A VPN ban could cost Pakistan’s IT industry $1 billion in its first year, Pakistan Software Houses Association (P@SHA) chairperson Sajjad Mustafa Syed warned in November 2024. That figure is an industry forecast—not a verified loss or an independently validated estimate. Pakistan did not ultimately impose the blanket ban described in earlier reporting: the policy discussion shifted toward IP registration for some organizations and licensing VPN providers.

What did P@SHA say a VPN ban could cost?

On November 22, 2024, The News reported that Syed warned a VPN ban could cause $1 billion in losses during the first year, with further declines in subsequent years. The report did not provide a calculation method or independent validation, so the amount should be read as P@SHA’s warning, not as a measured or realized economic loss.

Syed also cited preliminary findings of a 30% drop in orders and estimated that 200,000–300,000 jobs could be at risk. The report does not describe the underlying study or how those figures were derived. They are association claims, not confirmed job losses or an independently established forecast.

The concern was about continuity for businesses whose staff use VPNs to reach systems securely or meet client requirements. Syed’s stated position was: “We must safeguard national security without jeopardising the operational needs of Pakistan’s IT sector, which is vital for the country’s economic growth,” he concluded.

How does the $1 billion warning fit with P@SHA’s export claims?

In a separate 2024 report, Business Recorder reported P@SHA’s claims that IT exports had reached $3 billion, were growing by an average of 30% annually, and could reach $15 billion within five years if policy remained supportive. These are figures attributed to the association in 2024, not current official export statistics.

The same report attributed to P@SHA an estimate that restrictions could add $100–$150 million in annual operating costs. That is a separate cost estimate, not the method behind the $1 billion first-year loss warning. The reports do not establish how either estimate was calculated, and the figures should not be combined into one independently verified study.

Did Pakistan ban VPNs?

The reported policy sequence does not support saying that a nationwide blanket VPN ban took effect. Instead, the government considered restricting unregistered VPNs, PTA encouraged IP registration for some business users, and the approach later moved toward licensing providers.

  1. September 10, 2024: The Pakistan Telecommunication Authority (PTA) said VPNs were not being blocked at that time. It encouraged companies, freelancers and banks to register IP addresses so access could continue if disruptions occurred. PTA announcement.
  2. November 2024: Reporting described a government direction to block unregistered VPNs on security grounds. P@SHA raised concerns about possible effects on the sector. The News and Dawn.
  3. December 1, 2024: Associated Press of Pakistan (APP) reported that PTA had decided against a blanket ban after the Law Ministry reportedly found no authority for one under the Prevention of Electronic Crimes Act (PECA) 2016.   4. December 24, 2024: Dawn reported a licensing category for local VPN providers, with obligations that included providing requested information and lawful-interception equipment in specified circumstances. Dawn report.
  5. February 24, 2025: APP reported that PTA had initiated licensing VPN service providers under the Class License for Data Services and approved two applications. APP report.

These sources establish policy events through February 2025, not the exact enforcement position on October 4, 2026. They do not establish which VPNs are currently blocked or which providers currently hold licenses; check current PTA notices before relying on a present-day status.

What were the competing policy approaches?
