There is no single best Amazon Polly replacement. Keep Polly as the AWS-native baseline, choose Google Cloud Text-to-Speech when Google integration and transparent per-character pricing are priorities, Azure AI Speech for very broad locale coverage or custom voices, IBM Watson Text to Speech for private or compliance-sensitive deployments, and ElevenLabs for expressive creator workflows, voice cloning and clearly stated commercial licensing. Compare them with the same script, the same delivery pattern and a normalized cost model. Each provider counts usage differently, and voice quality, SSML behavior, streaming limits and deployment controls can matter more than the headline price.

Which Amazon Polly alternative is best for your project?

The right choice depends on your cloud platform, deployment requirements, voice style and billing unit. The table below is a practical starting point; the final decision should come from an identical test script and a volume-based estimate.

Service Best fit Documented capabilities and pricing signals Checks before migration
Amazon Polly AWS-native applications, IVR, accessibility and cached audio Plain text or SSML; standard, neural, long-form and generative engines; MP3, Ogg Vorbis and PCM output; neural voices in 36 languages and language variants; cached replay of generated speech has no additional charge, according to AWS Required language, engine, voice stability and AWS quotas
Google Cloud Text-to-Speech Multilingual Google Cloud workloads and a simple character-based model Standard voices are listed at $4 per 1 million characters after the applicable free allowance; Neural2 at $16 per 1 million characters; Google also lists 1 million free characters for Chirp 3 HD on its current pricing page; most SSML tags count as characters Model availability, regional endpoint, SSML counting and streaming behavior
Azure AI Speech Enterprise locale breadth, custom voice and Microsoft integration Standard neural voices are available in 100+ languages and locales; custom voice options are documented; billing counts characters and applicable markup Custom-voice access, region, governance, markup cost and output limits
IBM Watson Text to Speech Private, compliance-sensitive or deploy-anywhere environments Lite plan includes 10,000 characters per month; Standard is listed as low as $0.02 per thousand characters; REST and WebSocket interfaces, SSML and private-deployment options are documented Region, plan availability, customization, service-level terms and isolated-environment pricing
ElevenLabs Creator workflows, expressive voices, cloning and commercial licensing Free plan includes 10,000 credits per month; published plan comparisons list 74 languages; Starter and higher plans advertise a commercial license; credit consumption depends on the selected model Model-specific credit use, licensing scope, concurrency, latency and voice consistency

Prices, model names, voice counts, free tiers and regional availability change frequently. The figures above reflect provider pages checked on October 25, 2026; verify the live terms for your account, region and selected model before committing.

What does Amazon Polly provide that an alternative must match?

Polly converts text into an audio stream. An application sends plain text or SSML, selects a voice engine and voice, then requests an output format such as MP3, Ogg Vorbis or PCM. That simple contract supports web and mobile accessibility, IVR prompts, notification systems, e-learning and cached media.

Four Polly voice engines

  • Standard: the original synthesis option for broad compatibility.
  • Neural: a neural-network and vocoder system intended to sound more natural than standard synthesis.
  • Long-form: designed for extended passages where a long document needs a coherent delivery.
  • Generative: intended for emotionally engaged speech. AWS warns that updates to training data and the model can produce slight changes in how a voice sounds over time.

AWS lists neural voices in 36 languages and language variants. That is a substantial footprint, but it is not the same as every voice being available in every region or every engine supporting every feature. Check the voice-and-engine matrix and your account quotas before replacing a production voice.

Caching changes the effective Polly cost

AWS states that replaying cached generated speech has no additional charge. If your application repeats a fixed set of prompts, store the audio and serve it rather than synthesizing the same sentence on every request. Alternatives may have their own caching terms, so compare both synthesis cost and the rights to store and redistribute generated audio.

How do the major alternatives differ in price?

Do not compare a monthly plan or a per-million headline until every service is expressed for the same text volume. Google and Azure generally meter characters, IBM publishes a per-thousand-character signal, and ElevenLabs uses credits whose character cost varies by model.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Google Cloud Text-to-Speech

Google’s current pricing page lists Standard voices at $4 per 1 million characters after the applicable free allowance and Neural2 voices at $16 per 1 million characters. It also lists 1 million free characters for Chirp 3 HD. Treat those as separate model lines, not as one blended rate. Google counts characters according to its billing rules, and most SSML tags count, so adding extensive markup can increase billable volume.

To estimate Google cost, count the exact request payload—including markup that the service bills—then multiply by the selected model’s rate. Keep free allowances separate from paid production volume; a free tier can cover a pilot but disappear when traffic grows or when a different model is selected.

