If your priority is inexpensive Ethereum transactions, compare Base, Arbitrum One, OP Mainnet, Scroll, and Starknet. Ethereum.org’s network explorer displayed average fees from $0.001 to $0.008 for those networks in its October 1, 2026 snapshot. Those figures help narrow the field, but they are not quotes for your transfer, swap, or app interaction: check the live estimate for the action you plan to make.
Blast is a separate case. A recent announcement attributed to Blast says the project is winding down and asks users to withdraw assets to Ethereum mainnet. It sets October 26, 2026 as the deadline for withdrawals through the normal interface; verify the official instructions and current withdrawal status before acting.
Which Layer 2s are worth comparing?
Ethereum.org’s network explorer showed these displayed average transaction fees in a snapshot updated October 1, 2026. The figures are organization-published averages, not guaranteed costs for a particular transaction, and the displayed $0.00 for OP Mainnet does not mean every transaction is free.
| Network | Displayed average fee | What to know |
|---|---|---|
| Base | $0.001 | Ethereum.org describes it as an Optimistic Rollup built with the OP Stack and positioned as low-cost and builder-friendly. |
| Arbitrum One | $0.004 | Check that the apps and assets you need are supported, and review current network-risk information. |
| Optimism (OP Mainnet) | $0.00 | Ethereum.org describes it as an EVM-equivalent Optimistic Rollup. The displayed precision is rounded; it is not a promise of zero-cost transactions. |
| Scroll | $0.003 | Confirm current network status and support for your intended apps. |
| Starknet | $0.008 | A STARK-based ZK Rollup using Cairo; its architecture and tooling differ from EVM-equivalent options. |
All fee figures in this table are from Ethereum.org’s network explorer snapshot updated October 1, 2026. Fees can change with network demand and transaction type. In its L2 overview, Ethereum.org separately displayed an average of $0.0015 across Ethereum-backed networks and $0.082 on Ethereum; these are also dated snapshot figures, not fixed prices. See Ethereum.org’s overview for its framing of those averages.

How to choose for your transaction
Estimate the action you will actually perform
A simple transfer, a token swap, and a contract interaction can have different costs. Use the relevant wallet or app estimate immediately before signing rather than treating a network-wide average as a quote. Compare the same action on each candidate where possible.
Check apps, assets, and wallet support
“Ethereum L2” does not mean every application or token is available on every network. Confirm that the destination network supports the specific app, assets, and wallet workflow you rely on. Ethereum.org’s network overview lists distinct networks with different designs; it is a starting point, not proof that a particular app is deployed everywhere.

Factor in design and maturity
Base and OP Mainnet are described by Ethereum.org as optimistic rollups. Starknet is a general-purpose ZK Rollup based on STARKs and the Cairo VM, so its tooling differs from EVM-equivalent choices. Ethereum.org’s maturity framework considers time in production, value locked, network maturity, and risk assessment, and cautions that many projects are young and somewhat experimental. Read the current network information rather than using low fees as a proxy for maturity.
Review trust assumptions and withdrawal routes
Layer 2 networks differ in proof systems, upgrade controls, operating assumptions, and routes for withdrawing assets. L2BEAT’s assessment of Blast, for example, says fault proofs are not in use and state correctness relies on permissioned proposers and challengers; it warns that an invalid state root could lead to loss of funds. Risk dashboards change, so consult the live assessment for any network before moving meaningful funds.

Confirm the bridge route before moving funds
Ethereum.org names Superbridge and Portal as examples of ecosystem bridges, and Hop and Across as independent tools. Availability and terms depend on the exact route. Check that the origin and destination networks and the asset are supported, then review fees and withdrawal conditions before initiating a transfer. See Ethereum.org’s bridge guide.
Other networks to investigate
Ethereum.org’s explorer also lists Ink, Unichain, ZKsync Era, Linea, and Zircuit. In the October 1, 2026 snapshot, Linea displayed an average fee of $0.025, while a ZKsync Era fee was not listed. Treat the explorer as a discovery list: check current costs, app availability, and risk information for the exact network and transaction.

What a Blast replacement does—and does not—replace
Blast’s own materials describe native yield for bridged ETH and stablecoins, EVM equivalence, and a developer feature that returns gas-fee revenue programmatically. These are descriptions and claims from the project, not independently verified yield rates or guarantees. See Blast’s product materials.
Native yield is different from low transaction fees. Choose a destination based on your primary need—lower cost, a particular app or asset, or a yield feature. The available descriptions of Base, Arbitrum One, OP Mainnet, Scroll, and Starknet do not establish that those networks reproduce Blast’s yield mechanics.

Blast withdrawals: check the current instructions
An announcement attributed to the Blast account and linked to its official X post says the project is winding down, cites operating economics, and asks users to withdraw assets to Ethereum mainnet. It gives October 26, 2026 as the deadline to withdraw through the normal interface. The announcement also describes a temporary withdrawal pause during the Lido asset withdrawal process and says assets remain withdrawable after the deadline through direct interaction with Blast’s Ethereum bridge contracts. Because this is time-sensitive operational information, verify the official notice, interface availability, and instructions before starting a withdrawal: Blast’s announcement on X.
