Yes, AI models can become much more energy-efficient while data centers consume more electricity overall. The apparent contradiction comes from measuring different layers. A data center’s annual total is a facility metric covering servers, storage, networking, cooling and power systems. AI efficiency is usually a workload metric such as watt-hours (Wh) per query or task. A lower Wh-per-query value does not offset rising query volume, longer outputs, reasoning, image and video generation, or new agentic workloads.

To compare claims fairly, align the system boundary, workload, denominator, hardware, utilization, geography and time period. PUE translates IT electricity into facility electricity; it is not a score for how efficient an AI model is.

What is the difference between data-center energy use and AI-model efficiency?

Data-center energy use is an aggregate, time-based measure. It answers: how many kilowatt-hours or terawatt-hours did a facility, company, country or the world consume over a period? It includes the electricity used by computing equipment and the infrastructure that keeps it operating.

AI-model efficiency is a workload-level measure. It answers: how much energy was needed to produce a defined result, such as one text response, one million tokens, one image or one completed task? The answer changes with the model, prompt and output length, accelerator, software, batching, utilization and accounting boundary.

Metric Typical boundary and denominator Question it answers What it cannot tell you by itself
Data-center electricity Total facility energy over a period, usually kWh, GWh or TWh How much electricity did the site or fleet consume? How much energy one AI response required
IT energy Servers, storage and networking energy How much electricity reached computing equipment? Cooling and power-distribution overhead
PUE Total facility energy divided by IT-equipment energy How much overhead supports each unit of IT energy? Model quality, token efficiency or task difficulty
WUE Annual cooling and humidification water in litres divided by annual IT kWh How much operational water supports IT electricity use? Electricity consumption or water used outside the stated boundary
Energy per query or task Wh for a defined workload, sometimes per token or useful output How energy-intensive is this inference workload? Total demand unless multiplied by workload volume

Because the denominators differ, comparing a global annual TWh total directly with Wh per query is like comparing a fuel station’s yearly sales with the fuel used by one car trip. You need workload volume and matching boundaries to bridge the two.

How much electricity do data centers use?

The International Energy Agency (IEA) estimates that data centers consumed 415 TWh worldwide in 2024, about 1.5% of global electricity. IEA analysis says demand had grown roughly 12% per year during the preceding five years. These are aggregate electricity figures, not measurements of individual AI requests.

Servers account for about 60% of electricity demand in modern data centers, according to the IEA. The remainder is divided among storage, networking and auxiliary systems such as cooling, power conversion, lighting and building controls. AI accelerators raise server power density, but the facility total also depends on how many machines are deployed, how fully they run and how much supporting infrastructure is required.

A useful accounting identity is:

facility energy = (server energy + storage energy + network energy) × PUE

Server energy itself depends on maximum power, idle power and utilization. A highly efficient accelerator can still produce substantial annual consumption if a fleet contains many devices running continuously. Conversely, a powerful device that is lightly utilized may deliver poor energy per useful task even when its nameplate efficiency looks impressive.

What does PUE measure, and why is it not an AI-efficiency score?

Power Usage Effectiveness (PUE) is defined as:

PUE = total facility energy ÷ IT-equipment energy

A PUE of 1.0 would mean every unit of electricity went to servers, storage and networking. Real facilities are above 1.0 because chillers, pumps, fans, humidification, lighting, switchgear, transformers and other systems consume electricity. Lower PUE means less overhead for a given IT load; it does not mean the AI model performs more work per watt.

Published figures illustrate why the year, scope and owner matter:

Operator or source Reported value Period and scope Interpretation
Google data-center fleet PUE 1.09 Fleet-wide average for 2025 operations, reported on a 2026 page About 1.09 units of facility energy for each unit of IT energy in that fleet average
Uptime Institute industry figure Average PUE 1.54 Industry average cited in Google’s methodology note for 2025 A broad benchmark, not a measurement of every facility or AI cluster
Microsoft-owned and controlled data centers Global PUE 1.17 Fiscal year 2025, facilities operated for at least 12 months Microsoft’s stated operational boundary excludes sites it does not fully own and control

PUE can improve while total electricity rises. If IT load doubles and PUE falls from 1.30 to 1.15, the facility still consumes more electricity because the much larger IT base outweighs the overhead reduction. PUE also varies with climate, cooling design, seasonal conditions, utilization and whether a report covers a single site or an entire fleet.

What does energy per AI query or task measure?

Energy per query is the electricity required to serve a specified inference workload. A credible number identifies at least the model class, prompt and output characteristics, accelerator or server, utilization, batching and whether the figure includes only active accelerator power, the whole IT load or facility overhead.

There is no universal “energy of an AI query.” A short classification request may run for milliseconds, while a long-context answer with test-time reasoning can keep multiple accelerators busy for much longer. Image and video generation, retrieval pipelines and autonomous agent loops add additional model calls and data movement.

