In a statement accompanying its May 5, 2026 age-assurance announcement, Meta said: “We believe legislation should require app stores to verify age and provide apps and developers with this information so that they can provide age-appropriate experiences, like Teen Accounts.” Meta argues that app-store or operating-system-level checks, together with parental approval, can provide a centralized and consistent approach.

Apple and Google’s position is not proof of a specific bill
An Associated Press report from March 2025 said Meta and other social-media companies supported placing verification responsibility on app stores, while Apple and Google disagreed with that approach. That is background on the public policy divide, not evidence that either company currently backs a particular state bill—or that a bill contains self-attestation and no private right of action.
A company’s general policy position and a bill’s operative language are different things. To substantiate the narrower claim, a report would need to identify the specific bill and version, any amendments, who promoted it, its current status, the verification method it requires, and its enforcement provisions. The available materials do not establish that full combination for Apple and Google.

How Texas and Florida illustrate different legislative stages
Texas provides an enacted-law example; Florida Senate Bill 1722 is a filed 2026 proposal in the materials described here. A filed bill is not an enacted law, and enactment is not the same as a law taking effect or being enforceable after litigation.

The distinction matters in practice. Google Play’s state-law guidance says it applies verification according to each applicable state law’s effective date. Apple’s Texas notices also show how an injunction and a later court ruling can change whether a company says it is implementing a law. A bill’s introduction—or even its passage—does not by itself answer whether users are currently subject to its requirements.

What readers should check in any state proposal
To compare bills or assess a claim about a company’s support, look for the actual bill text and current legislative and court status. These questions reveal what a proposal would do rather than relying on a broad label such as “app-store age verification.”
- Who has the duty? Check whether the obligation falls on an app-store owner, an app developer, a social-media platform, or more than one of them. Texas Chapter 121 expressly says its app-store chapter does not erase age-verification duties imposed on social-media platforms by other law.
- What method is required? Distinguish an age category or age signal from a particular verification method. Do not describe a requirement as self-attestation, ID checking, or another method unless the applicable text says so.
- What information is shared? Determine whether an app store sends a user’s age category or another signal to developers, and what the law says about its use. Meta’s stated position supports sharing age information with apps and developers; that statement alone does not define the terms of any bill.
- When is parental approval required? Check which action triggers approval and which users or age categories are covered. A general argument for parental approval does not establish a specific bill’s trigger.
- How is the law enforced? Read the enforcement and remedy sections, including who may bring an action. The materials described here do not verify that Apple- and Google-associated proposals contain no private right of action.
- When does it apply? Check the effective-date clause and any implementation schedule, then account for injunctions and appeals that may affect enforcement.
