Short answer: some systems sold as AI agents are little more than fixed workflows with a language model placed inside them. The label is not proof of autonomy. A genuinely agent-like system lets its model choose or revise the next action, use tools according to the current state, inspect results, and decide what to do next.

There is no representative market study showing what percentage of marketed agents are rigid flowcharts, so “most” is a challenge to loose marketing rather than a measured statistic. You can still test any product directly by asking who controls execution, whether feedback changes the plan, and where a person can take back control.

What is an AI agent, exactly?

An AI agent is a software system in which a model helps direct the work needed to reach a goal. It may plan, select tools, inspect the results of those tools, and alter its next step. The defining feature is control over execution, not simply the presence of an LLM.

OpenAI’s A Practical Guide to Building AI Agents (January 15, 2026) puts LLM-managed workflow execution at the center of the definition. An application that uses a model only to draft text, classify an item, or fill a field in a predetermined program is not automatically an agent in that framing.

GitHub Docs gives a deliberately broad description: “An agent is an AI system that can complete a goal on your behalf.” The same documentation says an agent can plan, use tools, inspect results, and adjust its approach, while ordinary automation can run fixed steps or invoke an agent. That distinction is more useful than a product badge that simply says agent.

Behavior that supports the label

  • The model receives a goal and relevant state, rather than only a single prompt.
  • It can choose among available actions or tools when more than one path is possible.
  • Results from a tool, database, browser, sensor, or user can change the next step.
  • It has a stopping rule, escalation path, or handoff when it cannot proceed safely.

Behavior that does not prove agency

  • A language model generates text inside a script whose steps never change.
  • A tool is available but always called at the same point with the same parameters.
  • A workflow has many branches written by developers, but the model merely supplies a value used by those branches.
  • A product can retry a failed call without reconsidering the plan.

What is the difference between an AI agent and workflow automation?

Workflow automation follows an explicit sequence. An agent can determine, within defined boundaries, which action should happen next. Both can be valuable; the difference is where decision authority lives.

Dimension Fixed workflow automation Agentic system
Who controls the next step? Ordinary code, a rules engine, or a prewritten state machine. The model selects or revises the next action from the current state and goal.
Tool use Tools are assigned to known steps and called on a defined path. The model can select among permitted tools and decide when they are needed.
Response to results Results trigger predefined branches, retries, or an error path. Observations can change the plan, tool choice, or stopping decision.
Predictability High repeatability when inputs and systems are stable. More flexible, but outputs and paths can vary between runs.
Human involvement Approvals are placed at known checkpoints. The system may request approval when it reaches a boundary or uncertainty.
Best fit Structured, high-volume work with clear rules. Open-ended, multi-step work where adaptation has real value.

A workflow can contain an agent as one step, and an agent can be constrained by workflow rules. Treating the categories as rivals creates bad architecture decisions: the right question is which parts of the job need flexible judgment and which parts should remain deterministic.

How does an agent loop work?

Anthropic describes an agent as a model directing its own processes and tool use instead of following a fixed script. Its practical loop is planning, acting, observing, and adjusting. Google’s machine-learning glossary uses similar stages: observe, reason, act, and receive feedback.

  1. Set a goal and read the state. The system receives the objective, available context, permissions, and current facts. A support agent might see a customer message, account status, and open cases.
  2. Plan or select an action. The model decides whether to ask a question, search a knowledge base, call an API, or take another permitted step. It may create a short plan or choose one action at a time.
  3. Act through a tool. The system invokes a search service, database, code runner, browser, ticketing API, or another controlled capability. Tool permissions should limit what the model can actually do.
  4. Observe the result. The returned data, error, or changed environment becomes new state. A failed API call, contradictory record, or missing document should be visible to the decision process.
  5. Adjust, stop, or hand off. The model may revise its plan, choose another tool, report completion, or ask a person to decide. OpenAI’s guidance treats halting and transfer to a user as appropriate behavior when the system cannot safely continue.

If the model never sees the result, cannot change the next action, or is forced through a predetermined sequence, the loop is closer to ordinary automation even if every step uses an LLM.

How can I tell if an AI agent is actually autonomous?

Do not rely on a demo that shows a polished answer. Inspect the execution path and ask these questions of the product documentation or a controlled trial.

