There is no independently validated winner among these eight medical-device ALM platforms. The available shortlist names Matrix Req, Jama Connect, Ketryx, Siemens Polarion ALM, PTC Codebeamer, IBM DOORS Next, Greenlight Guru, and Aligned Elements, but comparable evidence across them is not available. Jama’s product materials and Siemens and PTC customer or promotional materials describe some relevant workflows; for five other entries, the evidence captured here establishes only that they were named in a secondary roundup. Use the list to build a shortlist, not as a ranked buying recommendation.

For a regulated device team, the central question is whether a platform can help maintain a controlled, reviewable connection between needs, requirements, risks, design outputs, verification and validation evidence, and changes—and whether that workflow fits the organization’s quality system and engineering tools. Buying ALM software does not itself establish regulatory compliance.

What should medical-device ALM software help a team control?

Application lifecycle management (ALM) software can organize engineering work and connect records across a product’s development lifecycle. For medical-device teams, its practical value is not the number of features in a brochure; it is whether a team can reliably follow a need or requirement through relevant risks, controls, design outputs, tests, results, reviews, and changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A useful platform should support a defensible development record. That means team members can see what an item is linked to, what changed, what requires review or retesting, and what evidence supports a decision. These records contribute to a quality system, but the organization remains responsible for its processes, procedures, reviews, and regulatory obligations.

  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.

Traceability across the development record

Evaluate whether the platform can represent and maintain the relationships your process needs: user or stakeholder needs, system and software requirements, risk controls, design outputs, verification and validation activities, and results. Ask the vendor to demonstrate how a reviewer can move in both directions—for example, from a requirement to its tests and results, and from a risk control to the requirements and evidence that implement it.

Do not accept a traceability matrix screenshot as proof of a workable process. Test whether links remain meaningful when an item is revised, split, rejected, or reused, and whether the system can show missing or stale relationships in the way your team needs.

Risk, verification, and validation evidence

Risk-management workflow should connect the hazards or risk controls your process tracks to requirements and evidence, rather than leave those records isolated in separate documents. Verification and validation records should make it possible to understand what was tested, which version or configuration was involved, the result, and how a failure or change was handled. The exact record structure depends on the organization’s procedures and product.

Change, configuration, and audit readiness

When an approved requirement or design output changes, teams need a controlled way to assess downstream impact: which risks, tests, reviews, or other records may need attention? Examine how the platform records change history, supports configuration control, and produces reviewable reports. Ask who can alter or approve records under your intended process, and what evidence is available to show what happened and when.

“Audit-ready” should mean that the organization can retrieve and explain its records under its quality system—not that software can guarantee a successful audit. Reporting that looks complete may still omit context your procedure requires.

How do FDA guidance and IEC 62304 affect the software choice?

They address different parts of the compliance landscape. FDA’s February 2026 computer software assurance guidance concerns software used in medical-device production or a quality management system; IEC 62304 addresses medical-device software lifecycle processes. Neither makes the purchase of an ALM product equivalent to compliance or approval.

FDA computer software assurance guidance

The U.S. FDA’s February 2026 guidance, Computer Software Assurance for Production and Quality Management System Software, describes a risk-based approach to establishing confidence in software used as part of device production or the quality management system, including where additional rigor may be appropriate. It superseded the September 2025 final guidance. This context is relevant when an ALM platform is used within production or quality-system activities; it is not a blanket approval of a vendor or product.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a software selection, identify how your organization intends to use the platform and how it will assess that use under its own procedures. The guidance is not a substitute for determining the applicable assurance activities, documenting them, or maintaining a controlled process.

IEC 62304 and device software

FDA’s recognized consensus standards listing describes IEC 62304 as establishing lifecycle requirements for medical-device software, including software that is itself a device or is embedded in or integral to a device. The ISO/IEC committee catalogue lists IEC 62304:2006 as current after review and confirmation in 2023, with Amendment 1 published in 2015. The catalogue also lists paper as an available format.

IEC 62304 concerns software lifecycle processes; it does not, by itself, cover every aspect of device validation or regulatory approval. Teams should identify the standards and regulatory requirements relevant to their product, region, and development process rather than treating one standard as a complete compliance checklist.

Other FDA software guidance may be relevant

FDA’s August 2023 guidance on off-the-shelf software addresses documentation typically generated during software development, verification, and validation for off-the-shelf software used in a medical device. FDA’s September 2022 policy guidance addresses device software functions and mobile medical applications that meet the device definition, including functions whose failure could pose a patient-safety risk. These topics can affect a team’s broader documentation obligations, but they do not establish that any particular ALM platform satisfies them.

