There is no universal winner in the AI race between cyber attackers and defenders. Current expert assessments point to a possible attacker advantage in the near term because reconnaissance, vulnerability discovery, exploit development and social engineering can be compressed quickly with AI. Defenders, however, must integrate tools across complicated environments while preserving uptime and stopping intrusions. A small controlled capture-the-flag (CTF) study even produced the opposite result under unconstrained patching, then lost that defensive edge when availability and intrusion-prevention requirements were added. The practical answer is conditional: attackers may gain speed and scale first, while defenders can improve their position through continuous monitoring, coordinated response, better software architecture and honest measurement. The evidence does not show that AI autonomously runs complete campaigns or that attackers consistently outperform defenders in real organizations.

What does “attacker versus defender AI advantage” actually mean?

The phrase describes which side can convert AI capabilities into a reliable operational advantage, not which side has the most impressive model. An attacker’s gain might be lower-cost reconnaissance or more convincing social engineering. A defender’s gain might be faster patch triage, broader detection coverage or fewer false positives without taking systems offline.

Several distinctions prevent misleading comparisons:

  • Capability versus outcome: A model demonstrating that it can find a weakness is not the same as an organization suffering a breach, and a patch generated by an agent is not the same as preventing an intrusion while keeping a service available.
  • Task and lifecycle stage: Reconnaissance, initial access, persistence, detection, patching and recovery have different bottlenecks and risk tolerances.
  • Environment: A Linux CTF, a laboratory network, a cloud estate and a safety-critical enterprise impose very different constraints.
  • Access and asymmetry: The side with better models, data, compute, tool permissions and security expertise can benefit even when the underlying technology is dual-use.

The Center for Security and Emerging Technology (CSET) analysis from May 2025 captures the core idea: “Rather than a single answer, there are many ways that AI will help both cyber attackers and defenders.”

Does AI currently give hackers more advantage than cybersecurity defenders?

In the near term, a modest attacker lean is a credible expert assessment, not a measured universal result. The National Academies’ June 2026 rapid expert consultation says many offensive workflows can be compressed quickly, while defensive work has to be integrated across complex organizations and carried out carefully enough not to disrupt service.

That assessment identifies four areas where attackers may gain speed, cost or scale:

Reconnaissance

AI can summarize large volumes of public and stolen information, identify likely targets and help operators prioritize which systems or people deserve attention. The advantage is primarily throughput and triage; it does not mean every target is automatically exploitable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Vulnerability discovery

Code-analysis and reasoning tools can search for patterns associated with weaknesses and explain possible attack paths. Real-world value still depends on access to the relevant code, reliable findings and an operator who can validate them.

Exploit development

Models can reduce the time needed to understand a vulnerability and draft proof-of-concept material. Turning that material into a dependable operation remains sensitive to software versions, mitigations, permissions and network conditions.

Social engineering

Generative systems can produce tailored messages at high volume and adapt wording to a target’s context. Defenders therefore face a scale problem: a campaign can be personalized faster than humans can inspect every message.

The National Academies presents these points as an expectation about workflow compression, not as a finding that AI has already produced a standing attacker lead in every sector. Its report also notes that defensive automation can eventually alter the balance if organizations invest in it consistently.

What did the controlled AI attack-and-defense study find?

A preliminary 2025 preprint provides useful controlled evidence, but it is too narrow to estimate enterprise breach rates. Across 23 attack/defense CTF battlegrounds, defensive agents achieved higher success when success meant patching without an explicit uptime or intrusion-prevention penalty. The advantage disappeared when those operational requirements were enforced.

Condition in Balassone et al. (2025) Reported result How to interpret it
Unconstrained patching 54.3% defensive success Defensive agents completed the study’s patching objective more often than offensive agents achieved initial access.
Offensive initial access, same comparison 28.3% offensive success This is a CTF outcome, not a probability of breaching a production organization.
Statistical test p = 0.0193 The difference met the study’s reported significance test under that condition.
Availability and intrusion-prevention constraints No significant difference between roles Defense lost its apparent edge when breaking service or failing to stop intrusion counted against it.

The experiment used one large language model, Linux systems and a small sample with many draws. It was conducted in CTF battlegrounds rather than real organizations with legacy applications, identity systems, change-management windows, legal obligations and human escalation paths. The authors’ result is therefore best treated as preliminary controlled evidence that the definition of “defensive success” can reverse the comparison, not as a general scorecard for attackers and defenders. See the Balassone et al. preprint for the experimental design and limitations.

Why do defensive success criteria change the AI comparison?

Defense is not successful merely because an agent can write a patch. A production defender must improve security while preserving the availability, integrity and performance that users and safety processes rely on.

Patching can create a new outage

An emergency change may close one path while breaking an application, corrupting data or disabling a dependency. A fair evaluation must count those costs, test rollback, and measure whether the original intrusion path is actually closed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Detection is not the same as prevention

An alert generated after an attacker has obtained credentials is useful only if a response can contain the activity. Metrics should separate detection, triage time, containment, eradication and recovery rather than collapsing them into one “defense” number.

