Cloudflare is usually the more portable and economical choice for a standalone website, while AWS Shield is the natural baseline when your site already runs on AWS. Cloudflare puts DNS, CDN, TLS and unmetered DDoS mitigation behind one edge service, including a free website plan. AWS Shield Standard is automatically included with AWS services and handles common network and transport attacks; Shield Advanced adds application-layer protection, attack visibility, cost protection and response-team support, but costs $3,000 per organization each month with a one-year commitment, plus usage charges. The right decision depends less on which brand is “stronger” than on your hosting architecture, application-layer controls, incident-response needs and tolerance for attack-related bills.
Is Cloudflare better than AWS Shield for website DDoS protection?
For a website that may move between hosts, uses several cloud providers or needs protection without a large contract, Cloudflare is generally the better fit. Its edge network can sit in front of an origin almost anywhere, and its public website plans include unmetered DDoS protection alongside DNS, CDN and SSL.
AWS Shield is usually the better operational fit when the website is built around CloudFront, Route 53, Elastic Load Balancing, Global Accelerator, EC2 or other supported AWS resources. Shield Standard is automatic and free of an additional Shield fee. Shield Advanced is designed for larger or more complex attacks, but its fixed commitment and AWS-specific operating model make it excessive for many small sites.
What does each service protect?
Cloudflare: an edge service for layers 3, 4 and 7
Cloudflare says its autonomous systems automatically detect and mitigate distributed denial-of-service attacks. Its managed rulesets address network and transport attacks at OSI layers 3 and 4 as well as HTTP attacks at layer 7. Cloudflare also documents adaptive DDoS protection, advanced TCP and DNS protection, and programmable flow protection; availability of those advanced controls depends on the product and plan. For example, advanced TCP and DNS features are shown for Magic Transit customers rather than every website plan.

Standard layer 3/4 and HTTP DDoS protection is listed across the Free, Pro, Business and Enterprise website plans, with Enterprise adding deeper customization and alerting under account-specific terms.
AWS Shield: automatic baseline, optional advanced tier
AWS groups DDoS events into volumetric layer 3, protocol layer 4 and application layer 7 attacks. Shield Standard automatically protects AWS customers against common, frequently occurring network and transport attacks. It is a baseline service rather than a complete application-security program.
Shield Advanced adds traffic-pattern and health-based detection, mitigation capacity for large events, application-layer protection, event visibility, proactive response, protection groups and DDoS cost protection. On the Standard tier, customizable web-request protection requires AWS WAF. Advanced includes the AWS Managed Rule group for layer 7 DDoS protection, while AWS WAF remains the place to create your own allow, block, rate-limit and bot rules.