Published estimate Value Boundary and conditions What the number demonstrates
Google, median Gemini Apps text prompt (2025) 0.24 Wh Includes data-center overhead A facility-inclusive estimate for a defined text workload
Google, same prompt accounting (2025) 0.10 Wh Active TPU/GPU energy only Changing the boundary materially changes the result
Microsoft Research frontier-scale LLM inference (September 2025) 0.34 Wh median; 0.18–0.67 Wh interquartile range Realistic H100-node workloads; methodology estimate Production serving assumptions produce a distribution, not one constant

The Google figures are not contradictory: the facility-inclusive value is higher because it adds overhead. The Microsoft Research estimate uses a different workload and hardware scenario, so it should not be treated as a direct ranking of one provider against another.

Why can AI use less energy per task while data-center demand keeps increasing?

Three effects can occur simultaneously:

  1. Efficiency gains: newer accelerators, quantization, model distillation, compiler improvements, better batching and higher utilization reduce Wh per useful output.
  2. More tasks: lower serving cost encourages more users, more frequent requests and new products, increasing the total number of inferences.
  3. Heavier tasks: long context, deliberate reasoning, multimodal processing, image and video generation and agentic workflows require far more computation than a short text response.

For scale, multiplying a per-query estimate by request volume is essential. At 0.34 Wh per query, one billion comparable queries would consume about 0.34 TWh before any change in workload mix. Ten billion would consume about 3.4 TWh. Those calculations are illustrative conversions of the stated estimate; they do not predict actual global traffic, and they assume every request has the same energy profile.

The IEA’s 2026 update says energy use per AI task has fallen by at least an order of magnitude annually in recent years. The same update notes that video generation, reasoning and agentic tasks can require hundreds or thousands of times more energy than simple text generation. A falling average for one task category therefore does not guarantee falling electricity use across the whole sector.

How should you compare two AI-energy claims fairly?

Use the following sequence before deciding that one figure is lower, higher or more efficient.

  1. Match the system boundary. Determine whether each number covers active GPU or TPU power, the complete IT load, or facility energy including PUE. A facility-inclusive value should not be compared with accelerator-only power without adjustment.
  2. Match the workload. Record whether the test is short text, long-context generation, reasoning, an agent loop, image synthesis or video. Note input and output token counts where available.
  3. Match the denominator. “Per query,” “per token,” “per task,” “per session” and “per useful answer” measure different things. A token-based figure can look low for a response that generates many thousands of tokens.
  4. Record hardware and utilization. Accelerator generation, memory configuration, batching, concurrency, queueing and idle time all affect energy per result. Nameplate watts are not the same as measured workload energy.
  5. Record geography and time period. Climate, cooling architecture, grid conditions, fleet age and software versions influence both totals and PUE. A fiscal-year fleet average is not interchangeable with a single-site test.
  6. Check what environmental impacts are included. Operational electricity, cooling water, carbon from the local grid and embodied impacts of manufacturing are separate quantities. Do not infer one from another.

If a source does not state these details, label the figure as incomplete rather than presenting it as a universal constant.

What do current efficiency trends actually show?

Hardware and software progress is lowering the energy required for many standardized inference tasks. Specialized accelerators deliver more operations per watt; lower-precision arithmetic reduces memory movement; serving systems batch compatible requests; and model developers use smaller or distilled models for routine work. These improvements can reduce energy per token or response even as the model’s capabilities increase.

However, averages hide a widening workload range. A simple text request may be near the low end of published estimates, while a response that invokes extended reasoning, tools and multiple agents can trigger many sequential model calls. A single “AI query” label may therefore cover orders of magnitude in energy. Any trend line should specify whether it tracks a fixed benchmark or the changing mix of tasks users actually submit.

The IEA has summarized the consumer intuition this way in its 2026 Key Questions on Energy and AI: “Simple text queries now typically consume less electricity than running a television over the same period of time.” That statement describes a typical simple-text case; it does not set an upper bound for demanding workloads or determine the sector’s annual total.

What are the latest data-center electricity projections?

Projections describe possible futures, not measured outcomes. The IEA reported 17% growth in data-center electricity demand in 2025 and projects global data-center electricity use to double by 2030, with AI-focused data-center electricity use triple over that period. Those estimates are sensitive to adoption rates, hardware efficiency, the availability of power and grid connections, and the share of computationally intensive reasoning and agentic services.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The U.S. Department of Energy’s 2025 update gives a separate U.S. scenario. In its 2030 reference case, AI servers account for 84% of server energy and 55% of total data-center energy, with aggregate PUE reaching 1.36. This is a modeled reference case, not a measured global fact or a guaranteed outcome. It should not be combined with the IEA’s global projection as though both describe the same boundary.

Projection or observation Value Status and scope
IEA data-center demand growth 17% in 2025 Reported global growth for that year
IEA outlook to 2030 Global data-center electricity doubles; AI-focused use triples Global projections, not guaranteed totals
U.S. DOE 2030 reference case AI servers: 84% of server energy; 55% of total data-center energy; PUE 1.36 Scenario for the United States, published 2025

How can you estimate the energy of an AI workload responsibly?

When you need an estimate for a product, report or internal decision, use a transparent calculation rather than a generic internet average.

