If your team runs Jira, Jira Service Management, Confluence or Crowd Data Center, plan a destination and a staged migration before Atlassian’s announced end-of-life deadline. Affected subscriptions and associated Marketplace apps are scheduled to expire and become read-only on March 28, 2029 at 23:59 PST. The strongest documented self-managed alternative in the available guidance is OpenProject, but it is not a one-to-one Jira replacement, and its Jira Migrator does not move Confluence content. Choose a platform by testing your real workflows, integrations, permissions and data—not by matching product screens.
What is changing for Atlassian Data Center customers?
Atlassian has published a staged withdrawal of several Data Center products. The policy affects licensing, new purchases, support and the final operating state, so teams should treat the dates as a migration schedule rather than a single renewal event. Atlassian’s end-of-life FAQ was current on October 25, 2026; verify the policy again when you set your project milestones.

Atlassian says some customers may qualify for extended maintenance by exception after the end-of-life date. That is not a guaranteed extension. If your organization cannot complete a move in time, ask Atlassian to confirm eligibility and conditions in writing rather than treating an exception as part of the plan.
Atlassian also describes migration trials, credits, dual licensing for larger customers and possible Enterprise discounts. These programs have eligibility rules and time windows; they are incentives to verify, not universal entitlements. For eligible nonprofit teams, Atlassian describes funding for 10–25 consulting days with a Solution Partner.

Which Atlassian products are actually in scope?
The announced end of life covers the products and apps listed below. Affected Marketplace applications follow the status of the Data Center products they support, so make an app inventory before deciding that a product is out of scope.

“Not in scope” does not mean “no work.” A repository, build pipeline or planning product may exchange data with Jira, Confluence or Crowd. Preserve those interfaces, credentials and audit requirements in the architecture you select.
What alternatives are realistic for a team leaving self-managed software?
There is no evidence-based universal winner. The right destination depends on why you chose self-management in the first place: regulatory data residency, network isolation, custom extensions, integration control, operational preference or a combination of these. Start by writing those requirements as testable outcomes, then shortlist products that can be deployed and supported in the environments you allow.

OpenProject documents an on-premises Community edition and an on-premises Enterprise edition. It also documents an Enterprise cloud edition hosted in an EU data center. That gives a team a self-managed route and a vendor-hosted EU option, but you must confirm current feature boundaries, support levels and hosting terms before procurement.
Its documented modules include work packages, agile boards, backlogs and sprints, Gantt charts, portfolios, time and cost tracking, team planning, meetings, documents and a project wiki. The combination can cover project delivery, portfolio planning and connected documentation without requiring the same object model as Jira and Confluence.
Other products: candidates, not evaluated recommendations
Plane, GitLab Self-Managed, YouTrack and Azure DevOps Server may belong on a separately sourced shortlist, but the available primary documentation does not establish comparable feature coverage, deployment choices, compliance details, licensing or migration tooling for this decision. Treat them as leads for your own due diligence, not as proven replacements.

