To reduce Azure OpenAI or Microsoft Foundry token costs, start by measuring input, cached-input and output usage by model, deployment, tenant and environment. Then make repeated prompt content cacheable, move delay-tolerant jobs to Batch where eligible, route routine work to a cheaper model only after evaluations, and set budgets and tenant-level limits. Cost control is an operational loop—not a one-time prompt edit—and lower token volume matters only if quality, latency and successful-task costs remain acceptable.
Why is my Azure AI bill rising with token use?
Token volume is only one part of the bill. Microsoft says language and vision workloads use token-based metering, but the billing unit and rate vary by model, deployment type and meter. A large increase in output, a model or deployment change, a new tenant workload, or a shift in how much work is routed through the service can therefore affect spend differently.
Before changing prompts or models, find out what is being metered for the workload and which resources are responsible. Capture enough detail to distinguish a genuine increase in useful work from a cost change caused by an architectural or traffic shift.
- Input tokens: content sent to the model.
- Cached-input tokens: input that qualifies for cached processing, where the model and deployment support it.
- Output tokens: content generated by the model.
- Model and deployment: the specific model and deployment type associated with the usage.
- Tenant and environment: the customer or organizational boundary and whether the workload is, for example, production or testing.
Keep these fields together when reviewing consumption. A single aggregate token total cannot tell you whether long prompts, generated output, a particular tenant, or a specific deployment is driving the change. Nor does it tell you whether the work was successful: retries and quality failures can turn an apparently cheaper request into a more expensive task.

How do I find which tenant or workload is driving costs?
Tag resources consistently and review a cost dashboard grouped by those tags every week. Microsoft’s checklist names costCenter, tenant, workload and env as useful tags, and recommends pairing cost visibility with budgets and per-tenant rate limits.
Set up a usable cost view
- Apply the same four tag names—
costCenter, tenant, workloadandenv—to the resources that support your AI workloads. Use consistent values so that equivalent teams and environments group together. - Build a Cost Management dashboard grouped by tag. Review it weekly, looking for changes by tenant, workload, environment and cost center rather than relying on one organization-wide total.
- Compare cost with the token and task measurements you capture, including model, deployment, input, cached-input and output usage. This connects the bill to the kind of work producing it.
- Set budgets and per-tenant rate limits so that an unexpected workload cannot consume the entire allocation. Decide who investigates an alert or limit event before it happens.
Tags explain where spending is attributed; they do not, by themselves, prevent an unexpected spike. Budgets and rate limits address that different problem. Review them together: a dashboard without a response plan can make a spike visible without containing it, while a shared limit without tenant-level visibility can make it hard to identify its cause.
Does prompt caching really save money?
It can, when requests repeat a sufficiently long, identical prefix and later cached reads justify any cache-write cost. For the Azure behavior documented by Microsoft, a request must be at least 1,024 tokens long and its first 1,024 tokens must be identical to match the cache; a one-character change in that prefix can cause a miss.

Arrange the prompt for reuse
Put stable content at the start of the prompt: system instructions, examples, tool definitions and reference material that remain the same across requests. Append changing user content later. This makes the reusable material a prefix instead of interrupting it with dynamic details near the beginning.

That arrangement is not a guarantee of savings. Measure whether requests actually hit the cache and whether the value of later reads exceeds any cost of writing cached content. Microsoft’s Foundry guidance distinguishes older model caching behavior from newer model families that can charge for cache writes; there is no single cache-price rule that safely applies to every model family.
Watch the cache metrics and the bill
Monitor cached_tokens to see how much input is being served as cached input. For newer model families, Microsoft also calls out cache_write_tokens; track it alongside cache reads so the cost of establishing cacheable content is not overlooked. Compare cache behavior and cost for the actual model and deployment in use, rather than assuming that a high cache-read count automatically means a net saving.
OpenAI’s API prompt-caching guide describes discounts of up to 95% on cached input for supported models and pricing configurations. That figure is not a general Azure OpenAI saving: the applicable service, model, pricing configuration and cache behavior matter. Check the terms for the specific deployment before forecasting a reduction.

Should I use Batch API for embeddings, evaluations or summaries?
Batch is worth considering for work that can wait rather than requiring an interactive response. Microsoft’s 2026 Azure AI cost-optimization guidance describes a 50% discount versus real-time for eligible jobs that can wait up to 24 hours; verify the current rate and eligibility for the exact deployment before using that figure in a budget.