How do the eight platforms compare on the evidence available?

The table separates documented workflow descriptions from entries that appear only in the shortlist source. “Not established” means the cited material captured for this comparison does not substantiate a capability; it is not a finding that the product lacks it. No equivalent, independent feature assessment, pricing comparison, implementation study, or usability test is available for all eight.

Platform What the cited material establishes What to verify directly
Jama Connect Jama Software’s medical-device materials describe connected requirements, risk, verification and validation, traceability, and audit preparation. These are vendor descriptions, not independent comparative findings. Current feature names, workflow coverage, reporting, integrations, configuration controls, and how the product maps to your procedures.
Siemens Polarion ALM A Siemens white paper describes workflows connecting requirements, tests, and test results, including manual, automated, and external test results. The paper is older promotional material. Whether those workflows, features, and names remain current in the version and packaging being offered; also test change impact, integrations, and reporting.
PTC Codebeamer A Medtronic Neuromodulation customer case study says Codebeamer supported relevant compliance needs through out-of-the-box functionality or custom configuration. This is one customer example, not a guarantee for other deployments. Which needs require configuration in your environment, what the proposed implementation includes, and how your evidence and quality-system processes will be maintained.
Matrix Req Named in the 2026 secondary roundup; specific capabilities are not established by the captured primary-source material. All material requirements, risk, verification, validation, traceability, change-control, reporting, integration, and implementation claims.

IBM DOORS Next Named in the 2026 secondary roundup; specific capabilities are not established by the captured primary-source material. Current product scope and the specific medical-device workflows, evidence records, reporting, and integrations included in the proposed deployment.
Greenlight Guru Named in the 2026 secondary roundup; specific capabilities are not established by the captured primary-source material. How the offering handles the requirements and development records your team needs, and how it fits with your existing quality system and engineering tools.
Aligned Elements Named in the 2026 secondary roundup; specific capabilities are not established by the captured primary-source material. Current product scope, workflow coverage, integrations, configuration control, reporting, and the effort needed to implement your process.

The secondary roundup, “Requirements Management Software for Medical Device Software Teams in 2026,” was published by OpsMatters on October 5, 2026. Its author is affiliated with Matrix One, the company behind Matrix Req, and the roundup places Matrix Req first. That conflict means its order should not be treated as an independent ranking. The roundup supplies names and characterizations, but the evidence captured here does not support treating its list as a neutral, validated comparison.

What should I look for in requirements management software for medical devices?

Start with the records and decisions your process must control, then use those as a scripted evaluation. A feature list is only useful if the product can demonstrate the workflow with realistic records and the people who will use it.

Build a representative workflow before demos

Choose a small but realistic example that includes a user need, a set of derived requirements, a risk control, a design output, verification and validation activities, results, and a change. Ask each vendor to show the same scenario. Include a failed test or a requirement change so you can observe how the workflow handles downstream impact, review, and evidence—not only a clean, successful path.

Use a consistent evaluation checklist

  • Traceability: Can users navigate the relationships that matter to your process, find missing links, and produce a view a reviewer can interpret?
  • Risk workflow: Can risk records and controls be related to the requirements and evidence your process needs?
  • Verification and validation: Can the team preserve the test definition, applicable configuration, result, and follow-up in a way consistent with its procedures?
  • Change impact: Can a change be assessed for affected requirements, controls, tests, results, and reviews? Can the team tell which follow-up remains open?
  • Configuration control: Can the team distinguish versions or configurations as required by its product and process, and retrieve the relevant history?
  • Integrations: Does the proposed setup work with the engineering tools and repositories already in use? Which connections are included, and which require additional configuration or work?
  • Reports and records: Can the team generate the specific reports and audit evidence it needs, and explain their contents under its procedures?
  • Implementation: What process mapping, configuration, data migration, training, and ongoing administration will your organization need? No equivalent implementation data is available across these eight entries, so ask for a scoped plan rather than assuming one product will be easier.
  • Quality-system fit: Who owns procedures, approvals, access, and record retention after implementation? Confirm that the proposed workflow aligns with your quality system rather than assuming the tool defines it.

Ask for evidence, not just assurances

For every material claim, ask the vendor to identify the relevant current product documentation and demonstrate the behavior in the offered version. Request a clear explanation of what is standard functionality, what requires custom configuration, and what depends on services or a separate product. PTC’s Medtronic case study is useful as an example of why this distinction matters: it explicitly describes support through standard functionality or custom configuration, and does not promise the same outcome for every customer.