Is OpenProject a one-to-one Jira replacement?
No. OpenProject’s migration FAQ explicitly says it is not intended to be a one-to-one copy of Jira. The practical question is whether it can deliver your required business outcomes with an acceptable change in terminology, workflow and administration.
Capabilities to map
- Planning and delivery: Map Jira projects, issue types, custom fields, statuses, boards, backlogs, sprints and reports to OpenProject work packages, agile views and planning modules.
- Portfolio and schedules: Test Gantt charts, portfolios, team planning and dependencies against the way your organization makes commitments and forecasts capacity.
- Time and cost: Reproduce the approvals, billing codes, rate rules and reporting outputs that depend on logged time or project cost.
- Collaboration: Validate meetings, documents, comments, notifications and the project wiki with representative teams, including external collaborators if they use your portals.
- Automation and extensions: Identify every script, webhook, API call, Marketplace app and custom integration, then obtain a supported design for the target rather than assuming an equivalent plug-in exists.
What happens to Confluence?
OpenProject’s Jira Migrator does not migrate Confluence content, and its FAQ says Confluence migration is not planned for that tool. Replacing Jira and Confluence therefore requires two linked workstreams. OpenProject’s documentation suggests considering OpenProject with XWiki when both products must be replaced; spaces, pages, permissions, macros, attachments, diagrams and issue references still need their own inventory, transformation rules and acceptance tests.
How should you compare alternatives?
Use a fit-gap scorecard built from production examples. Score a candidate only after it passes a concrete test, and record who operates each control after go-live.
1. Deployment and data control
Specify the required network zones, operating systems, databases, backup destinations, encryption controls, patch windows and disaster-recovery objectives. Ask whether the vendor supports an isolated or restricted network and whether you or the vendor owns upgrades, scaling, monitoring and incident response. A product that can technically run on-premises may still fail your control model if it requires an unavailable service or leaves you without supported upgrade procedures.
2. Workflow fit
Trace a real request from intake through approval, execution, escalation, reporting and closure. Include issue types, custom fields, states, permissions, boards, service processes, SLAs and audit records. Judge the outcome—such as “a support manager can prove response compliance”—rather than whether menus and configuration screens look familiar.

3. Integrations and extensions
Create an owner-assigned register of identity providers, repositories, build systems, chat notifications, email handlers, asset sources, data warehouses, scripts, APIs and Marketplace apps. For each item, record data direction, authentication method, frequency, failure behavior and a target replacement. Run a live integration test with non-production credentials before signing off the platform.

4. Data migration
Separate operational records from knowledge content. For Jira-like data, test issue history, comments, attachments, links, project structure, permissions, keys and timestamps. For Confluence-like data, test spaces, page trees, versions, macros, diagrams, attachments, restrictions and links back to work items. Define what will be migrated, archived, transformed or retired; “the tool imported successfully” is not an acceptance criterion.
5. Operational burden and total cost
Estimate subscription or support fees together with infrastructure, administrators, security reviews, upgrades, custom development, backup storage, observability, training and the cost of running two systems during transition. A self-managed edition can satisfy isolation requirements while increasing the staffing and patching obligation. A hosted edition can reduce operations while changing residency, procurement or network assumptions.
6. Exit and continuity risk
Read the destination’s support policy, release cadence, export formats, roadmap and end-of-life language. Require a tested export and a documented rollback or read-only archive strategy. Your replacement should not recreate the same lock-in without a practical way to retrieve projects, documents, identities and audit evidence.

How do you build a migration plan before the deadline?
Run discovery and a pilot early enough to leave time for remediation. A staged program reduces the chance that an overlooked app, permission rule or knowledge-space macro blocks the final cutover.
- Set the business driver and constraints. Document why you are leaving, the jurisdictions and network zones involved, retention rules, recovery objectives, required integrations and the latest acceptable cutover date.
- Freeze the current-state inventory. Export a list of Jira and Confluence projects or spaces, users and groups, custom schemes, workflows, automations, Marketplace apps, scripts, service portals, repositories, API consumers and scheduled jobs. Assign an owner and a disposition—migrate, replace, archive or retire—to every item.
- Define the target operating model. Decide who administers the platform, who approves changes, how backups and patches are tested, how incidents are escalated and how access reviews are performed. Capture controls for self-managed and hosted candidates separately.
- Shortlist and run fit-gap workshops. Use representative workflows from engineering, service management, project management, finance and compliance. Record gaps as configuration, custom development, process change or unacceptable risk.
- Build a representative pilot. Select several projects and knowledge spaces that include large attachments, complex permissions, historical comments, links, diagrams, automations and integrations. Include a low-complexity project as a control sample.
- Test migration in a disposable environment. Measure record counts, attachment integrity, link resolution, timestamps, permissions, search, notifications and report outputs. Repeat after correcting mappings; the second run should be reproducible from documented scripts or procedures.
- Run user acceptance and control tests. Have service agents, developers, project managers, auditors and administrators complete their normal tasks. Test joiner-mover-leaver events, least-privilege access, backup restoration, export, monitoring and incident escalation.
- Sequence production waves. Move a low-risk group first, then teams with shared schemes or integrations. Keep a change freeze, publish a cutover runbook, preserve a read-only source archive and define who can authorize rollback.
- Decommission deliberately. After the final wave, revoke obsolete credentials, disable unused integrations, retain required records, document the archive location and monitor the destination for missed links or permissions.
What should a migration pilot prove?
A pilot is successful only when users can complete critical work and administrators can operate the system safely. Use a test matrix such as the following and attach evidence to each result.