Uptime is an explicit security requirement

Critical services cannot be taken offline whenever an automated system is uncertain. The CTF study’s constrained condition illustrates why a patching percentage can overstate practical defensive strength when availability and intrusion prevention are omitted.

When comparing an AI claim, ask exactly what counted as success, what failures were penalized and whether the system had to operate under the same constraints as a real security team.

Which attacker tasks can AI accelerate first?

AI is most likely to create an early offensive advantage where work is repetitive, information-heavy and easy to parallelize. Acceleration does not equal autonomous end-to-end attacks; each stage still depends on permissions, target conditions and human or automated validation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Finding and ranking targets

Systems can combine asset information, exposed services and public context to rank likely opportunities. The security risk rises when organizations do not know which assets are internet-facing or which identities have excessive privileges.

Turning technical findings into action

A model can translate scanner output, source-code context and documentation into a sequence an operator can test. Reliability remains uneven: fabricated assumptions, stale documentation or a missing prerequisite can invalidate an apparently plausible plan.

Scaling communication-based attacks

Language generation lowers the cost of producing variations for different roles, languages and organizational events. Defenders should expect more convincing volume rather than assume that obvious spelling errors will remain a dependable warning sign.

Operating across heterogeneous tools

Agentic systems can move information among command-line tools, ticketing systems and cloud consoles when granted those permissions. That integration is powerful but also creates a high-impact failure mode if an agent receives broad credentials or acts without approval gates.

How can AI give defenders an edge?

Defensive AI can shift the balance when it is embedded in continuous defense in depth, not deployed as a stand-alone chatbot. The National Academies identifies longer-term upside from continuous AI-driven defense, improved modeling and testing, and stronger system architecture, provided investment and coordination continue.

Continuous visibility

Agents can normalize telemetry from endpoints, identity providers, cloud control planes and applications, then surface relationships that are difficult to spot in separate dashboards. The useful output is a prioritized, explainable queue tied to an asset owner and a response playbook.

Faster vulnerability remediation

AI can help reproduce a finding, locate affected versions, propose a change and generate tests. Human or policy approval should remain responsible for production deployment, especially where a change could affect safety or availability.

More realistic testing

Defenders can use models to generate threat scenarios, exercise detection rules and identify blind spots before an adversary does. Testing should record false positives, missed detections, service impact and rollback time, not just the number of scenarios completed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Resilient architecture

Segmentation, least privilege, strong identity controls, immutable backups and safe defaults reduce the damage of a successful intrusion. AI can help discover where those controls are inconsistent, but it cannot compensate for an organization that has not assigned ownership or funded remediation.

CSET’s May 2025 assessment likewise identifies many ways AI can improve the defender’s position while warning against a single winner narrative.

What determines which side has the advantage?

The answer changes with the comparison axis. A credible assessment should document the following factors instead of quoting a model demonstration in isolation.

Axis Questions to ask Why it changes the result
Lifecycle stage Is the task reconnaissance, initial access, persistence, detection, patching or recovery? Some stages are highly parallelizable; others require coordinated decisions and change control.
Objective Does “success” mean a finding, a patch, prevented intrusion, preserved uptime or full recovery? Loose objectives can make defensive automation look stronger than operational defense.
Environment Is this a CTF, lab, enterprise, cloud estate or critical infrastructure? Real environments contain legacy dependencies, identity boundaries and safety constraints absent from many tests.
Access Who has the models, proprietary data, compute, tools and security expertise? Unequal access can create an advantage even when both sides use similar model families.
System version Which model, agent framework, operating system and tool versions were used? Results can change after model updates, configuration changes or new defenses.
Time and cost How long did the task take, and what human review or compute expense was required? A technically possible action may not be economical or timely at scale.
Uncertainty How large was the sample, how many attempts were draws, and are confidence intervals reported? Small experiments can produce unstable rankings that do not generalize.

The International Scientific Report on the Safety of Advanced AI describes a possible attacker advantage when AI automates offensive tasks without equivalent defensive automation, or when advanced capability is available to attackers but not defenders. It also emphasizes dual-use potential and unresolved measurement problems. Read the interim report updated October 22, 2025 for that broader risk framing.

Can AI autonomously run a complete sophisticated cyber campaign?

The evidence reviewed here does not establish that general claim. Demonstrations usually cover a bounded task, a controlled environment or an agent with carefully selected tools. A complete campaign would require reliable target selection, access, persistence, adaptation, operational security and decision-making across changing defenses.

When reading an autonomy claim, check whether the system:

  • had preconfigured credentials, tools or network access;
  • operated against a synthetic target rather than a live organization;
  • needed a human to approve or repair key steps;
  • was evaluated on success, stealth, persistence and cleanup rather than one intermediate task; and
  • reported failures, retries, time, cost and unsafe actions.

