Change.org’s in-platform AI writing tool changed how petitions were written, but a large study did not find that access to the tool improved the outcomes it measured. Researchers analyzed 1.5 million petitions; Cornell’s account says AI-assisted petitions became longer and more linguistically homogeneous, while the share reaching one comment within 30 days fell by around 5% relative to the pre-AI baseline. That figure is a relative change in one measure—not a five-percentage-point drop in all petition success.

What did the study find about Change.org’s AI petition tool?

The study found a gap between how petitions looked and how they performed on the measured outcomes: access to the tool changed petition language, but did not improve petition outcomes. Its finding concerns a real feature on Change.org, not a laboratory test of generic AI writing software.

The PubMed-indexed abstract reports an analysis of 1.5 million petitions and concludes that in-platform AI access substantially changed lexical features and increased petition homogeneity, without improving outcomes. Cornell University’s 2026 account explains the language changes and the measures of effectiveness. The result is useful because it separates a visible change—more polished or more uniform wording—from the harder question of whether petitions achieved more engagement.

That distinction answers a common question: did adding an AI writing option make petitions more effective? By the outcomes measured in this study, no. A shift in vocabulary, sentence style, or length is evidence that the tool affected text; it is not evidence that more people engaged with a petition or that a campaign had greater civic impact.

How did researchers study the rollout?

The researchers used a difference-in-differences design, taking advantage of the feature’s staggered rollout across English-speaking countries. In practical terms, the rollout created a period in which some countries had access to the AI tool while others had not yet received it, allowing researchers to compare changes over time rather than simply compare all petitions before and after one date.

Cornell reports that the rollout ran from October 2 through December 15, 2023. The tool arrived first in the United States, Great Britain, and Canada, then in Australia 11 weeks later. Cornell says petition style and outcomes followed similar trends in these countries before the tool arrived, a condition that informed the researchers’ natural-experiment approach. The staggered timing matters because it gave the researchers a comparison window: the analysis could account for the fact that petition patterns may change over time even without a new writing feature.

The study also included a separate analysis of repeat petition writers who had written petitions both before and after the tool’s introduction. The abstract says that analysis produced results consistent with the platform-level finding. Looking at repeat writers provides another perspective on the platform-wide result, rather than relying only on differences among petitions created by different people at different times. The available abstract and Cornell account do not provide every model, sampling, robustness, or subgroup detail.

One important distinction is that the study estimates the effect of access to the platform feature. The available descriptions do not establish the exact adoption rate or identify how often creators chose to use the assistant. Therefore, the result should not be read as a controlled comparison of every AI-written petition with every human-written petition. It is also not a test of a particular commercial AI model or a general verdict on all writing assistants.

What changed in petition language?

AI-assisted petitions were longer and used more complicated and varied words, according to Cornell’s account. The analysis considered lexical diversity—the relationship between unique words and total words—as well as readability measures such as words per sentence and syllables per word. It also considered petition length, including titles.

At the same time, the writing became more homogeneous: petitions increasingly shared linguistic patterns. Cornell reports that titles leaned toward a narrower set of formal action verbs, including “implement,” “mandate” and “urge.” Study author Isabel Corpus described this shift to Cornell: “Petitions started calling for people to ‘implement,’ ‘mandate’ or ‘urge,’ whereas before we rarely saw that these words were used.”

These findings are not contradictory. A petition can use a longer or more varied vocabulary while many petitions, taken together, begin to resemble one another in their choice of words and structure. The study examined multiple dimensions of language, rather than treating “more words” or “more complex words” as a single measure of quality. In particular, title wording could converge on common formal verbs even as the full petition texts grew longer and showed changes in lexical features.

Homogeneity does not mean every petition became identical, nor does length or vocabulary alone establish whether a petition is clear, persuasive, or representative of its creator’s experience. The reported finding is about patterns across petition text. A longer draft with more complex language can still communicate a request effectively—or obscure it. The study’s text measures should not be treated as a score of individual petition quality.

Did the AI tool make petitions more effective?

No improvement was found in the measured outcomes. Cornell describes two effectiveness measures: whether a petition received at least one comment within 30 days, and whether it had reached 10 signatures by the time researchers collected the data.

Cornell reports that the share reaching one comment within 30 days decreased by around 5% relative to the pre-AI baseline. This is a relative decrease in the share meeting that particular threshold, not a decline of five percentage points and not evidence that every measure of petition success fell by that amount. The study’s broader result was that outcomes did not improve compared with pre-AI levels.

The distinction between a relative change and a percentage-point change is important. A relative decrease compares the change with the earlier baseline share; a five-percentage-point decline would mean subtracting five points directly from that share. Cornell’s account describes the former, so it would be misleading to restate the finding as a five-point drop or as “petition success fell by 5%” without specifying the comment measure and comparison.

The 10-signature measure is distinct from the comment measure: it records whether a petition had crossed a signature threshold by the data-collection point, rather than whether it drew a comment within a fixed 30-day window. The reported findings do not support converting either metric into a claim about whether a campaign changed a decision, reached its intended audience, or produced a policy outcome. They are indicators of early engagement, not a comprehensive definition of success.

