AI proctoring can add identity, video, screen, keystroke or behavior checks to a remote assessment, but it cannot prove that the assessment measures the learning you intend to certify. The reliable order is to define the learning outcomes, design tasks that require students to apply and explain knowledge, publish precise AI-use rules, and then decide whether monitoring is a proportionate security control. Proctoring brings trade-offs involving privacy, accessibility, technical reliability, fairness and student stress; no current evidence establishes a universal product or method that prevents cheating.
What does AI proctoring actually do?
AI proctoring is software used to monitor students during online or digitally delivered assessments. Depending on the system and institutional settings, it may record video, inspect the screen, log keystrokes or mouse activity, check identity and flag behavior for review. The OECD describes related arrangements ranging from remote monitoring to restricting a computer environment while a human invigilates an in-person exam.
These functions are controls around an assessment, not evidence that the assessment itself is valid. A flag can indicate that a person or event deserves review; it does not establish that misconduct occurred. Human review, a clear process for responding to concerns and an opportunity for the student to explain are essential safeguards.
Proctoring can also collect sensitive information. The OECD reports that students and institutions in many jurisdictions regard these systems as intrusive and raise privacy concerns. Before selecting a system, an institution should document what data are captured, why each field is necessary, who can access it, how long it is retained, where it is processed and how a student can challenge a decision.

Why is exam validity more important than surveillance?
Security and validity answer different questions. Security asks whether unauthorized assistance is made harder or more detectable. Validity asks whether scores support the interpretation being made about a student’s knowledge or skill. The ITC/ATP technology-based assessment guidance treats validity, fairness, accessibility, security and privacy as connected design requirements rather than substitutes for one another.
An exam can be tightly monitored and still be a poor measure. A recall-heavy test may reward memorization when the course outcome is clinical judgment, programming ability or professional communication. Conversely, a well-designed open-resource task can be valid even when students use permitted tools, provided the scoring criteria assess the intended intellectual work.
Start with the claim you want a score to support. If the claim is that a student can diagnose a problem, construct an argument, create a design or explain a decision, the task must elicit that performance. Monitoring cannot repair a mismatch between the task and the claim.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsHow should an assessment change for an AI-enabled world?
UCL guidance recommends emphasizing work that requires application, synthesis, critical analysis, creativity, reflection and explanation. These approaches do not make cheating impossible; they make the assessed construct clearer and give students more opportunities to demonstrate their own reasoning.
Specify the intellectual work
Rewrite outcomes and prompts so the marker can see what matters. Ask students to apply a principle to a new case, compare competing solutions, justify a design choice, critique an AI-generated answer or reflect on how evidence changed their conclusion. A prompt that requests only a standard answer is easier for a generative system to complete without revealing the student’s understanding.

Require evidence of process when it fits the outcome
Notes, drafts, calculations, version histories or short explanations can show how a result was developed. Process evidence should be graded only when the process is part of the learning outcome; requiring it indiscriminately adds workload without improving validity. A brief oral discussion or supervised component can also be appropriate for outcomes involving explanation or professional judgment.
Test the task against capable AI
Try the core prompt with an AI tool before release. If it can perform the central intellectual work to the level your rubric rewards, revise the prompt, scaffolding or criteria. The purpose is not to stage a contest against a machine; it is to ensure that the assessment elicits the human capability the course claims to measure.

What AI-use rules should students receive?
Publish the rules in the course and in each assessment, not only in a general policy. UCL and UNSW guidance both emphasize transparent expectations. State whether AI is permitted, restricted, required or prohibited; identify which tools or functions are covered; explain what must be acknowledged; and describe what counts as malpractice.
- Permitted: for example, brainstorming or language feedback, with the student’s own analysis and an acknowledgement of use.
- Restricted: for example, no generated text in a final answer, or use allowed only in a marked critique section.
- Required: students may be asked to compare an AI output with course evidence and correct its errors.
- Prohibited: explain the boundary and the evidence students must retain to demonstrate independent work.
Rules must match the learning outcome and the assessment conditions. In its qualification context, the Joint Council for Qualifications (JCQ) says, “Students must be able to demonstrate the final submission is the product of their own independent work and independent thinking.” JCQ’s guidance, effective 30 April 2025, also sets expectations for acknowledgement and malpractice; other institutions and jurisdictions may use different requirements.

