Backup and disaster recovery (DR) solve different problems. A backup preserves data so you can restore it to an acceptable point in time. Disaster recovery is the coordinated plan for bringing critical information systems and operations back after a major disruption, potentially at another facility. You normally need both: backups supply recoverable information, while DR procedures restore the services, infrastructure, people and sequence of work that make that information useful. NIST describes contingency planning as a coordinated set of plans, procedures and technical measures for recovering systems, operations and data after a disruption. The practical test is not whether a backup job completed, but whether your organization can recover the systems it needs within business-defined tolerances.
What is the difference between data center backup and disaster recovery?
Backup is primarily a data-protection activity. It creates copies of files, databases, configurations or other information that can be restored after deletion, corruption, hardware failure or another incident. The central question is: Can we recover the required data to an acceptable point?
Disaster recovery is an operations-restoration activity. It defines how systems and services are recovered after a major disruption, including where they run, which dependencies are restored first, who performs each action and how the organization verifies that the service is usable. NIST’s glossary describes a disaster recovery plan (DRP) as a written plan for recovering one or more information systems at an alternate facility after major hardware or software failure or destruction of facilities: NIST DRP glossary.

These are related layers, not interchangeable labels. A backup can give you a clean database but no functioning application, network, identity service or staff procedure. A DR plan can specify an alternate processing location, but without usable, tested backups there may be nothing reliable to load. Treat backup as one capability that a broader recovery plan depends on.

How do backup and disaster recovery compare?
| Axis | Backup | Disaster recovery |
|---|---|---|
| Main question | Can the needed data be restored to an acceptable point? | Can critical system operations be restored after a disruption? |
| Typical scope | Copies and restoration of data | Coordinated recovery procedures for systems and operations, potentially at another location |
| Planning concept | Recovery Point Objective (RPO): the point in time to which data must be recovered | Recovery procedures and recovery objectives for the systems in scope |
| What is validated | That backup sets can be located, read and restored | That recovery procedures, dependencies and personnel can bring services back |
| Typical trigger | Lost, corrupted or accidentally changed data, or a localized component failure | Major hardware or software failure, facility destruction or another event that interrupts system operations |
NIST’s contingency-planning material lists alternate equipment, alternate processing and recovery at an alternate location as possible approaches. The appropriate design depends on the systems, risks and business needs involved; the sources do not establish one architecture for every data center.
What does a data center backup actually provide?
A backup gives you a recoverable copy from a defined point in time. That point may be recent or old, complete or selective, depending on how the organization designed its backup process. The copy is useful only if it is identifiable, readable and compatible with the system that must consume it.
Data preservation, not service restoration
Restoring a database file does not automatically restore the database server, application binaries, operating-system settings, network routes, certificates, identity integrations or external services the application requires. Those elements belong in the recovery design rather than being assumed to appear when data is copied.
Recovery Point Objective (RPO)
NIST defines RPO as “the point in time to which data must be recovered after an outage”: NIST RPO glossary. It expresses tolerable data loss, not how quickly a service must return. If a system’s RPO is defined as a particular time boundary, the backup and replication process must retain a usable copy at or after that boundary. The organization must set the objective for each system; the available NIST material does not provide a universal value.

Restore capability is the real deliverable
A successful copy job is evidence that data was written, not proof that recovery will work. A restore can fail because a catalog is incomplete, encryption keys are unavailable, credentials have expired, media is damaged, the data is internally inconsistent or the destination system cannot run the recovered version. Backup operations therefore need an explicit restore path and an owner who can execute it.
What does a disaster recovery plan include?
A DRP turns recovery from an improvised technical task into an ordered response for one or more systems. It identifies the disruption conditions that activate the plan, the systems in scope, the people authorized to act, the dependencies that must be available and the steps for returning services to operation.
System and service scope
List the applications and infrastructure that must be recovered, their owners and the business functions they support. Record upstream and downstream dependencies such as authentication, DNS, storage, network connectivity, monitoring, licensing and data feeds. A plan that names only a virtual machine but not the service’s dependencies is incomplete even if the VM can be started.