Azure AI Speech

Azure bills text and applicable markup rather than offering one universal voice price in the comparison material. The amount depends on the voice type, region, subscription and any custom-voice arrangement. Request a quote or use the current calculator for your region, then confirm whether SSML tags, pronunciation data and custom-voice training or hosting are billable.

Azure’s 100+ language-and-locale claim describes the standard neural catalog, not an assurance that every locale is enabled in every endpoint. A custom voice can justify a higher total cost when a recognizable brand voice is important, but access, governance approval and regional restrictions must be confirmed first.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

IBM Watson Text to Speech

IBM publishes a Lite allowance of 10,000 characters per month and lists Standard pricing as low as $0.02 per thousand characters on its product page. “As low as” is a floor, not a promise for every region, plan or deployment. Private or isolated environments can have different commercial terms and infrastructure requirements.

Convert your projected monthly characters to thousands, apply the plan’s rate, and then add any private-deployment or support costs. Confirm whether the chosen region offers the voice, customization and service-level agreement your application needs.

ElevenLabs

ElevenLabs expresses usage in credits, and the number of credits consumed depends on the model. The Free plan includes 10,000 credits per month; plan comparisons list 74 languages, and Starter and higher plans advertise a commercial license. A credit total therefore cannot be translated into a universal character price without choosing a model and checking its conversion rule.

For a fair estimate, take a representative script, submit it with the model you would deploy, record the credits consumed, and scale that result to your monthly character count. Repeat the test for any higher-quality or lower-latency model you may use in production.

Which service has the most natural voices?

“Natural” is not one measurable property. Evaluate pronunciation, rhythm, pauses, emotional range, speaker consistency and how well the voice handles your names, numbers and abbreviations. A voice that sounds excellent in a short demo may mispronounce product names or become tiring in a 30-minute lesson.

Polly’s neural and generative options

Polly neural voices use a neural-network and vocoder architecture and cover 36 languages and variants. Generative voices target emotionally engaged delivery, but AWS explicitly cautions that model or training-data updates can slightly alter the sound over time. For serialized podcasts, legal notices or accessibility recordings that must remain stable, archive approved audio and regression-test new output before switching versions.

Azure’s catalog and custom voice

Microsoft describes its standard neural voices as high-quality and available in 100+ languages and locales. Azure also offers custom-voice options, which can provide a distinctive speaker rather than a catalog voice. Custom voice requires an eligibility review, suitable recordings and governance around consent and storage; availability and terms vary by region.

Google’s model choices

Google separates Standard, Neural2 and newer model families such as Chirp 3 HD in its pricing. Test each model with the same script instead of assuming the most expensive tier is automatically best for every language. Check whether the model supports your required SSML controls and endpoint before selecting it for a real-time path.

ElevenLabs for expressive work

ElevenLabs is oriented toward expressive creator use, cloning and multiple voice styles. Its commercial-license language on Starter and higher plans is useful for monetized projects, but it does not remove the need to read the license scope for your account, territory and content. Cloned voices also introduce consent, identity and approval questions that a catalog voice does not.

Which services support SSML, languages and pronunciation control?

All five options can be evaluated with SSML or equivalent controls, but support is not identical. Treat an SSML document as portable only after testing every tag you use.

  • Polly: accepts plain text and SSML, with engine-specific voice behavior.
  • Google Cloud: supports SSML, but most tags count toward billed characters under its pricing rules.
  • Azure: supports SSML and pronunciation controls; markup that is billable must be included in your estimate.
  • IBM: documents SSML support through its text-to-speech interfaces.
  • ElevenLabs: model and API behavior should be checked for the exact markup, pronunciation and timing controls your workflow needs.

Build a pronunciation test containing proper names, acronyms, dates, currency, units, decimal numbers, phone numbers, URLs and deliberately ambiguous punctuation. Compare phonemes, pauses and emphasis—not only the first sentence. Store the expected transcript and audio review notes so a provider or model change can be detected.

How should you compare streaming, output formats and response limits?

