Cloud is not automatically cheaper than on-premises infrastructure, and buying servers does not guarantee lower long-term costs. The reliable way to decide is to compare the same workload over the same multi-year period, including equivalent performance, availability, security, compliance, and recovery—and to count operating labor, facilities, migration, and exit costs alongside technology bills.
A useful model separates cost from cash-flow timing and tests how the answer changes as demand, utilization, and data transfer change. The result may favor cloud, owned infrastructure, colocation, or a hybrid design for different workloads in the same organization.
What does total cost of ownership include?
Total cost of ownership (TCO) is the sum of the costs involved in purchasing, operating, and maintaining an asset over its useful life. Oracle’s definition captures the basic idea; in infrastructure planning, the scope should also include the people, services, facilities, risks, and business consequences required to deliver the workload.

Otherwise the cheaper option may simply be delivering less.

For each alternative, estimate the costs across a shared horizon, often five years for a planning model, and show both total cost and when cash is spent. Owned infrastructure typically requires capital outlay for hardware and software, followed by depreciation and ongoing operating costs. Cloud shifts more of the bill toward consumption, while adding exposure to variable usage and service charges. Google Cloud describes the cost models as significantly different: one is more capital- and asset-oriented, the other is generally billed as resources are consumed.
A practical model is:
Five-year TCO = one-time costs + recurring infrastructure and service costs + labor and facilities + resilience costs + risk and opportunity costs − any defensible residual value or avoided cost.
Use the formula as a checklist, not as a substitute for consistent assumptions. Keep cash-flow timing visible, and if finance needs a present-value comparison, discount future cash flows using the organization’s approved rate rather than inventing a rate for the exercise.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsIs cloud cheaper than on-premises?
There is no universal winner. Cloud can be more economical for variable demand, fast growth, short-lived workloads, global reach, or workloads that benefit from managed services; on-premises can have an advantage when utilization is consistently high, hardware is already available, or moving data and meeting local constraints are costly.
Recent evidence reinforces why the answer must be workload-specific rather than a blanket percentage:

