Use RAG when an AI system has the right skills but lacks current or private facts; use fine-tuning when it has the facts but responds in the wrong way. Retrieval-augmented generation (RAG) supplies relevant information at answer time. Fine-tuning updates model parameters using examples to make behavior, style, format, or task performance more consistent. If a system needs both current, traceable knowledge and a stable response routine, combine them: retrieve the facts, then generate with the tuned behavior.
That is why “RAG vs. fine-tuning” is often the wrong first question. Start by identifying the failure: Is the answer missing information, or is the model failing to use its capabilities in the required way? The answer determines which architecture to try first—and what to measure.
What is the difference between RAG and fine-tuning?
RAG changes what information the model can use for a particular request; fine-tuning changes the model’s learned parameters so it is more likely to respond in a particular way. One is primarily an inference-time information-retrieval pattern, while the other is a training method. They can be used separately or together.

1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsA RAG application searches a prepared knowledge source for material relevant to a user’s question, then includes the selected material in the model’s context. The model generates an answer using that context. Microsoft Foundry describes a typical workflow as preparing and chunking data, creating an index such as Azure AI Search, and connecting the index to the model application. The retrieval step does not guarantee that the right passages will be found or that the model will use them correctly.

Fine-tuning uses training examples to update a model’s parameters. It is suited to recurring behavioral requirements—for example, a consistent output schema, tone, classification boundary, tool-use pattern, or response routine. It does not create a live document lookup, an automatically refreshing knowledge base, or a built-in citation trail.
The distinction is useful but not absolute: retrieval can influence behavior by supplying instructions or examples in context, and fine-tuning can affect performance on knowledge-related tasks. The practical choice is about which mechanism reliably addresses the failure you observe, with acceptable cost and maintenance.
Should I use RAG or fine-tuning?
Choose RAG first when answers depend on private, changing, or source-cited information. Choose fine-tuning when the underlying task is understood but the model’s behavior, format, style, or execution is inconsistent. Use both when the application needs a stable behavioral layer and a changing factual layer.
Microsoft Foundry’s current guidance makes the same distinction: use RAG for answers grounded in private or frequently changing data, and fine-tuning to change behavior, style, or task performance rather than add fresh knowledge. AWS Prescriptive Guidance likewise recommends starting with RAG for question answering over custom documents and using fine-tuning for additional tasks such as summarization.
Start with the symptom
- Wrong or missing facts: If a correct answer is present in company documents but absent from the model’s response, investigate retrieval and context assembly before training. If the information changes, retrieval is generally the more maintainable route.
- Right facts, wrong response: If the system can access the needed information but repeatedly misses a schema, tone, classification rule, or task routine, test fine-tuning with representative examples.
- Both failures: Keep changing facts in a retrievable source and tune the model for the response behavior that should remain consistent. Evaluate the combined path, not just each component separately.
- Unclear failure: Record examples of successful and unsuccessful requests. Check whether the required source material was available, what passages were retrieved, and whether the model followed them. Without that diagnosis, a training change may target the wrong problem.
These are starting choices, not guarantees. A RAG system can fail because retrieval is poor even when the needed document exists. A tuned model can regress on behaviors outside its examples. Test the complete application against the actual questions and outputs that matter.
Is RAG better for up-to-date company data?
Usually, yes: RAG is the more direct approach when answers must reflect current company documents. Update the indexed source and retrieve relevant passages at answer time instead of relying on a model’s parameters to preserve facts that may become stale.

