Which free tactical shooter is closest to Valorant?
It depends on what you mean by “tactical.” If you mean competitive rounds built around objectives and gunplay, start with Counter-Strike 2. Valve describes it as continuing Counter-Strike’s classic objective-focused gameplay. It has no Valorant-style agent abilities, so the tactical emphasis is on weapons, utility, positioning, and team coordination.
If you mean specialized operators, coordinated attack and defense, and changing the map to create routes or sightlines, try Rainbow Six Siege Free Access. Ubisoft calls Siege a tactical team-based shooter; Steam describes its 5v5 attack-versus-defense format, operator gadgets, surveillance tools, breaching, and destructible environments.
These games are alternatives in different senses, not direct copies of Valorant. Siege’s free modes also do not amount to unrestricted access to the full game.

Counter-Strike 2: choose it for objective-driven gun rounds
CS2 is the stronger match for a Valorant player looking for the classic round-based, objective-centered shooter format. Its focus is not on selecting agents with distinct abilities; it is on team tactics and gunplay. Valve’s Steam description calls it a continuation of “the classic objective-focused gameplay that Counter Strike pioneered in 1999.”
What is included
Valve lists CS Ratings, an updated Premier mode, leaderboards, upgraded maps, dynamic smoke grenades, and tick-rate-independent gameplay. These are features of the game, not a promise that every player will experience a particular competitive environment or match quality.

What “free” means in CS2
Valve lists the game as free to play and presents Prime Status as a separate paid upgrade, not a requirement for basic play. Prime changes matchmaking eligibility: Valve says Prime players are matched with other Prime players. It also makes them eligible for Prime-exclusive souvenirs, item drops, and weapon cases. Decide whether those benefits matter to you before paying; they are not necessary to try the free game.

PC requirements to check before installing
Valve’s Steam listing gives the following minimum requirements for Windows: Windows 10, a CPU with four hardware threads (Intel Core i5 750 or higher), 8 GB RAM, a DirectX 11-compatible graphics card with Shader Model 5.0 and 1 GB or more of video memory, and 85 GB of available storage. The listing provides separate requirements for Ubuntu 20.04 Linux, including 8 GB RAM and 85 GB storage. Requirements can change, so confirm the listing for your operating system before installing.
Rainbow Six Siege Free Access: choose it for operators and map tactics
Siege is the better fit if what you enjoy in Valorant is team roles and coordinated utility, but you want those ideas expressed through operators and an interactive environment. Attackers and defenders use operator-specific tools, surveillance, breaching, and destructible surfaces; the map itself is part of the tactical problem. Steam’s listing describes the format as high-stakes 5v5 attack versus defense.

Modes and operators in the free tier
Ubisoft currently lists Quick Match, Unranked, and Dual Front in Free Access, with a selection of operators. Free access therefore offers several ways to play, but does not mean access to the complete operator roster or all competitive playlists.
What requires payment
Ubisoft says Ranked playlists, Siege Cup, additional operators, and cosmetics require payment. Its Free Access page also says upgrading to a premium offer adds operators and access to Ranked and Siege Cup as players progress to level 50. Check the current offer details before purchasing, since the free selection and premium terms are specific to Ubisoft’s current access model.

Looking for a free 5v5 plant-and-defuse shooter?
For that particular search, CS2 is the closer recommendation of these two: its objective-focused gun rounds align more closely with a classic plant-and-defuse format. Siege is still a tactical team shooter, but its free modes emphasize operator play, attack-and-defense coordination, and environmental tactics rather than serving as a like-for-like substitute for Valorant’s round structure.
A player discussion framed a similar need as finding an accessible 5v5, no-respawn plant-and-defuse shooter, but an individual discussion is anecdotal, not evidence of how common that preference is. The useful distinction is the gameplay fit: choose CS2 for objective-centered gun rounds, or Siege for layered operator and map tactics.