Recovery location and processing approach
Specify whether recovery uses the original facility, alternate equipment, alternate processing or an alternate location. NIST’s contingency-planning topic page describes these as approaches within a coordinated recovery strategy: NIST contingency planning. The DRP glossary’s alternate-facility wording is one definition; a CNSSI 4009-2022 definition cited by NIST focuses on recovering at the original facilities over hours or days. Name the definition and context when documenting your plan rather than treating one wording as universal.

Runbooks, roles and communications
Write the sequence an operator follows: declare the incident, protect evidence and people, assess the affected components, bring up prerequisites, restore data, start applications, validate transactions and hand the service back to its owner. Include role assignments, escalation contacts and an approved communication channel. Store the plan somewhere reachable when the primary data center is unavailable.
Recovery objectives
Pair the data objective (RPO) with a service-restoration objective for each system. The latter concerns how long the business can operate without the service; it is not the same measurement as RPO. Document assumptions, such as the availability of replacement equipment, network links, staff and vendor support, because an objective is not credible if its prerequisites are unknown.
Why are backups not enough for disaster recovery?
Backups address the information layer, while DR addresses the service and operating environment. Consider a facility loss: you may possess intact database backups, yet still need an alternate place to run servers, a way to connect users, identity services, application packages, configuration data and people who know the recovery order.

An alternate facility and a detailed runbook cannot recreate data that was never backed up, was overwritten by corruption or cannot be decrypted. Recovery therefore has to prove both that data can be restored and that the surrounding service can operate.

NIST’s OT Backup Quick Start Guide makes the restore requirement explicit for operational-technology environments: “Effective backup management in an OT environment involves integrating backups into the change management process, creating them regularly, testing them, and reviewing them during recovery exercises.” The guide was published in June 2026 and is scoped to OT; it should not be presented as a universal data-center regulation: NIST SP 1339.
How should you build an integrated backup and DR strategy?
Use the following sequence to connect data protection to operational recovery. It is a planning workflow, not a claim that every organization must select the same technology or target.
- Inventory systems and dependencies. Record each critical service, its data stores, owners, interfaces, authentication requirements, infrastructure dependencies and acceptable outage conditions. Separate production, development and archival information so recovery effort is directed at what the business actually needs.
- Set an RPO for each data set. State the latest acceptable recovery point and the assumptions behind it. The RPO should describe data loss tolerance, not recovery duration. If different data sets support one service, reconcile their objectives so the restored application has a consistent state.
- Set a service-restoration objective. Define how long each service may be unavailable and what “operational” means, such as a successful user login and a representative transaction. Do not copy a target from another organization; the NIST material provides definitions and approaches, not a universal numeric recommendation.
- Choose a recovery location and processing method. Decide whether recovery occurs at the original site, with alternate equipment, through alternate processing or at another location. Evaluate power, cooling, network access, identity, security controls, licensing and staffing at that location before calling it a recovery capability.
- Design the backup set for the recovery sequence. Include the data, configuration and system information required by the runbook. Document retention, encryption-key access, ownership and how an operator identifies the correct recovery point. Keep the procedure usable by someone other than the person who created the backup.
- Write dependency-ordered runbooks. Put prerequisites first: facility access, network and name services, identity, storage, databases, application tiers and user validation. Add decision branches for partial failure, unavailable equipment and a recovery point that does not pass integrity checks.
- Exercise the plan. Perform controlled restores and end-to-end recovery exercises. Check that backup catalogs, credentials, keys, software packages, configurations and contact details are available. Record elapsed steps, failed assumptions and decisions that required undocumented expertise.
- Review after changes and exercises. Update the plan when systems, interfaces, facilities, personnel or retention rules change. NIST’s OT guidance specifically calls for regular creation, testing and review during recovery exercises; preserve that scope when applying the advice to other environments.
What should you test: a backup restore or a full DR exercise?
Test both, because they answer different questions. A backup-restore test asks whether a selected data set can be found, read and recovered. A DR exercise asks whether the organization can coordinate the people, infrastructure and procedures needed to make a service usable after a disruption.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Backup-restore checks
- Locate a recovery point that satisfies the system’s RPO.
- Restore into an isolated or controlled destination so production is not overwritten.
- Verify that the recovered data opens, passes integrity checks and is readable by the intended application.
- Confirm that encryption keys, credentials and catalogs are available to the recovery team.
- Record exceptions and the time required for each operator action.
End-to-end recovery exercise
- Start with a stated disruption scenario, such as loss of a facility or a major software failure.
- Follow the written declaration, escalation and communication process.
- Recover prerequisites in the documented order, then restore data and start application services.
- Have the service owner perform representative transactions and verify interfaces with dependent systems.
- Capture gaps, assign owners and revise the runbook before the next exercise.
A test that stops after a file is restored does not establish that users can access the service. A tabletop discussion can reveal coordination gaps, but it does not replace a technical restore. Use the least disruptive exercise that still proves the claim you need to make.

