Not yet. A free label says nothing about whether pull-request review is included, who pays for it, where your code is processed, or how often it misses real defects. Trust a server-side AI reviewer only after a controlled test: freeze a set of seeded bugs and clean changes, record the exact product surface and account settings, score true and false findings, verify every suggested fix, and document data handling. No independent accuracy score is established for the products discussed here, so any percentage you publish must come from your own reproducible run.
What does “free AI code review” actually include?
“Free” can mean a permanently free open-source tier, a time-limited trial, an organization-paid feature, or merely free code completion. Confirm the pull-request review entitlement on the exact account and interface you will test before sending source code.
| Service or surface | What the published documentation establishes | What you must verify for your run |
|---|---|---|
| GitHub Copilot code review | GitHub documents pull-request review on GitHub.com, the CLI, mobile, several IDEs, and an Azure DevOps public preview. The feature is documented as available on paid Copilot plans. An organization may allow unlicensed members only after enabling paid AI-credit usage and the policy that permits those users; that policy is disabled by default, and unlicensed access is not available in IDEs. Read the current GitHub documentation. | Plan name, organization policy, whether credits are charged, interface, model, and feature date. Do not call an organization-billed review “free” to the individual without naming who pays. |
| Copilot Free | The product page lists 2,000 monthly code completions and a limited monthly AI-credit allowance. It does not establish that personal Copilot Free includes pull-request code review. Check the current plan page. | Whether review is enabled for your account, not just completion. Record any credit meter and the date it resets. |
| CodeRabbit | Its FAQ says pull-request and IDE reviews are always free for open-source projects and describes a free 14-day Team trial without a credit card. These are vendor statements. Review the FAQ and your account terms. | Repository visibility, trial end date, seat or usage limits, and whether caching is enabled. |
| Copilot code review for Azure Repos | Microsoft labels the feature limited preview. Azure Repos usage does not use credits bought with a GitHub Copilot subscription, and preview terms can change. See Microsoft’s preview FAQ. | Preview enrollment, billing arrangement, supported project, processing geography, and any changed terms on the run date. |
GitHub’s description—“Copilot reviews your pull requests, identifies issues, and suggests fixes you can apply in a couple of clicks”—describes capability, not an accuracy guarantee. Treat every vendor capability, retention, or efficacy statement as a claim to verify in your configuration.

Is server-side AI code review safe for private code?
Safety depends on the plan, settings, contract, and review surface, not on the word “AI” or “free.” A server-side review sends some combination of the diff, surrounding files, repository metadata, prompts, and tool output to a service, so test with material you are authorized to submit.

GitHub individual-plan data use
GitHub announced that, beginning April 24, 2026, interaction data from Copilot Free, Pro, and Pro+ users—including inputs, outputs, code snippets, and associated context—may be used to train and improve models unless the user opts out. Business and Enterprise users are not affected by that announcement. Confirm the current opt-out control and policy text immediately before your test because settings and terms can change. Read the policy announcement.
CodeRabbit retention and caching
CodeRabbit’s FAQ says source code is not retained after a review except when review caching is enabled. It describes cached data as encrypted, used to speed later reviews, excluded from training, and automatically expiring. Those are vendor statements: capture the setting you used, the account terms in force, and the date in your test log rather than generalizing them to every deployment.
Azure Repos processing location
Microsoft says an Azure DevOps organization’s geography does not necessarily determine where an Azure Repos review is processed; an EU organization could have processing in another geography, such as the United States. If residency or contractual controls matter, obtain the applicable terms and record the observed or documented location. The preview page does not publish a separate feature-specific retention schedule.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesMinimum protection rules
- Use synthetic code, a public mirror, or a scrubbed internal fixture unless your security and legal owners approve real private code.
- Remove credentials, tokens, customer data, proprietary algorithms, and exploitable production details from fixtures.
- Record the exact data submitted, enabled integrations, retention or cache setting, account category, and region statements.
- Revoke temporary credentials and delete the test repository and artifacts when the experiment ends.
How do I design a reproducible test set?
Build a fixed corpus containing known defects and intentionally clean controls, then run the same commits and instructions through each candidate. Free-form “try it on a bug” testing cannot reveal misses or false alarms.

