The workable mix depends on the target country, the operator’s product and licence, platform certification, audience controls and creative rules. In practice, licensed operators can combine certified paid search and qualifying comparison sites, owned SEO and educational content, sports or publisher sponsorships, carefully governed social/video/programmatic campaigns, and consent-based CRM. A licence is necessary, but it is not permission to use every channel in every market.
Start with the jurisdiction and licence matrix
Before choosing media, build a market-by-market record of the licence held, the products it covers, the permitted audience, platform certifications and the disclosures required in advertising. The same campaign can be acceptable in one country and prohibited in another.
| Market or rule set | What must be verified | Channels that may be available | Important restriction or date |
|---|---|---|---|
| Great Britain | The operator must hold the authorization required for the product and territory. Review the Gambling Commission codes, CAP Code Section 16 and platform rules before launch. | Search, comparison and affiliate publishing, owned content, sponsorship, social/video, programmatic and direct marketing may be possible when their individual controls are met. | Marketing must not mislead by action or omission. Significant promotion conditions must be clear and prominent. Gambling advertising must not appear on a primary page or microsite providing responsible-gambling advice. |
| Google-listed countries | Confirm that the country is on Google’s current online-gambling policy list, obtain any required country-specific certification and verify the operator’s local licence. | Certified search advertising and qualifying aggregator or affiliate pages that provide information or comparisons. | Google states: “We only allow advertising of online gambling and online gambling-promoting content in the countries listed below and where the country-specific certification criteria are met.” Eligibility is not global. |
| New Zealand | Apply the Online Casino Gambling Act framework and the staged licensing requirements. Check the licence, product and advertising status for the campaign date. | Only channels that remain lawful after local review; do not assume a UK or search-led playbook transfers. | The Act came into force on 1 May 2026. The staged process is expected to allow up to 15 licensed operators, and initial policy decisions prohibit affiliate marketing and paid endorsements. |
| Any other country | Check the gambling regulator, advertising code, media platform policy, age rules, data-consent rules and cross-border targeting position for that country. | Not stated universally. Treat each channel as conditional until local counsel or compliance has documented it. | A licence in the operator’s home market does not establish permission to advertise to residents of another market. |
Use the matrix as a launch gate rather than a marketing summary. Record the licence number or authorization, the covered domain and products, the target-country audience, the platform approval, the owner of compliance sign-off and the takedown contact. Recheck the record when a licence, platform policy, product, creative or target geography changes.
Compare the practical alternatives
| Alternative | Best use | Main control | Age and vulnerable-person controls | Responsible-gambling information | Measurement and attribution | Creative and disclosure burden | Third-party dependency | Speed to launch |
|---|---|---|---|---|---|---|---|---|
| Certified paid search and comparison | Capturing high-intent users looking for a licensed service or a product comparison. | Country certification, licence verification and compliant landing pages. | Use platform audience tools, exclusions and review of search terms and placements where available. | Provide required information on the landing experience without placing sales messages on a primary safer-gambling advice page. | Usually direct to click and conversion events, subject to consent and platform reporting limits. | Short-form ad review, promotion-term prominence and affiliate disclosure where a partner is involved. | Search and comparison-platform policy can change or restrict inventory. | Potentially fast after certification and creative approval. |
| SEO and owned content | Durable discovery, product education and answers to safer-gambling questions. | Separate informational safer-gambling architecture from pages designed to sell or sign up. | Do not design content to exploit young or vulnerable people; review imagery, language and distribution. | Keep responsible-gambling advice clearly separated from conversion-focused pages and maintain accurate, prominent information. | Organic visits, engaged sessions and consented sign-ups can be measured, but attribution is slower and less deterministic than a paid click. | Long-form editorial, legal review of claims and disclosure when content identifies the operator. | Search algorithms, hosting and social distribution are external dependencies. | Slower to build than paid media. |
