Build an AI-ready culture by defining a business problem first, assessing organizational gaps, developing role-specific skills, making leadership and safeguards visible, and testing a bounded pilot before deciding whether to scale. Readiness is not a yes-or-no score: it is a practical view of what your organization can responsibly do now, what it must strengthen, and in what order.

That sequence matters because buying a tool does not itself create the conditions for useful adoption. Employees need clarity about how AI will affect work, leaders need a plan for risk and oversight, and teams need enough data, infrastructure, and capability to evaluate results. Use the five steps below to prepare for an investment decision rather than trying to justify one you have already made.

Why does an AI-ready culture matter before an investment?

An AI investment changes more than a technology stack. It can affect workflows, decision rights, employee responsibilities, data practices, customer experience, and the way the organization manages risk. If those conditions are not considered until after a tool has been selected, teams may struggle to use it well—or may discover that the original problem was not a good fit for AI.

AI readiness is therefore broader than technical deployment. Cisco’s AI Readiness Assessment describes six pillars: strategy, infrastructure, data, governance, talent, and culture. The CST readiness guide also emphasizes organizational context and the need to identify appropriate use cases, sequence initiatives, and address foundational gaps. Neither framework should be treated as a universal certification that guarantees a project will succeed; each is a way to organize questions and priorities.

Survey findings illustrate why organizational preparation deserves attention, but they are not forecasts for every business. In a 2026 McKinsey & Company survey of 750 employees and leaders across industries, 70% of respondents said they felt personally prepared to adopt and use AI, while 27% of leaders believed their organizations were ready to make the shifts needed for an agentic future. In the same survey, organizational readiness accounted for 48% of the difference between leaders reporting AI value capture and those who did not; personal readiness accounted for 25%. Those are reported associations, not proof that readiness alone caused value capture.

The practical implication is to treat culture as part of the investment case. Before committing to broad deployment, find out whether people, processes, data, governance, and infrastructure can support the intended use—and what must change if they cannot.

1. How do you choose the right problem before choosing an AI tool?

Start with a customer, operational, or strategic need that matters even if AI is not the answer. Define the desired outcome in measurable terms before evaluating products; otherwise, the organization risks selecting a tool and then searching for a problem that appears to fit it.

Describe the need without naming a technology

Write a short problem statement that identifies who experiences the problem, where it occurs, and why solving it matters. For example: “Customers wait too long for answers to a recurring service question” is more useful than “We need a chatbot.” The first leaves room to compare process improvements, better knowledge management, staffing changes, or AI. The second assumes a solution before establishing the need.

Consider the context around the problem, not just its apparent efficiency potential. Ask whether the affected process is important to customers or employees, whether the market or operating environment is changing, and whether regulation or the sensitivity of the decisions involved changes what is acceptable. The CST guide treats context as a readiness dimension; its recommendations are aimed at technology companies in Saudi Arabia, so jurisdiction-specific details should not be generalized to organizations elsewhere.

Set a baseline and an outcome

Choose a small number of measures that describe the current state and the improvement you would need to justify investment. The measure should match the problem: for example, a service process might track time to resolution, while an internal workflow might track completion time or the frequency of rework. Those are examples of measures to consider, not promised outcomes from AI.

Record constraints alongside the target. A faster process may not be worthwhile if it introduces unacceptable errors, weakens customer trust, or creates a governance problem. Decide which quality, safety, privacy, or service conditions cannot be traded away. This gives a later pilot a meaningful standard beyond “people liked the demo.”

Check whether AI is a plausible fit

Describe the work involved and identify where AI might help, where a person must remain responsible, and where a simpler intervention could be better. If the task depends on unreliable or unavailable information, requires a consequential judgment that cannot be adequately overseen, or has no clear owner, those are reasons to investigate the foundations before investing. They do not automatically prove AI can never help; they indicate that the case needs more careful definition.

2. How should you assess AI readiness without reducing it to a score?

Take an inventory of the conditions needed for the specific use case, then turn gaps into sequencing decisions. A single readiness score can conceal important differences—for example, strong technical infrastructure alongside weak governance, or capable staff alongside data that cannot be used lawfully or reliably.

Assess the dimensions that shape this use case

Use a consistent set of questions across the organization, while allowing answers to differ by project. The dimensions below combine the organizational and technical areas identified in the CST and Cisco frameworks, with strategy made explicit:

  • Context: What customer, market, operating, and regulatory conditions shape the problem? Are there location- or sector-specific requirements to consider?
  • Strategy: Does the proposed use support a clear organizational priority? Who owns the outcome and the decision to invest?
  • Data: Do teams have access to the relevant information? Is it suitable in quality and coverage, and is its intended use lawful and appropriately controlled?
  • Infrastructure and security: Can the organization support the planned use, integrate it into the workflow, and manage the associated security requirements?
  • Governance: Who sets acceptable use, oversight, and accountability? How will risks be identified and decisions reviewed?
  • Talent: Do employees and technical specialists have the skills to use, evaluate, support, and improve the system?
  • Culture: Do affected people understand the purpose and feel able to raise concerns? Is the organization prepared to adapt workflows based on evidence?