1. Who controls the next step?

Ask for a trace showing the decision after each event. If the trace says “step 3 always follows step 2,” the system is a fixed workflow. If the model chooses among permitted actions based on the current state, it has a meaningful degree of agency.

2. Can it choose tools dynamically?

List every tool it can access and identify whether selection is dynamic. A model that is always routed to the same search call has less agency than one that can choose search, calculation, record lookup, or a human handoff according to the task. Tool access alone proves nothing; dynamic selection is the relevant test.

3. Does feedback alter behavior?

Give it a deliberately unhelpful result: an empty search, a timeout, or conflicting data. A real loop should reconsider its approach, ask for clarification, or stop. A fixed retry sequence may look active while following exactly the same script.

4. What are the boundaries?

Find the conditions that stop execution, require approval, or transfer control. Check whether sensitive actions need confirmation and whether a person can cancel a run. An “autonomous” system with no clear boundary is not necessarily advanced; it may simply be unsafe.

5. Can you replay and audit a run?

Useful evidence includes the goal, state observed, tools considered, tool calls made, results received, approvals, and final outcome. Without an execution trace, it is difficult to distinguish model judgment from hidden deterministic code.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. What happens when the goal is ambiguous?

An agent should ask a focused question or choose a conservative interpretation. A workflow usually proceeds with the value supplied by a form or prompt. Test ambiguity, not just a clean happy path.

7. Can developers restrict the action space?

Look for allow-lists, role-based permissions, spend limits, rate limits, sandboxing, and maximum turns. Bounded autonomy is easier to govern than unrestricted access and is often the practical design choice.

Is agency binary, or is it a spectrum?

It is better understood as a spectrum. Google’s glossary includes a state-machine agent: a system that can make decisions but remains constrained by rigid transitions. Documentation from Hugging Face likewise presents agency as graduated rather than a simple yes-or-no property.

At one end, a deterministic pipeline validates a form, writes a record, and sends a notification. A model may assist with text, but it does not control the path. In the middle, a state machine permits the model to choose among a small set of actions while code enforces transitions and approvals. At the more agentic end, the model can assemble and revise a multi-step plan, select tools, and adapt to new observations within strict permissions.

Describe the level precisely. “The model may select one of four read-only tools and must request approval before writing data” tells a buyer more than “fully autonomous.” Higher autonomy is not automatically better; it adds variability, monitoring needs, and failure modes.

Why do products get called agents when they are really flowcharts?

“Agent” is an attractive label because it suggests initiative and labor completed on a customer’s behalf. A product can attach an LLM to a conventional workflow and still produce a convincing demonstration. For example, a script might always fetch a record, send its contents to a model for a summary, insert the summary into a template, and email it. The language is generated, but execution remains fixed.

Another common pattern is a large branching diagram. Developers write dozens of conditions, and the model chooses a value that selects one branch. That can be robust automation, but the model is not necessarily directing the workflow. The honest description is a rule-governed process with model assistance, or a constrained agent if the model genuinely chooses actions within the state machine.

Marketing also blurs the difference between capability and configuration. A platform may support dynamic planning in theory while a particular customer deployment uses one preconfigured path. Evaluate the running system, its permissions, and its traces—not the maximum behavior described on a product page.

When should I use an AI agent instead of a fixed workflow?

Use an agent when the work is open-ended enough that selecting and revising actions creates measurable value. Use fixed automation when the rules are stable, the path is known, and repeatability matters more than flexibility. Google Cloud’s architecture guidance makes the same trade-off: predictable, highly structured tasks can be more cost-effective with non-agentic designs, while agents suit complex multi-step work requiring autonomous decisions.

Task pattern Usually the better starting point Reason
Copy approved fields from one system to another every night Fixed workflow The sequence, validation, and failure handling are known.
Classify incoming requests into a small, stable set Workflow with a model step The model can classify; code can enforce routing and approvals.
Investigate an unfamiliar production incident across logs, tickets, and documentation Bounded agent The useful path depends on findings and may require several tool choices.
Draft a report from a defined set of records Hybrid Deterministic data retrieval and validation can surround a model-generated draft.
Take irreversible financial or account actions Workflow with explicit human approval Predictable controls and a deliberate handoff outweigh autonomous convenience.