| Sports, publisher or event sponsorship | Broad brand reach, association with a trusted property and territory-specific awareness. | Rights-holder, territory, audience-age, inventory and sponsorship-disclosure review. | Inspect the audience profile and placements; exclude youth-oriented properties where rules require it. | Plan where safer-gambling information and terms will appear in the sponsored assets. | Use tagged assets, dedicated landing pages and independent reach reporting; precise conversion attribution may be limited. | Rights approvals, brand-safety review and disclosure obligations. | Availability and inventory are commercial and not guaranteed; rights holders impose their own conditions. | Negotiated and usually slower than search. |
| Social, video and programmatic | Reach, controlled prospecting and retargeting where both the platform and local law permit gambling promotion. | Platform certification, age gates, exclusion lists, frequency caps, placement controls and creative approval. | Apply age targeting, remove vulnerable-interest segments where possible and monitor comments, shares and user-generated responses. | Use clear safer-gambling information and promotion terms in or adjacent to the creative as required. | Platform reporting, consented analytics and post-view limitations mean reported results need reconciliation. | Frequent creative and comment moderation, disclosures and rapid takedown capability. | High dependence on changing platform policies, auction rules and supply quality. | Fast only after policy approval, certification and measurement setup. |
| Affiliate and comparison partners | Performance-based discovery from publishers that explain or compare licensed services. | Contractual licence checks, approved claims, disclosure, monitoring and takedown ownership. | Require audience and placement controls in the partner contract and audit actual pages, not only proposals. | Define where safer-gambling links, terms and warnings appear and prohibit misleading or problem-solving claims. | Track partner IDs, approved landing pages and conversion events; reconcile returns, duplicate leads and fraudulent traffic. | Partner editorial review, disclosure language and ongoing page monitoring. | Partner conduct can create liability for the operator even when the operator did not write the page. | Can be quick to add, but diligence and approval should precede traffic. |
Certified search and comparison publishing
Search is useful when a user already expresses intent, but gambling ads are a regulated category rather than an ordinary keyword purchase. Google’s policy permits online-gambling and gambling-promoting content only in listed countries where the country-specific certification criteria are met. It also expressly permits qualifying aggregator or affiliate sites that provide information about, or a comparison of, other gambling services. That permission does not remove the operator’s obligation to hold the authorization or licence required in the target country.

Launch sequence
- Choose one target country and product. Map the exact licence and domain to the product advertised; do not use a broad “global” campaign.
- Confirm platform eligibility. Check the current country list, submit the required certification and document the approved account, domain and market.
- Review the landing page. Show material promotion conditions prominently, avoid misleading omissions, and keep safer-gambling advice in an appropriate information area rather than disguising it as sales copy.
- Set audience protections. Apply age restrictions, exclusion lists, location controls and frequency limits supported by the platform. Add a process for reviewing search terms and placements.
- Monitor every partner page. A comparison publisher should identify commercial relationships, use approved claims and link to the licensed service. Assign an owner who can request edits or removal quickly.
Do not infer approval from an ad’s ability to pass an automated review. Certification, licence status, creative compliance and the destination page all need evidence.
SEO and owned educational content
Owned content can answer questions before a user is ready to register and can explain products, odds, payment methods, identity checks and safer-gambling tools. It is also a regulated touchpoint when it identifies a gambling company. The ASA describes content marketing as including memes, videos, blogs and social posts connected to a gambling company. In 2025, the UK code was expanded to cover specified content marketing targeted at UK consumers by licensed operators registered outside the UK.
Use separate information architecture
- Keep responsible-gambling advice, self-exclusion information, deposit limits and help resources on a clearly identified safer-gambling area.
- Keep acquisition pages focused on the licensed product and place significant promotion conditions prominently, rather than burying them in a footnote or a separate click.
- Label sponsored or commercial editorial relationships and maintain an approval record for claims, statistics, imagery and calls to action.
- Review comments, embedded videos and social sharing because connected user-facing content can extend the advertising risk beyond the original page.
SEO is a durable channel, not a shortcut around advertising rules. Search visibility does not make a claim lawful, and an informational headline can still become marketing when it identifies the operator or directs users toward purchase.
Sports, publisher and event sponsorships
Sponsorship can deliver attention that search cannot, especially where a club, league, publisher or event has a strong local audience. It is not automatically exempt from gambling advertising rules. Treat each proposal as a rights and compliance package.

