A data center is a physical facility for servers, storage, networking, and the power and cooling systems they need. Cloud computing is a way to use computing resources as services over the internet. Cloud services still run in data centers—the difference is who owns and operates the physical infrastructure and how customers access it.

What is a data center?

A data center is a physical location containing computing equipment such as servers, storage drives, and network hardware. It also needs supporting systems, including backup power, heating, ventilation and air conditioning, and fire suppression. AWS explains the components of a data center.

“Data center” describes the facility and infrastructure, not who owns it. An organization may run one at its own site, rent space in a colocation facility, or use services built on a cloud provider’s data centers.

What is cloud computing?

Cloud computing provides computing resources as services over the internet. Depending on the service, customers can access infrastructure such as virtual machines and storage, platforms for building and running applications, or complete software products. These service categories are commonly called infrastructure as a service (IaaS), platform as a service (PaaS), and software as a service (SaaS). Cloud services rely on physical servers and other equipment. The provider operates that infrastructure in its data centers; customers generally request virtualized or managed resources rather than owning the provider’s building and hardware. AWS describes the hardware and software behind cloud infrastructure.

What is the difference between cloud and on-premises?

On-premises means an organization runs IT infrastructure at its own site and controls the equipment directly. With public cloud, a provider supplies computing resources as services and operates the physical infrastructure. The customer still manages its applications, data, identity, and configuration according to the service and the shared-responsibility arrangement.

Approach Who owns or operates the physical infrastructure? What the customer manages Common trade-off
On-premises data center The organization owns or controls equipment at its site and is responsible for facilities and hardware operations. Facilities, hardware lifecycle, capacity, and IT operations. Direct hardware and configuration control, with capital, staffing, power, connectivity, security, and planning responsibilities.
Public cloud The provider operates the physical infrastructure. The selected services and, depending on the service, applications, data, identity, and configuration. Flexible provisioning and scaling, with service selection and customer-side configuration responsibilities.
Colocation The provider supplies facility space, power, cooling, and connectivity; the customer retains ownership and management of its IT systems. Customer-owned servers and other IT systems. Moves much of the facilities burden to a provider without making the customer’s hardware a managed cloud service.
Hybrid Responsibility is split between the organization’s infrastructure and the cloud provider’s infrastructure. Workloads and operations across both environments, including their integration. Can fit different workload, location, control, or continuity needs, but adds operational and integration complexity.

AWS compares cloud and on-premises infrastructure. The U.S. Department of Energy’s 2024 data-center guide notes that cloud and colocation can have lower first costs and may have lower operating costs than on-premises facilities. That is not a universal cost result: scale, utilization, staffing, service choices, and facility requirements all affect the comparison.

How to choose an approach

Compare the requirements of the workload rather than assuming one model is always cheaper, safer, greener, or more reliable.

  • Ownership and control: Decide whether you need to own hardware and control configurations directly, or whether provider-managed services meet the need.
  • Operations: Identify who handles facilities, hardware maintenance, patching, platform operations, and incident response under the specific arrangement.
  • Capacity: Consider whether demand is steady and predictable or whether workloads need rapid provisioning and variable capacity.
  • Location and latency: Determine where users, applications, and data need to be. Provider geography and service availability vary.
  • Resilience: Define requirements for redundancy, backups, disaster recovery, and failure domains. A provider’s region or zone label does not by itself make a customer workload resilient.
  • Cost: Compare initial investment and ongoing facility, staffing, hardware, networking, service, and usage costs for the actual workload.
  • Energy and sustainability: Look for measurements with clear boundaries for the facility and workload, and scrutinize sourcing claims. Comparisons require like-for-like measurements.

How cloud regions and availability zones fit in

Cloud providers organize infrastructure geographically, but their terms are provider-specific. For AWS, Regions are physical locations where the company groups data centers. AWS Availability Zones are logically grouped data centers, each comprising one or more physical data centers; AWS describes them as isolated from one another in location, power, and water supply. Microsoft describes its regions as sets of datacenters connected through a resilient network, with geographies organizing regions to support data-residency and compliance needs. Its terminology and definitions are Microsoft-specific; see Microsoft Learn’s datacenter architecture and infrastructure documentation. In either cloud, customers must design workloads for their own availability and recovery requirements.

Why data-center energy use matters

Data centers consume electricity to run IT equipment and supporting systems. The U.S. Department of Energy announced that a Lawrence Berkeley National Laboratory report estimated U.S. data-center electricity use at 58 TWh in 2014 and 176 TWh in 2023, and projected 325–580 TWh in 2028. The 2014 and 2023 figures are historical estimates; the 2028 range is a forecast, not an observed result. These figures are U.S.-specific. DOE’s December 20, 2024 announcement summarizes the report.

The DOE’s 2024 energy-efficiency guide says: “In a typical data center with a highly efficient cooling system, IT equipment loads can account for over half of the entire facility’s energy use.” That is a qualified description of a typical facility, not a rule for every data center. The comparison between cloud and on-premises energy use depends on workload, facility, and measurement boundaries.
