Most organizations can avoid constructing a new data centre by combining cloud services, leased colocation space, and edge locations. Cloud replaces much of the facility and hardware ownership with shared, internet-delivered resources; colocation provides a professionally operated building while you continue to own the servers; edge computing places selected workloads near users or devices to cut latency. The right choice depends on workload control, geographic latency, data movement, energy and facility obligations, contract terms, and the scale and location of the capacity you need. No option is universally cheapest, and edge is a targeted placement strategy rather than a wholesale replacement for centralized infrastructure.
What are the alternatives to building a new data centre?
The three practical alternatives are cloud, colocation, and edge computing. They solve different parts of the data-centre problem, so many organizations use a hybrid design rather than selecting one service for every workload.
| Option | Who operates the facility | Who supplies the computing equipment | Best fit |
|---|---|---|---|
| Cloud | Cloud provider operates shared facilities | Provider supplies shared compute, storage, and networking | Variable demand, rapid provisioning, and workloads that can use standardized services |
| Colocation | Specialist colocation operator supplies building, power, cooling, and connectivity | Customer supplies and maintains its own servers and other IT equipment | Organizations needing hardware and configuration control without owning the building |
| Edge | Distributed edge-site operator or customer operates smaller locations near users or devices | Varies by deployment; equipment is placed close to the workload | Latency-sensitive or real-time applications that cannot depend on a distant central site |
These distinctions follow the State of Michigan’s definitions of data-centre models and the U.S. Department of Energy’s description of colocation facilities at its Better Buildings Solution Center. A cloud migration can remove responsibility for servers and facility systems, but it introduces decisions about interoperability, data egress, and the cost of changing providers. Colocation removes ownership of the building and its core infrastructure, not responsibility for your IT hardware. Edge reduces the distance between computation and the people or machines using it, but usually supplements a central environment.

How does cloud computing compare with owning a data centre?
Cloud computing delivers shared compute, storage, and networking over the internet. You provision capacity from a provider instead of designing, financing, and operating a facility, and you can usually expand or release resources faster than with owned hardware.

Where cloud is strongest
- Elastic capacity: Short-lived projects, seasonal traffic, and experiments can use resources without a large up-front hardware purchase.
- Managed facility operations: The provider handles the building, power, cooling, and much of the underlying hardware maintenance.
- Access to standardized services: Managed databases, analytics, identity, and networking can reduce the amount of infrastructure your team must run.
- Geographic reach: Workloads can be deployed in provider regions that are closer to users than a single corporate site.
What cloud does not eliminate
You still have to design availability, security, identity, backup, observability, and recovery. Application changes may be needed to use provider-specific databases, storage APIs, or networking. Estimate data-transfer volumes before moving large datasets: recurring egress charges and the time required to copy data can materially affect an exit plan.
The OECD’s 2025 analysis of competition in cloud-computing services identifies interoperability limits, egress costs, migration work, and contractual or technical switching barriers as potential sources of lock-in. Treat portability as an engineering requirement, not a statement in a marketing brochure.
Questions to answer before committing
- Can the application run on more than one provider or on an internal environment without a rewrite?
- Which data must leave the provider, how often, and at what volume?
- Can you export databases, object data, images, logs, and configuration in usable formats?
- What support, availability, security, and incident-notification commitments are in the contract?
- How will you operate if a provider region, identity service, or network path is unavailable?
When is colocation a better alternative?
Colocation is a fit when you need control over server hardware, operating systems, specialized appliances, or network design but do not want to build and run the building that houses them. You lease rack, cage, or suite space with power, cooling, physical security, and connectivity, then install and maintain your own equipment.
Recommended Free Tools
Control you retain
- Server models, storage media, accelerators, and firmware choices.
- Hypervisors, operating systems, kernel settings, and specialized network appliances.
- Hardware refresh schedules and configurations that a standardized cloud instance may not support.
- Direct control over software licensing and data placement, subject to the facility contract and applicable law.
Responsibilities that remain yours
Your team (or a contracted remote-hands service) is still responsible for purchasing, shipping, installing, patching, monitoring, replacing, and securely disposing of equipment. A power outage or cooling incident may be the facility operator’s responsibility, while a failed disk, misconfigured switch, or unpatched server remains yours. Define the boundary in writing.
Terms to clarify in a colocation contract
The DOE notes that energy-aligned leases and split incentives matter in colocation. Ask how power is metered, whether charges are based on reserved capacity or actual consumption, and who benefits when efficiency improvements reduce energy use. Specify:
- Committed and allowable power draw, breaker ratings, voltage, redundancy, and generator-backed capacity.
- Temperature and humidity ranges, airflow arrangements, rack density limits, and rules for liquid cooling.
- Cross-connect, internet, carrier, and remote-hands charges, including installation and recurring fees.
- Physical access procedures, escort requirements, maintenance windows, and incident notification.
- Service-level remedies, planned-work notice, termination rights, equipment removal periods, and data-destruction procedures.
- Responsibility for meters, energy reporting, taxes, compliance evidence, and upgrades to accommodate higher-density hardware.
Use the DOE’s colocation guidance to structure questions about facility efficiency and lease incentives. Colocation can avoid a construction project, but it does not automatically provide the elasticity of cloud capacity or the low latency of an edge site.

