Sometimes an LLM can present a proposal as if it were an accepted standard, but the available evidence does not show that models systematically make this mistake. An IETF Internet-Draft is a changeable working document with no formal status, not an Internet Standard. A model retrieving a draft and repeating its language demonstrates document access, not approval by the IETF or adoption by implementers. The often-repeated “26%” error rate comes from an unverified secondary summary rather than a checkable primary benchmark.

This distinction matters whenever generated code, interoperability advice, security guidance, or compliance decisions depend on a proposal’s status. The reliable fix is procedural: identify the standards body, check its authoritative registry, distinguish the document’s publication from its approval state, and require the model to cite that status evidence separately from the proposal text.

Are IETF Internet-Drafts official standards?

No. RFC 2026, The Internet Standards Process—Revision 3, describes Internet-Drafts as working documents with no formal status. Its section 2.2 says: “Internet-Drafts have no formal status, and are subject to change or removal at any time.” An Internet-Draft can therefore be revised, allowed to expire, withdrawn, replaced, or abandoned without becoming a standard.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The IETF Datatracker makes the same point for individual submissions. Its status banner for draft-reilly-aimed-eval-01 says: “This I-D is not endorsed by the IETF and has no formal standing in the IETF standards process.” The fact that a draft appears in an official directory means that the document was submitted to that directory; it does not mean the IETF approved its technical content.

“Proposed Standard” is a defined maturity level in the standards track, not a synonym for “proposal” or “Internet-Draft.” A specification needs the required standards-process action, including a specific IESG action, before it enters that level. The word draft in a filename or title cannot establish that action.

What a reader sees What it establishes What it does not establish
An Internet-Draft in the IETF Datatracker A submitted working document is available for inspection IETF endorsement, adoption, implementation requirements, or permanence
The phrase “Proposed Standard” A named standards-track maturity level That every proposal or draft has reached that level
An RFC publication The text was published in the RFC series That it is automatically a standards-track Internet Standard

RFC 2026 was published in October 1996 as RFC 2026/BCP 9 by Scott Bradner. The RFC Editor record lists later updates, so it is best treated as the foundational process document for the distinctions quoted here. For a current status decision, consult the present registry and process documents for the relevant standards body rather than relying on a historical summary.

What evidence shows that LLMs confuse dead proposals with standards?

The strongest primary record available here does not demonstrate that broad claim. It records a narrow observation involving one newly submitted Internet-Draft and one major search-integrated AI system. The draft’s author reports that the system could retrieve the document and reproduce its self-description. That is a retrieval observation, not a test of whether the system classified an expired or withdrawn proposal as an adopted standard.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The evaluation was observational, used one system, had no no-block control, and was scored by the author of the documents under test. The author explicitly separates two questions: whether a system retrieved and propagated text, and whether an embedded directive changed the system’s behavior. As the draft puts it, “Only the second is evidence that an AIMED block did anything.” That sentence describes the author’s evaluation design; it is not an IETF policy or consensus position.

The same document says the result does not establish generalization across AI systems because one system was tested. It also says that no cold-session testing was performed, so the observation cannot establish persistence in a training corpus. Those qualifications sharply limit what can be inferred about LLMs in general.

A search-result summary dated October 11, 2026, reports an eight-model benchmark in which 26% of answers called non-shipped proposals real. The accessible summary does not provide the original study, proposal set, model versions, prompts, scoring rules, or a primary publication. Consequently, 26% is an unverified secondary claim, not a validated error rate. It should not be used as a headline statistic or as evidence that a particular model is unreliable.

Why can retrieval make a proposal look authoritative?

Language models often receive a document’s wording without receiving a reliable signal about its institutional status. Search and retrieval systems may rank a detailed draft highly because it contains precise terminology, examples, and implementation instructions. The generated answer can then repeat that polished language while omitting the small status banner, an expiration date, or a separate adoption record.

This creates three different propositions that must not be collapsed:

  • Existence: the document can be found and quoted.
  • Content: the model can summarize what the document proposes.
  • Authority: a standards body has accepted, adopted, or required the proposal.

Evidence for the first two propositions is not evidence for the third. A draft can be accurately quoted and still be obsolete, superseded, withdrawn, or merely an individual submission. Conversely, a model can identify the right current standard but cite an older draft for historical context. Status is an independent fact that needs its own verification.

How do you verify whether a proposal is actually adopted?

Use a registry-first workflow instead of trusting the model’s wording. The following procedure works for an IETF document and can be adapted to another standards organization.

  1. Capture the exact identifier. Record the full document name, revision number, title, author, and publication date. A bare phrase such as “the new protocol draft” is not enough to disambiguate revisions.
  2. Open the standards body’s authoritative record. For IETF material, use the Datatracker record associated with the draft. Read the status banner, stream or working-group information, and lifecycle notices rather than only the abstract.
  3. Check lifecycle state and dates. Look for expiration, withdrawal, replacement, or adoption information. A document’s age is not a status judgment by itself, but an old revision without a current record deserves additional scrutiny.
  4. Separate document text from process evidence. Treat normative language inside the draft as a proposal unless the registry shows the required approval step. Do not infer endorsement from an official-looking URL, a detailed security section, or the presence of many implementations.
  5. Check the exact standards-track action. If an answer calls something a Proposed Standard or another maturity level, require the corresponding process record, not just the phrase in the model’s summary.
  6. Record the verification date. Standards status is time-sensitive. Save the date and revision you checked so a later answer does not silently mix an older status with a newer document.

When the proposal belongs to another standards body, use that body’s own registry and vocabulary. The IETF evidence establishes the Internet-Draft distinction; it does not by itself establish the lifecycle rules for Python PEPs, emoji proposals, or any other institution.

