Cybersecurity’s diversity gap is a measurable security weakness, not simply a hiring or public-relations issue. In the UK Department for Science and Technology’s 2026 data, women made up 16% of the cyber workforce but only 12% of senior cyber roles; ethnic-minority representation fell from 19% overall to 9% in senior roles. AI increases the stakes because biased data, algorithms, processes and human decisions can scale privacy and security harms. Broader representation cannot guarantee that an organization avoids breaches, but it gives teams more experience, viewpoints and challenge when they anticipate threats, test systems and govern AI.

How large is the cybersecurity diversity gap?

The latest UK figures show under-representation at every stage, with the sharpest drop at senior level. The percentages below come from different populations and methods, so they should not be combined into a single global trend.

Measure Population and year Result Interpretation
Women in the cyber workforce UK, Department for Science and Technology (DSIT), 2026 16% Women are a minority of the overall workforce.
Women in senior cyber roles UK, DSIT, 2026 12% Representation is lower in senior positions than across the workforce.
Ethnic-minority representation in the cyber workforce UK, DSIT, 2026 19% Overall representation is higher than women’s representation in the same report, but remains uneven by group and level.
Ethnic-minority representation in senior cyber roles UK, DSIT, 2026 9% The senior-level drop is particularly pronounced.
Women in undergraduate cybersecurity courses UK, 2023/24 academic year 14% The entry pipeline is already highly unbalanced.
Women in postgraduate cybersecurity courses UK, 2023/24 academic year 28% Postgraduate participation is higher than undergraduate participation, but still below parity.
Average women’s representation on cybersecurity teams ISC2 survey, 2024 23% This is a survey average, not a UK workforce estimate.
Women reporting workplace discrimination ISC2 survey, 2024 29% Reported discrimination is a material retention and progression risk.
Women saying inclusion is essential to team success ISC2 survey, 2024 78% Most women surveyed connect inclusion with effective team performance.
Estimated share of the global cybersecurity workforce who are women ISC2 estimate for 2022, published by the OECD in 2024 24% This global estimate uses a different methodology from the UK employer and education figures.

The UK workforce estimate for women in SOC 2135 roles is explicitly not an accredited Official Statistic because response rates and sample sizes have declined. That qualification matters: the figures show a persistent gap, while the exact size of year-to-year changes should be interpreted cautiously.

Why is cybersecurity still so male-dominated?

No single cause explains the imbalance. The available evidence points to a pipeline that narrows before employment, a senior-level progression problem and workplace experiences that can push people out.

The education pipeline starts unevenly

Women represented 14% of UK undergraduate cybersecurity students in 2023/24, compared with 28% at postgraduate level. A small undergraduate pool limits the number of people who can enter junior roles, build experience and later compete for leadership positions. A larger postgraduate share may indicate that people enter through conversion courses or later-career study, but it does not remove the earlier pipeline bottleneck.

Representation falls as responsibility rises

DSIT’s 2026 figures show women at 16% of the UK cyber workforce but 12% of senior cyber roles. Ethnic-minority representation drops from 19% overall to 9% in senior roles. This pattern is consistent with barriers in promotion, sponsorship, job design or retention, although the percentages alone cannot identify which barrier is dominant in a particular organization.

Inclusion and discrimination affect retention

In the 2024 ISC2 survey, 29% of women respondents reported workplace discrimination, while 78% said an inclusive environment was essential to team success. A company that recruits people into an environment where they lack voice, fair access to opportunities or protection from discriminatory behavior can lose them before they reach senior roles. Hiring campaigns therefore cannot substitute for day-to-day management practices.

Degree-only hiring excludes capable routes into the field

UK employers report using non-degree recruitment and outreach to schools and colleges. Those routes matter because security work draws on varied backgrounds, including operations, risk, policy, software, investigation, communications and assurance. Requiring one academic pathway can screen out people who could perform well after structured training.

Does diversity actually improve cybersecurity?

Diversity is not a guarantee against a breach, and demographic representation alone does not prove that a team is effective. Its strongest evidence-based value is increased capacity to anticipate risks, question assumptions and recognize how controls affect different users and environments.