AWS says RAG can incorporate the latest documents in minutes and provide a reference to the information source. That describes the potential of a RAG workflow, not a universal end-to-end update guarantee: ingestion, indexing, retrieval configuration, and application behavior determine when a document is actually available and used. The answer also needs to expose or otherwise retain the source reference if auditability is required.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →RAG is especially suitable when different users or departments need different information, when answers must be grounded in internal sources, or when the same model must answer from distinct collections. Separate indexes or access-controlled retrieval can help organize such domains, but the application still has to enforce permissions correctly. Retrieving a document is not itself proof that a user was authorized to see it.
Fine-tuning a large collection of documents is not a dependable substitute for keeping current facts in a searchable source. Ovadia, Brief, Mishaeli, and Elisha’s 2024 EMNLP paper found that RAG consistently outperformed unsupervised fine-tuning across the knowledge-intensive tasks they evaluated; they also reported that models struggled to learn new factual information through unsupervised fine-tuning, although repeated variations of facts helped. Soudani, Kanoulas, and Hasibi evaluated 12 language models in 2024 and found RAG surpassed fine-tuning by a large margin for the least-popular factual knowledge. These results support a practical preference for retrieval for factual updating, but they are not a universal ranking across every model, dataset, and task.
When should I fine-tune a model instead of using RAG?
Fine-tune when the desired change is stable behavior rather than access to fresh information, and when you can provide high-quality examples of the behavior you want. It is a reasonable candidate for consistent formatting, tone, classification, tool-use patterns, or a domain-specific response routine.
For example, if an application must return every result in a strict schema, the model repeatedly omits a required field, and the relevant facts are already supplied in the prompt or retrieved context, the issue is not necessarily a knowledge gap. Fine-tuning may make the output pattern more reliable. You still need validation: a tuned model can produce malformed output, and downstream code should not assume that training makes a format infallible.
Fine-tuning is also worth evaluating when task performance is the problem—for example, a recurring summarization or classification workflow—not simply because the source material is large. AWS recommends RAG for question answering over custom documents and describes fine-tuning as useful for additional tasks such as summarization. A combined design can retain retrieval while tuning the generator.

What fine-tuning does not provide
- It does not make facts automatically update when a policy, product detail, or internal document changes.
- It does not inherently attach a source reference to an answer. AWS notes that fine-tuned models do not inherently provide source references.
- It does not remove the need for evaluation. Check the target behavior and look for regressions in other tasks.
- It is not guaranteed to teach factual material reliably just because that material appears in training data. The 2024 knowledge-injection studies found important limits, particularly for factual knowledge.
Fine-tuning therefore makes most sense when you can describe the target behavior clearly, create examples that demonstrate it, and test whether the tuned model improves the actual application. If the real need is current facts, changing parameters is usually a more indirect and harder-to-maintain fix.
Can I use RAG and fine-tuning together?
Yes. A common hybrid keeps RAG as the knowledge layer and fine-tunes the generating model for response behavior. The retrieval component supplies current source material; the tuned model is trained to answer, format, classify, or follow a task routine more consistently.
AWS describes this combination as retaining the RAG architecture while fine-tuning the generating model. This can be appropriate when, for example, a support assistant must answer from current policy documents and always produce a required structured response. The documents remain updateable in the retrieval system, while examples can teach the generator the stable response pattern.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Keep the responsibilities explicit. Put facts that change in the index; put stable behavior requirements in the fine-tuning examples or application policy. If a policy changes both the underlying fact and the required behavior, determine which part belongs in each layer rather than assuming one update fixes both.
Evaluate the end-to-end system after combining the components. A better tuned generator cannot answer from a relevant passage it never receives, and excellent retrieval cannot force a model to follow a format. Compare results at the application level, including retrieval relevance, answer correctness, source handling, and behavioral consistency. Research comparing RAG and fine-tuning strategies also warns against treating “hybrid” as one fixed recipe: Lawton, Samuel, Kumar, and Liu’s 2025 EMNLP Findings paper reported about equal exact-match and F1 improvements across independent, joint, and two-phase RAG fine-tuning strategies, but significantly different computational costs.
How do RAG and fine-tuning compare in practice?
The differences that matter most are updateability, traceability, behavioral control, and the work required to operate and evaluate each system. Neither approach wins every category for every application.