When does edge computing make sense?
Edge computing places smaller computing facilities or appliances close to end users, sensors, machines, or network access points. It makes sense when the round-trip delay to a centralized region is too high, connectivity is intermittent, or a system must make decisions locally in real time.
Workloads that can benefit
- Industrial control and safety systems that must react within a predictable time window.
- Video analytics where sending every high-resolution stream to a distant region is impractical.
- Interactive applications whose user experience degrades with network round trips.
- Retail, transport, or field locations that need to keep operating during a backhaul outage.
Why edge is not a general replacement
Distributed sites increase the number of locations to secure, monitor, patch, supply with power, and connect. Data may need to be synchronized between edge nodes and a central platform, creating consistency and bandwidth challenges. Hardware at each site can be less standardized and harder to service. The State of Michigan describes edge as a way to reduce latency for particular applications; use that definition as a placement test rather than assuming every workload belongs at the edge.
A practical edge pattern
- Keep identity, fleet management, software artifacts, policy, and long-term analytics in a central cloud or colocation environment.
- Run only the latency-sensitive processing, filtering, or control loop at the edge.
- Buffer events locally when the wide-area connection fails, then reconcile them when connectivity returns.
- Measure end-to-end latency, packet loss, local storage duration, and recovery behavior at representative sites.
- Design secure bootstrap, remote update, key rotation, and physical-tamper procedures before deploying many nodes.
Should we choose cloud, colocation, edge, or a hybrid?
Map each workload against control, location, portability, facility obligations, energy, and scale. A hybrid answer is often the most defensible: cloud for variable or managed services, colocation for specialized hardware, and edge for the small part of an application that needs local response.
1. Classify the workload
- Record CPU, memory, storage, accelerator, network, and power requirements.
- Identify stateful components, licensing constraints, operating-system dependencies, and hardware peripherals.
- Mark recovery-point and recovery-time objectives, maintenance windows, and regulatory data-location requirements.
- Separate steady baseline demand from bursts; this determines whether elasticity has real value.
2. Establish the control boundary
If you must choose a particular server, accelerator, firmware version, or network appliance, cloud may be unsuitable unless the provider offers that capability. Colocation preserves the most hardware control without requiring you to own the building. If the requirement is only for a standard virtual machine or managed database, cloud may remove operational work.
3. Measure latency and location
Capture user and device locations, current round-trip times, jitter, packet loss, and the latency budget for each transaction. A central site may be adequate for asynchronous analytics but not for a control loop. If only one component fails the latency test, place that component at the edge and keep the rest centralized.

List initial migration volume, daily change rate, backups, replication, and expected exports. Price the network links and egress under normal operation, disaster recovery, testing, and provider exit. 5. Compare facility and energy obligations
For colocation or privately operated edge sites, obtain a current energy baseline for servers, storage, networking, cooling, and power distribution. The U.S. Department of Energy’s Federal Energy Management Program maintains data-centre energy-efficiency guidance, including a design best-practices guide revised in 2024. Use measured consumption and density rather than a generic efficiency assumption.
6. Check scale, location, and permitting
Electrical interconnection, backup generation, water use, noise, and planning rules depend on the facility’s size and jurisdiction. Do not transfer one state’s requirements to another. In California, the California Energy Commission reports more than 200 active data centres and forecasts that data centres could represent about 1,000 MW, or 2% of California Independent System Operator peak demand, in early 2026. Its current forecast reaches 4,500 MW, or 9% of peak demand, by 2040. Those are California-specific figures, not a global estimate, and the commission describes its jurisdiction over certain related generation infrastructure.
How do costs differ when no universal cheapest option exists?
A valid comparison must use the same workload, availability target, region, contract term, and data-transfer pattern. The available evidence does not establish a workload-normalized price that proves cloud, colocation, or edge is always cheapest. Build a model that includes both recurring and one-time costs.