1. Define the test subject
Write down the product name, review interface (for example, hosted pull request versus IDE), account or organization type, feature version or date, model if selectable, billing path, and every relevant policy toggle. State whether access is a free tier, a trial, or usage paid by an organization. A second run is comparable only when these variables are unchanged or explicitly varied.
2. Assemble seeded defects
Create small changes with defects that reviewers can safely reproduce, such as an authorization check omitted on one path, an unchecked error that can corrupt state, an injection-prone query construction, a race in shared-state handling, or a test that asserts the wrong condition. Keep each defect isolated where possible and write an oracle describing the expected issue, affected lines, severity, and a safe remediation. Do not seed a live exploit into a publicly reachable service.
3. Add clean controls
Include changes that are deliberately correct but realistic: refactors preserving behavior, documentation updates, dependency-safe renames, and tests with adequate assertions. Clean controls expose reviewers that comment on every change regardless of risk. Keep the language, repository conventions, file count, and change size representative of the work you actually review.

4. Freeze context and size
Tag the exact base commit, branch, diff, repository history depth, language versions, and configuration files. Record additions, deletions, and total files. Microsoft notes that token use in the Azure Repos preview varies with repository size, change size, and complexity, so those dimensions belong in your log and in comparisons.

What should I measure in an AI code-review score?
Count correct detections, incorrect warnings, and missed seeded defects separately. Add actionability and fix quality; a technically true but unusable comment should not receive the same score as a precise, verifiable finding.
| Measure | Definition | How to record it |
|---|---|---|
| True positive (TP) | A finding identifies a seeded defect that is present and points to the relevant cause. | Link to the oracle and mark severity confirmed by a human reviewer. |
| False positive (FP) | A finding claims a problem that is not present, including warnings on clean controls. | Keep the full comment and explain why it is incorrect or irrelevant. |
| False negative (FN) | A seeded defect receives no valid finding. | List the missed oracle even when the tool produced unrelated comments. |
| Precision | TP / (TP + FP), the share of counted findings that were correct. |
Publish the denominator and whether duplicate comments were merged. |
| Recall | TP / (TP + FN), the share of seeded defects detected. |
Define which defects were in scope and how partial detections were treated. |
| Actionability | Whether a maintainer can reproduce the issue and take a concrete next step. | Use a stated rubric, such as actionable, partially actionable, or not actionable. |
| Fix correctness | Whether a proposed patch removes the defect without introducing a regression. | Apply in an isolated branch, run tests, and have a human inspect the diff. |
Do not collapse these measures into an undefined “accuracy” percentage. Report raw counts per change, severity-weighted results only if your weighting rule is published, and confidence intervals only when your sample design supports them. The available product documentation supplies no independent benchmark for these tools.
How do I run the server-side pull-request experiment?
Use the same commits, review instructions, and scoring rubric for every run. The following sequence works for a hosted Git repository or an Azure Repos preview project.
- Create an isolated repository. Initialize a private test project or approved public fixture. Add the frozen base commit and a manifest that maps each change to its expected findings. Never include secrets.
- Prepare one branch per case. Apply a single seeded defect or clean control to the same base. Tag each branch with an opaque case ID so reviewers can score without seeing your expected answer.
- Confirm entitlement and settings. Capture screenshots or exported policy values for plan, license, AI-credit authorization, opt-out state, cache setting, integrations, and model. Note the UTC run date and interface.
- Open the pull request. Use a fixed title and description that state the review instruction, language, and whether tests were run. Do not add hints that reveal the seeded defect.
- Wait for completion without editing. Save every comment, suggested patch, status check, token or credit notice, and timestamp. If the service retries or truncates a review, mark the case invalid and rerun under a documented rule.
- Score blind where practical. Have a maintainer compare comments with the oracle, classify TP/FP/FN, rate severity and actionability, and record duplicate or contradictory findings.
- Verify proposed fixes. Apply suggestions only in a throwaway branch, run the project’s tests and static checks, inspect the resulting diff, and reject patches that merely silence a warning.
- Repeat for stability. If the service is nondeterministic, run each case more than once and report every run, not only the best result. Keep model, prompt, repository state, and settings constant.
- Close and clean up. Remove test branches, revoke credentials, export the result ledger, and document deletion or retention behavior promised by the service.
How should I interpret the result before trusting the reviewer?
Use the score as evidence for a narrowly defined workflow, not as a universal security approval. A reviewer that catches high-severity authorization defects but produces many low-value warnings may need a maintainer-only role; one that misses a seeded critical defect should not gate merges for that class of change.

- Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft
- Set a written go/no-go rule before looking at results, such as requiring every critical seeded issue to be detected and no unreviewed auto-merge.
- Separate security, correctness, performance, and style findings; combining them hides meaningful misses.
- Inspect latency, credit consumption, and failure rate alongside quality. A high recall that exhausts a limited allowance may not fit your workflow.
- Compare surfaces separately. A hosted pull-request review and an IDE assistant can use different models, permissions, billing, and data paths.
- Re-test after model, policy, repository, or product changes. A score is time-stamped evidence, not a permanent certification.
What product-specific caveats affect a fair comparison?
GitHub Copilot
Do not infer pull-request access from the 2,000 monthly Copilot Free code-completion allowance. For organizations, document whether unlicensed members are authorized to consume paid AI credits; the review entitlement and IDE availability differ from licensed access. Record the individual-plan interaction-data opt-out if you use Free, Pro, or Pro+.
CodeRabbit
Keep open-source access and the 14-day Team trial as separate test conditions. If caching is on, record it because the vendor describes different retention behavior for cached reviews. Treat its statement that feedback complements human review as a workflow principle, not as measured proof of accuracy.
Azure Repos preview
Label the run “limited preview,” record enrollment and billing, and do not assume GitHub Copilot credits apply. Capture the organization geography and the documented warning that processing may occur elsewhere; preview behavior and terms may change.

- Changing the diff between tools: regenerate every pull request from the same tagged base and case branch.
- Leaking the answer: remove issue names from titles, comments, filenames, and prompts.
- Counting prose as detection: require a reproducible explanation tied to the defect, not a vague security suggestion.
- Accepting patches automatically: a compiling patch can still weaken authorization or alter behavior.
- Ignoring clean controls: without them, false-positive burden is invisible.
- Calling organizational usage free: identify the payer and credit meter in the report.
- Publishing vendor claims as test results: label privacy and feature descriptions as documented statements and keep your observed ledger separate.
- Uploading unsafe material: substitute synthetic fixtures and obtain approval before any private-code run.
What should a transparent report contain?
Publish a method appendix or repository manifest that lets another team reproduce the run without receiving sensitive source. Include:

- 5-in-1 Connectivity: Equipped with a 4K HDMI port, a 5 Gbps USB-C data port, two 5 Gbps USB-A ports, and a USB C 100W PD-IN port. Note: The USB C 100W PD-IN port supports only charging and does not support data transfer devices such as headphones or speakers.
- Powerful Pass-Through Charging: Supports up to 85W pass-through charging so you can power up your laptop while you use the hub. Note: Pass-through charging requires a charger (not included). Note: To achieve full power for iPad, we recommend using a 45W wall charger.
- Transfer Files in Seconds: Move files to and from your laptop at speeds of up to 5 Gbps via the USB-C and USB-A data ports. Note: The USB C 5Gbps Data port does not support video output.
- HD Display: Connect to the HDMI port to stream or mirror content to an external monitor in resolutions of up to 4K@30Hz. Note: The USB-C ports do not support video output.
- What You Get: Anker 332 USB-C Hub (5-in-1), welcome guide, our worry-free 18-month warranty, and friendly customer service.
- Product, surface, account category, plan, model or feature version, and UTC run date.
- Repository language, base commit, case IDs, file and line counts, seeded-defect oracles, and clean-control rationale.
- Review prompt or instructions, enabled integrations, privacy and cache settings, opt-out state, and billing path.
- Raw TP, FP, and FN counts; severity and actionability labels; fix-verification outcomes; retries and invalid runs.
- Processing-location and retention statements that applied at the time, with links to the relevant documentation.
- Limitations, including sample size, nondeterminism, untested languages, and any cases excluded with reasons.
Because no independent run has established a score for these products here, the honest conclusion before your own experiment is “not yet trusted.” Run the protocol, publish the ledger and denominator, and limit any deployment decision to the tested repository, surface, and date.
Frequently Asked Questions
Does Copilot Free’s 2,000 allowance cover pull-request reviews?
The published Copilot Free page describes 2,000 monthly code completions and a limited AI-credit allowance, but it does not establish a pull-request review entitlement. Check the review feature in your account and record the result instead of treating completion limits as review credits.
Can a clean-control change still produce a useful AI-review signal?
Yes. A clean control reveals the reviewer’s noise floor: comments that are technically possible but unsupported by the change. Keep controls similar in size and language to defect cases so their false-positive rate is meaningful.
How many seeded bugs are enough for a first run?
There is no universal minimum; choose enough cases to cover the defect classes and severities your team cares about, then publish the count and denominator. A small pilot can expose setup or privacy problems, but it should not be presented as a general accuracy benchmark.
Should I let an AI reviewer block merges after a successful test?
Only for the narrowly defined conditions you tested, and never without human ownership of the decision. Re-run the experiment after model, policy, repository, or integration changes, and keep critical security checks independent of the AI comments.
