For use inside Russia, Astrill is the strongest lead from the latest Russia-specific testing, while Mullvad is the better privacy-first alternative and Windscribe is the practical free-tier option. Proton VPN is the most useful choice when you specifically need a large reported Russian server inventory. Your objective determines the correct connection: choose an international exit IP to reach services blocked in Russia, or a Russian exit IP to use services restricted to Russian locations. Install at least one primary and one backup VPN before travel, because downloading an app after entering Russia can be difficult and reliability can change quickly.
None of these results guarantees uninterrupted access. Russian authorities and internet providers use deep-packet inspection, protocol blocking, bulk IP blocking and app-store takedowns, so a VPN that works today may fail after a server or protocol block tomorrow.
What is the best VPN for Russia in 2026?
A VPN that can connect through Russia’s filtering systems must do more than provide ordinary OpenVPN or WireGuard tunnels. It needs a tested obfuscation or stealth mode, multiple fallback protocols and enough server diversity to survive IP blocking. In the Russia test reported by Top10VPN in 2026, only Astrill, Mullvad and Windscribe remained reliable among 59 services examined through a remote Russian connection.

| Provider | Evidence of working from Russia | Stealth or obfuscation | Russian exit locations | Plan and refund details reported |
|---|---|---|---|---|
| Astrill | Ranked first by Top10VPN; 100% success in its remote-Russia bypass test | Russia-focused bypass capability reported by Top10VPN | One of the few services reported to offer Russian IP addresses | Price and refund terms were not stated by the cited Russia test |
| Mullvad | One of three services that worked reliably in Top10VPN’s test | Shadowsocks obfuscation and multihop, according to TechRadar | Russian exit availability was not stated by the cited sources | Price and refund terms were not stated by the cited sources |
| Windscribe | One of three reliable services in Top10VPN’s test | AmneziaWG is available in the apps, including the free version | Four servers in two cities in VPN for Me’s October 12, 2026 snapshot; one location was labeled “Fake St Petersburg” | 10 GB free tier; $5.75 monthly equivalent on an annual plan; three-day refund window (VPN for Me, October 12, 2026) |
| Proton VPN | Russia test result was not stated by the dated comparison | Stealth support reported by VPN for Me | 53 servers in one Russian city in VPN for Me’s October 12, 2026 snapshot | Free tier; $3.49 per month equivalent on a two-year term, renewing at $83.88 annually; 30-day refund window |
| VyprVPN | Russia test result was not stated by the cited sources | Chameleon disguises OpenVPN metadata from deep-packet inspection | Virtual Moscow IP reported by TechRadar | Price and refund terms were not stated; last cited no-logs audit was in 2018 |
These are dated observations, not a permanent league table. Before paying, check whether the provider’s website, app and payment method are reachable from your location and whether its current protocol list still includes a stealth option.

Should you use an international IP or a Russian IP?
Choose the exit country according to the service you are trying to reach. A VPN changes the public IP address seen by websites, but it does not make every service available or remove account-level and legal restrictions.
Use an international IP to reach services outside Russia
Connect to a server outside Russia when a news site, social platform, messaging service or business tool is blocked on Russian networks, or when a service serves a different catalog by country. Nearby European locations may reduce latency, while a farther country can be useful when a particular regional IP range is blocked. Test two or three countries rather than assuming the nearest server is the fastest or most reliable.
Use a Russian IP for Russian geofenced services
A Russian exit address can make a website treat the connection as domestic. This is useful for Russian-only catalogs, local banking portals or services that reject foreign addresses. Availability is limited: major providers generally withdrew physical Russian infrastructure after compliance requirements, and some “Russian” addresses are virtual. An IP’s apparent city therefore does not prove that the VPN server or the underlying hardware is physically in Russia.
Why a Russian IP can be slower or less private
Virtual geolocation may route traffic through infrastructure in another country before presenting a Russian address. That extra path can increase latency and create inconsistent results with streaming, banking or fraud checks. A domestic-looking IP also does not mean that Russian authorities can see your encrypted traffic; your privacy still depends on the provider’s logging, jurisdiction and technical design.
Why is obfuscation essential on Russian networks?
Ordinary VPN protocols can be identified and blocked even when encryption is working correctly. Russian ISPs and state systems use deep-packet inspection, protocol fingerprints and known VPN-server IP lists. OpenVPN, WireGuard and IKEv2 may therefore connect on an unrestricted network yet fail as soon as the connection crosses a filtered Russian provider.
What obfuscation changes
An obfuscation layer attempts to make VPN traffic resemble ordinary HTTPS or another permitted protocol. It does not make you anonymous, and it cannot prevent a provider from blocking an address it recognizes. Its value is that the first connection is harder to classify, giving the encrypted tunnel a better chance of being established.
Protocols to look for
- Shadowsocks: TechRadar describes Mullvad’s implementation as a privacy-oriented obfuscation option.
- AmneziaWG: Windscribe makes this protocol available in its applications, including the free version.
- Chameleon: VyprVPN uses this mode to disguise OpenVPN metadata from deep-packet inspection.
- Stealth: Proton VPN’s dated comparison lists a stealth mode, but the exact current implementation should be confirmed in the app.
If an app offers a setting named “obfuscation,” “stealth,” “camouflage,” “disguised traffic” or a comparable term, enable it before testing from a Russian network. Keep a normal protocol available as a fallback for networks that do not block VPN traffic; obfuscation can add overhead and reduce speed.