Choose the delivery mode before judging a voice. Interactive applications need low time to first audio and a stable stream; downloadable lessons can tolerate a longer render and prefer a complete file.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Requirement What the documentation establishes What to verify in a proof of concept
Audio streaming Polly returns an audio stream; IBM documents REST and WebSocket streaming Time to first byte, chunk size, reconnect behavior and whether the selected voice supports the stream
Output formats Polly offers MP3, Ogg Vorbis and PCM; other providers expose format choices through their APIs Codec, sample rate, channel layout, loudness and whether your player can consume the stream without transcoding
Long responses Azure’s REST reference documents a ten-minute response limit Maximum characters per request, timeout behavior, chunking strategy and ordering when a passage is split
Real-time interaction Streaming capability is provider- and endpoint-dependent Median and worst-case latency under concurrent load, cancellation support and partial-audio recovery

If a service has a ten-minute response ceiling, divide long documents at sentence or paragraph boundaries and stitch files only after checking that prosody does not reset awkwardly. For conversational systems, implement cancellation so a user interrupt stops synthesis and does not continue charging for abandoned text where the provider’s rules permit cancellation.

How do deployment, privacy and governance change the choice?

Cloud location and control can outweigh a small unit-price difference. Map where text is processed, where audio is stored, who can access voice models and whether your compliance team permits an external endpoint.

AWS-native workloads

Polly is the straightforward fit when IAM, regional controls, logging and the rest of the application already run on AWS. Confirm service quotas and the availability of the required engine in the region that holds your data.

Microsoft environments and custom voices

Azure can reduce integration work for Microsoft identity, data and monitoring stacks. Custom voice adds governance work: obtain documented speaker consent, restrict training data access and define how a voice can be used after an employee or contractor leaves.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Private and isolated IBM deployments

IBM documents private-deployment and deploy-anywhere options, which may suit regulated workloads or networks that cannot send text to a public endpoint. Ask for the exact architecture, patch responsibility, hardware requirements, support boundary and pricing for your isolated environment.

Creator licensing and cloned voices

ElevenLabs’ commercial-license statement on Starter and higher plans is relevant when audio is sold, sponsored or published. It is still necessary to check whether the plan covers advertising, client work, resale, translations and voice cloning. Keep a record of the voice owner’s consent and the plan terms in effect when each asset was created.

How can you run a fair, repeatable comparison?

Use one controlled test rather than separate demos supplied by each vendor. The following sequence keeps price, quality and operational behavior comparable.

  1. Define the workload. Record monthly characters, average request length, peak concurrent requests, target latency, output format, retention period and the languages that are actually required.
  2. Normalize the billing unit. Convert Google and Azure character counts, IBM thousands and ElevenLabs credits to the same monthly script volume. Include SSML and other billable markup, and separate one-time free allowances from recurring paid usage.
  3. Create a fixed script. Include your real names, abbreviations, dates, numbers, punctuation, SSML prosody, pronunciation lexicons and at least one long-form passage. Do not “clean up” the script for a provider after hearing a weak result; that would invalidate the comparison.
  4. Record every request setting. Save provider, region, model or engine, voice ID, output format, sample rate, SSML version and API date. A voice name alone is not enough to reproduce a result.
  5. Score intelligibility and style separately. Have reviewers mark pronunciation errors, unnatural pauses, emphasis, emotional fit, fatigue over long passages and consistency between runs. Keep objective failures separate from personal preference.
  6. Measure operations. Capture time to first audio, complete-render latency, error rate, timeout behavior, stream interruption recovery and performance at your expected concurrency.
  7. Check rights and retention. Read the plan’s commercial-use, cloning, storage and redistribution terms. Confirm whether generated files can be cached and served indefinitely.
  8. Repeat after a model update. Keep a small golden test set and rerun it when a provider changes a model, voice or endpoint. This is especially important for Polly generative voices because AWS warns that model updates may alter the sound slightly.

How do you migrate an application from Polly?

A migration is safer when the application does not call a vendor-specific API throughout the codebase. Put synthesis behind one internal interface and keep provider-specific behavior at the edge.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

1. Define a provider-neutral request

Use fields such as text, SSML flag, language, voice, style, speed, pitch, output format, sample rate and correlation ID. Reject unsupported combinations before sending a request, and return a clear capability error rather than silently falling back to a different voice.

2. Separate text preparation from synthesis

Normalize numbers, dates, abbreviations and punctuation in one component. Keep pronunciation dictionaries and SSML templates version-controlled. This makes it possible to test the same prepared text against Polly, Google, Azure, IBM and ElevenLabs.

3. Build an explicit voice map

Map each Polly voice to a tested replacement by language, gender or vocal character, style and legal status. Do not map only by language; two voices in the same locale can differ dramatically in pronunciation and pacing.

4. Implement chunking and retries

Split at sentence or paragraph boundaries to respect request-size and response-time limits. Use bounded retries with idempotency keys where available, and avoid duplicating audio in a stream after a reconnect. Log the provider request ID and the exact chunk boundaries.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Preserve caching deliberately

Hash the normalized text plus voice, model, SSML and output settings. A cache key that omits the model can serve stale or mismatched audio after a voice change. Review each provider’s caching and redistribution terms before retaining generated files.

