The best GPS fleet-tracking software depends on what you need to manage: vehicle locations, driver safety, ELD compliance, dispatch, maintenance, cameras, trailers, or non-powered equipment. A low monthly GPS price is useful for comparing products, but it is not the same as the total cost of hardware, installation, cellular service, cameras, ELDs, and contracts.
For most fleets that want one connected platform, Samsara is the strongest all-in-one option. Geotab is better suited to large fleets that need customization and mixed telematics hardware, while Motive stands out for safety and ELD-heavy operations. Smaller fleets should also consider Azuga and Linxup, which publish clearer pricing.
Best GPS fleet-tracking software at a glance
| Best for | Software | Why it stands out |
|---|---|---|
| Most fleets needing an all-in-one platform | Samsara | GPS tracking, routing, maintenance, fuel, ELD compliance, cameras, asset tracking, and integrations in one platform. |
| Enterprise fleets and customization | Geotab | Combines Geotab devices, OEM telematics, and third-party hardware with extensive integrations and privacy controls. |
| Safety and ELD compliance | Motive | Strong combination of GPS tracking, HOS, driver identification, coaching, dashcams, and compliance workflows. |
| Complex operations and asset tracking | Verizon Connect | Detailed mapping, historical replays, dispatch, utilization, maintenance, ELD, field-service, and vehicle or equipment tracking. |
| Transparent GPS pricing | Azuga | Publishes BasicFleet at $25 and SafeFleet at $30 per vehicle per month. |
| Small and midsize fleets wanting flexibility | Linxup | Publishes $25 per vehicle per month for GPS tracking and offers no-contract options. |
These are editorial recommendations based on documented features and pricing, not an objective industry ranking. A vendor that is ideal for a 10-vehicle plumbing company may be a poor fit for a 1,000-truck carrier.

1. Samsara: best all-in-one choice
Samsara’s telematics platform brings GPS tracking, routing and dispatch, commercial navigation, fuel and energy management, maintenance, ELD compliance, electric-vehicle management, OEM integrations, cameras, and equipment tracking into one system. It can track vehicles, trailers, and sensor-equipped assets.
Its ELD connects to the vehicle engine through the OBD port. Samsara says the device is FMCSA-registered and third-party certified for use in the United States and Canada.
Best fit: Fleets that want location tracking, safety, compliance, routing, cameras, and maintenance without stitching together several products.
Watch-outs: Samsara does not publish a standard price. Get a quote that separates recurring software from hardware, cameras, installation, implementation, and contract commitments. Also verify that new devices use current 4G LTE or newer connectivity rather than retired 3G networks.
2. Geotab: best for enterprise customization
Geotab can combine data from Geotab GO devices, OEM-embedded telematics, and existing third-party hardware in MyGeotab. That makes it particularly useful for mixed vehicle brands, companies with existing telematics investments, and organizations with demanding integration requirements.
Geotab also provides privacy controls. Its Restricted Data Mode can prevent MyGeotab from storing GPS coordinates and/or GPS speed. When enabled, GPS-based positions, trips, speed profiles, and related exceptions are unavailable.
Best fit: Large or technically sophisticated fleets, OEM-connected vehicles, mixed hardware environments, and businesses that need detailed data governance.

3. Motive: best for safety and ELD-heavy operations
Motive GPS tracking includes real-time and historical locations, traffic and weather overlays, geofences, trip playback, driver and asset pairing, proof-of-delivery workflows, speed and idling alerts, and mobile fleet monitoring.
Motive’s Vehicle Gateway works as an FMCSA-registered ELD for regulated U.S. and Canadian fleets. It connects to the Motive Driver App and Fleet Dashboard and supplies GPS, vehicle-health, and compliance data.
A practical deployment detail matters here: the Vehicle Gateway considers a vehicle “In Motion” when it detects movement above 5 mph. If the driver is not connected to the Driver App, driving can be recorded under an unidentified-driver profile and require later assignment or acceptance.