How reliable are VPNs in Russia right now?
Reliability is unstable because blocking is active and adaptive. Top10VPN’s 2026 test found only three reliable services out of 59, while Human Rights Watch reported that Russian authorities were using bulk VPN-IP blocking, app-store removals and demands that technology companies detect and deny VPN connections. Human Rights Watch said at least 469 VPNs had been blocked by February 2026.
The testing method matters. Top10VPN connected through a remote Russian server and recorded whether services could bypass restrictions at that time; it was not a guarantee for every ISP, city, device or date. A provider can pass one test and fail on a mobile network because the carrier blocks a different set of IP ranges or protocols.
What users should expect
- A connection may work on home broadband but fail on a mobile carrier.
- One server may be blocked while another city or hostname remains reachable.
- An app installed before travel may connect even when its download page is unavailable inside Russia.
- Server lists and protocol names can change without notice as providers respond to blocks.
- Streaming and banking sites may reject a VPN IP independently of Russian network blocking.
How do you install and configure a VPN before entering Russia?
Prepare while you still have unrestricted access. A primary and backup account, installed applications and saved connection instructions are more valuable than choosing a provider solely from a current ranking.
- Choose a primary service. Start with Astrill if bypassing blocked services is the first priority, Mullvad if privacy and obfuscation matter most, Windscribe if you need a free trial path and Russian locations, or Proton VPN if the larger reported Russian inventory is your deciding factor.
- Install every device you will carry. Set up the desktop, phone and tablet apps while outside Russia. Sign in, update them and verify that the subscription is recognized.
- Enable the provider’s stealth mode. Select Shadowsocks, AmneziaWG, Chameleon, Stealth or the equivalent option. Record where the protocol selector is located because app interfaces can change.
- Save backup connection details. Note two or more international countries, a second protocol and the provider’s support or status address. Do not rely on a single server hostname.
- Install a second provider. Top10VPN’s three successful services show why redundancy matters. Keep the backup installed and logged in rather than waiting until the first app stops connecting.
- Test on each network. Check home Wi-Fi, a phone hotspot and any work or hotel network you expect to use. Confirm that ordinary websites load, DNS requests resolve and the public IP changes.
- Check payment continuity. Renewals, app-store billing and local card acceptance can differ after travel. Keep the subscription active for the entire trip and retain an allowed payment method.
How do you get a Russian IP address while abroad?
Install a provider that advertises a Russian location, connect to that location, then verify the public address with an independent IP-geolocation page. Astrill is reported by Top10VPN as one of the few services offering Russian IP addresses; Windscribe’s dated snapshot lists four servers in two cities, and Proton VPN’s lists 53 servers in one city.
Free tools Windows power users keep installed

- Open the provider app and search the location list for Russia or a Russian city.
- Connect and wait for the app to report an established tunnel.
- Check the public IP and country in a reputable geolocation service.
- Open the target Russian service in a private browser window or clear its old session cookies.
- If it still rejects the connection, try another Russian endpoint. The service may detect VPN ranges, require a local account, or interpret a virtual location differently.
Do not infer physical server geography from the map pin alone. Windscribe’s “Fake St Petersburg” label is an explicit example of a virtual Russian location, and TechRadar describes VyprVPN’s Moscow address as virtual.
How do you access international websites from inside Russia?
Connect to an international server with obfuscation enabled, then test several nearby and distant countries. Start with the provider’s recommended location; if it fails, switch both the country and protocol rather than repeatedly reconnecting to one blocked IP.
Connection workflow
- Turn on the VPN before opening the blocked website or app.
- Select stealth or obfuscation and an international country.
- Wait for a new IP, then reload the service in a fresh browser session.
- If the site still fails, try a second city, a different country and then another protocol.
- Switch to your backup VPN if all endpoints from the first provider fail.
Some failures are not VPN failures. A service may block all known VPN addresses, require a phone number from a particular country, enforce sanctions or disable accounts that change regions frequently. A VPN cannot override those rules.

Is using a VPN legal in Russia?
The cited sources do not describe ordinary VPN use as an outright criminal offense, but the legal environment is restrictive and can change. VPN providers face compliance demands, VPN advertising has been restricted, and services that do not follow state requirements can be blocked. Accessing prohibited material or using a VPN for unlawful activity can create separate legal risks.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
VPN for Me reports that a 2017 law requires providers to block Roskomnadzor’s prohibited list. TechRadar reports that providers operating in Russia may be required to connect to a state information system and provide user information, a major reason many international services withdrew. TunnelBear’s help documentation says it does not operate Russian servers because logging and disclosure requirements conflict with its no-logs policy.
Human Rights Watch reported on September 24, 2026, that authorities were escalating efforts to suppress circumvention tools. It quoted Europe and Central Asia director Hugh Williamson describing the campaign as part of a broader attack on access to information, privacy and freedom of expression. Treat legal guidance as time-sensitive and obtain advice for your own situation if the activity is sensitive.
Which provider is best for privacy?
Mullvad is the clearest privacy-focused choice among the providers covered here because its cited feature set combines Shadowsocks obfuscation with multihop. Multihop can make traffic correlation harder by routing through more than one VPN location, although it normally adds latency.
VyprVPN’s owned infrastructure and Chameleon protocol are useful technical distinctions, but TechRadar’s last cited no-logs audit was from 2018. That age does not prove current logging, yet it means readers should not treat the old audit as present-day verification. For any provider, read the current privacy policy, jurisdiction statement and independent audit information before creating an account.