Estimate the value of adaptation before accepting the complexity of an agent. If a fixed process solves 99 percent of cases and the remaining cases need a specialist, an escalation path may beat an autonomous system.

What are the main trade-offs and failure modes?

More flexibility can mean less repeatability

Two runs with similar inputs may use different tools or wording. That is useful for exploration but complicates testing, incident analysis, and compliance evidence. Keep deterministic validation around important outputs.

Tool mistakes can be more serious than text mistakes

A wrong summary is usually visible; a wrong write, deletion, purchase, or message can have external consequences. Separate read and write permissions, require confirmation for irreversible actions, and log every call.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Long loops consume time and resources

Each planning turn and tool call adds latency and operating cost. Set maximum turns, deadlines, and budgets. A system that can continue indefinitely is not more autonomous in a useful sense.

Feedback can be misleading

Stale records, partial search results, and successful API responses with incorrect data can cause confident but wrong revisions. Validate tool outputs and expose uncertainty to the user.

Prompt injection and untrusted content can redirect the plan

Documents, web pages, and tickets may contain instructions that conflict with the system’s goal. Treat retrieved content as data, not authority; isolate secrets and enforce permissions outside the model.

How do I audit an agent claim step by step?

A short, repeatable audit is more informative than a marketing demo.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Write a goal with two plausible paths. Make the task require a choice, such as checking two data sources and deciding which one is authoritative.
  2. Record the permitted tools. Note each tool’s inputs, outputs, read/write scope, and approval requirement.
  3. Inject a changed condition. Remove a document, return an error, or introduce conflicting information after the first action.
  4. Inspect the trace. Verify whether the model changed its plan or whether code simply followed a predefined error branch.
  5. Test a boundary. Ask for an action outside its permissions and confirm that it refuses or requests a handoff.
  6. Repeat the run. Compare paths, not just final text. Variation is acceptable when the state differs, but unexplained variation may indicate poor controls.
  7. Measure the business result. Compare completion time, escalation rate, error rate, review effort, and cost with a deterministic baseline.

This process also reveals hybrid designs, which are often the most sensible. A model can choose among safe investigative tools while code handles authentication, validation, storage, and approvals.

What does the word “most” get wrong?

The claim that most AI agents are flowcharts with good marketing is not an established prevalence statistic. The available official guidance defines patterns and trade-offs; it does not count the share of products that are truly agentic. Treat the headline as a useful challenge to examine behavior, not as a number you should repeat.

It is also unfair to dismiss fixed workflows as fake. Predictability is a feature for payroll, data synchronization, regulated approvals, and other structured operations. A system that deliberately limits model authority may be safer and cheaper than one that lets a model improvise.

The sharper criticism is about imprecise language. Calling every LLM-enhanced workflow an agent makes it harder for buyers to compare products, set expectations, and assess risk. Ask for the execution model, not the badge.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should you conclude about an AI agent?

An AI agent is defined by behavior: the model helps control what happens next, can use permitted tools, observes outcomes, and adapts or hands off when appropriate. A flowchart with an LLM inserted into one step may still be excellent software, but it should not receive extra autonomy credit merely because its output sounds intelligent.

For any system you are evaluating, document the model’s authority, tool-selection rules, feedback loop, stopping conditions, approvals, and audit trail. Then compare that design with a fixed workflow on the actual task. The best architecture is the least autonomous one that can reliably deliver the outcome you need.

Frequently Asked Questions

Do AI agents have to use a large language model?

No. Agency describes how a system chooses and adapts actions, not a particular model family. A rules engine, reinforcement-learning policy, or specialized planner can be agentic if it directs execution from state and feedback.

Can a workflow contain an AI agent without becoming fully agentic?

Yes. A deterministic process can call an agent for one bounded task, such as investigating an exception, while code controls everything else. Describe the boundary so users know which decisions are adaptive.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What evidence should a vendor provide for an agent claim?

Request a trace from a changed-condition test, a list of tools and permissions, stopping and approval rules, and metrics against a deterministic baseline. A polished final answer alone does not show how execution was controlled.

Are state-machine agents safer than open-ended agents?

They are usually easier to test and govern because allowed transitions are explicit. Their constraint can reduce flexibility, so the trade-off depends on whether the task benefits from exploring paths outside those transitions.
