Call waiting alerts you to a second call so you can decide whether to answer it; call forwarding routes incoming calls to another number under a rule you set. What the second caller hears or where the call goes depends on your phone, carrier, line, and active settings.
Call waiting vs. call forwarding: the difference

These are separate settings, not mutually exclusive choices. Call waiting changes how you handle an incoming call; forwarding changes its destination. Carrier routing rules determine how they interact.
What does the second caller experience?
There is no universal outcome: a second caller might be offered to you, sent to voicemail, or routed elsewhere, depending on your settings and service. For iPhone specifically, Apple says: “If you’re on a call and call waiting is turned off, incoming calls go directly to voicemail.” That is Apple’s documented behavior, not a guarantee for every phone or carrier. If your carrier supports conditional busy forwarding and it is configured, a call can instead go to a designated number while your line is busy. Verizon says its conditional option forwards when the device is busy or when a call goes unanswered after 3–6 rings. Those timings and outcomes are Verizon-specific; another provider may handle calls differently. Verizon

How do I turn on call waiting or forwarding?
iPhone: call waiting
- Open Settings > Apps > Phone > Call Waiting.
- Turn on Call Waiting. Apple says the feature is available on GSM service; CDMA customers should contact their carrier. Apple Support
On a Dual SIM iPhone, call waiting applies to incoming calls on the same line. Apple notes an exception: the other line may receive calls when Wi-Fi Calling is enabled on it and a data connection is available.
iPhone: call forwarding
- Open Settings > Apps > Phone > Call Forwarding.
- On a Dual SIM iPhone, select the line to configure.
- Turn on Call Forwarding and enter the destination number. Set it up while the iPhone has cellular coverage.
This standard setting forwards calls to the number you enter. Forwarding only when busy or unavailable may require setup through your carrier. Apple Support

Android: menus vary by phone and carrier
There is no single Android path that applies to every device. As one specific example, Huawei’s Mate 20 guide for EMUI 10.0 places call waiting and call forwarding in the Phone settings and cautions that availability varies by network provider. Check your phone maker’s instructions or carrier support for the correct steps for your model and service. Huawei Support UK
How do I forward calls when busy?
First confirm that your carrier supports conditional forwarding, then use that carrier’s setup instructions. For example, Verizon documents *71 followed by the destination number for conditional busy/no-answer forwarding; its instructions say unanswered calls are forwarded after 3–6 rings. Verizon’s *72 followed by a destination number is for immediate forwarding instead. These are Verizon examples, not universal codes. Why do calls go straight to voicemail when I’m on another call?
On an iPhone, one documented reason is that Call Waiting is turned off: Apple says incoming calls then go directly to voicemail. On other phones, the result may depend on the carrier’s handling of busy calls and any forwarding rules. Check Call Waiting on the relevant line, then ask your carrier how it routes a second call when that line is busy. Feature availability can vary by network provider, and conditional forwarding may not be available on every plan.