More perspectives expose blind spots

Security teams make assumptions about normal behavior, acceptable friction, language, accessibility, working practices and likely victims. People with different lived experiences or professional disciplines can challenge those assumptions before they become design or monitoring gaps. The benefit comes from meaningful participation and authority to raise concerns, not from counting people who are present but unheard.

Challenge improves testing and incident decisions

A broader team can assign different reviewers to threat models, abuse cases, detection rules and incident playbooks. One reviewer may notice a technical exploit; another may identify a privacy, cultural or operational consequence. The resulting discussion can improve prioritization, although it still requires skilled analysis, good data and accountable decision-making.

Separate correlation from causation

Organizations should not claim that adding a particular demographic automatically lowers incident rates. Cybersecurity outcomes also depend on architecture, investment, leadership, controls and threat exposure. A defensible claim is narrower: inclusive teams are better positioned to identify a wider range of failure modes and to make risk decisions that account for affected communities.

Why does diversity matter for AI security?

AI changes both the threat landscape and the scale of potential mistakes. The National Institute of Standards and Technology (NIST) says organizations must adapt to AI-enabled offensive techniques and to new cybersecurity and privacy risks. Its AI Risk Management Framework (AI RMF) identifies systemic, computational and statistical, and human-cognitive sources of bias, warning that AI can amplify harms to individuals, groups, communities, organizations and society.

AI can scale a flawed assumption

An ordinary human decision may affect one case; an automated model can apply the same assumption thousands of times. Bias can enter through training data, labels, model design, deployment settings, organizational processes or a person’s interpretation of an output. Security uses such as identity verification, fraud detection, anomaly scoring and automated response can therefore produce unequal error rates or deny legitimate access while appearing objective.

Security teams must examine privacy as well as accuracy

AI systems may process sensitive logs, identities, communications or behavioral data. A model can be accurate yet expose more information than necessary, retain it too long or make it difficult for a person to challenge a decision. Reviewing only benchmark accuracy misses these privacy and accountability risks.

Attackers can exploit AI-specific weaknesses

Adversaries may target models, prompts, training data, integrations or automated actions. They can also use AI to increase the speed and scale of offensive work. Defenders need people who understand security engineering, data governance, privacy, human factors, policy and the communities affected by automated decisions. A narrow team is more likely to overlook a weakness that sits between those disciplines.

Diverse governance is a security control

The NIST AI RMF Playbook states: “A diverse team that includes AI actors with diversity of experience, disciplines, and backgrounds to enhance organizational capacity and capability for anticipating risks is better equipped to carry out risk management.” Diversity in this context includes demographics, disciplines, experience, expertise and backgrounds. It is a control because it broadens who can identify, test, escalate and approve risks.

How should an organization measure its diversity gap?

Start with a baseline that shows where people enter, progress and leave. One aggregate workforce percentage can conceal a severe senior-level or retention problem.

  • Report representation separately for all staff, senior staff and leadership.
  • Track students, applicants, interviewees, hires, promotions, lateral moves and attrition.
  • Compare access through degree and non-degree routes.
  • Measure pay equity and time to promotion by demographic group, while protecting individual confidentiality.
  • Record participation in AI-risk reviews, model approvals, threat modeling and incident postmortems.
  • Use inclusion and discrimination survey results alongside headcount data.
  • Set a reporting cadence so leadership can see whether gaps are narrowing, moving to another level or widening.

Define each denominator and geography. A UK employer estimate, a global survey average and a university-enrollment percentage answer different questions. Keep the source, year, methodology and confidence limitations with every figure.

What can companies do to attract more women and minorities into cybersecurity?

Effective action combines access, fair progression and a workplace where people can remain. The following sequence turns the evidence into an operating plan.

1. Broaden recruitment channels

  1. Advertise entry roles through schools, colleges, apprenticeships, return-to-work programs and non-degree training, as well as universities.
  2. Write skills-based requirements. Separate essential capabilities from credentials that can be learned after hiring.
  3. Use structured interviews and consistent scoring so candidates are assessed against the same job-relevant criteria.
  4. Include women and underrepresented staff in recruitment panels and in the design of outreach, while avoiding the burden of making one employee speak for an entire group.

2. Make early-career support substantive

Pair new hires with mentors who can explain technical expectations, organizational norms and routes to advancement. Give mentees access to real projects, training budgets and feedback rather than treating mentorship as an informal favor. Review participation and outcomes by demographic group so a program does not become available only to people who already have influential sponsors.

