Semiconductor-equipment companies are positioned to benefit before newly funded U.S. factories produce chips at scale. Federal incentives and private investment pay first for site work, cleanrooms, utilities and fabrication tools; process qualification and volume output come later. That timing makes toolmakers and upstream suppliers early beneficiaries of reshoring, although it does not guarantee that every equipment stock will outperform.
The sequence matters because the United States still produces only about 10% of global semiconductor supply, while East Asia accounts for roughly 75%. Rebuilding capacity is a multiyear industrial program, not an instant switch in where chips are made.
Why do toolmakers benefit before U.S. fabs produce chips?
A semiconductor fab cannot ship wafers as soon as its building is complete. It must move through construction, utility commissioning, tool delivery, installation, process qualification and only then volume production. Equipment orders and installation work therefore occur years before a fab reaches steady output.

The Government Accountability Office says CHIPS projects include milestones for construction, equipment installation and minimum production, with Commerce disbursing funds after evidence of progress. Companies are paying substantial costs before reimbursements, so an announced award is not the same as completed capacity.

How large is the U.S. reshoring program?
The CHIPS and Science Act created a federal pool of $52.7 billion, according to the National Institute of Standards and Technology in 2022. Of that amount, $39 billion is designated for semiconductor facility and equipment incentives, while about $11 billion supports research and development.
Projects already funded
The Government Accountability Office reported in 2025 that 40 projects represented $30.9 billion in announced CHIPS funding. Companies expect those projects to be completed by 2033. That date describes a buildout horizon, not a single nationwide production launch; individual facilities can qualify processes and ramp at different speeds.
A 2024 official statement also cited nearly $400 billion in announced U.S. semiconductor-manufacturing investment, more than 115,000 manufacturing and construction jobs, and a possible path to almost 30% of global leading-edge-chip supply by 2032. Those are projections attributed to that statement, not guaranteed outcomes.
Which equipment companies are most exposed to new U.S. fabs?
The supplier base is unusually concentrated. A Congressional Research Service market figure from 2018 found that five companies—Applied Materials, Lam Research, KLA, ASML and Tokyo Electron—accounted for more than three-fourths of worldwide semiconductor-fabrication-equipment sales. The statistic is historical and should not be read as a 2026 market-share measurement.

What concentration means
- Each new fab requires many tool categories, so a single project can generate orders for several specialized suppliers.
- Qualification and service relationships can extend beyond the initial delivery into maintenance, upgrades and process changes.
- A short supplier list does not eliminate competition: export controls, customer concentration, technology transitions and project delays can alter orders.
The evidence does not establish a ranking of future stock performance. A better comparison is each company’s exposure to U.S. fab starts, the indispensability of its products across process steps, its geographic and export-control exposure, and the gap between booking an order and recognizing revenue.
What U.S. equipment activity is already visible?
Apple provides a concrete private-sector example. Its U.S. program includes a direct partnership with Applied Materials to increase equipment production at the company’s Austin, Texas, site. Apple also says Texas Instruments facilities will install additional tools and that those fabs use American-made Applied Materials equipment.
Apple chief operating officer Sabih Khan said: “Apple engineers work closely with suppliers across the United States to create silicon chips that are on the leading edge of innovation.” The announcement illustrates how a customer commitment can support domestic tool manufacturing before a completed fab reaches full output.
Does reshoring include materials and upstream equipment?
Yes. The opportunity extends beyond the machines inside a cleanroom. The Government Accountability Office identifies five CHIPS-funded materials or equipment projects, including a planned first U.S. production facility for dry vacuum pumps. Vacuum systems are used throughout semiconductor manufacturing, so domestic production addresses both equipment demand and supply-chain resilience.

NIST’s amended equipment-and-materials funding notice says concept plans are accepted through November 1, 2026. That deadline indicates that the pipeline for upstream projects remains open rather than being limited to the first group of fab awards.
Wafers are another early link
Apple says GlobalWafers America plans advanced 300mm wafer production in Sherman, Texas, for U.S. fabs, using U.S.-sourced silicon inputs. A wafer plant can therefore become an upstream beneficiary while downstream customers are still installing and qualifying their manufacturing tools.
How long before CHIPS-funded factories make chips at volume?
Expect a staged ramp rather than an immediate output surge. Construction and utility work come first, followed by tool installation and engineering wafers. The fab must then demonstrate repeatable processes and meet production milestones before it can operate at commercial scale.

- Ramp: Increase wafer starts while meeting the funding agreement’s production requirements.
- Reach volume: Operate at sustained commercial output, which can occur well after the initial equipment order.
Because companies told the Government Accountability Office they expect projects to finish by 2033, investors and policymakers should treat “toolmakers win first” as a timing observation: suppliers can see orders and installation activity earlier than chip customers see dependable high-volume shipments.

What could delay or weaken the equipment opportunity?
Several conditions can push revenue or capacity further out:
- Construction and permitting: Delays in buildings, power connections or water systems hold back tool installation.
- Workforce shortages: Fabs need technicians, engineers and construction specialists to install and qualify complex systems.
- Process-qualification problems: A tool can be delivered but remain underutilized if yields or reliability do not meet requirements.
- Funding milestones: Reimbursement depends on documented progress, and a project can be funded without being complete.
- Policy changes: Future administrations or Congress could alter incentive rules, while export controls can restrict which tools reach particular customers.
- Demand cycles: A chipmaker may slow a planned ramp if end-market demand changes, even after some equipment has been ordered.
These risks make project timing and customer mix as important as the headline dollar value of announced incentives.

Use four questions rather than assuming that every equipment supplier gains equally:
- U.S. project exposure: Does the company identify customers or facilities tied to the funded buildout?
- Process breadth: Are its tools required in many process steps, or only in a narrow application?
- Supply-chain position: Does it manufacture domestically or depend on components vulnerable to transport and export restrictions?
- Revenue timing: Are reported sales tied to orders, installation, service contracts or later production demand?
Applied Materials has the clearest current U.S. example in the available evidence because Apple specifically describes expanded Austin equipment production and its use in Texas Instruments facilities. The broader supplier group remains strategically important, but the 2018 concentration figure alone cannot predict which company will capture the next dollar of U.S. spending.
