Sometimes. A VPN can improve access during an undersea cable outage only when its exit server and upstream provider reach the destination over a different, functioning route. That alternate route might use another submarine cable, a terrestrial connection or, in some cases, satellite capacity. A VPN cannot repair the damaged cable, create physical capacity or guarantee that a destination remains reachable.
The practical test is simple: measure the service with the VPN off, then try several geographically different VPN exits and keep one only if latency, packet loss or loading time measurably improves. Results can change as carriers reroute traffic, so a working VPN connection to one site does not prove that an entire region has recovered.
What happens to internet traffic when an undersea cable fails?
A cable fault removes or degrades one physical path between networks. Operators then have two broad choices, according to RIPE NCC: networks can disappear and become unreachable, or traffic can be rerouted through another path. Rerouting may happen through manual changes, routing protocols such as BGP, or data-link-layer circuit moves.
Those replacement paths can include another submarine cable, terrestrial fiber or satellite links. They often have higher latency, less available capacity or more congestion than the normal route. Because internet routing is distributed, two users in the same city may experience different results depending on their ISP, destination and the paths available to each network.

The International Telecommunication Union says route diversity improves availability and that traffic is normally moved onto a protection path after a wet-plant fault. Worldwide data traffic is carried more than 99 percent by submarine cables, according to the ITU’s 2026 figure, so a single fault can affect international connectivity even when local broadband equipment is operating normally.
How does a VPN change the route my traffic takes?
A VPN encrypts traffic between your device and a VPN endpoint. The important outage effect is not the encryption itself; it is the endpoint’s location and the upstream routes used by the VPN provider.
Without a VPN, your ISP selects a path from your access network toward the destination. With a VPN, your device first sends encrypted traffic to the VPN server. The provider then forwards traffic from that server to the destination. If the server is reached through an unaffected cable or terrestrial route, and its provider has spare transit capacity, the destination may become reachable or less congested.

During a subsea fault affecting routes toward Singapore and Southeast Asia, Neptune said its connection stayed operational through other international paths and that it enabled temporary VPN tunnels through alternate VRF paths to provide more consistent low latency. That demonstrates what a provider with suitable topology can do; it is not evidence that every consumer VPN has an alternate route.
“Your connection is still fully operational, and all traffic is automatically routing through other international paths.” — Neptune Internet provider update
Neptune also described “a temporary contingency option through Neptune’s VPN service.” The wording matters: the VPN was a contingency path made possible by that provider’s network, not a universal way to bypass a cable cut.

When can a VPN help during a cable outage?
A VPN is most useful when the problem is route selection or congestion rather than a complete loss of reachability. Look for all three conditions below.
- The VPN endpoint is reached over an unaffected path. The first leg from your ISP to the endpoint must avoid the damaged cable or the congested replacement route.
- The provider has useful transit capacity. A server can be geographically close yet still depend on the same overloaded carrier or cable.
- The destination still has a working path. Your VPN can change where traffic enters the wider internet, but it cannot restore a destination that has lost its only international route.
A farther endpoint can outperform a nearby one if it exits through a different cable system or terrestrial corridor. For example, an endpoint in another region may avoid the fault while a server in the same country continues to use the impaired route. Only measurement can establish whether that is happening for your connection.
When will a VPN not help?
Changing the endpoint cannot solve every failure. A VPN is unlikely to help in these cases:
- Your local access link is down. If your fiber, fixed wireless, mobile connection or local exchange cannot reach the internet, the VPN cannot establish its first connection.
- The VPN uses the same damaged route. The encrypted tunnel may follow the same cable or an equally congested protection path as your normal traffic.
- The destination has no surviving path. If a service or network has disappeared from the internet, a different VPN exit cannot create reachability.
- Alternate routes are saturated. The VPN adds another hop and encryption overhead, potentially making an already slow path slower.
These limits match RIPE NCC’s distinction between unreachable networks and rerouted traffic, and the ITU’s description of protection-path routing. A VPN should therefore be treated as a route experiment, not a repair.
How do I test whether a VPN bypasses the damaged route?
Use the same destination and comparable conditions for every test. Carriers can change BGP announcements and protection paths while repairs proceed, so repeat the check later.
- Check for an incident notice. Review your ISP or network operator’s status page for a confirmed cable or international-routing incident. AARNet’s outage updates illustrate the type of notice to look for, including restoration factors and affected routes.
- Establish a non-VPN baseline. Turn the VPN off and test the affected site or service. Record whether it loads, the approximate response time and any packet loss you observe. Use the same device and access connection for each comparison.
- Try multiple exits. Test two or three VPN servers in different regions, not merely several servers in one city. A different city or country may connect through a separate cable system or terrestrial path.
- Compare the results. Keep an endpoint only if it consistently improves loading, latency or packet loss relative to the baseline. A connection that works once may be a temporary routing change rather than a stable improvement.
- Repeat later. Re-test as carriers alter BGP and protection-path routing and as repair work progresses. Record the time of each test so you can tell a route change from normal variation.
Do not infer regional recovery from one success. A VPN may reach one website while a different service, cloud region or corporate network remains unreachable.