| Decision factor | RAG | Fine-tuning |
|---|---|---|
| What changes? | Information supplied at answer time through retrieval and context. | Model parameters, using training examples. |
| Best fit | Private, changing, or source-cited knowledge; question answering over custom documents. | Stable behavior, style, format, task execution, or performance supported by examples. |
| Knowledge freshness | Can reflect newly indexed documents; AWS says RAG can incorporate latest documents in minutes, subject to the actual ingestion and application workflow. | Does not automatically refresh when source facts change; a new training process may be needed, and factual learning is not dependable as a document-maintenance strategy. |
| Source traceability | Can provide references to retrieved information; AWS identifies source references as a RAG capability. | Does not inherently provide source references, according to AWS. |
| Behavior and style control | Can include instructions or examples in context, but relies on the model following them for each request. | Directly targets more consistent behavior, style, format, or task performance through parameter updates. |
| Data needed | A usable corpus, preparation and chunking, an index, retrieval configuration, and application integration. | High-quality examples of the desired behavior and a training/evaluation workflow. |
| Update workflow | Ingest or re-index changed sources and verify retrieval. | Prepare examples, train or update the model, then evaluate for improvement and regressions. |
| Latency | Adds retrieval and context assembly before generation; the actual effect depends on the implementation. | No retrieval step is inherently required, though latency depends on the model and serving setup. |
| Cost and effort | Requires engineering for ingestion, chunking, metadata, retrieval, reranking, context assembly, permissions, and evaluation. | Requires example preparation, training resources, specialized expertise in some cases, and evaluation. AWS says fine-tuning can take hours to days. |
| Privacy and access control | Can retrieve from separate collections, but the application must enforce the right permissions at retrieval time. | Training changes parameters; it is not a per-user document permission system. |
| Hallucination and failure risks | Can fail when retrieval returns irrelevant or incomplete context, or when generation misuses it. | May fail to learn facts reliably; AWS also notes increased hallucination risk can accompany fine-tuning. |
| Evaluation burden | Test retrieval and answer quality; a final answer alone may not reveal whether the retrieval stage failed. | Test target behavior and check for regressions beyond the training examples. |
| Reversibility | Changing indexed content or retrieval configuration can adjust what is supplied, though application changes still need testing. | Requires managing and evaluating model versions; parameter updates are not equivalent to changing one document in a knowledge base. |
Some comparisons are implementation-dependent. In particular, there is no universal cost or latency winner: a RAG design has ongoing retrieval and indexing work, while fine-tuning has training and example-preparation costs. AWS’s hours-to-days estimate refers to fine-tuning, not every training run or end-to-end project; the time and expense for a given application depend on its model, data, infrastructure, and workflow. Compare measured operating costs and quality on your workload rather than extrapolating a general claim into a budget.
What makes a RAG system work well?
RAG is not simply “put documents in a vector database.” Its answer quality depends on the full path from source preparation to model response. A document can be present in an index and still be effectively unavailable if it is split badly, poorly matched to the query, excluded by permissions, or omitted from the final context.
Build and test the retrieval path
- Prepare and chunk the source data. Preserve useful document structure and make chunks that contain enough context to be meaningful. Microsoft identifies data preparation and chunking as steps in a typical RAG workflow.
- Index content with useful metadata. Include information that helps select the relevant source and apply the application’s access rules. Microsoft gives Azure AI Search as an example of an index; the architecture need not use that particular service.
- Retrieve candidates for real questions. Check whether the retrieved passages actually support an answer, not merely whether they share words with the query.
- Rerank and assemble context where needed. The chosen passages must be relevant and fit the context available to the generator. A long list of weak passages can crowd out the evidence that matters.
- Evaluate the generated answer and its source handling. Verify factual support, completeness, and whether citations or references point to the material used.
- Test permissions and updates. Confirm that users retrieve only authorized material and that changed documents become searchable through the intended ingestion process.
Chunking, reranking, context limits, permissions, and evaluation are not peripheral tuning knobs: they determine whether the RAG system retrieves the right evidence and whether the model can use it. If the answer is wrong, inspect the retrieved context before changing the model. If the necessary passage is absent, address ingestion or retrieval; if the passage is present but ignored or mishandled, investigate generation behavior and prompting, then assess whether fine-tuning is justified.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Which is cheaper: RAG or fine-tuning?
There is no universal cheaper option. RAG avoids a fine-tuning run but requires a maintained retrieval pipeline; fine-tuning spends effort on examples and training, and the tuned model still needs to be served and evaluated. A hybrid adds both sets of responsibilities.
AWS says fine-tuning can take hours to days and may require specialized expertise. Its guidance also says RAG can incorporate the latest documents in minutes. Those are broad descriptions from AWS Prescriptive Guidance, not quoted prices or guaranteed timelines for a specific project. They do not account for the full work of preparing data, building integration, securing access, validating quality, or maintaining production systems.
For a useful comparison, estimate costs against the same workload and quality target. Include document ingestion and updates, indexing and retrieval, inference, training and retraining, engineering and evaluation time, and the cost of errors that matter to the business. A lower infrastructure bill is not a savings if the system cannot provide reliable answers or requires extensive manual correction.

