A reliable backup strategy keeps multiple copies of important data, puts at least one copy beyond the reach of a device failure or ransomware, and proves that the copies can be restored. Start by deciding what you cannot afford to lose and how quickly you need it back; then choose destinations, protect access, schedule copies, and test recovery.

Start with what you need to recover

List the files, systems, and settings that matter: personal documents and photos, work files, device configurations, or business-critical services. A backup plan should reflect the consequences of losing each item, not just the amount of storage it occupies.

Set two practical recovery goals:

  • Recovery point: How much recent work can you afford to lose? This determines how often new or changed data needs to be backed up.
  • Recovery time: How long can you manage without the files or system? This helps determine whether restoring selected files is enough or whether you need a broader system recovery plan.

There is no universal backup frequency or recovery target that fits every reader. Choose values according to how often the data changes and what an outage would mean.

Use 3-2-1 as a starting framework

CISA’s Data Backup Options describes the 3-2-1 rule: keep 3 copies of data—one primary copy and two backups—on 2 different media types, with 1 copy off-site. These figures describe a framework, not a measured guarantee of safety.

The point is to avoid depending on a single device, storage type, or location. If a computer fails, a separate copy may still be available; if a local event affects devices at home or work, an off-site copy may survive. The rule does not by itself secure accounts, prevent every form of data loss, or ensure that a backup is usable. Isolation and restore testing are also necessary.

Choose destinations that complement each other

For locally stored data, CISA identifies an external hard drive or a properly vetted cloud service as backup options in its device data protection guidance. A local copy can be convenient to reach; an off-site copy can provide a separate location. Weigh both the convenience of restoring and the risks of relying on one destination.

Option Useful strengths Trade-offs to assess
External hard drive A local destination for data stored on a computer; direct access to the drive. It can be lost, damaged, or exposed to malware while connected. Store it safely and disconnect it when it is not actively being used for backup, as CISA advises.
Cloud backup service Can provide an off-site copy without keeping the backup device at the same location as the computer. Recovery depends on account access and an internet connection. Check security, version history, retention, and recovery controls; do not assume every service handles unwanted changes the same way.

These are categories, not endorsements of a particular product or provider. CISA warns that automated cloud syncing can sometimes propagate encrypted files or overwrite unaffected versions. Before relying on a service, verify how it preserves earlier versions, how long it retains them, and how you recover them.

Keep at least one copy out of reach of ransomware

A backup that remains accessible from an infected computer may be exposed to the same ransomware as the original files. CISA recommends offline, encrypted backups of critical data and regular checks of their availability and integrity in its #StopRansomware Guide.

  • Disconnect removable drives between backup sessions. CISA specifically advises disconnecting an external drive when it is not actively being used for backup.
  • Maintain an isolated copy. Keep a backup from being freely overwritten or deleted by a compromised computer. Choose an isolation method appropriate to your equipment and service, and make sure you can still reach it during recovery.
  • Encrypt sensitive backups. Protect the credentials and recovery keys needed to unlock them; losing those can make a sound backup unusable.
  • Check version and retention behavior. A current synchronized copy is not necessarily a safe historical copy if unwanted changes can replace older data.

Isolation reduces exposure but adds a recovery step: you must be able to locate and reconnect or access the protected copy when needed. Include that step in restore tests.

Set a schedule and confirm it is working

Back up often enough to meet your recovery-point goal. If losing a day of recent work would be unacceptable, a much less frequent schedule will not meet that goal. CISA’s ransomware guidance says to back up often, but does not prescribe one interval for everyone.

After setting a schedule, monitor whether backup jobs complete and whether they include the right files and systems. A successful status message is useful, but it does not show that every needed item was selected or that the data can be restored.

Test restoration, not just backup completion

A backup that has never been restored is an assumption, not demonstrated recovery capability. NIST advises organizations to “Carefully plan, implement and test a data backup and restoration strategy” in its ransomware recovery advice. CISA also calls for regular testing of backup availability and integrity.

  1. Recover sample files. Restore representative documents or other important items to a separate location, then check that they open and contain the expected data.
  2. Exercise the broader recovery path. Confirm that you can access the backup, supply required credentials or keys, and follow the steps needed to restore a device or system.
  3. Record what the test reveals. Note missing files, access problems, unclear steps, or longer-than-acceptable restore times, then correct the plan and test again.

For an organization, the exercise should also account for recovery roles, dependencies, order of operations, and the use of clean systems. NIST’s MSP backup guide treats backup planning as part of disaster recovery rather than an isolated storage task.

Adapt the plan to personal, business, or OT use

Personal devices

For a home computer or other personal device, identify the files that are stored locally, make a separate copy to an external hard drive or a vetted cloud service, and keep a copy away from the device. CISA’s device guidance covers these categories; it does not name or compare current products.

Business systems

Organizations should prioritize services and data by their recovery needs, assign people to carry out recovery, and document dependencies and clean-system procedures. Practice the recovery process rather than relying on a written plan alone. NIST’s guidance for ransomware recovery and its MSP backup guide connect backups with restoration and disaster recovery planning.

Operational technology

Operational technology (OT) environments have specialized recovery needs and should not be treated as ordinary home-computer setups. NIST’s OT Backup Quick Start Guide, published June 17, 2026, ties backups to change management and recovery exercises, and recommends creating, testing, and reviewing backups regularly. Apply that guidance within the OT environment’s own operational and safety requirements.

Review the plan when something changes

Revisit backups when you add devices, change software, store more data, alter business dependencies, or face different threats. A plan that once covered the important files can become incomplete as the way you work changes. Keep the recovery steps and access information current, and retest after material changes.