- Map outcomes to evidence. For every learning outcome, name the observable performance that would justify a passing score. Remove questions that test material no longer central to the outcome.
- Define the construct and conditions. Decide whether the task measures recall, reasoning, practical performance, communication or another capability. Set resource, time and collaboration conditions that are part of that construct.
- Write the AI policy beside the task. Mark each stage as permitted, restricted, required or prohibited, and state how use should be acknowledged.
- Increase authentic reasoning. Use unfamiliar cases, local or course-specific data, comparison of alternatives, critique, reflection or a request to explain intermediate decisions where those features match the outcome.
- Add proportionate process checks. Collect drafts, notes, calculations, version history or a short oral explanation only when they provide meaningful evidence of the target capability.
- Run an AI challenge test. Have a capable tool attempt the task. Revise prompts and marking criteria if the tool can supply the answer without the intended reasoning.
- Set scoring criteria and moderation. Make the rubric reward the target construct, not superficial polish. Check that assessors apply the criteria consistently and that any alternate versions are equivalent.
- Assess the need for monitoring. Identify the specific integrity risk that remains, then compare proctoring with less intrusive controls such as supervised sessions, randomization, authenticated checkpoints or oral verification.
- Pilot the complete process. Test devices, bandwidth, accessibility features, identity checks, recording notices, escalation routes and appeal procedures with representative students before a high-stakes sitting.
- Review outcomes and burden. Examine technical incidents, accessibility complaints, false alerts, student workload and score patterns. Change the assessment or process rather than assuming more surveillance is the answer.
How do proctoring and other controls compare?
The right comparison is not “AI versus no AI.” Compare each approach against the outcome being measured, the risk it addresses and its effects on students and staff.
| Approach | Security or integrity role | Key design cautions |
|---|---|---|
| Online proctored exam | TEQSA categorizes this as medium security. | Login credentials may be shared; proctoring may not detect collusion. Privacy, accessibility, technical failure and review procedures require explicit planning. |
| Unsupervised online quiz | TEQSA lists this among low-security design patterns. | Useful for low-stakes practice, but weak evidence for high-stakes independent performance. |
| Recycled assignment | TEQSA lists repeated assignments among low-security patterns. | Previously circulated answers can replace the intended learning evidence. |
| Take-home assignment with one correct answer | TEQSA lists this as a low-security pattern. | A single readily searchable answer gives little evidence of individual reasoning. |
| Varied or randomized question sets | Can reduce answer sharing and limit the value of leaked questions. | OECD cautions that versions must measure the same constructs at comparable difficulty to preserve reliability and fairness. |
| Process evidence or oral discussion | Can corroborate authorship and reveal understanding. | Use only when aligned with the outcome; provide accessible formats and account for staff time. |
TEQSA also notes that security depends on design and process choices, not just a monitoring product. It describes institutional measures such as monitoring version histories and training markers or invigilators. The ITC/ATP framework similarly requires consideration of fairness, accessibility, privacy, reliability and security together.
What does current evidence say about reliability, privacy and fairness?
Evidence is time-bounded and context-specific. UNESCO’s 2021 policy guidance said evidence for the validity, reliability or accuracy of AI-enabled continuous assessment was limited at that time. It described face, voice, keyboard-dynamics and text-forensics checks used in distance examinations, but did not establish that all contemporary systems perform equally or that an alert proves misconduct.
The OECD’s 2020 brief on remote higher-education exams was written during the COVID-19 disruption. It reported that campus shutdowns affected around 99% of the world’s higher-education student population and cited an International Association of Universities survey of 424 institutions in 109 countries, with more than 90% reporting replacement of classroom teaching with distance provision or development of remote solutions. Those figures explain the emergency context; they are not current estimates of proctoring effectiveness.
The same brief discusses anxiety and technical failures and suggests varied question sets or randomization as alternatives. It warns that different versions must be comparable. A student with unstable connectivity, an assistive technology requirement, a shared living space or a disability may experience a monitoring regime differently from peers, so accessibility testing and reasonable accommodations are part of validity, not optional extras.

