Ventoy can boot Windows VHD/VHDX files with its separate VHD boot plugin, but VeraCrypt says it does not support pre-boot authentication for an operating system installed inside a VHD/VHDX, except when using appropriate virtual-machine software. Ventoy is not identified as such an exception. The limitation concerns a Windows system installed in the virtual disk—not every VHD file that happens to contain VeraCrypt-encrypted data.
Why Ventoy’s VHD plugin does not solve VeraCrypt pre-boot authentication
These are two separate capabilities. Ventoy’s Windows VHD boot plugin is intended to start Windows 7 or later from VHD/VHDX files. VeraCrypt system encryption, by contrast, relies on its boot loader to request authentication before Windows starts.
VeraCrypt’s Known Issues and Limitations states: “VeraCrypt does not support pre-boot authentication for operating systems installed within VHD/VHDX files, except when booted using appropriate virtual-machine software such as Microsoft Virtual PC.” The documentation does not name Ventoy as an exception. Applying that limitation to Ventoy’s VHD boot path is based on the two projects’ documented behavior; neither source provides a Ventoy-specific VeraCrypt compatibility test.
So, if your goal is to boot a Windows OS installed inside a VHD/VHDX and see VeraCrypt’s password prompt before Windows starts, do not expect the Ventoy plugin to provide that supported workflow. Repeatedly changing plugin settings is not a documented fix for this VeraCrypt limitation.

What the Ventoy plugin can do
Ventoy documents its plugin for Windows 7 or later VHD/VHDX images, with support for Legacy BIOS and UEFI and for fixed and dynamically expanding virtual disks. The plugin image is distributed separately as ventoy_vhdboot.img. Ventoy’s setup instructions say to create a ventoy directory on the large Ventoy data partition and put the image there—not on the small VTOYEFI partition.
Ventoy also warns that bootmgr versions can cause compatibility issues and offers different plugin image versions to test. Its advice is to confirm that the VHD boots by the traditional method before trying to boot it through Ventoy. That check helps isolate basic VHD or bootmgr problems; it does not establish that VeraCrypt pre-boot authentication will work.

Check which kind of encrypted VHD you have
Windows itself is installed inside the VHD
This is the case covered by VeraCrypt’s stated limitation: the operating system is inside the VHD/VHDX, and you expect VeraCrypt to authenticate before Windows starts. VeraCrypt documents this pre-boot use as unsupported unless the OS is booted using appropriate virtual-machine software. The available documentation does not establish Ventoy as a supported route.
The VHD is data storage inside an already booted system
A VHD file used as ordinary data storage is a different case. The cited limitation is specifically about pre-boot authentication for an operating system installed within a VHD/VHDX. It should not be read as a blanket statement that VeraCrypt cannot be used with any VHD file.

A practical way to narrow down a boot failure
- Test the VHD’s ordinary boot path first. Follow Ventoy’s recommendation and confirm that the image boots by the traditional method. If it does not, resolve that basic boot issue before attributing the failure to Ventoy or VeraCrypt.
- Test Ventoy’s VHD path separately. Use Ventoy’s documented plugin setup on the data partition and check its bootmgr-version guidance if an otherwise conventionally bootable VHD fails. This tests the plugin’s baseline VHD boot compatibility, not VeraCrypt system-encryption support.
- Interpret a missing VeraCrypt prompt cautiously. If Windows fails before a password prompt appears, that symptom is consistent with VeraCrypt’s documented VHD/VHDX pre-boot limitation. It does not identify the cause of a particular machine’s failure by itself.
A Ventoy forum thread includes one user report of failing to reach the VeraCrypt prompt while trying the VHD plugin, but it is anecdotal, not a general compatibility test: Ventoy forum discussion.

VeraCrypt’s current system-encryption support documentation lists Windows 10 version 1809 or later (x64) and Windows 11 (x64). It says Windows ARM64 is supported for non-system volumes only, not system encryption. These operating-system support limits do not override the separate restriction on pre-boot authentication for an OS installed inside a VHD/VHDX. See VeraCrypt system encryption.
