasonal demand: retain baseline capacity and burst selected workloads when demand rises.
  • Acquisitions or transitional estates: connect environments while applications and identities are consolidated.

What hybrid adds

Hybrid is not automatically simpler or cheaper. Teams must operate connectivity, routing, identity federation, key management, policy, observability, data movement and consistent recovery procedures across environments. Differences in APIs, release processes and support boundaries create failure modes that do not exist inside a single platform. Define which system is authoritative for each identity and dataset, and test what happens when the connection or one environment is unavailable.

AWS guidance recommends using managed cloud solutions where practical, considering hybrid when existing data-centre investments justify continued use, and reserving multicloud for requirements that one provider cannot meet. Those are design principles, not a blanket prescription; apply them to the workload and skills you actually have.

How can you make the decision step by step?

  1. Set the business objective. Decide whether the immediate goal is lower operational burden, faster delivery, new geographic reach, a compliance requirement, capacity for a peak or retirement of a facility.
  2. Create a workload inventory. Record owners, dependencies, data classifications, utilization, latency, availability targets, licences and end-of-life dates.
  3. Eliminate infeasible placements. Rule out environments that cannot meet a required data location, hardware dependency, latency target or recovery objective.
  4. Model total cost. Use the same time horizon and include facilities, people, licences, transfer, backups, support, migration and idle capacity.
  5. Design the responsibility split. Write down who patches, monitors, backs up, restores, approves access and responds to incidents in the proposed model.
  6. Run a representative proof of concept. Test real data shapes, peak traffic, failure recovery, observability and integration—not merely a demonstration workload.
  7. Choose a placement and exit path. Document why the workload belongs there, how it will be moved or retired later, and which data and configuration must remain portable.
  8. Review the portfolio. Standardize shared services such as identity, networking, logging and backup so that workload-by-workload decisions do not create an unmanageable estate.

What mistakes should you avoid?

  • Comparing labels instead of architectures: “cloud” can mean a virtual machine, a managed database or a finished application, each with a different responsibility and price.
  • Assuming pay-as-you-go means low cost: variable billing can exceed owned capacity when resources run continuously or data transfer is heavy.
  • Ignoring non-production environments: test, development, backups and logs can consume as much governance and budget attention as production.
  • Migrating before mapping dependencies: undocumented identity, DNS, licensing and batch links are frequent causes of outages.
  • Treating provider security as automatic: a secure facility does not fix an exposed storage bucket, excessive privilege or an untested recovery plan.
  • Keeping hybrid by default: every cross-environment connection adds monitoring, failure handling and skills requirements; retain it only where the workload benefit justifies that cost.
  • Making a legal claim from a marketing label: verify the actual service, region, contract and audit evidence for your jurisdiction and sector.

Which choice fits common scenarios?

Scenario Likely starting point Why, and what to verify
New web application with uncertain traffic Public-cloud managed services or IaaS Elastic capacity and rapid provisioning can reduce the need to buy for peaks. Confirm architecture, data transfer, identity and cost controls.
Stable internal application with high, predictable utilization Either owned/private infrastructure or a long-term cloud design Model full lifecycle cost and staffing. Do not assume steady utilization automatically makes one option cheaper.
Factory control system with strict latency Local or private infrastructure, possibly with cloud analytics Keep control loops near equipment and design for link loss; send only suitable data to remote services.
Application containing regulated records Placement determined by verified controls, not by label Check jurisdiction, region, encryption, access, retention, audit evidence and backup locations before choosing.
Large legacy estate and a gradual modernization plan Hybrid transition Connect environments deliberately, define ownership and observability, and set milestones so temporary complexity does not become permanent.

What should you document before approving the architecture?

Record the workload’s selected environment, service model, data flows, regions or facilities, dependencies, recovery design, cost assumptions and control owners. Include a diagram showing trust boundaries and network paths, a schedule for capacity and licence review, and a tested procedure for restoring data. This documentation lets an architecture board compare unlike proposals and gives operations a precise handoff rather than a generic “move to cloud” instruction.

Revisit the decision when demand, regulation, application design, provider terms or internal skills change. A placement that was appropriate for a pilot may be wasteful at steady production scale, while an owned system may become a constraint as users spread across regions. Treat the choice as a managed lifecycle decision, not a one-time identity for the organization.

Bottom line: data centre or cloud?

Choose a data-centre or private approach when direct control, local performance, specialized equipment, predictable long-term utilization or a specific placement requirement outweighs the burden of owning and operating the environment. Choose public-cloud services when rapid provisioning, variable demand, managed capabilities or reduced facility responsibility matter more and the provider’s controls meet your requirements. Use hybrid only for a deliberate workload boundary, because it can accommodate different constraints while adding integration and governance work. The defensible answer is usually workload-specific, with costs and responsibilities documented rather than assumed.

Frequently Asked Questions

Can a company have a data centre and use cloud computing at the same time?

Yes. An organization can keep servers in its own facility while consuming public-cloud databases, backup, analytics or collaboration services. The resulting estate is hybrid only when those environments are connected and used together as part of the operating design; simply owning a facility and holding a separate cloud subscription does not define the integration.

Does moving an application to the cloud remove the need for IT staff?

No. The staffing mix changes rather than disappears. Teams still design architecture, manage identities and policies, secure applications and data, monitor reliability, control spending and handle incidents; managed services mainly reduce selected infrastructure-maintenance tasks.

How do I estimate cloud costs when usage is unpredictable?

Create low, expected and peak usage cases and include storage growth, backups, network transfer, support and engineering time in each case. Add budgets, alerts and automatic shutdown or scaling rules, then compare the scenarios with the cost of retaining enough owned capacity for the same peak.

Is a private cloud the same as an on-premises data centre?

No. A data centre is the facility, while a private cloud is an operating model that provides dedicated, self-service and automated resources to one organization. A private cloud may run in an organization’s facility or in a hosted facility, and an on-premises environment may lack cloud-style automation entirely.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What is the biggest risk in a hybrid architecture?

The integration boundary becomes a production dependency. An outage or misconfiguration in connectivity, identity federation, routing, data replication or monitoring can affect both sides, so the design needs independent failure modes, clear ownership and regular end-to-end recovery tests.