How should an institution investigate a proctoring alert?
Treat an alert as a lead, not a verdict. Automated systems can misinterpret ordinary behavior, environmental noise, eye movement, speech patterns or connectivity interruptions, and the reviewed sources do not establish a validated universal rule for converting alerts into findings of misconduct.
- Preserve the relevant record securely and limit access to authorized staff.
- Check the assessment instructions, accommodation record and technical logs before contacting the student.
- Invite the student to explain the event and provide supporting process evidence where applicable.
- Use trained human reviewers and a documented standard of evidence; do not rely on a single automated signal.
- Offer an appeal or review route that is accessible and independent of the original flagging decision.
- Record the outcome and analyze whether the task or system generated avoidable false positives.
What should a decision framework include?
Before procurement or rollout, answer these questions in writing:
- Outcome: What capability is being certified, and does the task elicit it?
- Risk: What specific unauthorized assistance or identity risk is being addressed?
- Equity: Could the method disadvantage students with disabilities, limited bandwidth, shared devices or different home environments?
- Privacy: What is collected, for what purpose, for how long and under whose control?
- Reliability: What happens during a device failure, connectivity loss or recording interruption?
- Experience: What anxiety, cognitive load and preparation burden does the process impose?
- Workload: Who reviews recordings or alerts, and can the institution do so consistently?
- Alternatives: Would redesign, supervised work, randomization, staged submissions or oral verification address the risk with less intrusion?
Discuss proposed changes with teaching teams, students, accessibility specialists, data-protection staff and the relevant regulator or awarding body. Local rules differ: JCQ requirements apply to its qualification setting and should not be treated as universal law.

Leaving AI rules implicit
Ambiguity produces inconsistent behavior and enforcement. Put permitted, restricted, required and prohibited uses beside the assessment instructions.
Ignoring equivalent-form design
Randomization can reduce sharing only if alternate versions are aligned in construct and difficulty. Otherwise it creates a fairness problem.
Testing only the ideal technical setup
Pilot with the browsers, assistive technologies, networks and room conditions students actually use. Provide a recovery path for interruptions before the exam begins.
What is the practical conclusion for educators?
Design the assessment so that the desired learning is visible, make AI expectations explicit, gather process or oral evidence when it genuinely fits the outcome, and then add the least intrusive security control that addresses the remaining risk. Proctoring can be one component of that system, but surveillance is not a substitute for validity, fairness, accessibility, privacy or reliable administration.
Frequently Asked Questions
Can an institution require students to turn on a camera for every online assessment?
That depends on the institution’s jurisdiction, policy, accommodation duties and the assessment’s purpose. A camera requirement should be justified by a specific integrity need, communicated in advance, accompanied by privacy information and paired with an accessible alternative when the requirement creates a documented barrier.
How long should proctoring recordings or biometric data be kept?
There is no single international retention period in the guidance summarized here. Set a documented minimum period tied to marking, appeals and legal obligations, restrict access, delete data when the purpose ends and tell students the policy before collection.
Do randomized questions guarantee a fairer remote exam?
No. Randomization can reduce answer sharing, but OECD guidance warns that alternate forms must measure the same constructs at comparable difficulty. Equating, review and accessible delivery remain necessary.
What should a student do after a proctoring system flags them?
Read the institution’s academic-integrity and appeal procedures, request the evidence and decision timeline, and provide a factual account of technical conditions or approved accommodations. Keep drafts, notes and error messages that document how you completed the work.
