No documented setting in mainstream chatbots flips a model’s underlying political bias or ideology. In ChatGPT, personality and custom instructions can change how an answer is phrased and organized—for example, asking for a neutral tone or arguments from several viewpoints—but they do not change the facts, the model’s training, or the provider’s rules. You can request more balanced coverage and check how consistently a chatbot handles political questions, but you should not treat a settings change as a guarantee of neutrality.
What can a political-bias setting actually change?
A chatbot’s settings may let you influence the way it communicates; that is different from changing the model that generates its answers. A tone preference, custom instruction, or request in a prompt can shape emphasis, structure, and word choice. It cannot be relied on to rewrite the model’s training or the provider’s higher-level instructions.
That distinction matters because an answer can sound more even-handed without becoming more accurate. A neutral tone is not proof that a response has included the most relevant evidence, represented major viewpoints fairly, or avoided factual mistakes. Treat requested neutrality as a useful response format, not a verified property of the model.
Presentation controls
On ChatGPT web, the documented route for a base style or personality choice is Settings > Personalization. OpenAI describes personality as affecting how ChatGPT communicates, not its capabilities. Custom instructions offer a more specific way to say what kind of answer you want, such as a side-by-side comparison or a distinction between facts and value judgments.

Provider-level controls
The provider sets and updates the model’s training, system instructions, and safety policies. A user’s preference is subordinate to those controls. OpenAI’s Model Spec, dated May 8, 2024, says the assistant should not have personal opinions or an agenda to change a user’s perspective. That is provider guidance about intended behavior; it is not a consumer setting that guarantees every response will meet that standard.
How do I ask ChatGPT for a more balanced political answer?
Use custom instructions to describe the answer format you want, rather than telling the chatbot to adopt a permanent ideology. A request for evidence, uncertainty, and clearly separated viewpoints can make it easier to inspect an answer, although it cannot guarantee complete or impartial coverage.
Set a preference in ChatGPT
- Open ChatGPT on the web and go to Settings > Personalization. Menu names and availability may differ by platform, account, region, or product version.
- Choose a base style or personality if you want to adjust the general way ChatGPT communicates. Do not interpret that choice as a political-alignment control.
- Open the custom-instructions controls available in your account and enter a specific request for how you want political or contested subjects handled. The precise interface can change, so use the labels shown in your current account.
- Save the preference, then start a separate conversation with a question that matters to you. Check whether the answer follows the requested structure, and verify important claims against reliable sources.
- If the answer remains one-sided, make the missing requirement explicit in that conversation—for example, ask for a stronger account of a significant opposing argument or for a distinction between established facts and disputed interpretations.

This is a user-authored prompt suggestion, not an OpenAI guarantee or a special feature that changes the model’s ideology. It specifies the kind of answer you want. The provider’s system instructions, safety policies, and model behavior remain in effect.
What can custom instructions not change?
Custom instructions can ask for a different presentation, but they do not give you control over the model’s underlying political behavior or the provider’s policies. They also cannot make an answer automatically complete, factual, or equally strong on every side.
- They do not replace model training. Asking a chatbot to be neutral does not establish that its training or behavior has changed.
- They do not override higher-level rules. A user request cannot waive provider system instructions, safety rules, or refusal policies.
- They do not guarantee a particular answer. A carefully worded preference is a request about response style and emphasis, not a promise that every answer will satisfy it.
- They do not make every political request permissible. OpenAI’s current policy distinguishes broad, non-targeted political discussion, which it allows, from targeted manipulation of political views, which it disallows.
Anthropic describes a similar provider-level approach for Claude. In its November 13, 2025 article, “Measuring political bias in Claude,” Anthropic says Claude’s even-handedness is influenced by a system prompt that Anthropic controls and updates, while cautioning that the method is “not a foolproof method.” The practical point is that a user can request a format or perspective, but does not set all the rules governing political responses.

There is no single, universally accepted measure that can establish whether a chatbot is politically neutral in every conversation. Evaluation results are useful when read with their scope, methods, and source in mind; they do not prove that every model, topic, or answer is unbiased.