3. Fix progression and pay equity

Publish the capabilities required for each level, use documented promotion evidence and audit who receives high-visibility assignments. Check compensation at hiring and during promotion cycles, investigate unexplained differences and set a timetable for correction. Measure advancement and retention separately; a workforce can look balanced overall while losing underrepresented people before leadership.

4. Build an inclusive operating culture

Enforce clear policies for discrimination, harassment and retaliation, and provide reporting channels that employees can use without relying on their direct manager. Train managers to distribute on-call work, conference opportunities and recognition fairly. Treat concerns raised by underrepresented staff as security signals to investigate, not as obstacles to delivery.

How do you build a diverse AI-risk review team?

Give the review team a formal role, decision rights and access to the people who built and operate the system. Representation without authority is unlikely to change a launch decision.

  1. Map the system. Include product owners, security engineers, data and machine-learning specialists, privacy professionals, legal or compliance advisers, user researchers and operational teams.
  2. Set review gates. Require documented checks before data collection, model training, deployment, major changes and retirement.
  3. Test multiple harm paths. Examine security abuse, privacy leakage, unequal error rates, accessibility, human override and downstream use.
  4. Invite affected perspectives. Consult external experts or representative user groups when the internal team lacks relevant experience.
  5. Record dissent and decisions. Keep a risk register showing who raised an issue, what evidence was considered, the decision owner and the mitigation deadline.
  6. Monitor after launch. Compare performance, incidents, complaints and override rates across relevant groups, and pause or revise the system when harms exceed the organization’s tolerance.

This approach follows the AI RMF principle that risk decisions should draw on diverse demographics, disciplines, experience, expertise and backgrounds. It also prevents diversity from being reduced to a one-time hiring metric.

Will AI make the cybersecurity skills gap better or worse?

It can do both. AI-enabled tools may improve detection, triage and defensive scale, allowing small teams to handle more alerts or analyze more data. At the same time, organizations must defend against AI-assisted attackers, secure the models and data they use, and manage new privacy and bias risks.

The outcome depends on how work is redesigned. If automation removes repetitive tasks while creating training and progression routes, it can help people enter and advance in cybersecurity. If it concentrates decision-making in a small technical group, eliminates junior learning opportunities or treats model output as unquestionable, it can widen both the skills gap and the diversity gap.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Leaders should therefore assess AI investments against two questions: which human capabilities are being reduced or created, and who has authority to challenge the system? Track those effects alongside conventional productivity measures.

What should cybersecurity leaders do first?

Begin with a short, accountable cycle rather than a broad statement of intent:

  • Publish a baseline for representation, seniority, hiring, promotion, pay and attrition.
  • Identify the largest drop-off, such as undergraduate entry, first promotion or senior retention.
  • Assign an executive owner and a workforce or governance team with authority to act.
  • Open at least one non-degree or school-and-college entry route.
  • Audit a live AI or security system with a review group spanning technical, privacy, operational and affected-user perspectives.
  • Report progress at a fixed interval, explaining methodology and limits rather than presenting one headline percentage.

The objective is not to claim that demographic diversity prevents every incident. It is to make sure the people responsible for security and AI risk have the breadth to see more failure modes, the inclusion to challenge decisions and the authority to correct them.

Frequently Asked Questions

How can a small security team improve representation without creating a large new department?

Use shared services rather than building every capability internally. A small team can add structured interviews, a documented mentoring program and an external reviewer for AI-risk decisions, then measure applicants, promotions and attrition with the same definitions it already uses for headcount.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What is the difference between representation and inclusion in a security team?

Representation describes who is present at each level. Inclusion describes whether those people can influence threat models, controls, promotions and incident decisions without facing discrimination or retaliation. An organization needs both; one cannot be inferred from the other.

How should teams protect privacy when reporting demographic metrics?

Publish aggregated results only when groups are large enough to prevent identification, restrict access to detailed records and explain how data is collected and used. Report trends and actions rather than exposing an individual’s identity or employment history.

Can neurodiversity be included in workforce reporting?

Yes, where people can disclose safely and the categories are clearly defined. Changes in reported neurodivergence may reflect improved identification or willingness to disclose as well as a change in workforce composition, so interpret the trend with that limitation.