Turn findings into a gap-and-sequence plan

For each dimension, record what is in place, what is missing, who can address it, and whether the gap blocks a pilot or can be addressed during a carefully controlled test. Then sequence the work. A data-use issue or unclear accountability may need resolution before experimentation; other gaps, such as training needs, may be addressed in parallel with a limited pilot if risks remain controlled.

Separate evidence from assumptions. “We have the data” is not enough if no one has checked whether it is complete, accessible for the intended purpose, or permitted for that use. Likewise, “employees are interested” does not establish that they know how to use the system responsibly or that the workflow has an accountable owner.

Choose a framework that fits your organization

Frameworks are useful when they help expose gaps and prioritize work, not when they create an appearance of certainty. Cisco’s online assessment lists strategy, infrastructure, data, governance, talent, and culture. The CST guide is explicitly directed at technology companies in Saudi Arabia and includes local context, so its jurisdiction-specific guidance requires care when applied elsewhere. Neither should be presented as an independently validated universal standard.

When reviewing any assessment, check whether it covers people and culture as well as technology, whether it produces actionable priorities and sequencing, and whether it suits your sector and jurisdiction. Also distinguish a diagnostic assessment from an implementation guide: one may help identify weaknesses without telling you exactly how to resolve them.

3. What AI skills do employees, leaders, and technical teams need?

Build capability by role rather than relying on a single general-awareness session. Employees need the judgment to use AI appropriately in their work; leaders need to steer organizational change and risk; and technical and data professionals need the expertise to build, evaluate, and support systems in collaboration with the people who use them.

For employees using AI in daily work

Foundational capability should include an understanding of what AI tools can and cannot do, responsible-use expectations, data-protection awareness, critical thinking, and the judgment to check outputs rather than accept them automatically. Training should address the actual work employees perform: what information they may enter, when they should verify a result, and how to ask for help if an output appears unreliable or inappropriate.

For leaders responsible for adoption

Leaders need to understand how AI connects to strategy and workflows, what risks and regulatory concerns require attention, and what infrastructure and workforce preparation are involved. They also need governance, communication, and change-management skills. Their responsibility is not just to approve a purchase; it is to make the purpose, safeguards, accountability, and expected changes in work understandable to the people affected.

For digital and data professionals

Technical specialists need technical ability alongside awareness of risk and ethics, and the ability to collaborate across teams. A system can be technically functional but still fail to fit the workflow or meet organizational expectations. Involving operational and domain experts helps technical teams understand what the system is meant to support and how its performance should be judged.

Make capability development ongoing

Training should continue as tools, workflows, and organizational guidance change. The OECD report Building an AI-ready public workforce focuses on public administrations, so its workforce advice should not be treated as a private-sector rulebook. Its core observation is still useful as a principle: “Preparing people, in this context, is as important as deploying technology.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For each role, identify the behavior people should be able to demonstrate, provide practice tied to the intended work, and make it possible to raise questions after training. A launch session alone is unlikely to answer the questions that surface when people encounter unusual cases in a live workflow.

4. How can leadership build trust and make governance visible?

Explain why the organization is considering AI, what work may change, what safeguards apply, who remains accountable, and how employees can raise concerns. Trust is more likely when employees can see the purpose and boundaries of a change rather than being asked to adopt a tool without context.

Make sponsorship concrete

Executive sponsorship should be visible in decisions and communication, not just in an announcement. Leaders should explain the business need, the intended benefit, the limits of the pilot or deployment, and how results will inform the next decision. Microsoft’s enterprise adoption guide emphasizes executive sponsorship and transparency. It also notes: “Organizations can implement sophisticated AI solutions, but if employees resist using them, business impact remains limited.”

Explain what is known and what is still being evaluated. Avoid promising that AI will remove a specific task or guarantee a benefit before a pilot establishes what happens in the actual workflow. Employees need enough information to understand how to participate and where to direct concerns.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Involve affected workers in the design

People who perform or receive the work often know where a proposed change will create friction. Involve them early enough to identify workflow realities, likely exceptions, and practical support needs—not only after the technology decision has been made. Their input can help reveal whether the proposed system solves the stated problem and whether the new process is workable.

Set decision rights and safeguards

Before a pilot, identify who owns the business outcome, who is responsible for the system and workflow, who reviews risks, and who can pause or stop the test. Explain what decisions require human review and how concerns or failures are escalated. The exact controls will depend on the use case and applicable requirements, but leaving ownership implicit makes it harder to respond when something goes wrong.

Support change beyond communication

Change support can include communication, training, practical resources, incentives, and iterative measurement. Deloitte’s 2024 report, drawing on its State of AI in the Enterprise research, found that 37% of its survey respondents reported significant investment in change management, incentives, or training to help people integrate new technology into work. That figure describes those survey respondents, not a universal rate or a target every organization should copy.