What do the studies say about RAG versus fine-tuning?
Published comparisons generally support using retrieval for changing or long-tail factual knowledge, but they do not establish a universal winner. Models, datasets, retrieval systems, and task definitions differ, so apply the findings to the type of failure being solved rather than treating any paper as a guarantee for a particular deployment.
- Knowledge injection, 2024: Ovadia, Brief, Mishaeli, and Elisha’s EMNLP paper, “Fine-Tuning or Retrieval? Comparing Knowledge Injection in LLMs,” found that RAG consistently outperformed unsupervised fine-tuning across the knowledge-intensive tasks they evaluated. They reported difficulty teaching models new facts through unsupervised fine-tuning, while repeated variations of facts helped.
- Long-tail factual knowledge, 2024: Soudani, Kanoulas, and Hasibi evaluated 12 language models and found that RAG surpassed fine-tuning by a large margin for the least-popular factual knowledge. They also reported that fine-tuning can help small models but requires extensive resources.
- RAG fine-tuning strategies, 2025: Lawton, Samuel, Kumar, and Liu compared independent, joint, and two-phase RAG fine-tuning strategies in EMNLP Findings. They reported about equal exact-match and F1 improvements across those strategies, alongside significantly different computational costs.
- Temporally novel, multi-hop questions, 2026: An ACL study used more than 10,000 questions derived from 2024 Wikipedia events. It reported substantial RAG gains for temporally novel information, while supervised fine-tuning achieved the highest overall accuracy in that experimental setup.
The 2026 finding is a useful caution against reducing the evidence to “RAG always wins.” RAG’s advantage for temporal novelty and fine-tuning’s top overall accuracy in that study concern different measurements within one experimental setting. Your own evaluation should reflect whether the priority is fresh facts, overall task accuracy, citations, format compliance, or another operational requirement.
How should I evaluate the choice before deploying it?
Make a small, representative test set and score the failure you intend to fix. A before-and-after comparison is meaningful only if it checks the same inputs, required sources, output constraints, and quality criteria.

- Test the combined system if both gaps remain. Measure the complete request path so that a gain in one component does not conceal a failure in another.
- Choose based on the deployment requirement. Weigh accuracy and consistency alongside freshness, traceability, permissions, update effort, training effort, and runtime needs.
This evaluation prevents a common category error: trying to teach the model a fact when the application needs a maintained source, or building a retrieval system when the real problem is that the model cannot reliably follow a stable output routine.
Frequently Asked Questions
Does fine-tuning teach a model new facts?
It can influence factual-task performance, but it is not a dependable way to maintain a current document corpus. The 2024 knowledge-injection study by Ovadia and colleagues found that unsupervised fine-tuning struggled to teach new factual information in the evaluated tasks; that result should not be mistaken for a claim that fine-tuning has no effect on any knowledge-related task.
Does RAG guarantee accurate answers or citations?
No. Retrieval can return incomplete or irrelevant passages, and a generator can still misread or overstate what they say. A system must be evaluated for whether its answer is supported and whether any displayed source reference actually backs the claim.
Can a small model benefit from fine-tuning?
Soudani, Kanoulas, and Hasibi reported in their 2024 evaluation that fine-tuning can help small models, while also requiring extensive resources. Whether that trade-off is worthwhile depends on the task and should be checked on the intended workload.

Which should I choose if my company needs answers from confidential documents?
RAG is generally the more direct design because the application can retrieve from an authorized knowledge source at request time. The system must enforce permissions during retrieval and avoid placing sensitive content in contexts accessible to the wrong user.
