A cognitive task is an activity a person performs using their mind; cognitive load is the demand that performing it places on working memory. Remembering a list, solving a problem, learning a procedure, and making a diagnosis are all cognitive tasks. Each may create a different load—and the same task can be more demanding for a novice than for someone with relevant knowledge.

What is the difference between a cognitive task and cognitive load?

The terms answer different questions:

  • Cognitive task: What is the person doing? It is a broad description of an activity that requires thinking or other cognitive processing.
  • Cognitive load: What demands does doing that activity place on the person’s cognitive resources, especially working memory?

Calling something a cognitive task does not, on its own, say which theory applies or how its demands should be measured. Cognitive load is a theoretical way of describing those demands. It is not the task itself, nor a direct reading from a meter.

Why can the same task feel harder to one person?

Load depends on the interaction between the task and the learner. In cognitive-load theory (CLT), working memory has limited capacity for processing novel information. Material with many elements that must be considered together can be demanding, but prior knowledge can change that demand: information organized into useful schemas may be easier for an experienced learner to handle than for a novice. CLT applies this idea to the design of learning activities and materials. Ton de Jong’s 2009 review discusses the theory and its implications for instructional design.

What are the three common types of cognitive load?

CLT commonly describes three contributions to the demands of learning. They are useful design concepts, not three quantities that can always be cleanly separated or measured.

Intrinsic load

Intrinsic load is associated with the complexity of the material and how many elements a learner must consider together. It varies with prior knowledge: a learner who has already organized relevant information into schemas may be able to process material that is difficult for a novice more efficiently.

Extraneous load

Extraneous load comes from avoidable demands that do not serve the learning goal. These can arise from an ineffective presentation, a distracting environment, or the way information is arranged. Germane load or processing

Germane load, sometimes described as germane processing, refers in the framework to resources used in learning processes such as building schemas. Its terminology and theoretical role have been debated, so it is best treated as part of CLT’s account rather than a universally agreed, separately measurable quantity.

Example: learning a procedure

Following the essential steps is part of the task and contributes to the relevant cognitive demand. A cluttered display or an interruption can add avoidable demand. Connecting the steps to prior knowledge may support learning. These examples illustrate how designers use the categories; they do not imply that each category can be read directly from a measurement.

How are cognitive load, mental effort, and performance different?

These terms are related, but they are not interchangeable by default. One influential distinction treats mental load as demands imposed by task or environmental features, and mental effort as the resources a person actually allocates to meet those demands. Performance is an outcome shaped by the demands, the learner, and the resources invested. Authors do not always use the terms identically, so measurement discussions should define them.

In a 2020 review, de Jong quotes Paas and van Merriënboer (1994a, p. 354): “mental effort refers to the amount of capacity or resources that is actually allocated to accommodate the task demands.” The distinction matters because a demanding task does not, by itself, reveal how much effort a learner invested or how well they performed. The 2020 review on mental-effort appraisals examines the relationship between these concepts.

How can teachers and designers manage cognitive load?

The aim is not to make every activity as simple as possible. Learners still need to master the essential content and skills. Instead, identify what the learner must do, what makes it demanding, and which demands can be reduced without removing what needs to be learned.

  • Consider the complexity of the content and how many elements learners must handle at once.
  • Account for learners’ prior knowledge when deciding how much guidance or complexity is appropriate.
  • Organize materials clearly and remove distractions that do not support the learning goal.
  • Use methods such as worked examples, appropriate guidance, or managing split attention when they fit the learner and task.

These approaches are discussed in Paas and van Merriënboer’s 2020 review of methods for managing working-memory load. Their suitability depends on what learners need to do and learn; simplifying the presentation is not a substitute for teaching the required material.

Can cognitive load be measured directly?

No single performance score directly shows how much load a learner experienced. Researchers have used self-reports and other indicators, but cognitive load remains a theoretical construct, and its assessment is not the same as observing the task. A foundational review questions whether intrinsic, extraneous, and germane categories can always be distinguished cleanly and notes uncertainty in measuring them. The three-part model is therefore a useful framework with conceptual and methodological limitations. De Jong’s 2009 review discusses these concerns.

For a related distinction between cognitive tasks and workload, a 2023 PLOS ONE article on cognitive tasks and mental-workload methods addresses the broader topic of evaluating, modeling, and predicting mental workload. CLT is more specifically concerned with working-memory demands in learning.