Examples of delay-tolerant workloads include embeddings, evaluations, index refreshes and asynchronous summaries. The key decision is whether the task can tolerate the documented wait window—not whether the task happens to use a particular type of model operation.
| Option | Savings mechanism | Latency fit | Operational consideration |
|---|---|---|---|
| Real-time request | None implied by the delivery mode; optimize the request, model and reusable context separately. | Interactive or time-sensitive work. | Use where a delayed result would break the user experience or workflow. |
| Batch job | Microsoft’s 2026 guidance describes a 50% discount versus real-time for eligible jobs. | Work that can wait up to 24 hours. | Confirm eligibility and current rates for the exact deployment, and arrange for asynchronous results to be handled. |
Batch changes when results arrive, not whether a result is useful. Keep interactive work on a path that meets its response needs, and batch only tasks whose consumers can wait. Because rates and eligibility can change, treat the cited discount as vendor guidance to verify, not as a guaranteed saving for every deployment or job.
How can I route requests to a cheaper model safely?
Route routine, low-ambiguity work—such as simple classification, straightforward tool calls or boilerplate generation—to a less expensive model when evaluation shows no quality regression. Reserve a stronger model for ambiguity, retries or difficult refactors, and use measured results to decide where the boundary belongs.
Microsoft’s 2026 checklist gives a target of at least 60% of traffic on a cheaper model when evaluations show no regression; another Microsoft guide describes 60–80% as a common routing pattern. These are targets to test, not guaranteed savings or universal traffic quotas. A workload that needs a stronger model more often should not be forced into a percentage target.

Make the routing decision measurable
- Define which task types can safely start on the less expensive model.
- Evaluate the cheaper model on representative examples and track quality, latency, error rate and cost per successful task.
- Specify what happens when a request is ambiguous, fails, or needs another attempt. Measure fallback and retry volume rather than treating those requests as free.
- Expand routing only while evaluations show the required quality. If errors or retries erase the cost reduction, adjust the route or keep those cases on the stronger model.
A lower per-request cost is not enough to establish that a route is better. Judge the complete task: if quality failures trigger retries or manual repair, the apparent saving may disappear. Microsoft recommends evaluating prompt, model and routing changes before merge, with quality, latency, cache-hit rate, error rate and cost per successful task considered together.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What evaluation gate should I use before changing a prompt or model?
Require an evaluation gate before merging every prompt, model or routing change. Microsoft’s checklist states: “Every prompt, model, or routing change runs the eval gate before merge.” The purpose is to catch a cost reduction that degrades outcomes or creates enough latency, failures or retries to offset its benefit.
Compare the proposed change with the current behavior on representative tasks. Track the measures as a set, not as isolated wins:
- Quality: whether the result still meets the task’s needs.
- Latency: whether it still arrives within the workflow’s acceptable time.
- Cache-hit rate: whether the planned reusable prefix is actually reused.
- Error rate: whether requests fail more often after the change.
- Cost per successful task: what it costs to complete the task successfully, including relevant retries.
Set acceptance criteria that fit the workload and compare with the existing route or prompt. The cited Microsoft material supplies the gate and metrics, but does not establish a universal acceptable regression threshold. Choose thresholds based on the task’s risk and user requirements; do not substitute a token target for a quality decision.

What is a practical weekly checklist for controlling token use?
Use a repeatable review cycle so that measurement, changes and safeguards reinforce each other. Make one change at a time where practical, then verify that its measured effect persists in the workload it was meant to improve.
- Attribute: confirm usage is recorded by input, cached input, output, model, deployment, tenant and environment.
- Review: inspect the tag-grouped Cost Management dashboard weekly and identify the workloads or tenants behind material changes.
- Protect: check that budgets and per-tenant rate limits are in place to contain unexpected consumption.
- Reuse: keep stable prompt content in the first 1,024 tokens where the documented cache behavior applies, then inspect cache-read and cache-write metrics.
- Defer: identify work that can wait up to 24 hours and verify Batch eligibility and current rates for its deployment.
- Route: test routine work on a less expensive model and reserve stronger models for cases that need them.
- Gate: require evaluations before merging changes and review quality, latency, cache hits, errors and cost per successful task together.
Vendor figures in this checklist describe documented requirements or targets, not independent benchmark results or guaranteed outcomes for every workload. Microsoft pricing, supported model families, cache-write behavior, retention and Batch terms can change, so confirm current service terms before making a forecast or changing production controls.
Frequently Asked Questions
How should I forecast an Azure AI budget if token rates vary by deployment?
Build the forecast from the actual model, deployment and meter your workload uses, rather than applying one blended token rate to every request. Revisit the estimate when model routing, deployment type, or the mix of input and output changes.
Can two tenants share the same cached prompt prefix?
The documented matching behavior concerns identical prompt prefixes, but the cited guidance does not establish cross-tenant cache isolation or sharing guarantees. Treat tenant boundaries as an architecture and data-governance decision, and verify the applicable service documentation before relying on shared cache behavior.
Is a lower token count proof that my AI workload is cheaper?
No. A request can use fewer tokens and still cost more overall if it requires additional retries, slower processing, or manual correction. Compare cost per successful task alongside quality and latency.
How often should I update Azure AI cost controls?
Review cost trends weekly as Microsoft’s checklist recommends, and revisit budgets, per-tenant limits and forecasts when the workload, deployment or pricing terms change. A weekly review is an operating cadence, not a guarantee that every unexpected spike will be caught before it occurs.
