Compare cloud options by workload, not by provider count. A single provider may be the simplest fit; a second provider or a hybrid design may reduce a specific concentration risk, but it also adds cost, skills, connections, and failover complexity. Start with each workload’s needs, set recovery requirements, then test whether its data and application can realistically move. Cloud lock-in cannot be eliminated completely: the UK Government’s guidance says the practical goal is to understand and manage the dependency, not to avoid every provider-specific service.

What should I compare when evaluating cloud providers?

Compare candidate architectures against the same workload requirements. A list of provider features or a general portability score can obscure the decisions that matter: whether the workload can meet its needs, how it behaves during a failure, and what it would take to change direction. A managed service that is difficult to replace may still be worthwhile if it materially improves capability or reduces operational work.

Use these five dimensions for each workload. Record evidence and assumptions rather than treating a provider’s general claims as proof that the whole workload meets a requirement.

  • Business and technical fit: required capabilities, performance and security needs, and the operational effort a service saves. The Australian Government Architecture guidance recommends tying diversification to a clear business and risk case.
  • Portability and exit effort: provider-specific dependencies, data and metadata export, application changes, integration work, estimated migration time and cost, and the destination environment.
  • Outage and concentration exposure: the workload’s critical services, their service-specific SLAs, the failure domains they rely on, and the recovery requirements the full design must meet.
  • Operational complexity: necessary staff skills, duplicated tools and controls, connectivity between environments, data-transfer needs, and the work of operating and testing failover.
  • Contract and continuity terms: exit obligations, data access and deletion, transition assistance, contractual commitments, and migration windows.

Keep the comparison at the workload level. Two applications in the same organization may have different criticality, dependencies, recovery requirements, and tolerance for refactoring. Their best-fit architectures may differ as well.

What do portability and vendor lock-in actually mean?

Portability is the practical ability to move or redeploy a workload, not simply the existence of an export button. It includes the data and the application, along with the configurations, metadata, integrations, and surrounding services needed to make the application usable in its destination.

Lock-in is the effort, cost, or disruption involved in changing a dependency. It is a trade-off: a provider-specific managed service can deliver useful capabilities or reduce operational burden while making a later move harder. The UK Government’s Managing technical lock-in in the cloud guidance, published on 17 December 2019 and last updated on 3 September 2026, states that it is impossible to avoid technical lock-in completely. The useful question is whether the benefit justifies the estimated switching effort and cost.

Check every layer needed to make the workload work

An exportable data file is not enough if the application depends on provider-specific features, configuration, identity, integrations, or operational controls that cannot be recreated at the destination. Inventory those dependencies and establish whether each can be exported, replaced, or redeployed in a usable form. Include data flows and metadata, not just the main application and database.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Open formats, loosely coupled components, open-source software, and infrastructure-as-code that works across platforms can make parts of a system easier to move. They do not guarantee a lift-and-shift migration. A destination may require application redesign, integration changes, or operational work even when the source code and data are accessible.

Make provider-specific choices deliberately

For each managed service or other provider-specific component, record its value, portability, business criticality, and owner. Mark whether the dependency is a deliberate choice—accepted because its benefits outweigh the exit burden—or a dependency that needs mitigation. This distinguishes an informed trade-off from an overlooked obstacle.

Do not treat every dependency as equally urgent. A difficult-to-replace component may be acceptable if its benefit is important and the workload can tolerate a planned migration. A dependency attached to a critical workload may deserve closer attention if its export path, replacement, or recovery method is unclear.

Which architecture options should I compare?

Compare the simplest design that meets the workload’s needs with alternatives that address a specific risk. Adding a provider is not automatically an improvement; it changes both the architecture and the effort required to operate it.

