There is no single best free PDF editor for every job. If you need to change words that are already printed in a PDF, use PDFgear’s desktop app or a tool that explicitly supports replacing existing text. If you only need to place a new text box, comment, highlight, or drawing, a browser editor such as Adobe Acrobat online is sufficient. Zoho PDF Editor is the broadest documented browser toolbox for text and image changes, page management, combining, forms, and signatures, while Xodo is useful for occasional browser edits but limits free use to one PDF edit per day. Choose according to the operation, where your file is processed, and any daily or file-size limit—not according to a generic “best” label.
What does “edit text” mean in a PDF?
“Edit text” describes two different operations. A text box or annotation places new content on top of the page; direct editing changes, deletes, or replaces the words already stored in the PDF. Those capabilities are not interchangeable, and free plans often include the first while restricting the second.
Adding a text box or markup
Text boxes, comments, highlights, shapes, stamps, and freehand marks are overlays. They are ideal for completing a worksheet, adding a note for a colleague, correcting a form visually, or marking a draft without changing the original paragraph. Before uploading a document, confirm that the product supports this operation rather than merely adding an overlay.

Which free PDF editor should you choose?

How do I change existing PDF text for free?
Use a product that explicitly supports body-text replacement, and keep the original file untouched until you have checked the result. PDFgear’s desktop workflow is the clearest documented free route for selecting and replacing existing text; Zoho also documents adding or replacing text in its online editor.
PDFgear desktop: replace words, insert text, or reformat a passage
- Install and open the PDFgear desktop application, then open a copy of the PDF.
- Choose the text-editing function and click the words you need to change. The product documentation says you can select existing text, replace it, insert new text, delete it, and format it.
- Check line wrapping, spacing, font substitution, and page breaks. A replacement can be technically successful while changing the visual layout.
- Save to a new filename, reopen that file, and search for the old wording and the new wording. This catches edits that were placed as overlays instead of replacing the original text.
The desktop capability is distinct from PDFgear’s browser editor. The online page lists text-box insertion and page operations, while direct replacement is attributed to the desktop product (PDFgear online editor).

Zoho PDF Editor: use the documented browser text tools
- Open Zoho PDF Editor and load the document.
- Select the text or image editing control, then add or replace the material you need to change.
- Review each affected page at normal zoom and at 100% or higher. Check that the replacement did not cover a form field, footer, or signature area.
- Export the revised PDF and retain the original separately.
Zoho’s getting-started page also documents page organization, combining, splitting, extraction, reordering, replacing pages, fillable fields, and signature fields (Zoho PDF Editor getting started). The page calls the tool free but does not state a file-size ceiling, usage quota, or processing location, so verify those details in the current interface before relying on it for a large batch or confidential material.
How can I add text, comments, or markups without changing the original text?
Choose an annotation-oriented editor when the document should remain visually intact. Adobe Acrobat online and PDFgear online both document overlays such as text boxes, comments, drawings, and signatures.

Adobe Acrobat online

PDFgear’s browser editor lists text boxes, images, comments, notes, shapes, stamps, signatures, and freehand marks. It also lists page import, rearrangement, rotation, duplication, and deletion. Combining means creating one file from several PDFs, usually while preserving a chosen page order. Use a tool that explicitly lists merge or combine, then verify the sequence and page count before sharing.
Zoho’s all-in-one route
- Open Zoho PDF Editor and choose the page-organization or combine function.
- Add the source PDFs and arrange them in the required order.
- Remove duplicate or unwanted pages, then export the combined document.
- Open the result and check that bookmarks, page numbers, forms, and signatures still point to the intended pages.
Zoho’s official documentation lists combining, splitting, extracting, reordering, and replacing pages in the same toolset (Zoho PDF Editor getting started).
Xodo’s merge tool
Xodo lists separate tools for merging and splitting in addition to its browser editor. Its free-use statement applies to editing one PDF per day; the product page does not explain whether a particular merge operation consumes that allowance, so check the current prompt before processing a batch (Xodo online PDF editor).

Why Adobe Reader is not the right combiner
Adobe’s Reader help page says the free Reader can fill existing forms but does not provide advanced editing such as editing text or combining PDFs. Installing Reader alone therefore will not produce a multi-file PDF; use a tool that advertises combining or an Acrobat capability instead (Adobe Reader editing help).

For a basic signature workflow, Xodo lists form filling and signing, PDFgear lists signatures among its online annotations, and Zoho documents creation of fillable and signature fields. Adobe Reader can fill existing forms, but its free Reader feature set does not include advanced PDF editing.
Signing an existing form
- Open the PDF in a tool that provides a fill or signature control.
- Fill existing fields first so the signature is placed after the completed information is visible.
- Insert a typed, drawn, or imported signature only if the document owner accepts that method.
- Save a final copy and reopen it to ensure the signature and filled values display correctly.
Creating fields for someone else

Should you use a browser editor or a desktop app?
A browser is convenient for a one-off task and requires no installation, but the file may be uploaded to a provider. A desktop app can keep work on the computer and is the documented route for PDFgear’s direct existing-text editing, yet device performance and software compatibility matter.

What can go wrong, and how do you recover?
The “edited” words are actually an overlay
Search the exported PDF for the original wording and try selecting the text. If the old words remain selectable beneath a new box, you used annotation rather than direct editing. Reopen the file in a tool that documents existing-text replacement, such as PDFgear desktop, and work from the untouched original.
The layout shifts after replacement
Shorten the replacement, adjust the text formatting, or allow the paragraph to reflow before saving. Compare every changed page with the original, paying attention to tables, headers, footers, and page numbers.

The browser refuses the file
Check the file size, password protection, and whether the PDF is unusually complex. PDFgear documents a 100 MB online maximum; for any other service, consult its current limit rather than assuming the same threshold.
You hit a free quota
Stop before uploading the next document and confirm the quota’s reset time and scope. Xodo states one free PDF edit per day and offers a free-trial path for more; a different tool may be more practical for a one-time batch.
The downloaded Adobe file is unavailable

No. The documented workflows are software-based, and none of the cited evidence establishes a scanner, boxed program, printed manual, or other physical purchase as necessary. A scanner is relevant only if the source exists on paper; it does not solve the separate question of editing text that is already inside a digital PDF.

Can I edit a scanned PDF with these free editors?