What are the common failure modes?
Waiting until the renewal date
Teams that treat the deadline as a licensing task often discover late that app replacements, identity changes and knowledge conversion require separate projects. Set internal gates for inventory, pilot approval, first production wave and final archive well ahead of the announced expiry.

Choosing by screen similarity
Matching issue fields and board layouts can hide differences in permissions, automation, reporting and service processes. Require an outcome-based demonstration using your own examples.
Migrating Jira and Confluence as one dataset
Issue records and knowledge spaces have different structures, permissions and rendering risks. Run separate migration plans and test the links between them.
Ignoring custom code
Scripts, webhooks and API clients may encode business rules that are not visible in configuration exports. Search source repositories, scheduled jobs and service accounts, then test failure handling as well as the success path.
Assuming an app has an equivalent
A Marketplace app may provide a critical approval, asset, test or reporting function. Obtain a supported target design, identify data that the app owns and decide whether to migrate, export or retire it.
Underestimating dual running
Running source and destination systems in parallel creates synchronization, licensing, support and training work. Define which system is authoritative for each data type and a firm end date for writes to the source.

Can a team stay on Atlassian after Data Center?
The announced policy does not require every customer to leave the Atlassian ecosystem; it ends the affected Data Center subscriptions and points teams toward other deployment or licensing arrangements. Atlassian says Data Center-to-Cloud connectors, migration trials, credits and dual-licensing options may be available under stated conditions. Evaluate those paths against your residency, isolation, compliance and integration requirements rather than assuming cloud is acceptable or unacceptable in advance.

Bitbucket and Bamboo are excluded from this announcement, and Jira Align is also excluded, but connected systems can still be affected by a Jira, Confluence or identity change. Keep those dependencies in the architecture review.
How should leadership make the final decision?
Use a weighted decision record instead of a product popularity list. Weight deployment and data control highest if regulation or isolation drives the move; weight workflow and integration fit highest if the platform encodes complex service or engineering processes. Require a pilot evidence link for every high-weight criterion and document any accepted gap, owner and mitigation date.

OpenProject is a credible starting point when self-managed project management and EU-hosted options fit your constraints, but its own documentation sets clear boundaries: it is not a Jira clone, and its Jira Migrator does not move Confluence. The decision is sound only after your team proves the required workflows, integrations, permissions, documentation and operating controls in a pilot.

How should we handle Marketplace apps that have no replacement?
Classify the app’s function and data ownership first. A missing replacement may be solved by native configuration, a small maintained integration, a process change or a controlled archive; if none is acceptable, mark that gap as a go/no-go decision before the production wave.
Do we need separate owners for Jira and Confluence migration?
Usually yes. Issue migration, knowledge conversion, identity mapping and link preservation involve different specialists, so appoint a workstream owner for each and a shared architect to test cross-links and permissions.
Can OpenProject work in a restricted or isolated network?
Its documentation describes on-premises editions, which makes that deployment model possible in principle. Your security team still needs to validate dependencies, update channels, package mirrors, authentication, backups and support access for the exact network design.
What should a nonprofit ask Atlassian about migration assistance?
Ask whether your organization qualifies for the program that Atlassian describes as funding 10–25 Solution Partner consulting days, and request the eligible products, dates, approval process and deliverables in writing.
