Citi has received approval to establish a wholly owned securities company in mainland China, ending the license wait described in the original headline. The China Securities Regulatory Commission (CSRC) approved Citigroup Securities (China) Company Limited (CSCCL) on October 23, 2026. The Shanghai-based firm is authorized for onshore equities brokerage, securities underwriting, research, investment advice and principal trading for domestic and foreign clients, but it cannot start operating until remaining statutory and regulatory procedures are complete.
Has Citi finally received a China securities license?
Yes. The CSRC approved Citi’s wholly owned securities company, CSCCL, on October 23, 2026. Reuters independently reported the approval and the same operating scope. Citi’s announcement still describes a preparation period before the unit begins business, so approval does not mean the brokerage is already serving clients.
CSCCL will be headquartered in Shanghai. Once operational, it will add a mainland platform to Citi’s existing offshore China investment-banking business rather than replace that offshore operation.

The approval covers five core securities activities. Citi says the company will serve domestic and foreign clients and provide access to China’s stock exchanges and onshore-listed instruments.

Citi also says the unit will trade onshore-listed shares, bonds, funds and other financial instruments. The announcement does not specify launch dates, initial transaction limits or the final product timetable.
Why is Citi targeting the top investment-bank spot in China?
Citi’s stated strategy is to combine local execution with its global network. Jane Fraser said the onshore capability should help clients raise capital, reach investors and trade locally while connecting them with opportunities around the world.
Before approval, Citi’s head of international, Ernesto Cantu, said the bank could not conduct mainland investment-banking activity without the license and was aiming for the top position among global investment banks in China. The new entity addresses that specific gap: Citi already had an offshore China platform, but not a fully licensed mainland securities company.

Citi says it has served China since 1902, has nearly 125 years of local presence, works with several hundred large corporate and public-sector clients and supports medium-sized enterprises through its Commercial Bank. It also says its China franchise serves 70% of Fortune 500 companies operating in the country and that it helped Chinese clients raise more than US$40 billion in global capital markets year-to-date in 2026. Those are Citi’s own figures, not independent market-share measurements.
When will Citigroup Securities China start operating?
There is no announced operating date. Citi said it must first complete statutory and regulatory procedures after the CSRC approval. The company has not publicly itemized those remaining steps, so clients should treat October 23 as the approval date rather than a launch date.
Reuters reported in September 2026 that approval was expected soon, following Citi’s application for a wholly owned mainland brokerage in late 2021. Reuters also reported that Citi planned to roughly double local headcount to about 100 people by the end of 2026, using internal transfers, external recruitment and relocations from Hong Kong and other Asian markets.

How does Citi compare with Goldman Sachs, JPMorgan and Morgan Stanley in China?
Citi enters a field where Goldman Sachs, JPMorgan and Morgan Stanley already have licensed China securities operations. The most useful comparison is not simply the existence of a license, but how each firm converts permissions into underwriting, research, trading and profitable local coverage.

These profit figures are for the firms’ China securities units in 2025 as reported by Reuters; they are not directly comparable with Citi’s global fundraising figure or with a future CSCCL result. Citi will need to build local staffing, execution capacity and a revenue base before any meaningful financial comparison is possible.

- Permission and product breadth: whether the approved activities translate into a broad, reliable service set across equities, bonds, funds and other instruments.
- Underwriting and A-share execution: whether Citi wins mandates and can execute transactions efficiently in mainland markets.
- Research, advice and principal trading: whether clients use the full platform rather than only individual services.
- People, reach and profitability: whether a team of roughly 100 by year-end 2026 can support clients while the unit develops sustainable earnings.
Citi’s advantage is the combination of an established multinational client network and a stated plan to connect domestic capital markets with global opportunities. Its challenge is that competitors already have operating history, local teams and reported profits.
What should clients and investors watch next?
- An announcement that CSCCL has completed the remaining statutory and regulatory requirements.
- The actual commencement date and the first services made available to clients.
- Hiring progress toward Citi’s approximately 100-person year-end 2026 target.
- Early underwriting mandates, brokerage activity, research coverage and other evidence of client adoption.
- Future financial disclosures that allow a like-for-like comparison with established China securities units.

What does the remaining regulatory process mean for Citi customers?
Citi has not published a detailed checklist of the outstanding procedures. Until it confirms completion and a start date, customers should not assume that CSCCL can accept trades, mandates or advisory engagements in mainland China.

No. Citi describes CSCCL as an onshore addition to its existing offshore China investment-banking platform. The two capabilities are intended to connect, but the announcement does not say that the offshore business will be folded into the Shanghai entity.

How should I interpret Citi’s claim about serving 70% of Fortune 500 companies in China?
It is a measure Citi attributes to its own China franchise, indicating broad corporate relationships. It is not a CSRC statistic, an independent ranking or proof that Citi holds 70% of China investment-banking revenue.
What is principal trading in this approval?
Principal trading generally means a securities firm trades with its own balance sheet rather than only matching customer orders. CSCCL is permitted to conduct that activity, but Citi has not disclosed the strategy, instruments or expected scale it will use.