| Service | Public price and commitment | Included or documented coverage |
|---|---|---|
| Cloudflare Free | $0 per month (Cloudflare, 2026) | CDN, DNS, SSL and unmetered DDoS protection |
| Cloudflare Pro | $20 per month with annual billing, or $25 monthly (Cloudflare, 2026) | Paid-plan features such as image optimization, bot-related controls and ticket support; DDoS remains unmetered |
| Cloudflare Business | $200 per month with annual billing, or $250 monthly (Cloudflare, 2026) | Business features including PCI DSS 4.0 support and a 100% uptime SLA on the plan table; confirm current terms |
| Cloudflare Contract | Custom annual pricing (Cloudflare, 2026) | Mission-critical applications with negotiated support and network terms |
| AWS Shield Standard | No additional Shield charge | Included automatically with AWS services; underlying AWS, WAF and data-transfer charges still apply where relevant |
| AWS Shield Advanced | $3,000 per month per organization, plus data-transfer usage, with a one-year commitment (AWS, 2026) | Advanced detection and mitigation, cost protection, and up to 50 billion AWS WAF requests per payer ID per calendar month under the stated terms |
AWS gives an example of $3,000 per month for an Application Load Balancer with 1,000 GB of regional data transfer; actual bills depend on your resources and traffic. The same $3,000 organizational price and 50-billion-request inclusion are repeated in AWS’s FAQ. Treat both as documented terms, not a prediction of your total AWS bill.
How do you deploy Cloudflare in front of a website?
Cloudflare is usually simplest when the origin is outside AWS or when you want one control plane for several hosts. Onboarding changes where DNS is authoritative, so schedule the switch and verify mail and other DNS records before changing nameservers.
- Add the website zone. Enter the domain in Cloudflare and review the imported DNS records. Keep records for mail, verification, APIs and other non-web services accurate.
- Point DNS as instructed. At your registrar, replace the domain’s nameservers with the Cloudflare nameservers supplied during onboarding. Wait for delegation and confirm that the web records are proxied where you want edge protection.
- Verify TLS and the origin. Select an SSL/TLS mode that matches the certificate installed at the origin, and test both the public hostname and a direct, restricted origin path.
- Start with managed defaults. DDoS managed rulesets activate by default for eligible onboarded zones. Do not begin by adding aggressive custom blocks to normal traffic.
- Monitor and tune. Review security events, challenge rates and origin health. If legitimate traffic is flagged, reduce sensitivity or change the action for the affected rule rather than disabling all DDoS protection.
Cloudflare’s free and paid website plans advertise unmetered DDoS protection, but other products, support levels and enterprise network terms can change your total cost. A protected domain also needs a resilient origin: edge mitigation cannot repair a database bottleneck, an exposed origin IP or an application that performs expensive work before authentication.

How do you deploy AWS Shield with an AWS-hosted site?
Shield works best when the request path is already composed of AWS edge and load-balancing services. Standard protection is automatic; the operational work is making sure the protected resources, WAF rules, health checks and alerting match your architecture.

- Put the application behind supported AWS resources. Common patterns use CloudFront with Route 53, Elastic Load Balancing, Global Accelerator, EC2 or supported IP resources. Document the complete path from DNS to origin so an attack cannot bypass the protected entry point.
- Use Shield Standard as the baseline. There is no separate enrollment fee for Standard. It protects against common network and transport attacks on eligible AWS resources.
- Add AWS WAF for web requests. Standard-tier application-layer protection requires AWS WAF. Create rules for authentication endpoints, expensive routes, abusive IP or ASN patterns and known bad request signatures, using rate limits where appropriate.
- Subscribe to Shield Advanced only at the right scale. Advanced enrollment is made at the payer-organization level. Select the resources to protect, configure health checks and enable the visibility and event notifications your responders need.
- Meet support prerequisites before an incident. AWS documents proactive response and Shield Response Team engagement for eligible support tiers. Confirm those support requirements and contact paths before relying on them during an attack.
- Review cost and traffic telemetry. Advanced includes DDoS cost protection under its terms, but you still need budgets, data-transfer alarms and WAF metrics to identify unexpected traffic and application expense.
What is the difference in application-layer protection?
Layer 7 attacks look like normal web requests, so volumetric filtering alone is not enough. Both approaches require application-specific controls such as rate limits, authentication, request validation, monitoring and an origin that can shed work safely.
Cloudflare’s approach
Cloudflare’s managed DDoS rulesets cover HTTP attacks and can be tuned by sensitivity and action. Plan-dependent adaptive controls and bot-related features can help distinguish abusive automation from users, while custom firewall and rate-limit policies let you protect login, search, checkout and API endpoints differently. Exact controls vary by plan and product, so verify what is included before designing around an enterprise-only feature.
AWS’s approach
AWS WAF supplies customizable web-request rules. Shield Standard relies on WAF for application-layer defenses, while Shield Advanced includes the AWS Managed Rule group for L7 DDoS protection and permits up to 50 billion AWS WAF requests per payer ID per calendar month under the documented terms. You still need your own rules for business logic, authentication abuse and routes whose cost is unusually high.

Which service limits attack-related billing risk?
Cloudflare advertises unmetered DDoS protection on its website plans, so a traffic spike aimed at exhausting bandwidth does not create a per-attack DDoS charge for that protection. That statement does not make every Cloudflare product free: image, bot, compute, enterprise networking, support and other usage can have separate terms.

