Apple says it plans to add controls to macOS Full Disk Access, a permission that can expose files, mail, messages and browsing history. The company says granting it should require “very explicit user action” as AI agents become more capable. Apple has not yet described how the controls will work or when they will arrive, so this is an announced direction—not a feature users can enable today.
Why Full Disk Access is unusually sensitive
Full Disk Access largely bypasses other macOS privacy controls so backup apps can do their jobs, according to Apple’s October 2, 2026 announcement. That broad reach can expose files, mail, messages and browsing history. If a communications app has access, the privacy implications can extend to people who send messages to or receive them from the user.
Apple says some developers use the permission in ways that could expose such information without users fully understanding it. The announcement concerns how developers use a macOS permission; it does not mean every app with Full Disk Access is an AI agent, or that all agents request it.
What Apple has—and has not—announced
Apple says it will introduce additional controls so granting this “extraordinary level of access” requires “very explicit user action.” Its stated aim is for people to understand the risks before deciding to grant access. Apple links the urgency to increasingly capable and autonomous AI agents.

The announcement does not specify the new dialogs, technical checks, developer requirements or rollout date. Until Apple provides those details, users should not assume a redesigned permission prompt or other new control is already available.
How an agent can turn broad access into a broader risk
Access is only one part of the problem. An agent may read information, respond to external content, or use tools to take actions. Apple’s WWDC26 session on mitigating risks to agentic features discusses risks including indirect prompt injection, data exfiltration, and unintended or destructive actions. Its examples concern apps built with Apple’s Foundation Models and App Intents frameworks; they are developer guidance, not an audit of every agent or a guarantee that safeguards eliminate risk.

A useful way to evaluate an agent is to consider four separate questions:
- Scope: What information can it read, and what tools or permissions can it use? Apple advises developers to grant only the tools an agent needs.
- Action risk: Could an action delete data, expose it externally, or otherwise have a consequential effect?
- Approval: Does the system ask the user to confirm a high-risk action, and is authentication available where appropriate?
- Destination: Where does information go if the agent uses a cloud model—Apple’s Private Cloud Compute (PCC) or a third-party provider?
Confirmations help, but they do not prove an action is safe
In its WWDC26 session, Apple describes a risk-evaluation mechanism for App Intents that considers action metadata and dynamic system state. If an action is judged high risk, the user is asked to confirm it; declining blocks execution. Apple also identifies authentication and checks at the action-execution stage as mitigations, alongside threat modeling, secure prompt design and cautious handling of external input.

These are safeguards, not proof that an agent understood the user correctly or that every proposed action is harmless. A confirmation is most useful when it clearly states what will happen and gives the user a meaningful choice. Developers still need to consider how untrusted content might influence an agent and what the agent can do after receiving it.
Cloud privacy depends on which model handles the data
Apple’s WWDC26 Privacy and Security Group Lab distinguishes Apple’s PCC protections from third-party model providers’ practices. Apple says its PCC guarantees apply to requests that use the PCC path; they do not automatically apply to data sent to an outside provider. An app’s permission scope and its model’s data path are therefore separate questions.

Do not confuse this plan with Siri AI settings
Apple separately announced on September 14, 2026 that Siri AI would begin a beta rollout in English across the 2027 software releases, with additional languages planned. That announcement said Siri AI would initially be unavailable in the EU on iOS, iPadOS and watchOS, and unavailable in China while Apple worked through regulatory requirements. Availability may change; consult Apple’s announcement for current details. It does not say Siri AI uses Full Disk Access or connect Siri AI settings to the planned macOS permission controls.