Windscribe and Proton VPN both have free tiers in the dated material. Windscribe’s October 12, 2026 snapshot lists a 10 GB allowance and AmneziaWG in the free app; Proton VPN is listed with a free tier but without a data allowance in that snapshot.
Free plans can be useful for testing whether the app installs and connects, but limits may include fewer locations, lower priority, congestion or restricted features. Do not wait until you are inside Russia to discover that a free plan lacks the protocol or country you need. Test the exact free account on your target network before relying on it.

What do the reported prices and refund periods mean?
Only Windscribe and Proton VPN have dated price figures in the supplied comparisons, and both can change. Windscribe is listed at a $5.75 monthly equivalent on an annual plan with a three-day refund window. Proton VPN is listed at $3.49 per month equivalent for a two-year term, renewing at $83.88 annually, with a 30-day refund window.
The monthly-equivalent figures are not month-to-month prices. A two-year or annual plan normally requires payment for the full term up front, and the renewal amount can differ from the introductory equivalent. Confirm currency, tax, renewal date, cancellation method and refund eligibility at checkout.

The app will not download
Use the preinstalled copy and your backup provider. App-store takedowns and regional availability changes mean a working account does not guarantee that a fresh download will be possible inside Russia.
The VPN connects but websites still fail
Change the exit country, enable obfuscation and retry in a clean browser session. If only one service fails, it may be blocking VPN IP ranges rather than being blocked by the Russian network.
The connection drops repeatedly
Try a nearer international location, disable multihop temporarily, then switch protocols. If the network is actively filtering the tunnel, return to a stealth mode and use a different server; if that fails, switch to the backup provider.
The Russian service rejects your Russian IP
Try another Russian endpoint and verify the apparent country again. The address may be virtual, already flagged by the service, or incompatible with a local account or payment requirement.
Speed is too slow
Choose a closer country, avoid multihop and test outside peak hours. Obfuscation and virtual routing can add overhead, so the fastest ordinary protocol may not be the one that survives filtering.

How should you choose between the leading options?
Use this decision framework instead of treating one ranking as permanent.
- Blocked websites from inside Russia are the priority: begin with Astrill, whose 100% success result was the strongest in Top10VPN’s dated test.
- Privacy tools are the priority: choose Mullvad for the cited Shadowsocks and multihop combination.
- You need a free starting point and Russian locations: test Windscribe, while remembering its 10 GB allowance and the virtual “Fake St Petersburg” listing.
- You need the largest reported Russian inventory: test Proton VPN’s 53-server, one-city listing, subject to the snapshot date.
- You specifically want Chameleon or a virtual Moscow address: evaluate VyprVPN, but weigh the age of its last cited audit.
Install a second option regardless of your first choice. The most important practical variable is not a permanent brand ranking; it is whether a particular protocol and IP range are reachable from your ISP on the day you need them.
What should you verify before paying or traveling?
- Whether the provider’s website and app are reachable from your current country.
- Whether the current apps still include a named stealth or obfuscation mode.
- Whether your device operating systems are supported and updated.
- Whether Russian and international locations are listed for your plan, not just on a marketing page.
- Whether a Russian location is physical or virtual.
- The full upfront charge, renewal price, taxes, refund deadline and cancellation path.
- Payment methods that will continue working after you cross the border.
- At least one installed backup provider and two tested protocols.
Recheck these details immediately before publication or travel. VPN infrastructure, app-store status, prices and blocking conditions can change faster than a yearly “best VPN” list.

Can I use one VPN account on several devices in Russia?
Device limits depend on the provider and subscription. The dated Proton VPN comparison lists support for 10 devices, while the cited material does not establish limits for the other providers, so check the current plan before buying.
Will a VPN let me use Russian online banking from another country?
A Russian-looking IP may satisfy one geolocation check, but banks can also require local phone numbers, identity checks, device registration or fraud-review approval. A virtual Russian address is not a substitute for those account requirements.
Does a VPN hide my activity from every Russian authority?
A VPN encrypts traffic between your device and the VPN server, but it does not guarantee anonymity. Account records, device identifiers, payment data, endpoint logs and legal disclosure processes can still identify activity.
Why does my VPN work on Wi-Fi but not on mobile data?
Mobile carriers can apply different blocking rules, DNS filtering and IP allowlists than fixed-line providers. Test a stealth protocol and another server, then keep a second provider available for carrier-specific failures.