Architecture Potential reason to choose it Main trade-off to assess
Single provider Use the provider’s capabilities while keeping the operating model within one provider. Assess provider concentration and the effort of replacing provider-specific services.
One provider across multiple data centres or geographic regions Consider redundancy within one cloud service where it can address the relevant failure risk. Check that the workload’s dependencies and recovery design actually span the intended failure domains.
Targeted hybrid design Use different environments where a workload requirement or risk-based business case supports them. Assess the extra connections, controls, skills, and operating work introduced across environments.
Multi-provider failover Consider provider diversification when it addresses a defined concentration risk or continuity requirement. Design and regularly test failover; ineffective failover can decrease availability.

These are options to investigate, not a ranking. Australian Government Architecture guidance notes that diversification can reduce concentration risk and support resilience or flexibility, but can also increase complexity, cost, and workforce requirements. The NCSC cautions that multi-cloud failover can itself reduce availability if it is ineffective, and recommends specialist input and regular testing when multi-service failover is required. In many cases, redundancy across data centres or geographic regions within one provider may be a simpler alternative.

For a concrete example of why architecture and responsibility matter, Oracle’s documentation describes Oracle as operating its cloud infrastructure while customers remain responsible for deploying applications across fault domains, availability domains, and regions, and for their business continuity and disaster-recovery design. That description illustrates Oracle’s service model; it should not be assumed to be the responsibility split for every cloud service.

How do I assess outage risk instead of relying on an SLA?

An SLA is usually defined for an individual service; it is not automatically an availability guarantee for a complete workload. The workload may rely on multiple services and failure domains, so assess how the entire dependency chain behaves when a service, data centre, or region is unavailable.

Set the workload’s recovery requirements first

Write down the availability and recovery requirements for the workload before choosing a redundancy pattern. The requirement should describe the business outcome the architecture needs to support. Then identify which services, integrations, data, and environments the workload depends on, and trace how each relevant failure could affect the complete application.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Review the current SLA for each critical service in the exact provider, service, and region under consideration. Service-level terms and coverage vary; a provider’s broad resilience statement cannot substitute for checking the terms that apply to the components in your design. The NCSC’s guidance emphasizes that resilience depends on the design across relevant services and failure domains, not an SLA viewed in isolation.

Trace what happens during a failure

Map each critical dependency to the workload behavior that follows if it becomes unavailable. A design that includes another region or provider is useful only if the required components and data are available there and the workload can recover as intended. Identify dependencies that remain shared or that still require human action, and establish who owns the recovery steps.

Then compare the recovery path with the stated requirement. If a workload depends on a service that is not covered by the intended design, or a failover path is uncertain, the architecture has not established the expected recovery outcome. A service-level SLA may inform the comparison, but it does not answer that workload-level question by itself.

Test failover, not just the diagram

Multi-service failover involves enough dependencies that an untested plan can create a new availability problem. When that pattern is required, seek specialist input and exercise it regularly, as the NCSC recommends. Tests should reveal whether critical components can recover together and whether the assigned owners can carry out the plan.

Do not assume that adding a second provider makes the failover path effective. The ability to operate both environments, maintain the necessary connections and controls, and execute the recovery design is part of the risk assessment. Compare that operating burden with redundancy within one provider’s data centres or regions before deciding that cross-provider failover is necessary.

How can I compare single-provider resilience with multi-cloud?

Compare both designs against the same recovery needs, dependencies, cost assumptions, and operating capabilities. Single-provider regional or data-centre redundancy may address a failure scenario with less operational complexity; multi-cloud may be justified where the additional provider diversity addresses a specific risk that the simpler design does not.

For each option, examine the following before choosing:

  • Failure coverage: Which service, data-centre, regional, or provider failures is the design intended to address? Confirm that the critical workload dependencies are included.
  • Recovery behavior: What must happen for the workload to continue or recover, and which actions are automatic versus owned by a team? The design must be tested rather than inferred from a diagram.
  • Workforce and operations: Can the organization operate the additional environment, tools, controls, and failover process? Include the staff skills and ongoing testing burden.
  • Connectivity and data movement: Account for inter-environment connections and the work required to move or make data available during recovery.
  • Cost and business case: Compare the added cost and complexity with the concentration risk or flexibility benefit being addressed. Diversification is not a goal by itself.