In an October 9, 2025 evaluation, OpenAI tested approximately 500 prompts across 100 topics. It measured several behaviors, including user invalidation, user escalation, personal political expression, asymmetric coverage, and political refusals. OpenAI reported that GPT-5 instant and GPT-5 thinking showed about a 30% reduction in measured bias compared with prior models in that evaluation. It also reported moderate bias on emotionally charged prompts.
OpenAI separately estimated that less than 0.01% of responses in a sample of production traffic showed signs of political bias. That is an OpenAI internal estimate for its sampled responses—not a universal guarantee, an independently established rate for every chatbot, or evidence that an individual answer is balanced. The evaluation’s scope was U.S.-English, so it should not be generalized to every language or political context.
These figures show why a single score or settings choice is insufficient for judging a response. The reported behavior varied with the type of prompt, and OpenAI’s measures describe its own evaluation and traffic sample. They are not interchangeable with a guarantee that a model will handle a specific disputed question fairly.

Compare how the chatbot handles the same question when it is phrased neutrally and when it is framed from opposing viewpoints. This will not prove that the model is unbiased, but it can reveal whether wording changes the framing, evidence, or coverage enough to warrant closer checking.

- Write a neutral version of the question. Ask for a defined issue and the relevant evidence without loading the question with a political conclusion.
- Ask for the strongest evidence-backed arguments from significant viewpoints. Ask the chatbot to distinguish factual claims from value judgments and to flag uncertainty.
- Try opposing framings. Ask how proponents and critics would describe the issue, without treating either description as established fact.
- Compare the answers. Look for differences in which facts are included, which viewpoints are treated seriously, whether the same standard of evidence is applied, and whether loaded language appears.
- Check consequential claims independently. Follow citations to the original source when available. A confident tone or a balanced-looking format is not evidence that a claim is correct.
When comparing chatbots, assess more than whether a “neutral” option appears in the settings. Useful questions include whether users can set a style or custom instruction, whether the provider explains its approach to objectivity, whether answers cite sources and express uncertainty, and whether the response remains even-handed when the wording is emotionally charged. The provider’s stated principles and the model’s behavior in a particular conversation are related, but they are not the same thing.

A response can sound slanted even when you have requested neutrality. The wording of the question can affect what the answer addresses, and emotionally charged prompts may be harder for a model to handle consistently. A preference can guide presentation, but it cannot ensure that every topic will receive identical framing or complete coverage.
It also helps to distinguish a political-sounding answer from a factual error. A response might use loaded terms, omit a significant perspective, make an unsupported claim, or present a disputed interpretation as fact. Those are different problems, and identifying which one you see gives you a more useful follow-up than simply asking the chatbot to “be less biased.”
- If the answer uses loaded language, ask it to restate the claim in neutral terms and identify the wording that expresses judgment.
- If it appears to omit a viewpoint, name the missing viewpoint and ask for its strongest evidence-backed case alongside the answer already given.
- If it states a contested claim as settled, ask what evidence supports it, what remains uncertain, and which claims are matters of interpretation.
- If the answer makes a factual claim that matters, verify it from the cited material or another reliable primary source rather than relying on the chatbot’s confidence.
These checks improve the answer’s inspectability. They do not transform an individual user’s instructions into a permanent model change.

Frequently Asked Questions
Can I make a chatbot answer from a conservative or liberal perspective?
You can ask for an explanation of how a particular political perspective might analyze an issue, and you can ask the chatbot to label that perspective rather than present it as neutral fact. Whether a particular request is handled also depends on the provider’s rules and the wording of the prompt.
Does a neutral tone mean an AI answer is politically unbiased?
No. Tone describes how an answer sounds; it does not establish that the evidence is accurate or that significant viewpoints have been represented fairly. Check the claims and framing, especially when the answer could affect an important decision.
Does OpenAI’s political-bias evaluation apply to every country and language?
No. OpenAI described its evaluation as U.S.-English in scope. Its reported findings should not be treated as a measurement of political neutrality in other languages or political contexts.