The same discipline applies to defensive agents. An automated investigation that recommends containment is not equivalent to one that can safely execute containment across every production dependency.

1. Define the mission and failure budget

Specify whether the objective is reducing mean time to detect, closing critical vulnerabilities, preventing unauthorized access or recovering services. Set acceptable downtime, false-positive rates, data exposure and rollback limits before testing.

2. Map the system and permissions

Document model version, prompts or policies, connected tools, data sources, credentials, network reach and human approval points. Run the evaluation with least privilege so a measurement exercise does not become an unnecessary incident.

3. Test representative environments

Combine a controlled lab with realistic production-like dependencies and a canary or shadow mode. Include legacy systems, identity boundaries, cloud services and the failure cases that ordinary benchmarks omit.

4. Score the whole workflow

Record quality, time, compute and human effort, then add containment, uptime, rollback and recovery measures. Report draws and unsafe actions instead of counting only completed tasks.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Re-test after changes

Model updates, new tools, policy changes and attacker adaptations can invalidate an earlier result. Keep dated baselines and disclose the software versions used so comparisons remain meaningful.

NIST IR 8596, dated December 2025, is an initial preliminary draft of a Cybersecurity Framework Profile for Artificial Intelligence. It describes defensive opportunities and the need to judge whether capabilities are mature enough for an organization’s needs; it should not be presented as final guidance. The National Academies’ June 2026 consultation explicitly says, “There are no widely accepted frameworks for evaluating AI-enabled cyber capabilities or tracking their evolution.”

Will defenders gain the advantage over attackers in the long term?

They might, but only if defensive adoption becomes continuous, coordinated and measurable. The National Academies says AI may enable a fundamentally stronger defensive posture over the longer term through defense in depth, better modeling and testing, and improved architecture. That outcome depends on sustained investment rather than the arrival of a single breakthrough model.

Three conditions are especially important:

  • Deployment capacity: Organizations need clean asset data, usable telemetry, skilled operators and authority to remediate findings.
  • Coordination: Vendors, incident responders, infrastructure owners and policymakers must share relevant signals and align on safe automation.
  • Trustworthy measurement: Teams need comparable tests that include uptime, intrusion prevention, recovery and uncertainty, not only model capability demonstrations.

If offensive automation spreads faster than these foundations, the near-term attacker lean could persist. If defenders build the foundations first and continually test them, AI’s scale can become a defensive multiplier instead.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should security leaders do now?

Security leaders do not need to predict a universal winner to reduce risk. They can act on the asymmetries that are already visible.

  1. Inventory exposed assets and identities. AI-assisted reconnaissance is most valuable against organizations that cannot state what they own, where it is reachable or who can change it.
  2. Prioritize identity and privilege. Limit standing administrative access, require phishing-resistant authentication where practical and log high-risk actions.
  3. Automate low-risk analysis first. Start with alert enrichment, vulnerability deduplication, asset ownership and draft investigations before granting agents production write access.
  4. Put approval and rollback around changes. Require tests, change records, scoped credentials and a fast reversal path for AI-generated patches or configuration changes.
  5. Exercise realistic attack paths. Measure whether controls prevent initial access and lateral movement while preserving service, not merely whether an agent can produce a report.
  6. Track human workload and cost. An agent that creates an unmanageable queue or requires constant correction may reduce resilience despite impressive task completion.
  7. Re-evaluate after every material model or architecture change. Keep the model, tool and environment versions with each result.

So, who has the AI advantage today?

The most defensible answer is conditional: attackers have a plausible near-term advantage in speed and scale for several offensive workflows, while defenders can achieve a stronger position when they integrate AI into continuous, carefully measured operations. The 2025 CTF evidence shows why the definition of success matters, and the 2025–2026 assessments show why no single experiment settles the strategic question. Treat attacker advantage as a risk to plan for, not as proof that every attack will succeed; treat defensive AI as an investment whose payoff depends on architecture, coordination and operational discipline.

Frequently Asked Questions

Does AI make phishing attacks more dangerous?

It can increase the volume, personalization and language quality of messages, making simple human-warning rules less reliable. Risk still depends on whether the attacker has accurate target information and whether identity controls, reporting channels and transaction verification stop the attempted fraud.

Is an AI security agent safe to connect directly to production systems?

Direct write access creates an impact radius that should be justified by a tested use case. Begin with read-only or shadow operation, scope credentials to one task, require approval for disruptive actions and maintain a tested rollback path.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why are CTF results not a forecast of real-world breach rates?

CTFs provide bounded targets, simplified permissions and explicit objectives that differ from enterprise environments. They also omit many organizational constraints, so a percentage from a 23-battleground experiment cannot be converted into the chance that a real company will be breached.

What is the biggest obstacle to comparing attacker and defender AI tools?

There is no widely accepted framework for tracking AI-enabled cyber capabilities over time. Differences in models, data, permissions, environments and definitions of success can make two apparently similar results incomparable.