Which failures call for backup, DR, or both?
| Situation | Primary capability | Why |
|---|---|---|
| Accidental deletion of a small data set | Backup restore | The service may remain online while a known data set is recovered. |
| Database corruption discovered after a software change | Backup plus application validation | You need a clean recovery point and a check that the application can use it. |
| Single server or storage component failure | Backup and localized recovery procedure | Data restoration may be needed, but the full facility may remain available. |
| Destruction or prolonged loss of the data-center facility | Disaster recovery using alternate equipment, processing or location | The plan must restore the operating environment as well as the data. |
| Major cyber or reliability incident affecting operational technology | Backup management integrated with a tested recovery exercise | NIST SP 1339 emphasizes regular creation, testing and review for OT backups. |
Real incidents can cross categories. A facility outage may also involve corrupted data, unavailable credentials or damaged network equipment, so the response may invoke both the backup procedures and the DRP.
What are the most common planning mistakes?
- Calling a completed backup a DR plan. A copy does not specify who restores services, in what order or where they run.
- Confusing RPO with recovery time. RPO describes the recoverable point in time; it does not state how long restoration takes.
- Choosing objectives by habit. There is no universal RPO or recovery-time target in the cited NIST material. Set objectives per system and business tolerance.
- Ignoring alternate-site dependencies. An alternate location without network, identity, power, software, keys or trained staff is not a demonstrated recovery capability.
- Testing only the backup job. A successful write test cannot prove that a complete service can start and pass user validation.
- Leaving the plan static. Changes to applications, configurations, staff and facilities can invalidate a runbook that was once accurate.
- Using an undefined term for DR. NIST sources use related but distinct definitions, including alternate-facility recovery and recovery at the original facility over hours or days. State which scope your plan adopts.
How can you decide whether your program is ready?
Ask these questions for every critical system and keep the answers with the plan:
- What data must be recovered, and what is the approved RPO?
- What event activates the recovery procedure, and who can declare it?
- Where will the system run if the primary facility is unavailable?
- Which infrastructure, identity, network and external services must be restored first?
- Can the team locate the required backup, keys, credentials and software without the normal data center?
- Has a restore been performed and has the service owner validated a real transaction?
- What changed after the last exercise, and who owns each corrective action?
If the answers stop at “the data is backed up,” you have a data-protection capability but not yet evidence of end-to-end disaster recovery. If the answers include tested restores, dependency-aware procedures and a feasible operating location, the backup and DR layers are working together.

Frequently Asked Questions
Can a disaster recovery plan use the original data center instead of a second site?
Yes. NIST materials describe contingency approaches that can use the current facility, alternate equipment, alternate processing or an alternate location. The plan should state which approach applies and what happens if the original facility is unusable.
How often should a company test its backups?
The cited NIST guidance does not set one schedule for every organization. It does require regular creation, testing and review during recovery exercises for OT environments, so each organization should set a cadence that reflects system change, risk and its recovery objectives.
What should be restored first after a data-center outage?
Start with the prerequisites identified in the system’s dependency map, commonly access, network and data services before application tiers. The correct order is system-specific and should be written and validated in the runbook rather than improvised during the outage.
Can one backup serve every application in the data center?
Not necessarily. Applications can have different data formats, dependencies, owners and recovery points, so a backup that is adequate for one service may not produce a usable state for another. Scope the backup and restore procedure to each service that has a distinct recovery requirement.