Due-diligence questions
- Which territory, broadcast feed, venue and digital inventory are included?
- What is the audience-age profile, and can youth-oriented placements be removed?
- Where will the sponsorship disclosure, safer-gambling message and promotion terms appear?
- Can the rights holder prevent unauthorized extensions into social clips, influencer posts or partner websites?
- Who owns complaints, creative changes, reporting and emergency removal?
Availability is commercial and not guaranteed. Secure written rights for every placement and define what happens if a fixture, event, publication or audience profile changes.
Social, video and programmatic campaigns
These channels can provide reach and controlled retargeting, but they combine legal risk with dependence on platform policy and advertising supply. A campaign should not launch merely because an account can technically target an age band.
Required controls
- Certification and market controls: Confirm the platform accepts gambling promotion in the target country and that the account, domain and product match the approval.
- Age and vulnerability protections: Use the oldest practical age threshold, exclude youth-oriented interests and locations, suppress self-excluded or otherwise restricted audiences where the platform supports it, and prohibit lookalike expansion that defeats the exclusions.
- Placement quality: Use allowlists or inventory controls, block unsafe content categories and inspect where ads actually appeared.
- Frequency and sequencing: Cap repeated exposure, especially for retargeting, and avoid pressure sequences built around losses, urgency or financial distress.
- Moderation: Monitor comments, replies, creator content and re-shares. The operator needs a documented route to remove misleading or irresponsible user-facing material.
- Measurement: Obtain consent where required, separate click-through from view-through reporting and reconcile platform conversions with the operator’s records.
Market differences can be decisive. New Zealand’s initial policy decisions, for example, prohibit affiliate marketing and paid endorsements after the Online Casino Gambling Act came into force on 1 May 2026. That is a reason to obtain a local legal determination, not to relabel an endorsement as ordinary social content.
Affiliate and comparison partnerships
Affiliate publishing can extend reach without buying every impression directly, but the operator remains exposed to partner behavior. In Great Britain, CAP Code Section 16 applies to ads for gambling operators licensed in Great Britain and includes marketing by third parties such as affiliate marketers. The UK Gambling Commission also requires marketing communications to avoid misleading actions or omissions and to present significant promotion conditions transparently and prominently.

Build a controllable partner program
- Screen the partner. Verify ownership, audience, traffic sources, target geographies, age profile and any prior compliance issues.
- Contract for exact behavior. Specify approved domains, claims, bonus language, disclosure wording, search restrictions, prohibited audiences, data handling, audit rights and immediate takedown obligations.
- Approve pages before traffic. Capture the final URL, screenshots and version date. Do not approve a partner only from a media kit.
- Monitor continuously. Crawl or manually inspect pages, search results and social posts; test redirects and check that expired offers are removed.
- Reconcile and remediate. Pause tracking or payments for non-compliant traffic, notify the partner, remove the page and record the incident and corrective action.
Google’s allowance for qualifying comparison or aggregator content is specific: the page must provide information about or a comparison of gambling services, and the promoted services must be authorized or licensed for the target country. It is not a blanket approval for every coupon, influencer or lead-generation page.
CRM and direct marketing
Email, SMS, push notifications and account messages can be precise and measurable, but they require a valid consent or other lawful basis, accurate age and identity controls, suppression handling and responsible-gambling safeguards. Confirm that the recipient is eligible for marketing in the relevant jurisdiction and has not opted out or self-excluded. Keep promotional messages distinct from service or safer-gambling communications, and make unsubscribe controls easy to use.
Safer campaign design
- Use a consent record containing source, timestamp, purpose and channel.
- Suppress underage, self-excluded, blocked or otherwise restricted accounts before audience export.
- Do not use loss-chasing, financial hardship, personal distress or urgency as a persuasion angle.
- Show material terms and expiry conditions in the message or an immediately accessible destination.
- Set contact-frequency limits and review whether automated journeys could pressure a vulnerable customer.
Compliance checklist before any recommendation
- Target-country licence: Is the operator licensed for the exact product and audience being advertised?