Which VPN server should I use during an outage?
Choose by observed path performance and route diversity, not by the provider’s advertised server count or encryption protocol. The most useful endpoint is the one that avoids the impaired corridor and has available upstream capacity.
| Selection factor | What to check | Why it matters |
|---|---|---|
| Geographic route diversity | Exits in different cities or regions | Different locations are more likely to use different cable, terrestrial or carrier paths. |
| Observed latency | Response time with the VPN versus the non-VPN baseline | A lower result suggests the endpoint may avoid a congested route. |
| Packet loss | Whether packets are dropped on each test | Lower loss generally produces more reliable page loads, calls and transfers. |
| Throughput | Actual transfer performance for the service you need | An endpoint can have acceptable latency but insufficient capacity. |
| Provider transparency | Status notices describing incidents, alternate transit or contingency routing | Clear notices help you judge whether the provider has a plausible alternate path. |
| Upstream diversity | Evidence that the provider does not depend on the same affected carrier or cable | A different VPN brand or server is useful only if its upstream route is also different. |
Because providers rarely expose a complete, real-time map of every upstream circuit, your measurements remain decisive. A server that is farther away can be the better choice if it delivers a cleaner path.
Can a VPN fix slow internet after an undersea cable outage?
It can sometimes reduce slowness caused by a poor default route or congestion. It cannot increase the physical capacity of a damaged cable or make an overloaded alternate path uncongested.

Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Suppose your ISP’s normal route is still technically available but has been diverted onto a crowded protection path. A VPN endpoint connected through another carrier may exit through a less congested route and improve page loading or application responsiveness. Conversely, if the VPN tunnel itself crosses the crowded path, encryption and the extra hop can reduce performance.
Judge the result using the workload that matters: a video call may be sensitive to packet loss and jitter, while a file transfer is more sensitive to sustained throughput. Keep the VPN enabled only for the services that benefit; routing all traffic through a slower endpoint may worsen unrelated connections.
Does a VPN change the physical route completely?
Not necessarily. A VPN changes the logical handoff point, but the tunnel still travels over physical links selected by your ISP and the VPN provider. The first leg may continue to use the damaged cable, and the provider’s onward leg may encounter the same fault or its congested replacement.

The route can change substantially when the endpoint is connected through a different international carrier, submarine system or terrestrial corridor. However, an endpoint in another country is not proof of a different cable path. Compare measurements and consult any route information the provider publishes rather than assuming geography equals path diversity.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsHow long does an undersea cable outage usually last?
Traffic may be rerouted quickly, but physical repair takes longer. ITU-T guidance estimates a mean wet-plant cable repair time of one to three weeks. The actual schedule depends on the fault’s location, sea depth, the cause of damage, vessel availability and weather.
AARNet likewise notes that permits, vessel availability, weather and repair complexity affect restoration. During that interval, operators may change protection paths repeatedly, so a VPN that helps today may stop helping tomorrow or improve without any change on your device.
| Stage | What you may observe | What determines the result |
|---|---|---|
| Initial fault | Sudden loss of reachability or severe congestion | Whether networks disappear or immediately reroute traffic |
| Protection routing | Connectivity returns with higher latency or slower throughput | Capacity and geography of alternate submarine, terrestrial or satellite paths |
| Repair period | Performance changes as BGP and carrier circuits are adjusted | Operational decisions while repair vessels and permits are arranged |
| Restoration | Normal paths gradually return | Successful cable repair, testing and traffic migration |
What should I do if every VPN endpoint performs worse?
- Turn the VPN off for destinations that are already reachable and compare again later.
- Try a different access network, such as mobile data, if your fixed-line provider is the local bottleneck.
- Check the operator’s incident updates before changing settings repeatedly; the fault may be outside your home network.
- Avoid repeatedly reconnecting to the same congested server. Test exits in genuinely different regions.
- Keep a record of latency, packet loss and loading results so you can identify when routing changes.
If the local link is down or the destination has no surviving route, waiting for carrier restoration is the only effective remedy. A VPN cannot substitute for repaired infrastructure.

A VPN is not a cable-repair service
It provides an encrypted logical path to an endpoint. It does not restore a severed fiber pair, add landing-station capacity or redirect traffic when no route exists.

More servers do not automatically mean more resilience

One successful website test proves very little
Different destinations can be hosted in different regions and reached through different networks. Test the actual service you need and avoid treating one successful page load as proof that the outage is over.
Encryption is not the reason a route improves
The benefit comes from the VPN endpoint and its upstream connectivity. Encryption can add processing and overhead, so it may also reduce performance when no alternate route exists.
How should businesses evaluate VPN use during a regional outage?
Businesses should identify critical destinations, record non-VPN baselines and preselect endpoints in geographically diverse regions. A contingency plan should specify which applications may use the VPN, how performance will be measured and who will monitor provider and carrier notices.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Do not rely on a single consumer endpoint for all offices. The useful design principle is route diversity: separate access providers, transit paths and, where practical, physical cable systems. The ITU’s protection-path guidance supports this approach, while the Neptune example shows that temporary alternate VRF paths can work when the provider controls suitable infrastructure.
What is the practical verdict?
A VPN can bypass the effects of an undersea cable outage only when it gives you a genuinely different and less-congested route to the destination. Test several exits against a measured non-VPN baseline, keep the one that demonstrably helps and expect results to change as carriers reroute traffic. If the access link, destination or every alternate path is down, no VPN can restore connectivity; only network recovery and cable repair can do that.
Frequently Asked Questions
Will a VPN bypass a submarine cable cut for online gaming?
Only if the game server and VPN endpoint can be reached through separate, uncongested routes. Test packet loss and latency to the game service itself, because a VPN that improves web browsing may add delay or jitter to a game session.
Can I use a VPN to reach a cloud region affected by a cable outage?
Possibly, if the cloud region still advertises a reachable path from another transit network. A different VPN exit changes your entry point but cannot help when the cloud region has lost all international connectivity.

Should I leave the VPN on until the cable is repaired?
Not automatically. Use it for destinations where measurements show a benefit, and disable it where it adds latency, loss or slower throughput. Routing conditions can change before the physical repair is complete.
Does satellite internet avoid every undersea cable outage?
No. Satellite can provide a different access path in some situations, but its capacity, latency and provider backhaul vary. It is an alternate technology, not a guarantee that every destination remains reachable.