Multi-cloud can also carry security implications. Assess the security controls and operating model for the actual design rather than assuming that a second provider automatically improves security or resilience. Where cross-provider failover is needed, involve people with the relevant architectural expertise and test the multi-service recovery path.

How do I create a practical cloud exit plan?

An exit plan should make the effort of leaving estimable and testable. It needs to cover the data, application, dependencies, destination, contracts, and people involved—not just a statement that data can be downloaded.

  1. Inventory the workload and its dependencies. Record managed services, identity, databases, integrations, observability, security controls, data formats, and data flows. The Australian Government Architecture checklist calls for dependency registers and documentation of data flows.
  2. Assign a value, portability status, criticality, and owner to each dependency. Identify provider-specific choices and mark whether each is deliberate or needs mitigation. The named owner should be able to explain the dependency and its exit or recovery path.
  3. Document the usable export and redeployment path. Record how data and metadata can be exported, what formats are available, and which configurations and application components can be redeployed. Identify where replacement, integration work, or refactoring would be needed.
  4. Estimate the migration in the destination context. Name the destination environment and assess migration time, charges, required refactoring, and the work needed to make the workload usable there. An export alone does not establish that the destination can run the application.
  5. Review contractual and continuity constraints. Capture exit obligations, data access and deletion terms, transition assistance, commitments, and migration windows. Confirm that the planned sequence fits the relevant contract terms.
  6. Exercise critical parts of the plan. Test portability and recovery for the most critical components. Record what worked, what required intervention, and what changed the time or effort estimate.
  7. Reassess when conditions change. Revisit estimates and tests when services, architecture, contracts, or business requirements change. A plan based on a former dependency or service arrangement may no longer describe the actual exit path.

Keep the plan specific enough that another responsible team member can understand the dependencies, obtain the exports, identify the required destination work, and coordinate the contractual and recovery steps. If a critical component has no usable export or tested replacement path, make that an explicit risk and decide whether the service’s value justifies accepting it.

How should I make the final decision?

Choose the architecture that meets the workload’s requirements with an acceptable, understood level of dependency and operating burden. A provider alternative is warranted when it addresses a defined business or resilience risk strongly enough to justify the additional complexity; portability is valuable when it creates a realistic option rather than an abstract goal.

  1. Set the workload’s business, security, performance, availability, and recovery needs.
  2. Map its services, data flows, integrations, and operational dependencies, including provider-specific managed services.
  3. Review the exact service-level terms and model the impact of relevant service, data-centre, and regional failures.
  4. Compare a single-provider design, redundancy within that provider, and targeted cross-provider or hybrid options against the same requirements.
  5. Estimate exit effort using actual export formats, migration time and charges, refactoring, destination requirements, and contract terms.
  6. Choose the option with a defensible risk-based business case, assign owners to accepted dependencies, and test the recovery and portability paths that matter most.

There are no comparable current figures here for provider-specific SLA percentages, prices, regional capabilities, service coverage, or incident histories. Frequently Asked Questions

Is multi-cloud the same as having a disaster-recovery backup?

No. Multi-cloud describes an architecture that uses more than one provider; that fact alone does not establish that there is a recoverable copy of the required data or that restoration has been tested. Treat backup and provider diversification as separate design questions.

Does every workload need to be portable?

No. Portability is an option with a cost, not a universal objective. A workload may reasonably depend on a provider-specific service when its value justifies the switching effort and the organization has consciously accepted that dependency.

Can I rank named cloud providers using this evaluation framework?

Not responsibly without current, comparable evidence for the exact services and regions involved. A broad provider ranking would not establish which option meets a particular workload’s SLA, contract, recovery, or portability needs.