  1. Define the useful output. Specify one request, one completed task, one image, one video or a fixed number of tokens. Include input and output lengths and any tool calls.
  2. Measure or obtain accelerator energy. Use telemetry for the actual accelerator and server configuration where possible. Record sampling interval, concurrency and whether idle periods are included.
  3. Add the rest of the IT load. Account for host CPUs, memory, storage and networking if your initial measurement covered only the accelerator.
  4. Apply the appropriate PUE. Multiply IT energy by the PUE for the relevant facility and period. Do not apply a fleet average to a site whose cooling design or climate is materially different without stating the limitation.
  5. Report a range. Show how energy changes with short versus long outputs, low versus high concurrency and ordinary versus reasoning-intensive modes.
  6. Publish assumptions beside the result. Name the model or model class, hardware, software, utilization, geography, date and boundary. If any item is unknown, say so.

For example, a test that reports active TPU energy should not be described as the electricity consumed by the data center. To obtain a facility estimate, the operator would need the complete IT load and the applicable PUE; without those, the honest label is “accelerator-only energy for this workload.”

Why do published estimates disagree so often?

  • Different boundaries: accelerator-only measurements exclude CPUs, memory, networking and cooling; facility figures include some or all of them.
  • Different workloads: token counts, context length, output length, model routing and tool use can change runtime substantially.
  • Different operating conditions: batching and high utilization spread fixed overhead across more requests, while low utilization leaves hardware idling.
  • Different hardware: an H100 node, a newer accelerator and a custom inference chip have different power curves and memory behavior.
  • Different averaging: a median, a mean, a best-case benchmark and a worst-case trace answer different questions.
  • Different time and location: fleet vintage, weather, cooling strategy and grid constraints alter both facility overhead and available capacity.

These differences do not automatically make a source unreliable. They mean the number must be read with its scope and assumptions rather than stripped from its context.

How do water and carbon relate to electricity metrics?

Electricity is only one environmental dimension. Microsoft reports a global WUE of 0.27 litres per kilowatt-hour for fiscal year 2025 for data centers it fully owns and controls that had operated for 12 months. WUE covers water used for cooling and humidification divided by annual IT electricity; it does not measure water used to generate electricity or to manufacture hardware.

Carbon intensity likewise depends on the electricity source and location. Two facilities with identical PUE can have different operational emissions if one uses a lower-carbon grid. Embodied emissions from constructing buildings and manufacturing servers are additional, usually reported separately from operational Wh. A complete comparison should therefore state whether it covers electricity only, electricity plus direct water, or a broader life-cycle boundary.

What should data-center operators and AI developers optimize?

The right target depends on the decision. Operators planning capacity need peak power, annual TWh, grid connection and cooling constraints. Model teams choosing an inference configuration need energy per useful output at the quality and latency users require. Sustainability teams may need PUE, WUE, carbon intensity and embodied impacts together.

  • Track both absolute demand and energy intensity; improving one does not guarantee improvement in the other.
  • Measure production traffic, not only laboratory runs, including queueing, retries, failed requests and idle capacity.
  • Route routine prompts to appropriately sized models and reserve extended reasoning or agent loops for tasks that benefit from them.
  • Improve batching and utilization without violating latency, privacy or reliability requirements.
  • Report facility overhead with the same boundary across reporting periods so efficiency gains are not artifacts of a changed definition.
  • Publish workload categories instead of one blended “AI query” number when the product serves text, images, video and tool-using agents.

What is the practical takeaway for interpreting an AI-energy headline?

Ask two separate questions. How much electricity did the facility or fleet consume? That requires an aggregate figure with a time period and boundary. How efficiently did the system perform a defined task? That requires Wh per query, token or useful output with workload and hardware details.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A low per-task number is good evidence of improved intensity for that task. It is not evidence that total electricity is falling. Total demand falls only when efficiency gains exceed growth in the number and computational intensity of tasks, after accounting for facility overhead.

Frequently Asked Questions

Can I convert watt-hours per query into a household electricity comparison?

Yes, but only after choosing a request count and keeping the workload definition fixed. Multiply Wh per query by the number of queries, divide by 1,000 for kWh, and compare that result with a household’s metered use; do not imply that every query has the same energy profile.

Does a lower PUE always mean a data center has lower emissions?

No. PUE measures facility overhead, while emissions depend mainly on the amount of electricity consumed and the grid’s carbon intensity. A site can have excellent PUE and higher emissions than a less efficient site powered by a much lower-carbon grid.

Why can the same AI model use different energy in different regions?

Cooling loads vary with climate and facility design, and grid conditions affect power-delivery overhead. Regional hardware fleets, utilization, batching policies and software versions can also change the energy measured for an otherwise similar request.

Is energy per token better than energy per query for comparing models?

Energy per token helps when outputs have very different lengths, but it can hide fixed costs such as loading a model or processing a prompt. For user-facing decisions, report both token-level intensity and energy per completed task when possible.

What information should an AI provider publish with an energy figure?

At minimum, identify the model or workload class, input and output size, hardware, utilization or batching, measurement period, geography and whether the figure includes IT and facility overhead. A range or distribution is more informative than a single unlabeled average.