ELD service is listed separately at $30 per vehicle per month. A fleet that needs legally compliant hours-of-service logging must price the ELD package rather than assuming the standard GPS tracker provides it.
Best fit: HVAC, plumbing, landscaping, pest-control, construction, delivery, and other small or midsize field-service fleets.
Watch-outs: Compare contract length, hardware charges, installation, and the separate cost of dashcams or ELDs before comparing Linxup with a bundled platform.
How to choose a GPS fleet-tracking platform
- Define the actual job. Decide whether you need basic location history, theft alerts, driver coaching, dispatch, maintenance, cameras, ELD compliance, trailer tracking, or all of these.
- Confirm the tracking interval. Ask for the normal update interval while moving, stopped, underground, outside cellular coverage, and with the ignition off. “Real-time” is not a sufficient specification.
- Verify cellular compatibility. New hardware should use 4G LTE or newer connectivity. Check carrier support in every region where vehicles operate.
- Separate GPS from ELD requirements. A tracker can show where a vehicle traveled without satisfying HOS rules. Verify the exact ELD device and software package on the FMCSA registered-device list where required.
- Match hardware to vehicles. Check support for OBD, J1939/J1708, J-Bus, 9-pin, wired, battery-powered, reefer, temperature, door, and trailer hardware.
- Test driver identification. Simulate shared vehicles, team drivers, driver changes, automatic assignment, disconnected apps, and unidentified trips.
- Test geofences at real sites. GPS drift near boundaries, garages, tall buildings, and weak-cellular areas can produce false arrivals and departures. Look for dwell-time and verification rules.
- Evaluate asset tracking separately. Trailers and equipment may need battery-powered devices, longer stationary reporting intervals, cellular backup, or sensors that vehicle trackers do not provide.
- Set privacy and retention rules. Decide when tracking is active, whether personal use is allowed, which managers can view location history, and how long data is retained.
- Check integrations and exit terms. Confirm that your accounting, dispatch, maintenance, fuel-card, payroll, TMS, and API requirements are included in the selected tier. Get hardware-return, warranty, replacement, data-export, installation, and early-termination terms in writing.
Common failure modes
Legacy 3G hardware stops reporting
The software account may remain active even when an old tracker can no longer communicate with the cellular network. Check the device’s network capability before troubleshooting the portal or replacing configuration settings.

Trips appear under an unidentified driver
This can occur when the driver is not connected to the required app or vehicle gateway. Review the trip, correct the driver assignment, and test the login and pairing process with the actual devices used by drivers.
Cellular loss delays live data
A device may continue collecting some information locally while live visibility is unavailable. Ask each provider how long data is stored offline and how synchronization works after coverage returns.
GPS drift triggers false geofence alerts
A single GPS point near a property boundary is not reliable proof of arrival or departure. Use larger geofences, dwell-time rules, and additional arrival verification.
Privacy controls hide location data
Geotab’s Restricted Data Mode intentionally removes GPS positions, trips, speed profiles, and GPS-based exceptions. Check privacy configuration before assuming that missing history indicates defective hardware.
What not to assume
- The cheapest monthly price is the total cost. Hardware, cameras, ELDs, installation, asset sensors, implementation, taxes, and contract terms can be separate.
- Any GPS tracker satisfies the ELD mandate. Only the appropriate registered ELD hardware and software configuration can meet applicable requirements.
- Every platform works equally well for one vehicle. Verizon Connect’s online offering requires at least five tracking units, while Azuga and Linxup publish single-vehicle pricing.
- 3G hardware is still a safe purchase. Verify 4G LTE or newer connectivity and carrier availability before deploying new devices.
- Tracking alone prevents theft. Effective response also depends on ignition alerts, geofences, battery backup, cellular coverage, and an established recovery process.
- A driver score is an objective safety measurement. Scores depend on event thresholds, vehicle type, road conditions, driver-identification accuracy, and the provider’s scoring model. Compare the underlying events as well as the headline score.
FAQ
What is the best GPS fleet-tracking software overall?
Samsara is the strongest all-in-one choice for fleets that want GPS tracking, routing, maintenance, ELD compliance, cameras, asset tracking, and integrations in one platform. Its pricing is quote-based, so smaller fleets should compare the full quote with transparent-price alternatives.
What is the cheapest GPS fleet-tracking software in this comparison?
Azuga BasicFleet and Linxup GPS tracking are both published at $25 per vehicle per month. Hardware, installation, taxes, contract terms, cameras, ELDs, and add-ons can raise the actual cost.
Does GPS fleet tracking automatically satisfy ELD requirements?
No. A GPS tracker can record vehicle locations without recording legally compliant hours of service. If your fleet requires an ELD, verify the exact hardware and software package on the FMCSA registered-device list.
What should I ask before signing a fleet-tracking contract?
Ask for the moving and stationary update intervals, cellular network, hardware compatibility, offline-data behavior, driver-identification workflow, privacy controls, integrations, installation and replacement costs, contract length, early-termination charges, hardware-return rules, and data-export options.
The Bottom Line
Choose Samsara if you want the broadest all-in-one fleet platform. Choose Geotab for enterprise customization and mixed telematics sources, Motive for safety and ELD-focused trucking operations, and Verizon Connect for complex vehicle-and-asset operations. For clearer pricing and smaller deployments, compare Azuga and Linxup.
Before buying, test the exact hardware and driver workflows in real operating conditions. Confirm 4G LTE or newer connectivity, distinguish GPS tracking from ELD compliance, and request a complete cost breakdown rather than comparing monthly software rates alone.