Include contract escalation, taxes, compliance audits, insurance, power-quality equipment, and the value of staff time. A low monthly infrastructure quote can be outweighed by migration engineering, duplicate environments for testing, or a difficult exit.
What migration plan avoids a rushed data-centre build?
Use a staged migration that proves portability and operational readiness before shutting down existing capacity.
- Inventory dependencies: map applications, databases, queues, identity, DNS, certificates, hardware devices, data owners, and recovery requirements.
- Choose a pilot: select a workload with measurable success criteria and limited blast radius, not the most interconnected system.
- Build the target foundation: establish network connectivity, identity, logging, monitoring, backup, security controls, and infrastructure-as-code in the selected environment.
- Test data transfer: measure initial copy time, change-rate replication, integrity checks, egress cost, and restore time.
- Run in parallel: use replication or dual operation long enough to observe peak traffic, failure handling, patching, and support response.
- Cut over with a rollback: define the exact DNS, routing, database, and feature-flag changes; preserve the old path until acceptance tests pass.
- Decommission safely: revoke credentials, erase or return media, terminate unused circuits and licenses, and retain evidence required for audit.
For edge deployments, add a site-by-site rollout gate: secure enrollment, local fail-safe behavior, update verification, clock synchronization, and a tested process for replacing a physically inaccessible device.

What are the main failure modes and how can we prevent them?
Unexpected cloud bills
Unbounded logs, cross-region replication, idle resources, and data egress can grow faster than compute charges. Apply budgets, tagging, quota limits, lifecycle policies, and alerts, then review transfer volumes as a separate line item.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesCloud lock-in discovered during an outage
A design that depends on proprietary databases or identity APIs may be difficult to move under pressure. Keep documented export procedures, test a restore in an independent environment, and avoid treating theoretical portability as demonstrated portability.
Colocation power or cooling mismatch
High-density servers can exceed a rack’s contracted power or airflow assumptions. Obtain measured power data, confirm cooling limits for the planned hardware, and include expansion and liquid-cooling language before shipping equipment.
Colocation leaves a staffing gap
A facility technician cannot replace application knowledge. Assign owners for firmware, operating systems, spares, monitoring, and incident command, and verify remote-hands response times during acceptance testing.
Edge fleet becomes unmanageable
Manual updates and inconsistent configurations multiply with every site. Use centralized device inventory, signed artifacts, staged rollouts, automatic rollback, certificate rotation, and a documented replacement path for failed units.
Permitting or utility assumptions fail
Energy and generation rules vary by jurisdiction and scale. Engage the relevant authority early, validate interconnection and backup-generation requirements, and avoid applying California-specific forecasts or rules to another location.

What should the final decision document contain?
Approve an option only when the decision is traceable to workload evidence and a tested operating model. Record:
- Workloads assigned to cloud, colocation, edge, or a hybrid, with the reason for each assignment.
- Latency measurements and geographic assumptions, including what happens when links fail.
- Hardware-control, licensing, security, compliance, and data-location requirements.
- Five-year capacity, energy, network, staffing, migration, and exit assumptions, with sensitivity ranges rather than a single optimistic estimate.
- Contract terms for service levels, metering, power and cooling, data export, termination, incident response, and physical access.
- Acceptance tests for performance, backup restoration, failover, security monitoring, and provider or site exit.
- An owner and review date for each assumption, because demand, provider pricing, regulations, and facility availability change.
The defensible conclusion is usually specific rather than universal: use cloud where managed elasticity outweighs portability concerns, colocation where hardware control matters more than building ownership, and edge only where measured latency or disconnected operation requires local processing. Keep the architecture hybrid when different workloads have materially different needs.
Frequently Asked Questions
Can a small business use colocation without an in-house data-centre team?
Yes, but it must budget for server administration, monitoring, spares, and either scheduled visits or remote-hands support. The facility protects the building systems; it does not automatically operate your operating systems, applications, or hardware lifecycle.
How can I estimate cloud egress before migrating?
Measure the volume and direction of current backups, replication, user downloads, inter-service calls, and disaster-recovery copies. Model ordinary months, peak events, testing, and a complete provider exit, then validate the estimate with a controlled transfer.
Does edge computing require a separate data centre at every customer site?
No. Edge can use compact servers, appliances, or network facilities shared across nearby users. The design still needs secure remote management, local failure behavior, and a central service for policy, software distribution, and aggregated data.
What energy information should a colocation provider disclose?
Request metered power data, contracted and maximum draw, redundancy configuration, cooling limits, environmental ranges, and how efficiency improvements affect charges. Clarify whether you pay for reserved capacity or measured consumption and who controls changes to the facility systems.
