Usually, your ISP can see that your device is connected to a VPN server, but it cannot read the contents of traffic that is correctly encrypted and routed through the VPN. Your ISP still carries the connection and can observe connection details; the VPN provider becomes the intermediary you need to trust. The answer changes if the VPN is disconnected, misconfigured, or not routing some of your traffic.

What can your ISP see while your VPN is working?

Your ISP remains between your device and the internet. With a functioning VPN, it can see the encrypted connection from your device to the VPN server and network-level details such as when that connection is active and how much data passes through it. It cannot read the contents of traffic inside the encrypted tunnel.

The Electronic Frontier Foundation (EFF) explains that someone monitoring a local network can see that you are connected to a VPN and identify the VPN provider, but not see which websites you visit through the tunnel: What Should I Know About Encryption? This does not mean a VPN hides every piece of metadata or makes you anonymous.

What does “see what you do online” mean?

It helps to distinguish the destination or domain, the contents of a page, and the connection metadata. Those are different kinds of information, and a VPN affects them differently depending on whether traffic is actually passing through its tunnel.

Connection to a VPN server The ISP can see the connection and its network-level details. Not applicable while the VPN is off.
Websites or domains visited The ISP generally cannot see the destinations carried inside the encrypted tunnel. The ISP may be able to see domains through DNS requests or other network signals, depending on the setup.
Page content Hidden from the ISP inside the VPN tunnel. HTTPS encrypts web content, but does not itself hide every destination signal from network observers.

How the picture changes without a VPN

Without a VPN, DNS requests can reveal domain names to parties along the network path if those requests are sent in plaintext. Cloudflare notes that most devices use an ISP-provided DNS resolver by default, and that plaintext DNS can expose the sites a user looks up: What is a VPN? A domain signal does not necessarily reveal the full content of an HTTPS session.

HTTPS and a VPN protect different parts of the connection. HTTPS encrypts the web content and URL path between your browser and a website, but a network observer may still see the domain. For example, an observer might see https://ssd.eff.org without seeing the specific page path or its contents. A VPN encrypts the path from your device to the VPN server; after traffic exits that server, the VPN provider is positioned to handle it.

A 2021 FTC staff report examined the privacy practices of six major U.S. internet service providers. It found that several of the providers studied collected and used consumers’ IP addresses and browser URLs, and that providers used traffic-volume and session-detail records for purposes including metering, billing, and data-cap management. Those findings describe the providers in that study, not every ISP: What ISPs Know About You: Examining the Privacy Practices of Six Major Internet Service Providers.

What a VPN changes—and who you trust instead

A VPN changes which intermediary is positioned to observe traffic. Your ISP can see the tunnel to the VPN server; the VPN provider is positioned to handle traffic after it exits that tunnel. The EFF describes this as shifting trust from your ISP to the VPN provider, so the provider’s practices matter: EFF’s encryption guide.

A VPN does not guarantee anonymity. The EFF and Cloudflare describe what a correctly functioning encrypted tunnel hides from the ISP, not a promise that no one can identify or track you. Other services and account activity may still identify you, and the VPN provider’s own handling of data matters.

When VPN protection may not cover all your traffic

Protection depends on the VPN being connected and routing the traffic in question. The Federal Trade Commission cautions that VPN apps vary: some may fail to encrypt traffic or may encrypt only some traffic. Its guidance is to research the app, review requested permissions, and read its terms and privacy policy: Are VPN Apps Safe to Use?

  • The VPN is disconnected: traffic no longer routed through the tunnel may be visible to the ISP according to the protections available on that connection.
  • The app routes only some traffic: connections outside the tunnel do not receive the tunnel’s protection from the ISP.
  • The app or setup does not encrypt correctly: do not assume all traffic is protected merely because a VPN app is installed or displays a connection status.

Check the VPN app’s connection status and settings, and consult its documentation to understand whether it routes all device traffic. Evaluate its privacy policy and permissions rather than relying only on the provider’s own privacy claims.