Mor Naaman, Don and Mibs Follett Professor of Information Science, told Cornell that AI-enhanced petitions “had the markers of what was successful in the past.” The contrast is instructive: text can acquire features associated with past successful petitions without producing better results in the new period. A resemblance to earlier high-performing writing is not itself proof that a new petition will perform better.

Why can more polished writing fail to improve results?

The study establishes that language changed and that measured outcomes did not improve; it does not establish a single reason for that gap. The findings therefore do not show that longer wording, formal verbs, or AI assistance caused weaker engagement. They do show why it is important not to use stylistic polish as a substitute for evidence of effectiveness.

A petition’s text is only one part of its context. The available study descriptions do not quantify other influences or explain the result for individual petitions. Consequently, readers should avoid inferring that a creator’s personal story, issue, audience, timing, or promotion mattered more or less than the wording. The supported conclusion is narrower: during this Change.org rollout, changes in language were not accompanied by gains in the outcomes the researchers measured.

This boundary also helps put the comparison in perspective. The study’s text findings concern length, lexical features, and homogeneity; its outcome findings concern comments and signatures. Those are different axes. Longer writing or a more formal title may be noticeable to a reader, but neither should be mistaken for an increase in comments, signatures, or a broader civic result.

What does Change.org’s writing assistant do now?

Change.org’s help page describes AI assistance as the default option during petition creation, while allowing creators to write manually instead. The tool offers title and content suggestions based on the creator’s description. The platform’s guide says the assistant uses the issue, specific ask, and personal story to generate an editable draft.

Creators do not have to keep the first generated version: Change.org says they may revise it or write the petition themselves. Its help page also says a petition can be edited after publication, while warning that completely changing it in a way that misleads supporters may lead to removal. That is a practical distinction for anyone considering an AI draft: the platform describes the text as editable, but changes should not misrepresent what supporters agreed to back.

That is Change.org’s description of how its feature works, not independent evidence that the assistant increases engagement. The platform’s product guidance and the study answer different questions: the platform explains what information the assistant uses and what it can generate, while the study measures what happened to petition text and selected outcomes during its rollout.

What should petition writers and platform designers take from the result?

For a creator, the study is not a reason to reject all AI assistance; it is a reason to judge a draft by whether it states a specific ask in a voice that accurately represents the cause, rather than by length or formal-sounding vocabulary. Since the study does not identify individual-category effects or establish that every use of AI has the same result, it cannot predict whether a particular creator’s petition will gain more attention.

A practical way to assess a draft is to separate its wording from its purpose: does the title make the requested action clear, and does the body accurately express the issue, ask, and personal story the creator intends to share? These are editorial checks, not effects that the study proves will raise signature or comment totals. The evidence supports caution about assuming that more elaborate language is automatically more persuasive.

For platforms, the finding highlights that a writing tool can standardize language without improving measured performance. If a platform wants to claim that an assistant helps petitions succeed, text changes alone are insufficient evidence; it would need to demonstrate improvement in outcomes relevant to that claim. The Change.org study’s metrics were early engagement thresholds, not a complete measure of civic impact.

The boundary of the evidence matters. These results concern Change.org’s in-platform feature and the outcomes measured around its 2023 rollout. They do not establish that every AI writing tool, petition site, or advocacy campaign will produce the same text changes or results. Nor do the PubMed-indexed abstract and Cornell University’s 2026 account identify the generation model, the tool’s adoption rate, or effects for particular petition categories. Those details should not be filled in by assumption.

Frequently Asked Questions

Does the Change.org study prove AI petitions cannot change policy?

No. Its reported outcome measures were comments and signatures, not legislative decisions or policy changes. The study therefore cannot establish whether an AI-assisted campaign did or did not influence a decision-maker.

What does the reported 5% decrease mean?

Cornell’s account describes an around 5% relative decrease, compared with the pre-AI baseline, in the share of petitions reaching one comment within 30 days. It is not a five-percentage-point decline and does not describe every form of petition success.

What writing features changed after the tool was introduced?

Cornell reports that AI-assisted petitions were longer and used more complicated and varied words, while petition language became more homogeneous. Titles also used formal action verbs such as “implement,” “mandate” and “urge” more often.

Was the AI writing tool mandatory?

No. Change.org describes AI assistance as the default during petition creation, but says creators can choose to write manually and can revise the generated draft.

Did the study test every AI writing assistant or petition platform?

No. It examined Change.org’s in-platform feature during its rollout. Its findings do not establish that other tools, platforms, or advocacy campaigns will have the same effects.

The Bottom Line

Bottom line: Change.org’s AI assistant changed petition wording and made it more uniform, but the study found no improvement in measured outcomes. Cornell reported an around 5% relative decrease in the share receiving a comment within 30 days; that is one engagement measure, not a verdict on every petition’s impact.