6. Run parallel acceptance tests

For a transition period, synthesize a sample of production requests through Polly and the candidate provider, then compare pronunciation, latency, error handling and cost. Switch traffic by language or feature rather than changing every request at once.

What are the most common comparison mistakes?

  • Comparing unlike units: a per-million-character quote is not directly comparable with credits or a per-thousand rate.
  • Ignoring markup: SSML can improve speech while also increasing billable characters on services that count tags.
  • Testing only English: a provider’s broad language count does not guarantee the voice, engine, endpoint or pronunciation quality you need in every locale.
  • Choosing from a demo sentence: names, numbers, code, legal text and long-form narration reveal failures that a short sample hides.
  • Assuming catalog voices are permanent: model updates can change timbre or prosody. Archive approved output and track model identifiers.
  • Forgetting output constraints: a service may stream one format but impose a response-time or character limit on another endpoint.
  • Leaving governance until launch: custom voices, cloning, private deployment and commercial publication all require approvals and documented rights.
  • Ignoring quotas: rate limits and regional capacity can become the real bottleneck during an IVR spike or a batch render.

Which provider should you choose in common scenarios?

You already run the product on AWS

Start with Polly. Its engines, SSML input, audio formats and cached replay fit naturally into an AWS application. Move only when a measured gap—locale, custom identity, private deployment or expressive style—justifies the migration work.

You need a transparent first-pass cost model

Start with Google Cloud Text-to-Speech because its current page publishes clear per-million-character figures for Standard and Neural2 voices. Recalculate with your exact SSML and model mix; the free allowance and Chirp 3 HD promotion are not substitutes for a recurring-volume estimate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

You need many locales or a custom enterprise voice

Evaluate Azure AI Speech first. Its standard neural catalog covers 100+ languages and locales, and custom-voice options can address a distinct brand identity. Confirm access, region and governance before designing around the custom option.

You cannot send text to a public service

Evaluate IBM Watson Text to Speech and its private-deployment options. Validate the isolated architecture, patching model, support terms and total cost rather than assuming the public Lite or Standard figures apply unchanged.

You publish expressive or cloned-voice content

Evaluate ElevenLabs with a specific model and a written licensing checklist. Its creator focus, published 74-language comparison and commercial-license language can be compelling, but credit consumption, concurrency and voice rights must be tested for your workflow.

What should be in a production readiness checklist?

  • Every required language, locale, voice and engine has been tested in the intended region.
  • The normalized cost model includes markup, free-tier limits, cache-hit rate and peak traffic.
  • A golden script covers names, numbers, dates, abbreviations, SSML, long-form text and edge punctuation.
  • Latency, streaming, timeout, retry, cancellation and chunk-stitching behavior meet the product target.
  • Output codecs, sample rates, loudness and storage formats work with every consuming device.
  • Voice consent, commercial rights, cloning restrictions, retention and deletion procedures are documented.
  • Model and voice identifiers are logged so a future audio change can be traced.
  • Quotas, regional failover and an emergency fallback voice have been tested.
  • Human review has approved representative audio in every launch language.

How often should pricing and voice availability be rechecked?

Review them whenever you change a model, region, volume tier, deployment mode or commercial use. Provider pages can change free allowances, voice catalogs, credit conversion, response limits and partner terms without changing your application code. Schedule a pricing and capability review at least before a major launch or contract renewal, and keep the October 25, 2026 figures in this article as a dated reference rather than a permanent quote.

Frequently Asked Questions

Can I use the same SSML file with Polly, Google, Azure and IBM?

Not safely without testing. The services overlap on common tags, but supported elements, pronunciation syntax, defaults and billing treatment differ; maintain a provider-specific rendering layer and compare the resulting audio.

Does a free tier cover a production audiobook or podcast?

Usually not for long-running workloads. A free allowance can support a pilot, but recurring narration should be estimated from the full script, selected model, markup and expected rerenders, with commercial-use rights confirmed separately.

What is the safest way to preserve a voice when a model changes?

Keep the approved audio files, the exact text or SSML, model and voice identifiers, output settings and generation date. Re-synthesize a small golden set after updates and publish new audio only after human approval.

Can a private deployment still provide real-time streaming?

It depends on the product and architecture. Ask the provider for documented WebSocket or equivalent streaming support in the private edition, then test latency, concurrency, network isolation and patch behavior under your own constraints.