Use feedback to adjust the rollout. If employees do not understand the workflow, cannot access the resources they need, or see a mismatch between stated safeguards and daily practice, treat that as information about readiness—not simply as resistance to be overcome.

5. How should you pilot AI and decide whether to stop or scale?

Run a bounded pilot to answer specific questions about value, workflow fit, risk, and organizational capability. Agree in advance on the scope, duration, measures, owner, risk checks, and thresholds for continuing. A pilot is an evidence-gathering step, and stopping is a legitimate result.

Define the pilot before starting

Keep the pilot tied to the problem and baseline from Step 1. Document:

  • Scope: Which team, workflow, users, and task are included—and what is out of scope?
  • Time bounds: When will the test begin and end, and when will the decision review take place?
  • Ownership: Who is accountable for the outcome, day-to-day operation, and review?
  • Measures: What evidence would show improvement, and what quality or risk conditions must remain acceptable?
  • Workflow fit: Where does AI enter the work, what must a person check or decide, and how are exceptions handled?
  • Risk checks: What will be monitored, who will review concerns, and what would trigger a pause?
  • Decision thresholds: What findings justify stopping, revising the test, or considering expansion?

Make thresholds specific enough that the final decision cannot depend solely on enthusiasm for the technology. A test might show a promising result on one measure but also reveal an unacceptable quality issue, a lack of user confidence, or a dependency the organization cannot yet support. The decision should account for the whole case, not one favorable metric.

Learn from use, not just demonstrations

Observe the system in the real workflow and include the people who will use or support it. Ask whether the tool helps with the intended task, whether employees can understand and check its outputs, where it creates additional work, and whether the process can handle exceptions. Compare results with the baseline and record issues as they occur rather than relying only on end-of-pilot recollections.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep the test controlled enough that participants understand its limits and know where to report a concern. If the pilot raises a risk or produces evidence that contradicts the original assumptions, pause and review rather than broadening access to preserve momentum.

Use an explicit stop, revise, or scale decision

  • Stop if the pilot does not address the underlying need, fails agreed thresholds, creates unacceptable risk, or depends on foundations the organization cannot support.
  • Revise and retest if the problem remains valuable but a manageable issue—such as workflow design, training, or data preparation—prevented a fair evaluation.
  • Consider scaling only when evidence supports the intended value and the organization can support integration, governance, ownership, and continued quality management.

Scaling is not just making a tool available to more people. Microsoft describes controlled experimentation followed by integration and scaling, while OECD analysis warns that firms often pilot without a strong plan to expand and integrate. Before broadening use, determine what needs to change in systems, processes, governance, training, and ongoing review. If the organization cannot support those conditions, a successful small pilot may still not justify immediate expansion.

What should your pre-investment action plan contain?

Bring the five steps together in a concise decision document that lets sponsors see the case, the gaps, and the evidence still needed. It need not be a complex scorecard; its job is to make assumptions and responsibilities visible.

  1. Problem: State the need, who experiences it, and why it matters without naming a preferred product.
  2. Outcome: Record the baseline, intended improvement, and quality or risk conditions that cannot be compromised.
  3. Readiness gaps: Summarize context, strategy, data, infrastructure, governance, talent, and culture findings; name the owner and sequence for each important gap.
  4. People plan: Identify which roles need what skills, how affected workers will participate, and what communication and practical support they need.
  5. Pilot proposal: Set scope, time bounds, measures, oversight, stop conditions, and the person responsible for the final decision.
  6. Investment gate: State what evidence would justify continued spending, what would trigger revision or termination, and what integration and ongoing management would be required to scale.

This plan prevents a readiness assessment from becoming a ceremonial score and a pilot from becoming an open-ended technology trial. It connects a business need to the people, controls, and capabilities required to test a solution responsibly.

Frequently Asked Questions

Can a small organization build an AI-ready culture without a formal readiness framework?

Yes. A small organization can use the same readiness questions without adopting a branded assessment: document the business need, data and security constraints, accountable owner, affected roles, and pilot decision rules. The important distinction is whether the exercise produces clear gaps and actions, not whether it generates a formal score.

Does being AI-ready mean every employee should use AI?

No. Readiness means the organization can choose appropriate uses and support them, not that every role needs an AI tool. Some tasks may have no compelling case, and some uses may remain unsuitable until data, oversight, or other foundational conditions change.

How often should an organization reassess AI readiness?

Revisit readiness when the use case, data, workflow, applicable requirements, or scale changes materially. A finding made for a limited pilot does not automatically establish readiness for a different department or a broader deployment.

Should employees be told when AI is being tested in their workflow?

They should receive clear, relevant information about the test’s purpose, boundaries, expected workflow changes, safeguards, and how to raise concerns. The exact disclosure obligations depend on the use case and jurisdiction, so organizations should check applicable requirements rather than treating a general communication plan as legal advice.
