Not according to the September 30, 2026 court ruling. Google won dismissal of antitrust complaints brought by Chegg and Penske Media Corporation (PMC) and affiliated publishers, but the judge did not decide that AI Overviews have no effect on website traffic. The ruling was about whether the complaints adequately pleaded their legal claims—not a trial finding about what happens to publishers’ clicks.

What did the court decide?

Judge Amit P. Mehta of the U.S. District Court for the District of Columbia granted Google’s motions to dismiss the amended complaints filed by Chegg and PMC and affiliated publishers. The September 30, 2026 order also dismissed the remaining unjust-enrichment claims and was entered as a final, appealable order.

In the court’s account, Google argued that the complaints did not adequately plead key requirements, including an anticompetitive or coercive arrangement, antitrust standing, relevant product markets, monopoly power, and facts supporting unjust enrichment. The judge concluded the claims were not legally sufficient as pleaded. That is a procedural win for Google; the order does not establish that AI Overviews never reduce publisher traffic, nor does it amount to a trial verdict on the alleged effects.

What did publishers allege?

PMC alleged that Google used publisher material to train and ground large language models, reproduced that material in AI products, tied AI Overviews to general search, and reduced publisher revenue by diverting search traffic. The opinion records the plaintiffs’ theory that users who get a satisfactory answer in an AI Overview have “little reason” to visit another site, letting Google “cannibalize[]” publisher traffic.

Those statements describe allegations in the complaints, not facts the court found proven. The distinction matters: the judge dismissed the claims for failing to meet pleading requirements, rather than resolving the traffic allegations through a trial.

Do AI Overviews reduce clicks to websites?

There is evidence that AI-generated answers can reduce referrals in some circumstances, but it does not establish a uniform effect across all websites, queries, or users.

What a 2026 experiment found

A preregistered 2026 field experiment involving 1,100 participants reported that removing AI Overviews and AI Mode from Google Search increased publisher click-through rates. An AI Mode-only experience reduced click-through rates and weakened participants’ experience and trust in information found on Google. These are experimental results; they should be interpreted in light of the study’s participants, interface, and rollout conditions, not treated as a measurement of every publisher’s traffic.

What a separate 2025 court opinion said

In a different Google search case, a 2025 federal remedies opinion described declining website traffic as an “increasingly existential problem” for publishers. It reasoned that generative-AI summaries can give users a complete narrative instead of a set of links, making visits to publisher sites less likely and reducing opportunities to earn revenue. That opinion also said publishers could not opt out of having content used to fine-tune Search models or appear in AI Overviews without opting out of crawling altogether, which risks losing visibility in Google’s index. It was a separate proceeding, not a finding in the Chegg and PMC cases.

How to separate the ruling from the traffic evidence

Question What the cited material establishes
Did Google win the publisher antitrust cases? Yes. The court dismissed the amended complaints on September 30, 2026, including the remaining unjust-enrichment claims. The order was appealable.
Did the judge find AI Overviews do not hurt publishers? No. The ruling addressed the legal sufficiency of the pleadings, not a trial-tested finding about traffic effects.
Is there evidence of fewer publisher clicks? A 2026 experiment found higher publisher click-through when AI Overviews and AI Mode were removed. Its results are tied to its study conditions.
Does every website lose traffic? That is not established. Effects can vary by query and publisher, and the cited evidence does not show that all websites are being “killed.”

Can publishers opt out of Google’s AI features?

The 2025 U.S. remedies opinion described a limited choice at that time: publishers could not separately opt out of AI Overview display or Search-model fine-tuning while keeping Google’s crawler access, according to the court’s account. In that separate case, the judge considered proposals for product-by-product opt-outs and a ban on exclusive content arrangements, but declined to impose them, citing a lack of factual basis and fit with the conduct proven there.

The UK has taken a different regulatory step. On June 3, 2026, the UK Competition and Markets Authority imposed a publisher conduct requirement on Google calling for effective publisher controls over use of search content in generative AI, clear and user-friendly explanations of that use, and detailed metrics on user engagement with publisher content in search generative-AI features. This is a UK requirement; it should not be mistaken for a universal or U.S. opt-out rule.

What the ruling means for publishers and readers

  • For publishers: The dismissal does not show that referral losses are imaginary. The experiment and the earlier remedies opinion describe plausible ways AI answers can reduce site visits, but they do not quantify the effect for every publisher.
  • For readers: A court ruling on whether a complaint states a legally sufficient antitrust claim is different from a scientific test of whether users click fewer links.
  • For the broader debate: Evidence of commercial harm does not, by itself, prove that a particular company violated antitrust law. The complaints had to plead specific legal elements, and the judge found they did not do so.

The careful answer to “Are AI Overviews killing websites?” is that AI summaries can reduce referrals and put pressure on traffic-dependent publisher businesses, but the available evidence does not establish that every site is dying. Google’s September 2026 win means these complaints were dismissed as pleaded; it does not settle the broader question of how AI search affects publishers.