| Evidence | What was reported | How to interpret it |
|---|---|---|
| Uptime Institute, 2025 survey of 850 respondents | 42% said provisioning workloads was cheaper in their own data center; 19% said it was cheaper in public cloud. | These are owner/operator perceptions, not controlled measurements of identical workloads. |
| Uptime Institute, 2025 survey | 47% said colocation was cheaper than public cloud, 29% said public cloud was cheaper, and 22% said costs were roughly equivalent. | This compares reported perceptions of colocation and public cloud; it does not establish the best choice for a particular deployment. |
| Amagi Media Labs filing, 2025 | A modeled five-year total of US$19.1–34.8 million for on-premises versus US$12.3–17.0 million for cloud solutions, with approximately 35–50% modeled savings. | The scenario assumes about 45 channels and 1+1 redundancy. It is an example with stated assumptions, not a transferable benchmark. |
| Lenovo’s 2025 generative-AI analysis | It notes that transfer, storage, retrieval, usage, long-term commitments, and vendor-lock-in costs can offset cloud’s pay-as-you-go flexibility. | Its simplified model excludes managed services, storage, and transfer, so it cannot establish a general cloud-versus-owned cost result. |
The figures describe different kinds of evidence and should not be combined into a single expected savings rate. A decision for your organization depends on its workload, design, location, contracts, and operating model.
Which cost categories should go into the comparison?
Build one row for each cost category and fill it for every option. The categories below cover both the technology bill and the work needed to make the service reliable and usable.
| Category | Include | Questions to resolve |
|---|---|---|
| Compute | Owned servers, accelerators, hypervisor, cloud instances, and managed runtime. | Does the capacity meet the same workload and performance target, including peak demand? |
| Storage | Primary data, backup, archive, replication, snapshots, and retrieval. | What capacity is retained, for how long, and how often is archived or protected data retrieved? |
| Network | Switches, load balancers, connectivity, inter-region traffic, and internet egress. | Where does data move, how much moves, and which transfers are charged or require new capacity? |
| Facilities | Space, power, cooling, racks, physical security, and colocation. | Are costs dedicated to this workload or allocated from shared facilities? |
| Software | Operating systems, databases, virtualization, middleware, support, and license mobility. | Which licenses can move between environments, and what support or usage terms apply? |
| People | Platform engineering, administration, security, procurement, training, and FinOps. | How much staff time is required to provision, maintain, monitor, and govern each option? |
| Resilience | High availability, disaster recovery, backup sites, and idle capacity reserved for recovery. | What level of service must continue during a failure, and how quickly must recovery occur? |
| Migration and exit | Discovery, refactoring, data movement, parallel operation, contract termination, and repatriation. | What work is needed to enter the option, run both environments temporarily, and leave later? |
| Risk and opportunity | Downtime, compliance controls, vendor concentration, deployment speed, and avoided or delayed capital spending. | Which effects can be estimated credibly, and which should remain qualitative rather than being assigned a speculative dollar value? |
For managed services, include the operating and management costs that remain with your team as well as the service charge. AWS Well-Architected guidance specifically emphasizes factoring operations and management into TCO. A managed database, for example, can shift some routine operational work to the provider, but the comparison still needs to account for the provider’s price, the retained responsibilities, and the required service level.
How do I calculate cloud TCO and on-premises TCO?
Use the same workload definition, time period, and service outcome for both estimates. Build the model from current operating evidence where possible, then make uncertain assumptions visible so that decision-makers can test them.
- Define the workload and boundary. Record what the application does, where it runs, its geography and compliance boundary, expected growth, utilization curve, service-level objectives, and recovery requirements. Choose a planning horizon that captures meaningful refresh, renewal, and migration events; a five-year view is often useful for a long-lived infrastructure decision.
- Normalize capacity and resilience. Specify throughput, latency, storage, peak capacity, availability, backup, and recovery targets. Size each design to meet those targets. A single cloud VM is not a fair comparison with a redundant on-premises cluster, or vice versa.
- Collect the baseline. Gather current invoices and usage, utilization, staff time, license terms, facilities, power and cooling, network traffic, backup needs, and incident costs. Separate shared costs from workload-specific costs and document how shared costs are allocated.
- Estimate the cloud option. Use realistic workload timing and consumption rather than a single peak-size estimate. Include storage tiers and retrieval, network and egress, support, managed services, discounts or commitments, and resources that are idle but still billed.
- Estimate the owned option. Include purchases and refreshes, depreciation assumptions, maintenance, spare or failover capacity, facilities, power, cooling, software, labor, and recovery sites. If equipment is already owned, distinguish its forward-looking operating cost from a new purchase and show any remaining capital or replacement decision separately.
- Add transition costs to both paths. Estimate discovery, migration, refactoring, data transfer, training, parallel running, contract termination, and any eventual exit or repatriation. Avoid treating migration as free simply because it happens before steady-state billing.
- Calculate several views of cost. Show annual cash flow and cumulative TCO. If an appropriate approved discount rate is available, include discounted TCO as a separate view. For workloads with a meaningful output measure, calculate unit cost per transaction or workload-hour using the same definition in each alternative.
- Test uncertainty rather than hiding it. Model low, expected, and peak demand and vary growth, utilization, egress, staffing, price changes, and refresh timing. A utilization sensitivity table can show when fixed owned capacity becomes attractive or when unused capacity makes it expensive.
- Choose based on total business value. Compare cost alongside speed, operational burden, performance, recovery, compliance, data movement, concentration risk, and exit friction. Record the assumptions and assign owners for ongoing cost governance.
Do not treat a calculator result as a quote. Cloud rates and commitments depend on the services, region, usage pattern, and contract; owned-infrastructure estimates depend on purchase, support, facility, and staffing assumptions. Use current invoices and vendor pricing for the actual design being evaluated, then record the date and basis of each estimate.

When does cloud make more financial sense?
Cloud’s cost case tends to improve when an organization needs flexibility or capabilities that would be costly or slow to reproduce locally. These are decision signals, not guarantees.
Recommended Free Tools
- Demand is variable or bursty: the workload can use capacity when needed rather than carrying a large fixed footprint for infrequent peaks.
- The workload is short-lived or uncertain: avoiding an upfront purchase can matter when future demand or product direction is not yet clear.
- Geographic reach matters: serving users from multiple locations may be easier than building and operating local infrastructure in each place.
- A managed service reduces operational effort: compare the service charge with the work it replaces, the responsibilities that remain, and the value of the resulting service.
- Speed has measurable business value: faster provisioning or deployment may help a product reach users earlier, but that benefit should be tied to a defensible business measure rather than assumed to be savings.
Cloud’s variable-cost exposure also makes monitoring important. Usage that grows, storage retained longer than planned, frequent retrieval, data transfer, or idle resources can change the economics after migration.
When can on-premises infrastructure pay off?
Owned infrastructure can have a stronger cost case when its fixed costs are spread across sustained, predictable use and the organization can operate it efficiently. The case weakens if required capacity is underused, renewal is imminent, or the cost of local operations is omitted.
- Utilization is high and predictable: a workload that consistently uses purchased capacity may benefit from buying for a stable baseline, provided the model includes spare capacity and resilience.
- Hardware is already owned: its original purchase price may be sunk, but maintenance, power, labor, support, and eventual replacement still matter. Compare the decision to continue operating it with the actual alternatives available now.
- Data is costly to move: large, frequently accessed datasets can make transfer and retrieval a material factor, especially when data must move between environments.
- Local control is important: regulatory, latency, or operational requirements may favor a local environment, though those requirements should be translated into concrete design and control costs.
- The organization has the operating capability: staff, facilities, security, and recovery processes must be available and included in the estimate rather than treated as free overhead.
Should we use a hybrid model?
A hybrid model can make sense when workloads have different economic or operational profiles, or when data, latency, compliance, and transition constraints favor keeping some components local. It is not automatically the cheapest compromise: running two environments can add integration, skills, monitoring, security, networking, and governance costs.
Evaluate hybrid as a defined architecture, not as a vague midpoint. Identify which workload components run where, where authoritative data lives, what crosses the boundary, and how failure or recovery works. Price the interfaces as well as each side’s compute and storage, including connectivity, transfer, duplicated capacity, and the staff time needed to operate the combined system.