What does RFC 2026 clarify about standards-track maturity?

RFC 2026 distinguishes working drafts from publications and defines maturity levels within the standards track. The important practical point is that “Proposed Standard” is a status reached through the process, not a label that every submitted proposal inherits.

That wording prevents a common category error. A model may see “draft” in a document identifier and translate it into “the draft standard.” In standards terminology, those words describe different things: one identifies a working document, while the other names a formal maturity level. The level must be established by the responsible process authority.

Because RFC 2026 has been updated, use it for the quoted foundational distinctions and consult current IETF process material for operational rules that have changed since 1996. Do not cite the age of the RFC as a reason to disregard its definition of Internet-Draft status; instead, check whether a later update changes the particular rule you are applying.

Is the reported 26% figure reliable?

Not on the evidence available. The number is attributed to a secondary summary of an alleged eight-model benchmark, but the underlying benchmark cannot be inspected from that summary. Without the test set, model and version identifiers, prompts, answer transcripts, status ground truth, and scoring method, readers cannot reproduce the result or determine what “called real” means.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A credible rate would need to specify whether a model merely discussed a proposal, generated implementation advice, or explicitly asserted that the proposal was adopted. It would also need to distinguish an expired document from a withdrawn, superseded, deferred, or merely proposed one. A single combined percentage could hide very different failure modes.

Until those materials are published and checked, describe 26% as an unverified report, not as a measured property of LLMs. Avoid using it to rank models, predict production risk, or justify a broad claim that all systems confuse dead proposals with standards.

What would a reproducible benchmark need to test?

A useful evaluation would test status reasoning directly, not infer it from a model’s ability to retrieve text. These are the minimum comparison axes to demand when a benchmark becomes available.

Axis Questions a benchmark should answer
Status ground truth Was each item withdrawn, expired, deferred, superseded, adopted, or merely proposed, and which registry established that label?
Task definition Did the prompt ask for a status answer, implementation advice, code, or citations?
Model conditions Which model and version were used, on what date, with browsing or retrieval enabled, and was authoritative status evidence supplied?
Error definition Did the model explicitly assert adoption, omit a needed caveat, or simply summarize proposal content?
Controls and scoring Were there negative controls, prompt variants, independent scorers, and released prompts and response text?

These controls matter because retrieval, prompt wording, and supplied context can change the answer. A benchmark that provides the status banner in one condition but not another measures context sensitivity as well as the model’s underlying knowledge. Independent scoring is especially important when the evaluator is also the author of the documents being tested.

How should engineers use an LLM’s answer about a dead proposal?

Use the model as a discovery and explanation aid, not as the authority that approves a dependency. The safest workflow assigns different jobs to the model and to the registry.

  • Ask the model to identify the exact document identifier and summarize the proposal’s intended behavior.
  • Ask separately, “What authoritative record proves its current status?” Treat an answer without a registry citation as incomplete.
  • Open the record yourself and compare the revision, date, and lifecycle state with the model’s answer.
  • For implementation or compliance work, record the accepted specification or policy that governs the decision, not only the draft that inspired it.
  • When uncertainty remains, label the proposal as unconfirmed and avoid presenting its requirements as mandatory.

This approach also protects against a subtler failure: a model may provide correct code for a proposal that was never shipped. Code can compile and still create interoperability or maintenance risk if the surrounding ecosystem standardized something else.

Can an LLM accurately quote a draft and still be wrong?

Yes. Quotation accuracy concerns the document’s contents; standards accuracy concerns the document’s institutional status. A response can reproduce every technical detail correctly while incorrectly saying that the IETF adopted it. Reviewers should therefore score content fidelity and status attribution as separate dimensions.

When asking for a summary, phrase the request so the distinction is explicit: identify the document, state its registry status, describe what it proposes, and list any replacement or expiration notice. This structure makes it harder for a fluent summary to conceal a missing authority check.

What remains unknown about LLMs and abandoned standards proposals?

The available evidence does not establish current performance across commercial or open models, the frequency of errors on expired or withdrawn documents, or whether a model’s behavior persists across sessions or training updates. It also does not establish the lifecycle status of every example that may appear in secondary discussions.

Those gaps are not proof that the problem is absent. They mean that a systematic claim requires a primary, reproducible evaluation. Until one is available, the defensible conclusion is narrower: retrieval can expose a model to an unendorsed proposal, and a careless answer can omit the status distinction, but the prevalence of that failure is not yet measured by the evidence presented here.

What is the practical conclusion?

Do not treat an Internet-Draft, expired proposal, or search result as a standard merely because an LLM describes it confidently. Verify the exact document in the responsible registry, look for the process action that establishes its maturity, and keep proposal content separate from authority. The 26% figure should remain an unverified report until its primary benchmark and methods are available.

Frequently Asked Questions

Does an expired Internet-Draft automatically become an RFC?

No. Expiration ends or suspends the draft’s active lifecycle; RFC publication requires a separate review and publication path. A later document may replace the idea, but expiration itself is not a promotion step.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can a withdrawn proposal still be useful to read?

Yes. It can preserve design history, explain compatibility decisions, or document an approach that influenced later work. Its historical or educational value does not make its requirements current or mandatory.

What should a citation checker look for in an LLM answer?

Check that the identifier and revision match the source, then verify the status in the standards body’s registry. A citation to proposal text alone is insufficient if the answer makes an adoption or compliance claim.

Are all RFCs Internet Standards?

No. The RFC series contains documents with different purposes and process histories. Determine the document’s specific status and stream instead of inferring standards-track authority from the RFC label alone.