Shield Advanced explicitly includes DDoS cost protection, which is valuable when an attack could increase eligible AWS resource usage. The protection does not remove the $3,000 monthly organization charge, the one-year commitment, normal AWS service costs or the need to check which resources and charges qualify. Shield Standard has no Shield fee, but it also lacks Advanced’s documented cost-protection and response features.
Do you need Cloudflare if your site is already on AWS?
Not automatically. An AWS-hosted site can use CloudFront, Route 53, WAF and Shield Standard without adding another edge provider. Cloudflare becomes useful when you need the same protection model across non-AWS origins, want Cloudflare’s DNS/CDN operating model, or need a feature that fits its managed rules and tuning workflow.
Running both can add resilience or policy flexibility, but it also creates two DNS and security control planes. Make one service the clear public entry point, prevent direct-origin access, document which provider owns TLS and caching, and avoid contradictory challenge or rate-limit policies. A second proxy does not compensate for an exposed origin or an application that cannot handle authenticated abuse.

When is Shield Advanced worth $3,000 a month?
Advanced is easier to justify when AWS is central to the architecture, an outage has a high business cost, traffic patterns are complex, and your team can use the visibility, health-based detection, cost protection and response support. The one-year commitment means you should model normal AWS spend and a realistic attack scenario before subscribing.

For a small brochure site, a low-volume blog or a business that is not committed to AWS, the fixed fee usually outweighs the incremental value over Cloudflare’s free or paid website plans or Shield Standard’s automatic baseline. Spend first on WAF rules, rate limits, origin hardening, monitoring and tested recovery procedures.
What should you choose?
| Your situation | Practical starting point | Reason |
|---|---|---|
| Website hosted outside AWS or across several providers | Cloudflare Free, Pro or Business | Portable edge onboarding with DNS, CDN, SSL and unmetered DDoS protection |
| AWS-hosted site with ordinary availability needs | Shield Standard plus AWS WAF where needed | Automatic baseline protection with no separate Shield fee |
| Large AWS workload with costly outages or attack-driven spend | Shield Advanced, after support and cost review | Advanced detection, visibility, cost protection and response features |
| Mixed architecture needing one cross-provider policy layer | Cloudflare in front, with AWS controls still enabled on AWS resources | Centralized edge policy while retaining AWS-native protections |
What should you check before declaring a DDoS plan complete?
- Confirm the origin IP is not publicly reachable except through intended proxies or load balancers.
- Apply rate limits and authentication protections to login, search, checkout and API endpoints.
- Test DNS failover, TLS renewal, cache behavior and health checks before an incident.
- Set alerts for challenge spikes, origin saturation, WAF blocks, data transfer and unexpected spend.
- Record who can change DDoS sensitivity, WAF rules, DNS and routing, and require a rollback plan.
- Review false positives with normal users, mobile networks, partners and monitoring agents before tightening rules.
Frequently Asked Questions
Can Cloudflare protect a website hosted outside AWS?
Yes. Cloudflare can be placed in front of an origin hosted by another cloud, a dedicated provider or your own facility by changing DNS delegation and proxying the web records. You must still secure the origin so attackers cannot bypass Cloudflare by connecting directly to its IP address.
Does AWS Shield Standard protect against HTTP floods?
Shield Standard is primarily automatic protection for common network and transport attacks. For application-layer defense on Standard, AWS requires AWS WAF, where you define or enable the web-request rules that match your application.
What happens if Cloudflare blocks legitimate visitors during an attack?
Review the event and identify the rule, sensitivity and action that caused the challenge or block. Cloudflare allows administrators to reduce sensitivity or change actions, so tune the affected rule rather than turning off all managed DDoS protection.
Is Shield Advanced a replacement for AWS WAF?
No. Advanced adds managed layer 7 DDoS protection and attack-response capabilities, but WAF remains the control for application-specific rules such as authentication abuse, request validation and endpoint rate limits. A resilient design normally uses both.