A phased approach may also be appropriate when a full migration or refresh creates unacceptable cost or risk. In that case, model the transition period explicitly: parallel operation can be a temporary cost, but the plan should state how long it lasts and what event ends it.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How should I interpret the result and avoid a misleading comparison?
Look beyond the single five-year total. Two options can have similar TCO but very different cash-flow timing, utilization exposure, operational demands, and ability to respond to change. A capital-heavy option may require more cash up front, while consumption billing can shift the risk toward future usage. Decide whether the organization values cash-flow flexibility, predictable costs, or a lower modeled total—and show those outcomes separately.
Check the model for these common distortions:
- Different service levels: comparing different redundancy, recovery, performance, or security is comparing different products.
- Missing operating labor: infrastructure needs people for engineering, patching, administration, security, procurement, training, and cost management. Managed services can alter the work, not make all operational responsibility disappear.
- Incomplete cloud usage: omit egress, retrieval, backups, snapshots, support, commitments, or idle resources and the estimate may be too low.
- Incomplete owned cost: omit refresh cycles, spare capacity, cooling, facilities, support, licenses, or recovery sites and the estimate may be too low.
- Free migration assumption: discovery, refactoring, moving data, running systems in parallel, training, and leaving a contract all consume money and staff time.
- Unpriced business value: faster deployment, avoided delay, and flexibility may matter, but do not turn them into precise savings without a credible method and an identified beneficiary.
- One forecast treated as certain: show how the recommendation changes under plausible low, expected, and peak demand and other uncertain inputs.
Keep source data, assumptions, and calculation logic in the model so an approver can tell which values are measured, allocated, quoted, or forecast. If no defensible dollar estimate exists for a risk or opportunity, state the issue and its direction separately rather than burying a guess in the total.
How do we manage costs after choosing an option?
TCO is not a one-time migration calculation. Actual usage, demand, architecture, staffing, and prices can diverge from the assumptions that supported the decision, so establish ownership and review actuals against the model.

Put those practices into operation with named owners for each workload, agreed allocation rules, usable tags, and a regular review cadence. Track actual spend and unit costs against forecast, investigate anomalies, and revisit commitments or architecture when the workload changes. For on-premises environments, apply the same discipline to utilization, capacity, refresh plans, facilities, and staff effort; a cloud bill is not the only place costs can drift.
Frequently Asked Questions
Should depreciation be counted as a cash cost in a cloud-versus-server comparison?
Show depreciation in the accounting view, but do not confuse it with the cash paid for a purchase. For investment decisions, keep purchase timing and operating cash flows visible alongside any accounting allocation so the comparison does not count the same capital outlay twice.
Can I ignore the cost of servers we already own?
Do not charge the original purchase again as though it were a new decision, but do include the costs that continue if you keep using the equipment. Also compare its remaining useful life and replacement timing with the alternative, since a low near-term operating cost may not represent the longer-term choice.
How often should an infrastructure TCO forecast be updated?
Update it when a material assumption changes, such as workload growth, architecture, service levels, contract terms, or a planned hardware refresh. Regular actual-versus-forecast reviews help identify drift before a long-term estimate becomes detached from current use.
What is the difference between chargeback and showback for infrastructure costs?
Showback reports costs to the teams using a service without necessarily transferring the bill to their budgets; chargeback allocates those costs financially. Either approach needs clear allocation rules and ownership, or teams may receive numbers they cannot interpret or act on.