For a vendor with only secondary-list coverage in the evidence summarized here, request primary documentation before drawing conclusions about capabilities. The same discipline applies to claims made by better-documented vendors: a marketing description or older white paper is a reason to verify, not a replacement for a current demonstration and a fit assessment.

How should teams narrow the shortlist?

Do not select a product based on its position in a roundup. Narrow the field by determining which workflows are essential, identifying the tools and procedures they must connect to, and testing candidate platforms against the same scenario.

Separate “must demonstrate” from “nice to have”

Before vendor meetings, list the relationships and records your process requires and identify any constraints that would rule out a solution. Then decide which capabilities must work in the proposed product as configured, which could reasonably be handled through an approved process outside the system, and which are optional. This makes trade-offs visible without assuming that every team has the same workflow or system landscape.

Test the whole record, not isolated screens

Ask the demonstration team to follow a record from its origin through review, testing, a result, and a subsequent change. At each stage, check whether users can understand the relationship to upstream and downstream records, distinguish the relevant version or configuration, and retrieve the history or report your process requires. A polished requirements editor alone does not establish that the full evidence chain works.

Plan for deployment and ownership

Ask who will configure and maintain workflows, migrate existing records, train users, and manage changes to the system. Confirm what the vendor’s proposal covers and what your organization must provide. The available evidence does not establish comparative costs, implementation duration, or usability across the eight products, so do not infer those from the roundup or from product names. Get those details directly for the scope and deployment you are considering.

What can the available product evidence tell buyers—and what can’t it?

The evidence supports a shortlist and a set of evaluation questions, not a defensible winner. Jama Software’s medical-device materials describe connected requirements, risk, verification and validation, live traceability, and audit preparation. Its page also reports a “28% Average decrease in time for traceability,” “23% Average increase in use of requirements,” “21% Average reduction in audit preparations,” and “17% Average decrease in review cycle times.” Jama Software is the source for all four figures; the page as captured does not state the study year or methodology. They are vendor-reported figures, not independently established outcomes or benchmarks for comparison.

Siemens’ older medical-device white paper describes connections among requirements, tests, and test results, but current packaging and capabilities should be verified. The Medtronic Neuromodulation case study provides a concrete customer example for Codebeamer, while making clear that some compliance needs involved custom configuration. Neither source establishes comparative performance across vendors.

No named-person quotation with a verifiable speaker and role, or independent named cross-vendor performance statistic, was captured for this comparison. There is also no equivalent independent evidence for implementation effort, price, usability, or feature coverage across all eight candidates. The practical conclusion is to treat vendor and customer material as evidence to investigate—not as proof that a platform will meet your organization’s needs.

How do I maintain traceability in medical device documentation for FDA design controls?

Use your organization’s defined process to create, review, link, and maintain development records, then evaluate whether the ALM platform can support that process consistently. A platform can help teams connect records and retrieve history, but the organization must determine which records and controls apply and ensure its procedures are followed.

During selection, test representative links from needs and requirements through relevant risks, design outputs, tests, and results. Include a change and confirm that the team can assess affected records and capture the required follow-up. Ask how the platform supports the reports and records your own procedures require; do not assume that a product’s use of the terms “traceability” or “audit-ready” establishes that its output is sufficient for your process.

Frequently Asked Questions

Does buying an ALM platform make a medical device FDA compliant?

No. A platform can help manage development records, but the organization remains responsible for its quality system, applicable regulatory obligations, procedures, and the records supporting its work. A vendor’s compliance claim is not FDA approval of the software or the device.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does IEC 62304 apply to software that is not itself a medical device?

FDA’s recognized-standards listing describes IEC 62304 as relevant to software that is a device or is embedded in or integral to a device. Whether a particular software component or product falls within a team’s applicable obligations depends on its context; consult the relevant regulatory and quality-system requirements rather than assuming the standard applies identically to every software project.

Are Jama’s reported time and audit improvements independently verified?

The four percentages are reported by Jama Software, and the cited page does not state the study year or methodology. They should not be treated as independently established results or used as a cross-vendor benchmark.

Should a medical-device team replace its QMS with ALM software?

The shortlist evidence does not establish that any of these products replaces a quality management system. Evaluate the intended role of ALM in your organization’s existing quality system, including which records and processes remain governed elsewhere.
