Atlassian Confluence classification and Microsoft Purview do different jobs. Atlassian’s organization-wide classification levels label Confluence and related Atlassian content and can be used with Atlassian data security policies. Microsoft Purview Data Map classifications identify data types in catalog assets, while Purview sensitivity labels express business impact and are designed to travel with data. The right comparison depends on which content you need to govern and what action should follow its label.

First, distinguish Atlassian classification from ordinary Confluence labels

This comparison is about Atlassian’s security and data-governance classification feature, not the ordinary labels users add to pages to categorize and find them. Atlassian describes data classification as a way for an organization to define levels that users apply to content. A classification badge indicates the level assigned to content; the badge alone does not establish that a particular sharing, export, or other control is active. Atlassian’s overview of data classification explains the feature.

What the label means An organization-defined level for classifying Atlassian content by sensitivity, data type, or governance category. A Data Map classification identifies a data type or pattern found in an asset. A sensitivity label categorizes information by business impact, such as confidential or public.
Where it is configured Classification levels are defined at the Atlassian organization level and shared across Confluence, Jira, and Jira Service Management; administrators cannot define a separate taxonomy for each app. Custom classifications and classification rules are configured in Data Map. Sensitivity labels and auto-label policies are managed through Purview Information Protection.
What can be labeled Confluence pages, blog posts, databases, and whiteboards. Data Map assets and supported database columns and file types, subject to Microsoft’s supported-source requirements.
How labels are applied Administrators can configure defaults, rules for automatic assignment, and whether users can manually change a level. In the Data Map workflow described in Microsoft’s FAQ, classifications can be manually added or changed in Unified Catalog; sensitivity labels are automatically assigned from classification findings. Direct manual sensitivity labeling in Data Map is not supported.
Whether labels travel with data Atlassian’s cited documentation describes levels on Atlassian content; it does not establish that a classification travels with exported data. Data Map classifications stay within Data Map. Microsoft says sensitivity labels travel with the data.
What controls can act on them Atlassian data security policies can use classification levels to target controls such as public-sharing and page-export restrictions. Available controls depend on deployment. The cited Data Map FAQ says Data Map itself does not provide DLP or support file encryption and content marking. This limitation is specific to Data Map, not a statement about every Purview or Microsoft 365 workload.
Availability qualification Atlassian Cloud classification requires Atlassian Guard Premium. Atlassian states availability for Government Cloud. Data Center uses a connected Guard Premium integration with narrower documented policy support. The Microsoft Learn FAQ marks Data Map sensitivity labeling as preview.

The Microsoft distinctions and feature-state qualifications above are specific to the Microsoft Purview Data Map FAQ. “Microsoft Purview” covers capabilities beyond Data Map; do not use the FAQ’s Data Map limitations as a blanket description of Information Protection, Microsoft 365 DLP, or other Purview workloads.

What Atlassian classification does in Confluence

Organization-defined levels

An organization administrator creates the levels, either from Atlassian’s starter template or according to the organization’s own policy. Atlassian’s setup documentation says the template contains four common levels and allows up to ten levels to be configured. These are configuration options, not measures of effectiveness. New levels begin as drafts and must be published before use. Levels are shared across Confluence, Jira, and Jira Service Management rather than separately defined for each app. See Atlassian’s instructions for creating and updating classification levels.

Confluence content and user changes

In Confluence Cloud, the documented content types are pages, blog posts, databases, and whiteboards. Content can have a default classification, and whether a user may change the level depends on administrator configuration. Depending on those settings, a user may be able to select another level, the administrator’s default, or “No classification.” Atlassian’s Confluence guidance says a classification level cannot simply be removed. Classification is context; policy supplies the control

A level describes the content and can provide the condition for a policy. To restrict public sharing or page export, an administrator must configure the relevant data security policy and confirm it applies to the content and deployment in question. Atlassian describes classification as a basis for targeted policies in its organization data security policies documentation. Do not assume that assigning a label by itself blocks access, sharing, export, or retention.

What Microsoft Purview means in this comparison

Data Map classifications identify data types

A Data Map classification is a pattern or identifier for a data type detected or associated with an asset, such as a personal or financial identifier. An asset may have multiple classifications. These classifications are scoped to Data Map; Microsoft does not describe them as labels that travel with data to other systems.

Sensitivity labels describe business impact

A sensitivity label expresses the business impact category of information rather than the specific data type found in it. In the Data Map workflow covered by Microsoft’s FAQ, an asset or database column can have only one sensitivity label, and Data Map assigns that label automatically based on classification findings and configured auto-labeling. The FAQ says users cannot manually label, modify, or remove sensitivity labels within Data Map. Microsoft distinguishes this workflow from managing sensitivity labels and auto-label policies in Purview Information Protection.

Data Map’s protection boundary

The FAQ says Data Map does not currently provide DLP and does not support encryption or content marking for files in Data Map. Labels may have protection actions configured elsewhere, but the FAQ says Data Map supports only protection actions configured in protection policies. These statements concern Data Map’s capabilities and should not be generalized to other Microsoft workloads.

Cloud and Data Center deployment change the Atlassian answer

Atlassian Cloud and Government Cloud

Atlassian Cloud classification requires Guard Premium. Atlassian’s support documentation states that the feature is available in Government Cloud as well. Check the applicable entitlement and current supported objects for the organization before planning rollout; the Confluence Cloud object list above is not a guarantee that every connected Atlassian product or configuration has identical behavior.

Atlassian Data Center

Atlassian Data Center uses classification levels supplied through a connected cloud organization with Guard Premium. The current Enterprise documentation describes defaults at organization, space or project, and content levels; manually set content classification persists when defaults change. For Data Center, the documented policy support is narrower: export restrictions and restrictions on anonymous access are named, while other cloud-organization policy restrictions are ignored by Data Center products. Review Atlassian’s Data Center data classification documentation against the actual integration and version in use.

Choose by content scope and required outcome

  • Choose Atlassian classification as the primary fit when you need organization-defined levels on Confluence and adjacent Atlassian content, with Atlassian data security policies governing actions such as sharing or export. Confirm Guard eligibility, supported content, and the policy controls available to your Cloud or Data Center deployment.
  • Evaluate Purview Data Map when you need to discover and classify data across supported catalog sources. Treat Data Map classifications and Information Protection sensitivity labels as separate concepts, verify source support and licensing, and account for the FAQ’s preview status for Data Map sensitivity labeling.
  • Use sensitivity labels when portability is central only after confirming the relevant Information Protection workflow and workloads. Microsoft says sensitivity labels travel with data, unlike Data Map classifications; that distinction does not mean Data Map itself enforces every protection action.
  • For a mixed environment, decide which system owns the authoritative taxonomy, which content sources each system covers, whether classification must persist when data moves, and which policy must enforce the desired action. Do not assume the two systems’ levels map one-to-one or that either label automatically controls the other platform.

Questions to settle before implementation

  • Are you discussing Atlassian Guard data classification, rather than ordinary Confluence page tags?
  • Is the Atlassian environment Cloud, Government Cloud, or Data Center, and is the required Guard entitlement or connected integration in place?
  • Which objects need coverage: Confluence pages and whiteboards, database columns, files, or other catalog assets?
  • Do you need a business-impact taxonomy, detection of specific data types, or both?
  • Must a label travel with data beyond its original system?
  • What must happen after classification: user guidance, public-sharing restrictions, export controls, DLP, encryption, or content marking?
  • For Microsoft, are the target sources supported, and is the Data Map preview state acceptable for the intended use?