- Jurisdiction scope: Are geolocation, language, domain and payment assumptions consistent with that licence?
- Platform certification: Has the search, social, video, programmatic or publisher platform approved the account and market?
- Audience protection: Are age gates, exclusions, vulnerable-person controls, frequency caps and placement blocklists active and tested?
- Responsible-gambling information: Is safer-gambling advice accurate, findable and kept separate from a primary sales page where required?
- Promotion terms: Are significant conditions prominent, readable and present wherever the offer is presented?
- Affiliate disclosure: Does every third-party page identify the commercial relationship and use only approved claims?
- Creative and claims review: Has compliance checked imagery, tone, financial implications, testimonials, influencers and calls to action?
- Monitoring owner: Is one named team responsible for placement checks, complaints, incident logs and takedowns?
- Exit plan: Can ads, partner pages, tracking links and automated messages be paused or removed immediately?
Measure what each channel can actually prove
Use a measurement plan that distinguishes delivery from lawful, quality acquisition. Record impressions, reach, clicks, age and geography where available, consent status, registrations, verified accounts, first deposits, responsible-gambling interventions, complaints and chargebacks. Attribution should be based on consented first-party records where possible, with platform-reported view-through or modeled conversions clearly labeled as such.
Do not publish a universal conversion rate or return-on-ad-spend expectation. The official material for these rules provides no independent performance benchmark, spend figure or conversion-rate statistic. Compare channels using the same definitions, attribution window, market, product and compliance incident rate instead.

Common failure modes and fixes
“We are licensed, so every channel is available.”
Why it fails: A licence does not replace country-specific advertising, platform certification, audience or creative requirements.
Fix: Re-run the jurisdiction matrix for each market and channel, and retain written approval before spending.
“The affiliate owns the page, so the operator is not responsible.”
Why it fails: UK CAP rules expressly cover third-party affiliate marketing, and partner conduct can create regulatory and reputational exposure.
Fix: Contract approved claims and disclosures, inspect live pages, and give the operator immediate takedown rights.

“Responsible-gambling content can sit on the same primary page as the sales pitch.”
Why it fails: UK Gambling Commission guidance says gambling advertising should not appear on a primary page or microsite providing responsible-gambling advice.
Fix: Create a clear information architecture with a dedicated safer-gambling area and compliance-reviewed links from relevant conversion pages.
“A platform rejection is the only warning we need.”
Why it fails: Automated approval can miss misleading terms, unsafe placements, age leakage, partner edits or complaints.
Fix: Combine pre-launch review with live placement checks, comment moderation, complaint handling and a tested takedown process.

“A successful UK campaign can be copied into New Zealand.”
Why it fails: New Zealand’s 2026 framework includes an initial prohibition on affiliate marketing and paid endorsements.
Fix: Obtain a New Zealand-specific determination after the Act’s staged licensing and advertising rules are applied to the proposed campaign.
Choose a channel mix by objective
| Primary objective | Starting option | Conditions for adding another channel |
|---|---|---|
| Capture existing demand | Certified paid search and carefully reviewed comparison pages. | Add owned explanatory content when recurring questions or regulatory disclosures need more space than an ad allows. |
| Build durable discovery | Owned SEO and educational content with separate safer-gambling architecture. | Add sponsorship or social/video only after audience, platform and creative controls are documented. |
| Build broad awareness | Territory-specific sports, publisher or event sponsorship. | Add controlled video or programmatic reach when placement reporting, age controls and frequency limits are reliable. |
| Generate measurable partner traffic | Approved comparison or affiliate partners where lawful. | Scale only when live-page monitoring, disclosure, fraud controls and takedown ownership work in practice. |
| Communicate with existing customers | Consent-based CRM with suppression and frequency controls. | Use only after age, identity, consent and responsible-gambling safeguards are integrated with the account system. |
The strongest plan is usually a portfolio rather than a single replacement for television or search: one channel captures intent, another explains the product, another builds reach, and CRM serves eligible customers. Each component should have its own market approval, audience controls, disclosure standard, measurement definition and shutdown procedure.
