That process differs from the network test. Its official notice said access was granted to selected participants on a rolling basis and that selected players could check an email sent by Steam. Receiving (or not receiving) a network-test invitation therefore does not determine whether you can purchase Early Access.

Does the pre-order include anything besides Early Access?
