Apple Low-Latency HLS (LL-HLS) is an extension to HTTP Live Streaming that lets a compatible player follow a live stream closer to its live edge. It does this with short partial segments, updated playlist and request behavior, and delivery that supports those features. It is not a single encoder setting: the packager, origin or CDN, and player all need to work together.

How LL-HLS reduces live delay

Conventional HLS delivers media in segments listed in a playlist. That model supports adaptive playback and HTTP/CDN distribution, but a player that waits for complete segments and playlist updates can trail the live event. LL-HLS keeps HLS delivery over HTTP while adding ways to publish and request media before a full segment is complete. Apple describes the goal as enabling low-latency video streaming while maintaining scalability.

A partial segment is a short piece of media made available before its longer parent segment is complete. Apple’s overview illustrates a six-second parent segment divided into 200-millisecond parts. Those numbers are examples, not universal settings or a promise of end-to-end latency.

What happens in an LL-HLS workflow

  1. Encode and package the live source. An encoder produces streamable media, and a packager segments it for HLS. Apple describes these as production-server functions that may be provided by software or an integrated solution; no particular hardware product is mandatory.
  2. Publish partial segments promptly. The playlist identifies available parts with EXT-X-PART. Once the parent segment is complete, it remains represented in the playlist as a full segment.
  3. Advertise server capabilities. EXT-X-SERVER-CONTROL can signal features such as blocking playlist reloads and delta updates. With blocking reload, a client can request a playlist through a future media sequence or part, and the server can hold the HTTP request until that media is available instead of requiring repeated polling.
  4. Allow a player to request anticipated media. EXT-X-PRELOAD-HINT identifies an expected upcoming part or initialization section. A client may send a GET request before the resource is ready; the server can respond once it becomes available. A hint is not an unconditional guarantee that the exact resource will appear—for example, a programming plan may change if an advertisement ends early.
  5. Support timely adaptive switching. Rendition reports share recent sequence and part information about other renditions, helping a player switch bitrate with fewer round trips. Delta playlist updates let clients omit older playlist information they already have.
  6. Deliver fresh playlists through caches and CDNs. LL-HLS is designed for HTTP and CDN delivery, but server and cache behavior must preserve freshness and follow Apple’s Low-Latency Server Configuration Profile. Apple also documents how to obtain an up-to-date playlist at tune-in.

Part duration and latency expectations

Shorter parts can make new media available sooner, but they are not automatically better on every network. Apple’s HLS authoring specification says the Part Target Duration MUST be at least the maximum expected server round-trip time for 95% of clients and SHOULD be at least three times that P95 round-trip time. It recommends a one-second Part Target Duration. The same specification requires PART-HOLD-BACK to be at least three times the Part Target Duration.

These are authoring requirements and recommendations, not measurements of achieved live latency. The 200-millisecond part in Apple’s overview is illustrative and should not be confused with the recommended one-second target. Actual end-to-end delay depends on the complete encoding, packaging, delivery, and playback path.

Does LL-HLS require a special player or CDN?

It requires compatible behavior across the delivery path, not simply a special consumer device. A player needs to understand the low-latency playlist and request mechanisms; the origin and CDN need to deliver parts and respond to requests in accordance with the required profile. Apple says clients may fall back to ordinary-latency HLS if a required aspect is unsupported, so valid playlist syntax alone does not establish that a deployment will run at low latency.

Apple’s authoring specification requires LL-HLS delivery to meet the Low-Latency Server Configuration Profile in the HLS 2nd Edition draft or later. An Apple-hosted preliminary draft comparison records a preliminary draft dated December 18, 2025, for protocol version 13. That document identifies itself as a temporary Internet-Draft and says it is not an Internet Standards Track specification; it should not be described as a finalized IETF standard.

What LL-HLS does—and does not—provide

  • It provides: HLS mechanisms for exposing live media in parts, coordinating playlist requests, and helping players stay near the live edge while retaining HTTP-based delivery.
  • It does not provide: the encoder, packaging workflow, CDN configuration, or compatible playback implementation by itself.
  • It does not guarantee: a particular viewer-perceived delay. The cited Apple examples and authoring recommendations are not end-to-end latency benchmarks.
